Message from the Chairman of the Olympic Solidarity Commission

Dear Friends,

The successful holding of the XXi Olympic Winter Games in Vancouver this year, with more than 2,000 athletes from 82 National Olympic Committees ( NOCs ) taking part in an atmosphere of peace and friendship, marked the start of the second year of the 2009 –2012 Olympic cycle.

For the first time in its acknowledged role as a key support provider for the NOCs, Olympic Solidarity made a significant contribution to the Olympic Winter Games through the assistance given to the participating athletes in a broad programme of Olympic scholarships, which offered them the technical and financial support they needed to achieve their competition objectives. The important decision taken by the Olympic Solidarity Commission meant that athletes competing in Olympic winter sports could receive the benefits which had traditionally been available only to their summer sports counterparts.

The high number of scholarship requests and the results achieved by the scholarship holders who took part in the Vancouver 2010 Olympic Winter Games amply illus-trate the widespread take-up for this new programme and its positive impact on the work of the NOCs. The patient and constant work of Olympic Solidarity ; the priority given to the programme by the NOCs ; the spirit of responsibility and the efforts made by the scholar-ship holders ; and the support offered by the Continental Associations and international Federations formed the foundations on which the extraordinary success of the athletes at these Winter Games was built.

La célébration réussie des XXi es Jeux Olympiques d’hiver, qui se sont déroulés cette année à Vancouver et aux-quels ont participé plus de 2 000 athlètes représentant 82 Comités Nationaux Olympiques ( CNO ) dans une ambiance de paix et d’amitié, a marqué le début de la deuxième année du cycle olympique 2009 –2012.

Pour la première fois de son histoire en tant que sou-tien fondamental aux CNO, la Solidarité Olympique a grandement contribué au succès des Jeux Olympiques d’hiver en aidant les athlètes participants par le biais d’un vaste programme de bourses olympiques qui leur a permis de disposer du soutien technique et financier nécessaire pour réaliser leurs objectifs sportifs. La déci-sion importante prise par la commission de la Solidarité Olympique a permis aux athlètes des sports olympiques d’hiver de bénéficier d’une aide qui, traditionnellement, n’était proposée qu’aux athlètes des sports d’été.

Le nombre élevé de demandes de bourses et les résul-tats obtenus par les boursiers qui ont participé aux Jeux Olympiques d’hiver de 2010 à Vancouver illus-trent bien l’ampleur de ce nouveau programme et son impact positif sur le travail des CNO. Le travail patient et constant de la Solidarité Olympique, la priorité accordée au programme par les CNO, l’esprit de responsabilité et les efforts engagés des boursiers, ainsi que le soutien apporté par les associations continentales et les Fédé-rations internationales ont constitué la base sur laquelle repose l’extraordinaire succès atteint par les athlètes lors des derniers Jeux Olympiques d’hiver.

Dans le rapport qu’il vous est demandé de bien vou-loir étudier, vous trouverez les aspects fondamentaux concernant la mise en œuvre de ce programme et notamment les résultats sportifs des boursiers qui y ont participé durant les Jeux Olympiques d’hiver à Vancouver ainsi que les éléments clés qui reflètent les aspects les plus importants du travail accompli par les CNO pour ces Jeux.

The experience of the Olympic scholarship holders at these Winter Games must be studied in depth in order to produce the conclusions which, as well as recognising the successes, will identify the problems and difficulties, in order to work, as a next step, on improving the effectiveness of the programme for the Sochi 2014 XXii Olympic Winter Games. The international Olympic Committee ( iOC ), through Olympic Solidarity, is constantly seeking to encourage the practice of sports activities throughout the world by offering National Olympic Committees ( NOCs ) a vast number of programmes specially designed to respond to their needs. Olympic Solidarity hereby offers a unique opportunity for the development of sport.

in order to add to its range of programmes for athletes, and to respond to increasing requests from the NOCs with a solid tradition in winter sports, the Olympic Solidarity Commission decided to offer, for the first time, for the Vancouver Olympic Winter Games, an Olympic scholarship programme for athletes.

