SECTION C – STATEMENT OF WORK
C.1 GENERAL
C.1.1 The American Embassy PAS in New Delhi requires renovation work in
program areas of American Center New Delhi.
C.1.2 This is a firm fixed price contract for a period of 120 days.
The inspection of segments of the work that have been 100% completed will be
done within 3 business days. No partial payment is allowed.
C.1.3 All work shall be accomplished in a manner which: 1) conforms to the
intent of procedures mentioned 2) causes no contamination to other parts of
the building; 3) endangers none of the building occupants or workers during
these task; and 4) leaves the areas safe for occupancy.
C.2 SCOPE OF WORK
C.2.1 General: The Contractor shall provide all necessary managerial,
administrative and direct labor personnel; as well as all transportation,
tools, instrumentation, equipment and supplies required; to perform the
Vestibule Installation defined in this Scope of Work (SOW). The Contractor
shall provide the services of qualified, trained, technicians to perform the
required work.

C.2.2.1 Nexus area (Refer Drawing Pages 29, 30 & 31)
1. Design, get approval and install a “POST” design Size length 8’8” X height4’6”with black board of 3 inch wide shaped as shown in the drawing
on Page 30. The font style should be Arial Black or similar equivalent.
2. Design, get approval and install “01” design Size 2’0” x 2’0” lower part of the door of the color as shown in the drawing on Page 29 & 30. The font
style should be Anton Regular or similar equivalent.
3. Design, get approval and install “02” design Size 2’0” x 2’0” lower part of the door of the color as shown in the drawing on Page 29 & 30. The font
style should be Anton Regular or similar equivalent.
4. Provide and install tack board of size 6’5” x 8’0” in 2 pieces. Made of particle board 12-15 mm thick covered with polyester fabric of approved
black blue color to match colored drawing on Page 31. The tack board will
be enclosed in the wooden frame of 2” width and 1” depth. Framed to take
the particle board.
5. Provide and fabricate one cupboard/cabinet near “Post” signage for storing materials, as shown in drawing on Page 29 & 30. Size: height 2’5” x
2’5”length x 1’0”depth. Having 2 racks inside. It will be made from 19mm
board and covered color laminate on all the sides including inside and
outside in one of the color laminate listed below:

(f) The counter structure and display surface will be fabricated from
19mm board pretreated water proof board.
4. Design, get approval of “innovate” graphic and paste on MDF 8mm board and fix on the wall 15’11” x 9’7” as shown in drawing on Page 27 & 28.
Thickness of film 120 to 220 ounce.
5. Design, get approval of “American Center New Delhi” screen graphic and paste on MDF 8mm board and fix on the wall 23’91/2” x 9’7” as shown in
drawing on Page 23. Thickness of film 120 to 220 ounce.
6. Provide and install ss 304 stainless steel frame supported glass shelves as per the drawing Page 27 & 28.
i) The 12mm toughened flat plate glass (TEMPERED) is to be fixed in the stainless steel frame, the frame will be supported from the roof
slab and floor slab, frame will be as per the drawing attached and
designed for the safe working.
ii) The frames will be independent of any support from the false
ceiling.
iii) Provide 6 glass shelves in 8’5” height, 8’4” width and of depth
12”
C.2.2.3 Staircase area (Refer Drawing Pages 4, 9, 19, 20, 32,
33 & 34)
1. Provide and install acoustic panels in four approved colors (red, blue, gray, and dark gray) and cut graphics in the acoustic paneling as per the
drawing shown on Pages 4, 9, 19, 20, 32 & 33. Acoustic panels of raw
material of polyester and fiber in 25mm thickness will be approved before
installation.
(a) 1 copy of set - “B” Size 3’0” x 2’0” “|||||||iHUB”,
|||||||||AUDITORIUM and “||||||||||MPR”. Letter Size in 1’0” x 6’0”
slanted at an angle of staircase inclination centered and of the
light gray on gray background as shown in the drawing on page 9. The
font style should be Gotham Regular or similar equivalent. Dark gray
should be used until slant and finish with light gray acoustic panel
for remaining length of wall.
(b) 2 copies of set (for left side between ground and basement as
shown in page 33 & 34, and right side between first floor and ground
floor as shown on page 19) - “G” Size 3’0” x 2’0” “|||||||MAIN LOBBY”
and “||||||||||CAFE” Letter Size in 1’0” x 6’0” slanted at an angle
of staircase inclination centered and of the blue color on dark gray
background as shown in the drawing. The font style should be Gotham
Regular or similar equivalent. Dark gray should be used until slant
and finish with blue acoustic panel for remaining length of wall.
(c) 1 Copy of set - “1” Size 3’0” x 2’0”, “|||||||||||NEXUS”,

(d) Dark gray acoustic panels will line the two walls beside and
behind the basement staircase. Beside the staircase to be size 10’8”

tall x 22’1” long. Behind the staircase (on iHub wall) to be size
10’8” tall x 16’8” long.
(e) Two sets of dark gray acoustic panels will be installed as shown
on Pages 19, 33, 34 between the Ground/First Floor and
Ground/Basement.

