Summary:

During the month of April on the Oklahoma Capitol Exterior Restoration project repairs and painting have continued at the Ceremonial Doors on both the interior and exterior of the doors in the South Portico. The final coat of paint install has started and will continue into May. Once the painting is complete, the interior scaffold will be dismantled and moved off the jobsite. The large pavers in the portico were removed in April and waterproofing activities started to prevent water infiltration into the building. As the waterproofing is completed, the stone masons will set the pavers back in place. The South Wing West Elevation (India) window restoration is now complete. The windows were spray tested and all passed. The India copper gutter lining installation started and will be complete in early May. The stone masons will also complete the final wash in early May. Once the final wash is complete, the punchlist will be done and the scaffold is set to begin being dismantled in late May. The stone cleaning on the East Wing South Elevation (Foxtrot) phase 2 has been completed. The masons will begin stone repairs in May which should take two to three weeks to complete. The stone masons completed repointing in April. The gutter copper lining on phase 1 and phase 2 is now complete. Both phases were flood tested and both passed. The windows for phase 1 were spray tested in April and passed as well. The phase 2 windows will be spray tested the first week of May. The phase 1 scaffold began coming down in April and will move to the West Wing North Elevation (Lima). The Phase 2 scaffold will begin coming down in May and will complete the scaffold for the West Wing North Elevation (Lima). Futhermore, window removal on the West Wing West Elevation (Kilo) is complete. The window frame abatement and the gutter abatement are also complete. Terracon ultrasonic tested the window frames in April and the repairs began. Once the repairs are complete, the painting and glass installation process will begin. The stone masons began washing in late April and will continue throughout May. The gutter framing will be complete in May, and once this is complete, measurements will be taken and the copper gutter lining can be sent into fabrication. The scaffold on the West Wing South Elevation (Juliette) was complete and green tagged in April. The stone masons completed the joint raking in April and moved on to initial repointing which will continue into May. Window removal started in April working from the top down, all windows should be removed by the end of May. The window frame abatement also began in April following behind the window removal. The gutter abatement also started in April and will wrap up the first week of May. Lastly, on the West Plaza stairs, concrete repairs have been completed. The stone masons moved to the North Plaza and completed the removal of the stairs and battlements. Concrete work will begin on the West Stairs during the month of May and will be followed by waterproofing activities to ensure the area is water-tight. Once the West Plaza is complete, the concrete work at the North Stairs will begin.

Safety:The safety of our workforce and the general public during the course of construction is the most import-ant task that we must deliver. To that end, every craftsmen involved with the project receives a detailed project orientation, and prior to performing any task, the teams develop detailed task specific work plans. These work plans are often called Job Site Analysis (JSA) and assist project teams with analyzing different hazards associated with each work activity prior to beginning work.

A201 (Hotel) reviewed progress on the sliding door component of the ceremonial door. Primer has been applied to the doors. Marked locations where further remedial repairs to joints between pieces is necessary for paint films to adhere and span. Slight cracking observed at tight interior corners and incised lines in ornament. Scraping in these areas did not reveal surface prep conditions that would be detrimental to paint adhesion. Affected areas are to be sanded and recoated at a minimum.

West plaza stairs have been removed and are awaiting the new concrete. ITEMS DISCUSSED:

Course of action on A204 (Kilo) at diagonal anchors. Per discussions with structural engineer we need to identify the location and depth of the backing to determine how to anchor the corner stones when the ferrous cramp anchors are removed. Deep raking of joints will be the first course of action. If deep raking does not reveal the depth of the back up (believed to be concrete column in this location) then cutting into the stone above with the plan to perform a Dutchman repair will be necessary. Cleaning has started on A204 (Kilo), removal of sealant residue.

Carpentry for built-in gutter on A202 (India) is in place. Gutter is blacked in, but the underlayment is puckered and failing to adhere in multiple locations. The underlayment is lapped and shingled to the drain very well, but the installation needs to be corrected.

Post-primer detail repairs are underway on the ceremonial door on the surround for the walk doors to the building proper. Primer has been applied to all the exterior surfaces. Intermediate coat has been applied to the upper outside ornamental rosettes and frieze above the sliders.

A204 (Kilo) gutter has been removed, but temporary end dams for run along A203 (Juliette) and A205 (Lima) have not been installed.

ITEMS DISCUSSED:

Work required to provide accurate scope development level pricing for the east and west wing roofs. This will need to include time in the field with Baker Roofing, ZFI (for underside) and with Terracon to determine capacity of the gypsum decking. (TreanorHL, JE Dunn)

(TreanorHL, JE Dunn) Submittal for paver setting mortar. Re-submitted item does not contain cement that is in accordance with ASTM C150 and provides a much harder cement than is desired. Submittal needs to be revised again. (TreanorHL, Mark 1). Head joint at 2nd floor windows on A204 (Kilo) – stone lintels are offset west of the steel window frame. Mortar is present in some locations that will need to be raked. Horizontal height of the joint varies within window opening. Site Phasing Plan:

The site phasing plan is a broad representation of the work flow for the Capitol exterior rehabilitation. Beginning with Alpha (west elevation of the north wing), scaffolding was constructed continuing on to Bravo, Charlie, Delta and Echo. We construct a phase of scaffolding at a time, which is followed by hazardous material removal, window restoration, and stone and lighting repair. As each phase is complet-ed, the scaffolding will be disassembled and reassembled on similar elevations. This site phasing will occur for the duration of the rehabilitation until all work is complete, and the State Capitol is back to its original beauty and functionality.

Site Utilization Plan:

Per our site utilization plan, the JE Dunn trailer compound is the designated area for our staff members,trade partners, and material storage areas. It currently houses four field offices.

Our site fencing is a revolving system that isolates our work area from the public as we move around the Capitol building, helping to ensure a safe work environment.

The gravel lay-down areas are designated paths where machinery, supplies, and equipment are stored and provide a roadway for machinery to move supplies to and from the job site. The gravel will also serve as a protective barrier of the subsurface. Fence gates mark all areas where access can be gained to the job site for material and/or equipmentdeliveries, emergency access, or personnel access. These gates remain closed and are locked every night to ensure a safe work environment.
