Government InvolvementPublic education in the past has always been a priority of

the state rather than the federal government. The federal government's responsibility is to provide

safety and minimum requirements.Before the 20th century, public education was controlled

by local districts. More than half of the funding came from local taxes, which led to the quality of schools depending on the location of the districts.
