1. Introduction
1.1 Purpose This document describes the WCDMA RAN Radio Network parameters. 1.2 ScopeThis document lists and gives information about the WCDMA RAN Radio Network Parameters. It contains a general description of the parameter, unit, value, range, default value, recommended value, syntax description and reference to BulkCM. 1.3 Structure To assure that the correct information is delivered to the end-user of this document some of the sheets have been been locked.

Sequence Indicates whether or not the parameter represents a sequence of values.
Change take effect: Indicates when a change of a parameter will take effect.Network entity: The network entity for which the parameter is configured. Feature name: The name of the feature where the parameter is used.Feature number: The feature number of the feature where the parameter is used.BulkCM MO name: The name of the BulkCM managed object this parameter belongs to.BulkCM parameter name: The name of the parameter on the BulkCM interface.Initial tuning:
Source for initial configuration of parameters of access type Read/Write and Restricted. The source can be:- RND: The parameter shall be configured according to Radio Network Design. This includes also cell relation definitions between neighboring cells.- CPI: Guidance how to configure the parameter can be found in a User Description, see the column "CPI Reference"- Recommended/Default: If there is no value in the recommended column, the default value is the recommended configuration. Configuring the system according to Recommended/Default values will ensure a robust initial reference configuration. Further tuning and optimization is necessary in order to adapt to characteristics of a specific network.- RBS Installation: The value is determined by the specific hardware configuration at the site. A typical example is attenuation in feeder cable which is measured at the installation.
Indicates if the parameter is Read only, Read & write or Restricted. If restricted, once the corresponding MO has been created, the parameter value can only be retrieved (not set) . It could only be modified by recreating the MO.
Indicates whether or not this parameter is mandatory to configure at creation of the corresponding managed object. For mandatory parameters no default value is defined.
Indicates whether or not the value of this parameter is stored persistently in the database of a node. Persistent data will survive a node restart.
Indicates whether or not the Management system will be informed when the parameter value is changed by the system or by a Management set operation.The OSS-RC network manager automatically receives every notification but the RNC and RBS element managers first have to subscribe to a notification.
Indicates whether it is recommended to tune the parameter during the initial tuning phase. It is assumed that all initial parameter values have been correctly defined and loaded. Thus, this column disregards consistency and parameter check activities.

RN Optimization: Gives a classification (basic, intermediate or advanced) based on the importance each parameter has during optimization activities. At this stage, it is assumed that there is no need for running consistency checks. N/A will be found for non-optimizable parameters.

Pathloss threshold used for both HS IFLS and DCH IFLS. A pathloss check is performed before triggering a blind IFHO to a candidate cell when performing loadsharing from DCH state. If the pathloss is higher than this threshold, the coverage related cell is not a candidate for loadsharing. 0 means that this value is not used; instead the value of UtranCell::pathlossThreshold is used.
Unit: dB
Enables DCH Inter-frequency Load Sharing (IFLS) between the source and target cells defined by a relation.
Only used if RncFeature=DchLoadSharing is activated.
Feature: DchLoadSharing
Enables HS cell selection between the source and target cells defined by a relation.
Takes effect: Immediately
Enables HS Inter-frequency Load Sharing (IFLS) between the source and target cells defined by a relation. This can also result in selecting a cell based only on capability.
Only used if RncFeature=HspaLoadSharing is activated.