C.2.2.4 Cafe area (Refer Drawing Pages 5 & 6)
1. Fabricate and install cafe counter and display as shown in the drawing
on pages 5 & 6.
a. Length of the front fascia/facade made of 19mm board and covered with impact laminate 1.5 mm salt and pepper color. The border of the
fascia/facade will be made of 2”x 2” Burma teak wood. Size 15’9” length
varying heights from 3’4” to 2’0”, and side length of 2’0”
b. Provide a counter of size 7’1” X 3’4” X 2’.0” of counter top 7’1” x 2’2” made of black granite with edged corners. 2 cupboards with
partition and 2 drawer one for cash drawer. The cupboard and display
including outer surfaces will be covered with high impact thermoplastic
of color texture laminate of thickness 1.5mm.

2. Print and paste “WARHOL” on the back wall 4’8” x 2’0” in White color.
The wall will be fabricated with yellow color laminates matching color
diagram photo as shown on pages 5 & 6 using laminate 1.5mm thick pasted
over 19mm thick board. Size 12’8” x 4’0”. The font style should be
Arial Black or similar equivalent (in white color).
3. Square column to be painted in light blue similar to light blue in wall
mural.
C.2.2.5 Reception area (Refer Drawing Page 4)
1. Fabricate Welcome desk enclosed area with swinging side door. Front facing width 4’8” X 4’0” height X depth 3’0” one side partition with
5’8 length and 4’0” height as shown in the drawing on page number 4.
2. Height and depth of desk counter 2’5” x 2’5” top made with 25mm thick mdf board pasted with wood color 1.5mm laminate.
3. Two sets of 2 cupboard with partition and 2 locking drawers on both ends. The cupboard and display including outer surfaces will be covered
with wooden color texture laminate of thickness 1.5mm. One set in the
front, one set on back wall. Short side wall with swinging door.

C.2.2.6 Multipurpose room (Refer Drawing Pages 10 & 11)
1. Design, get approval and paste graphics film on the back wall as per the detail given below:
i) Graphic map of India and wall design in the size: length 37’8” X height 8’8” as shown in the drawing on page 11.
ii) “NEW DELHI” SIGNAGE OF Size 8’0” x 2’0” of the color as shown in
the drawing on page 11. The font style should be Bebas or similar
equivalent.
2) Provide and install (after removing the existing wooden door) door 12 MM THICK tempered flat PLATE GLASS of size 3 feet X 7 feet with the heavy
duty stain less steel door sliding operator as shown on page 10. Dorset or
equivalent:
i) The frames shall be welded with the stainless steel welding rods. ii) SS 304 tubes of 10gauge thickness and of the size and length
measuring the existing door for I-hub. Contractor has to Match the
existing I hub door.
iii) The anchors shall be 20 mm diameter anchors for fixing the
frames.
iv) The door shall have locking arrangement.
v) Paint the wall 38’0” long 8’8” height with the color matching the
film base color.
C.2.2.7 iHub area and basement lobby (Refer Drawing Pages 9,
12, 13, 14, 15 & 16)
1. Prepare, fabricate and install Reference desk/circulation counter and display as shown in the drawing on pages 12 & 13.
a) Size of counter top 7’1” x 2’2” made of 32mm thick board and
color laminate on all sides from options below on (c).
b) Length of the front cover made of 19mm Duro board and covered
with impact laminate 1.5 mm in listed color below on all the

4. Provide and install ss 304 stainless steel frame supported glass shelves at the iHub as per the drawing on page 13.
a) Provide 6 glass shelves of 12mm toughened flat plate glass (TEMPERED) of 3’0” for each shelf. Shelves are to be fixed in the
stainless steel frame, the frame will be supported from the roof
slab and floor slab, frame will be as per the drawing attached and
designed for the safe working.
b) The stainless steel frames will be independent of any support from the false ceiling. Frame will be 7’0” tall and 3’0” wide.
5. Free standing brochure shelving: Fabricate and install a folding, free standing brochure and magazine
shelving as shown in the drawing on page 15. It must be able to be
folded for storage, V-shaped, same on the front and back, metal legs,
and pre-treated boards.
a) Size of display 10’0” x 3’0” and of 5’6” high from ground b) Both side of display made of 19mm board and covered with impact
laminate 1.5 mm
c) Shelves are spaced one foot apart in height. Shelves are to be 2.5” in depth.