Launched two seasons before the Vancouver Games, the NOCs and their respective athletes were able to benefit from 16 months of grants to optimise their preparation and qualification for Vancouver, in order to represent their countries with the competitiveness needed for major competitions.

Aimed at NOCs traditionally active in winter sports, this programme was especially for elite athletes, with confirmed potential for qualifying for the Vancouver Games. This assistance took the form of individual scholarships for some NOCs and so-called “ à la carte ” or “ tailor-made ” assistance for others, to give satisfac-tion to all.

Le Comité international Olympique ( CiO ), au travers de la Solidarité Olympique, recherche constamment à dynamiser et à encourager la pratique d’activités sportives dans le monde. En proposant aux Comités Nationaux Olympiques ( CNO ) un nombre important de programmes spécialement étudiés pour répondre à leurs besoins, la Solidarité Olympique offre ainsi un soutien important au développement du sport.

Pour répondre à une demande croissante des CNO ayant une solide tradition en matière de sports d’hiver et pour soutenir encore plus efficacement leurs athlètes d’élite, la commission de la Solidarité Olympique a innové et élaboré un programme de bourses olympiques pour athlètes « Vancouver 2010 », en vue des XXi es Jeux Olympiques d’hiver.

Le programme a été lancé deux saisons avant les Jeux Olympiques à Vancouver. Les CNO et leurs athlètes res-pectifs ont bénéficié de subventions attribuées sur une période de 16 mois, pour optimiser leur préparation et leur compétitivité. Le rêve de chaque athlète boursier étant bien entendu de se qualifier pour les Jeux et repré-senter fièrement leur pays à ce grand rendez-vous.

Destiné aux CNO traditionnellement actifs dans la pra-tique des sports d’hiver, ce programme s’adressait tout particulièrement aux athlètes d’élite, avec le potentiel confirmé de qualification pour les Jeux Olympiques à Vancouver. Ce soutien a pris la forme de bourses indivi-duelles et d’aides dites « à la carte » ou « sur mesure », afin que chacun y trouve satisfaction.

Culture de l’excellence sportive

The general objective of the programme was to offer the NOCs a scholarship programme aimed at the athletes preparing and attempting to qualify for the XXi Olympic Winter Games in Vancouver in 2010. The main objective of this programme is to improve the level of competition at the Olympic Winter Games, and not to increase artificially their universality. This is why this programme was offered to the NOCs with a solid tradition in winter sports and which could present athletes with a high technical level and verified sports results in this area.

Athlete profile

All the athletes proposed by their NOCs for an Olympic scholarship must have :• A sufficient technical level to allow them to qualify

for the Olympic Winter Games in Vancouver, and an international level in an individual sport on the Winter Olympic programme.

• Participated in international competitions recognised by the international Winter Sports Federations during the 2006 / 2007 and 2007/ 2008 seasons.

Athletes found guilty of doping or who have been sanctioned by actions in breach of ethical sporting standards as laid down by the Olympic Charter and the iOC were forbidden from applying.

Content of an Olympic scholarship

An Olympic scholarship is a unique opportunity for an athlete to benefit from Olympic Solidarity’s technical and financial assistance, and offers its beneficiaries access to :• high-level sports facilities ;• a coach specialised in the sporting discipline concerned ;• regular medical and scientific monitoring and assistance ;• full-board accommodation ;• financial assistance for participating in Olympic qualification competitions.

L’objectif général du programme de bourses olympiques est d’offrir aux CNO des bourses destinées aux athlètes d’élite qui se préparent en vue d’une qualification pour les XXi es Jeux Olympiques d’hiver à Vancouver en 2010. Le but de ce programme est d’élever le niveau de com-pétitivité des athlètes lors des Jeux Olympiques d’hiver, et non d’étendre artificiellement leur universalité. Dès lors, le programme a été proposé aux CNO qui ont une solide tradition en matière de sports d’hiver et qui peu-vent présenter des athlètes ayant un niveau technique et des résultats sportifs avérés dans ce domaine.

Profil des athlètes boursiers

Tous les athlètes proposés par les CNO pour obtenir une bourse olympique devaient avoir :

un bagage technique suffisant pour se qualifier pour • les Jeux Olympiques à Vancouver et un niveau inter-national dans un sport individuel inscrit au programme olympique d’hiver ;participé à des compétitions internationales reconnues • par les Fédérations internationales de sports d’hiver au cours des saisons 2006 / 2007 et 2007/ 2008.

Les athlètes reconnus coupables de dopage ou sanction-nés pour des actions contraires aux normes de l’éthique sportive telles qu’établies par la Charte olympique et le CiO ne pouvaient pas présenter leur candidature.

Avantages pour les boursiers olympiques

Une bourse olympique est une opportunité unique pour un athlète de bénéficier d’une aide technique et financière de la Solidarité Olympique et offre à son bénéficiaire l’accès à :• des installations sportives de haut niveau ;• un entraîneur spécialisé dans la discipline sportive concernée ;• une assistance et des contrôles médicaux et scientifiques réguliers ;• un logement en pension complète ;• une aide financière pour la participation à des compétitions de qualification olympique.

Once awarded, a scholarship is conditional until the qualification of the athlete for the XXi Olympic Winter Games in Vancouver. As soon as the qualification is obtained, the scholarship is confirmed between then and the Vancouver Games.

Olympic scholarship selectionand award procedure

The national selection of candidatures is performed by the NOC with assistance from the national fed-erations concerned.

The analysis of the NOCs’ candidatures is under-taken by Olympic Solidarity, with technical advice from the international Winter Sports Federations.

Olympic Solidarity decides whether or not to award a scholarship and communicates its decision to the NOC.

Follow-up of scholarship holders

in order to follow the progress of each athlete towards Olympic qualification, each NOC had to provide, every four months, a full evaluation report on each schol-arship holder. As the main objective of providing an Olympic scholarship was the qualification of the athlete for the Olympic Winter Games in Vancouver, Olympic Solidarity reserved the right to withdraw a scholarship in the following cases :• non-qualification for the Vancouver Olympic Winter Games ;• decrease in technical level making it unlikely that the athlete would qualify for the Vancouver Olympic Winter Games ;• medical reasons preventing the athlete from training ;• a sports ethics conflict ( doping or discipline ) ;• any other reason decided upon jointly with the NOC or contrary to the contract signed by Olympic Solidarity, the NOC and the athlete.

Chaque bourse était conditionnelle jusqu’à la qua-lification de l’athlète pour les XXi es Jeux Olympiques d’hiver à Vancouver. Une fois la qualification obtenue, la bourse était alors confirmée jusqu’aux Jeux Olympi-ques à Vancouver.

Procédure de sélection des athlèteset d’allocation des bourses olympiques

La sélection nationale des candidatures est effectuée par les CNO avec l’aide des fédérations nationales concernées.

L’analyse des candidatures des CNO est faite par la Solidarité Olympique avec les conseils techniques des Fédérations internationales de sports d’hiver.

La Solidarité Olympique décide de l’allocation ou non d’une bourse et communique sa décision au CNO.

Suivi des boursiers olympiques

Pour suivre au mieux les progrès de chaque athlète vers la qualification olympique, chaque CNO devait fournir, tous les quatre mois, un rapport d’évaluation complet sur chaque boursier. L’objectif premier de l’attribution d’une bourse olympique étant la qualification de l’ath-lète pour les Jeux Olympiques d’hiver à Vancouver, la Solidarité Olympique se réservait le droit de retirer une bourse à un athlète dans les cas suivants :• non-qualification pour les Jeux Olympiques d’hiver à Vancouver ;• baisse du niveau technique qui rend improbable la qualification pour les Jeux Olympiques d’hiver à Vancouver ;• raisons médicales qui empêchent l’athlète de s’entraîner ; • conflit relevant de l’éthique sportive ( dopage ou discipline ) ;• toute autre raison décidée d’un commun accord avec le CNO ou contraire au contrat signé par la Solidarité Olympique, le CNO et l’athlète.