6. Design, get approval and paste graphics film on 8mm thick MDF back wall
made as per the drawing on page 16:
i) “DIGITAL LAB” Size length 18” height x 22’0” as shown in the drawing on page 16. The font style should be Arial Black or similar
equivalent.
ii) Digital Lab Graphic of Size 7’0” x 22’0” of the color as shown in
the drawing on page 16.
iii) Yellow graphic strip/paint 18” x 28’0” as shown on pages 16 & 14.
7. Obtain “Rushmore” source file from Embassy New Delhi, prepare the graphic
size 10’0” x 3’8” and install as shown in the drawing on page 13. Graphic
will be installed to the right of cable box. No electric boxes will be
shifted/moved.
8. Provide and install tack board of size: 5’3” x 8’0”. Made of particle board 12-15 mm thick covered with polyester fabric of approved black blue
color matching color diagram picture in drawing on page 13. The tack
board will be enclosed in the wooden frame of 2” width and 1” depth.
Framed to take the particle board.
9. Dismantle and shift the book rack from the wall that will carry the DIGITAL LAB graphic and the Rushmore graphic to the side wall.
10. Provide and fabricate two cupboard/counters for self-check machines as per the sample at the iHub as shown on page 14. The cupboards and display
including outer surfaces will be covered with laminate. It will be covered
with high impact thermoplastic of color texture laminate of thickness
1.5mm.
11. Provide and install 19mm board with 1.5mm thick color laminate on the wall for size 15’0” x 5’0” from one of the color choices listed below:

12. Provide and fabricate a calendar as shown on page 14 size 3’0” x 2’6”
made of tempered glass 6mm thick. Surface should be smooth for easy
erasing of whiteboard markers. Black vinyl design should be on the back of
glass. Monthly format design on back of glass with 7 daily blocks columns
and 6 daily block rows. Rectangle space for month left blank at top.
13. Provide and fabricate glass shelves next to calendar as shown in drawing on page 14. Provide 4 shelves of size 6” depth x 30” wide. Shelves should
be spaced at 9” intervals.
14. Basement Lobby: Provide and fabricate iPad Bar as shown in drawing on page 9 made of SS 304 2” diameter pipe legs 4 legs 3’6” high bolted to the
floor. The top made from 19mm board of size 11’0” x 1’0” wide and 2”
thickness. Covered on all the sides with the colored 1.5mm laminate listed
above.
15. Basement Lobby: In the basement lobby provide and install 4 “auditorium” signage in appropriate size and color as shown in pages 9 & 10. The font
style should be Arial, Italic or similar equivalent

C.2.2.8 Painting IHUB, MPR, basement lobby and GROUND floor
1. a) Paint basement toilet, basement lobby, iHub, staircase areas on
basement, ground and first floor and MPR. The area is approximately 4000
sq. ft. 8 doors of size 7’0” by 3’0” to be polished with 3 or more coats
of spirit polish on both sides after removing the existing polish
completely to bring to shine.
b) Paint all the Ihub book racks 24 in number and having six shelves in it, of size 3’0” by 6’10” with semi-gloss washable enamel paint/ luxury
washable Teflon acrylic emulsion of the approved shade matching the
peach color laminate and the border.
c) Paint the three columns in the ground floor area.10’0” height by 2’0”
on each side
2. All paints will be supplied by the contractor. Type of paints used on
various surfaces and different locations, within the structure will be
directed by Embassy representative. The Embassy representative will
approve colors of paint to be applied. At no time will paint be applied to
any walls without the approval of the Embassy representative
2. Prepare and paint wall in matching color as shown in the drawings on Pages 23 & 24 including “American Center New Delhi” lettering to match picture.
All the areas will be painted with premium acrylic emulsion 2 coats after
preparing the base.
3. PREPARATION OF SURFACES
a) All loose foreign matter and scales shall be scraped off cracks and holes shall be filled up.
b) Wood work: Clean, scrap off all loose and blistered paint and/or polish, fill cuts, cracks and uneven surface with matching filler or
putty and smooth it with sand paper.
c) Steel and metal: Scrap clean, fill up to make surface level and smooth and give a primer coat of red oxide.
d) Light fixtures shall be cleaned and sand papered. At the direction of the Contracting Officer’s Representative and Paint as directed.
4. FINISH REQUIRED
a) Acrylic Plastic Emulsion Paint: To be used on ceilings, walls rooms and other areas as specified. The paints should be Asian Make of Dulux
quality.
b) Washable Enamel: In the area which are painted in washable synthetic enamel. The enamel should be Asian Make and lead free.
c) Spirit Polish: Where specified as directed spirit polish will be applied to wood work. Spirit polish will be applied as follows: one
coat of sprit polish after 24 hours drying, light sanding with steel
wool. Apply second coat of polish.
5. MATERIAL