Athletes and NOCs :targeted support

Athlètes et CNO :soutien à différents niveaux

in conformity with the guiding principles approved by the Olympic Solidarity Commission, and in order to avoid artificially increasing the universality of the Olym-pic Winter Games, only NOCs which had participated in the Olympic Winter Games in 2006 in Turin, or previ-ous editions, could request assistance in the framework of the programme. Taking into account the profiles of the NOCs which participate in the Olympic Winter Games, Olympic Solidarity proposed to adapt the type of programme offered according to their particular needs. This is why three types of specific assistance were offered :

Category A – aimed at NOCs withfewer than 10 athletes at the OlympicWinter Games in Turin

These NOCs were offered a fixed number of Olympic scholarships aimed at the athletes preparing for the Olympic Winter Games in Vancouver. The number of scholarships made available to them in this category was equal to the number of athletes who had partici-pated in the Olympic Winter Games in Turin ( except for the NOCs who had only one athlete in Turin, who were able to request a maximum of two scholarships ).

Conformément aux principes directeurs approuvés par la commission de la Solidarité Olympique et pour éviter d’étendre artificiellement l’universalité des Jeux Olympiques d’hiver, seuls les CNO qui avaient parti-cipé aux Jeux Olympiques d’hiver à Turin en 2006, ou à de précédentes éditions, ont pu demander une assistance dans le cadre de ce programme. Compte tenu du profil des CNO qui prennent part aux Jeux Olympiques d’hiver, la Solidarité Olympique a proposé d’adapter le type de programme offert en fonction de leurs besoins particuliers. C’est la raison pour laquelle trois types d’assistances spécifiques ont été pro-posées :

Catégorie A – destinée aux CNOqui avaient moins de 10 athlètes auxJeux Olympiques d’hiver à Turin

Ces CNO se sont vus proposer un nombre fixe de bourses olympiques destinées aux athlètes se préparant pour les Jeux Olympiques d’hiver à Vancouver. Le nom-bre de bourses mis à leur disposition était égal au nom-bre d’athlètes qui ont participé aux Jeux Olympiques d’hiver à Turin. Les CNO qui n’avaient qu’un athlète à Turin ont pu demander un maximum de deux bourses.

Des résultats à la hauteurde l’engagement de tous

The Olympic scholarship programme for athletes “ Vancouver 2010 ” was a “first ”, seeing as Olympic Solidarity had never before awarded individual scholarships to athletes practising winter sports. The Olympic Solidarity Commission had wanted, several years ago, to redress the balance, knowing that a part of the Olympic Solidarity budget comes from television rights for the Olympic Winter Games. This decision was the starting point of an adventure including the study phase, the creation of the programme, the launch of the candidature procedure and the 16 months period in which the athletes benefited from their scholarships and which ended in February 2010 in Vancouver at the XXi Olympic Winter Games. The scholarships offered were similar to those for the Games of the Olympiad ( summer ), but their aim was different. indeed, even though, in both cases, individual support is given to athletes getting ready to qualify and prepare for the Olympic Games, the Vancouver 2010 scholarships’ vocation was to improve the level of com-petition, while, for the summer Games, the aim is the universality of the Games. For Vancouver, the NOC’s eligibility criteria were linked to their participation in previous Olympic Winter Games ; the NOCs targeted and the athletes selected were therefore not exactly the same. This is the reason why Olympic Solidarity created three categories of assistance ( A, B and C – details on pages 9-11 ).

The scholarship holders were therefore athletes with profiles ranging from a potential medallist to those try-ing to simply represent their county at a winter Games. Some NOCs selected scholarship candidates solely on the basis of technical criteria, i.e. they chose their best athletes. in these cases, the scholarship was a helping hand for reaching the podium, knowing that good per-formances by these athletes were already expected.

Le programme de bourses olympiques pour athlètes « Vancouver 2010 » est une « première ». Auparavant, la Solidarité Olympique n’avait jamais alloué de bour-ses individuelles à des athlètes pratiquant des sports d’hiver. Partant du principe qu’une partie des fonds de la Solidarité Olympique provient des droits de télévision perçus lors de la retransmission des Jeux Olympiques d’hiver, la commission de la Solidarité Olympique a sou-haité élaborer, il y a quelques années, un programme spécifique de soutien à ces sports. Cette décision est le point de départ d’une aventure comprenant la phase de réflexion, la création du programme et le lancement de la procédure de candidature. La période de 16 mois durant laquelle les athlètes ont bénéficié des bourses s’est terminée en février 2010 à Vancouver, lors de la célébration des XXi es Jeux Olympiques d’hiver.

Les bourses olympiques offertes étaient similaires à celles déjà proposées lors des Jeux Olympiques d’été mais avec un objectif différent. Même s’il s’agit dans les deux cas d’un soutien individualisé aux athlètes en vue d’une qualification pour les Jeux Olympiques, les bourses « Vancouver 2010 » avaient pour objectif d’améliorer le niveau des athlètes en vue des compéti-tions. Dans le cas des Jeux d’été, le but est de promou-voir l’universalité des Jeux. Pour Vancouver, les critères d’éligibilité des CNO étaient liés à la participation de ces derniers à de précédentes éditions des Jeux Olympi-ques d’hiver ; les CNO ciblés et les athlètes sélectionnés étaient donc différents. C’est la raison pour laquelle la Solidarité Olympique a proposé trois catégories d’assis-tance spécifiques ( A, B, C – détails en pages 9 -11 ).

Les profils des athlètes allaient de ceux au potentiel élevé pouvant décrocher une médaille à ceux essayant simplement de représenter leurs pays aux Jeux d’hiver. Certains CNO ont sélectionné les candidats à une bourse uniquement sur la base de critères techniques ; c’est-à-dire qu’ils ont choisi leurs meilleurs athlètes.

This was the strategy of NOCs such as Australia or the Republic of Korea, among others, which saw three of their scholarship holders winning medals. On the other hand, NOCs such as Ghana, Bermuda, Jamaica, Peru, Senegal, Albania and Morocco were counting on this programme to see the name of their country acclaimed at the Opening Ceremony. The aim was thus to sup-port these athletes in their efforts to qualify, but also to ensure that they could be competitive and represent their countries appropriately. This was demonstrated by Jamaica’s Errol Kerr, who, after seeing his compa-triots, who were also Olympic scholarship holders, just failing to qualify in bobsleigh, was the only representa-tive of his country in Vancouver. This did not prevent him from proudly representing his country, first as the flag-bearer during the parade of nations, and, in par-ticular, on his skis, finishing 9 th in the ski cross, almost winning a diploma.

Dans ce cas, la bourse servait de « coup de pouce » pour tenter de monter sur le podium sachant que les performances de ces athlètes étaient attendues. Cette stratégie fut celle de CNO tels que l’Australie ou la République de Corée entre autres qui ont vu trois de leurs boursiers gagner une médaille. Des CNO comme le Ghana, les Bermudes, la Jamaïque, le Pérou, le Sénégal, l’Albanie ou le Maroc comptaient sur ce programme pour voir le nom de leur pays acclamé lors la cérémonie d’ouverture. Le but était de soutenir les athlètes dans leurs efforts pour obtenir leur qualification mais éga-lement de s’assurer qu’ils pourraient être compétitifs et représenter dignement leur pays. La démonstration a été faite par le Jamaïcain Errol Kerr qui, après avoir vu ses compatriotes aussi boursiers olympiques man-quer de justesse leur qualification en bobsleigh, s’est retrouvé seul représentant de son pays à Vancouver. Cela ne l’a pas empêché de porter haut les couleurs de son pays, dans un premier temps comme porteur du drapeau lors du défilé des délégations mais surtout sur ses skis en obtenant la 9 ème place en ski cross, à deux pas du diplôme.