a) All materials shall be best of their kind. Enamel, plastic emulsion shall be used of Asian make only. The paint container shall also have
ISI certification mark.
b) All paints and painting materials to be used shall be delivered to the site in the manufacturer’s scaled containers with the manufacturer’s
label intact. The containers shall be opened just before use.
WORKMANSHIP
a) All the work shall be done by the Contractor through skilled workmen, experienced in the trade.
b) No materials shall be adulterated, thinned, mixed or otherwise altered except as recommended by the manufacturers and approved by the
supervising officer. Apply two coats of paint and one finishing coat
on the prepared surface. Each coat must be thoroughly dry before
applying the next coat. All finished surfaces shall be smooth and of
even shade to the satisfaction of the supervising officer. No patches
shall be allowed. If some surfaces are uneven or patchy, as much area
as needed for satisfactory matching shall be redone. Finished surfaces
shall not have brush or any other marks. Unless otherwise required,
all surfaces requiring same finish shall match in shade and texture.
6. PROTECTION AND CLEANING
a) The contractor will be required to furnish cover for furniture and equipment for protection from paint droppings and dust, and drape cloth
covering the floor under the area being painted. After completion of
work, the floors, glass panes, door handles, light switches, etc. will
be thoroughly cleaned and the debris removed from the premises and
deposited in the nearest municipal bin and the area should be left
clean to the satisfaction of the supervising officer. Carpets will be
covered and protected under protective cover.
7. GENERAL
a) The contractor shall begin his work only after he gets orders to do so by the Embassy Representative.
b) Contractor will clean the rooms/area worked before the close of day’s work.
c) No items of furniture will be used in lieu of the ladder.
d) Contractor will be responsible for any damage to any furniture, furnishings, plumbing/electrical fittings and all other property items
at the time of painting.
e) All paintwork will be guaranteed against peeling and defective workmanships for one year from the date of completion and acceptance of
the job.
f) The contractor will begin his work each day not later than 0900 a.m. and work for not less than eight hours a day.

g) The contractor shall not take orders and/or instructions from any persons except the contracting officer or his assigned representative.
C.3 CODES AND REGULATIONS
C.3.1 Contractor shall adhere to safety procedures added below.
C.3.2 Contractor shall adhere to manufacturers procedures set forth in
installation requirements for sliding tracks and machine.
C.3.2 The Contractor shall assume full responsibility and liability for the
compliance with all applicable Indian work laws regulations and shall hold
the U.S. Government and its representatives harmless to comply with any
applicable work, hauling, disposal, safety, health or other regulations on
the part of the Contractor, their employees, or subcontractors.
C.3.3 The glass used will be from following companies:
Asahi India glass
Hindustan National Glass
Saint gobain glass
C.4 CONTRACTOR AND PERSONNEL QUALIFICATIONS
C.4.1 The Contractor shall employ a competent supervisor or foreman,
satisfactory to the Government, to work at all times
C.4.2 The Contractor shall employ competent technicians, to perform the work
and services required. Technicians, performing the type of work described
within this SOW and shall be trained of the work they are tasked to work on.
Safety standards to be followed at construction and renovation sites
General
1. All workers on the work site must wear shoes. No worker with
flip flops will be allowed to work at site.
2. All the workers should wear full clothes. No half pants and
other non-appropriate clothing (Dhoti) will be accepted.
3. Malba / trash accumulated on the site should be removed at a
regular interval (if possible on daily basis) so that it
should not pose any trip hazard.
4. Employee exposed to hazards created by different works
environment shall be protected by personal protective
equipment. Appropriate protective clothing for any operation
varies with the size, nature and location of work to be
performed.
5. In extreme hot conditions drinking water must be made
available to the worker and working duration in exposed
conditions should be scheduled accordingly.
6. It is the responsibility of the contractor to made available
all the PPE (Personal Protective Equipment) as per the

requirement of the work site and as directed by the Embassy
Representative. Any mishap due to negligence on the part of
the contractor will be entirely contractor’s responsibility.
Machinist / Welding Jobs
1. Hot work permit is required to be filled for each hot work to
be performed on USG site.
2. Contractor shall follow attached standards regarding different
type of welding to be done on the site.
3. All workers who are arc welding must use a full face shield
with #10 or darker lenses. No worker will be allowed to arc
weld with sun glasses, no matter how dark the lenses.
4. All the workers working on grinding and sanding job should
have approved face masks and goggles for face and eye
protection.
5. Workers handling the heavy metallic material should have
appropriate gloves and safety shoes as per the job
requirement.
6. Lifting and shifting of the heavy material to be done with the
help of appropriate machines.
7. Compressed gas cylinder shall be properly marked and should
always be kept in standing positing with guard against fall.
8. Hoses connected to the cylinder should be in good condition.
9. In case Arc welding is done inside the premises proper
ventilation should be arranged in the vicinity.
10. Contractor should use welding shield during the work to
protect the people around against any potential vision hazard.
11. Always keep an approved fire extinguisher near the site of
welding.
12. Workers working with metal sheets must wear appropriate gloves
to avoid any cuts on the hands or mishap on the site.
13. Electrical connections for the welding set and the grounding
for the same shall be done properly to the satisfaction of the
embassy electrician. Please refer electrical section in the
document.
Ladders Safety
1. Contractor will use aluminum or fiber glass ladders for all
purposes. Wooden ladders are not allowed on the site.
2. Proper ladder for a specific job should be used (for example
fiber glass ladders for electrical work etc.).
3. Damaged ladders or ladders with missing supports, shoes etc
should not be used on the site.

4. Height of the ladder should be at least two feet above the
required height for the work.
Electrical
1. All the equipment / machines to be used for the execution of
the job should be properly grounded.
2. All the extension boards to be used at the site should have
proper earthing.
3. All connections to any of the outlets should be through three pin plug. Direct
connection of wires in not allowed on the site.
4. Damaged wiring/ cabling for the machines / tools to be used at site are not
acceptable. The extension cord or wire with the machines
should be one core.
5. Electricians working on the site should wear shoes with rubber soles and
should use rubber gloves during execution of the work.
6. Any heavy equipment to be plugged in for the work should be
done under supervision of the embassy electrician. Contractor
on his own should not plug in heavy equipment.
7. No taped joint or undersize wiring is allowed at the site for
the work.
Carpentry
1. Carpenters should have dust mask to protect them from the
potential hazard from saw dust. In case sanding machine is
used at the site the machine should have proper guards and
operator should have suitable PPE (personal protective
equipment) with them. For e.g. safety goggles, safety shoes,
gloves etc.
2. All the wood to be used at the site should be properly stacked
at one side. It should not be scattered around and pose a
threat for a trip hazard.
3. Entire site should be kept clean from the saw dust at the end
of the day.
4. Carpenter shall use machine guards if at all machines are used
at the site.
5. All the care should be taken to protect the flooring against
any kind of potential damage.

6. All the drill machines or other electrical tools to be used at
the site should be properly grounded and wired.
7. Contractor should use proper tools and tackles for the
execution of the work at site.
8. Nails and other sharp material which can pose a threat of
accident should not be scattered on the site.
Fire
1. Contractor shall provide and place fire extinguishers as per
the requirement of the site (as recommended by the Embassy
Representative).
2. No flammable material should be kept inside the premises at
any given point of time.
Lock Out / Tag Out
1. Lock out devices should be used during the testing of the
electrical points and wiring.
Confined spaces
1. If at all contractor has to work in a confined space he should
contact the Embassy Representative before proceeding with the
work. Contractor should arrange all the equipment as
instructed by the Embassy Representative to accomplish the job
in a safe manner.
Hearing Protection
1. Contractor should assure that all the workers working in noisy
surroundings should wear ear muffs or other approved devices.
Height Protection
1. Any work to be carried out over and above 8’-0” needs a sturdy
metal pipe scaffolding to carry out that work. Ladder or any

other arrangement needs to a preapproval from Embassy
Representative to be implemented on the site.