Among the athletes that dreamed of participating in this great Canadian celebration, some believed in themselves right to the end, including Kenya’s Philip Boit in cross- country skiing, Argentina’s José ignacio Fazio in speed skating and iraq’s Faisal Faisal in skeleton. Like them, several scholarship holders did their best to qualify, but the laws of sport are sometimes cruel. We are, however, convinced that these athletes deserved their scholarships, and Olympic Solidarity is keen to thank them for their efforts and their contribution to the success of this programme.

The figures speak for themselves. Of the 60 NOCs that benefited from this programme, 56 managed to qualify at least one scholarship holder. The fact that the delegations of 12 NOCs were composed entirely of Olympic scholarship holders shows the great impact that this programme had on their presence in Vancouver. Olympic Solidarity can therefore be satisfied to see 227 of its 325 Olympic scholarship holders taking part in the Vancouver Games. This approx. 70% participation is a record, but one that can be explained as shown above by the eligibility criteria and different athletes’ profiles. This large number of athletes qualified is, however, very encouraging and validates the allocation criteria and methods in force.

Parmi les athlètes qui rêvaient de faire partie de la grande fête canadienne, certains y ont cru jusqu’au bout, tels le Kenyan Philip Boit en ski de fond, l’Argentin José ignacio Fazio en patinage de vitesse ou l’iraquien Faisal Faisal en skeleton. Comme eux, plusieurs ath-lètes boursiers ont fait de leur mieux pour se qualifier mais les lois du sport sont parfois cruelles, ils n’y sont pas parvenus. Nous sommes cependant convaincus que ces athlètes méritaient leurs bourses. La Solidarité Olympique tient à les remercier pour leurs efforts et leur contribution au succès de ce programme.

Les chiffres parlent d’eux-mêmes, sur les 60 CNO ayant bénéficié du programme, 56 ont réussi à qualifier au moins un boursier. Le fait que 12 d’entre eux avaient 100 % de leur délégation composée de boursiers olympiques montrent l’importance qu’à pu avoir le programme sur leur présence à Vancouver. La Solidarité Olympique est satisfaite de voir 227 boursiers olympiques qualifiés pour les Jeux Olympiques à Vancouver sur un total de 325. Ce pourcentage d’environ 70 % de qualifiés est un record qui s’explique par les critères d’éligibilité qui avaient été définis et un profil des athlètes différent. Ce nombre important de qualifiés est cependant très encourageant et confirme les méthodes et les critères d’allocation en vigueur.

Another pleasing statistic is the number of women who benefited from this programme. Of the 325 scholar-ship holders, 132 were women, which represents an important 40 %. it is worth noting that 89 obtained their qualification for Vancouver.

All these athletes stood out at the Games, according to their level. Some improved their personal records with pride, and others, like those from Australia, the Republic of Korea, Croatia, Belarus, Slovenia and Latvia, stood on the podium. Even more than for the summer Games, it is difficult to confirm whether the scholarships had an incidence on these 13 medals, as the hierarchy of nations is well established in the winter sports. it is, however, legitimate to be pleased about the first medals obtained in any discipline, such as in the case of Croatia’s Jakov Fak, who won his country’s first medal in biathlon, or Petra Majdic, who took Slovenia’s first cross country-skiing medal home. The scholarship holders thus succeeded in numerous other exploits, like Belarus’s biathlon athlete Darya Domracheva, who became the second woman to win an Olympic medal for her country since 1994.

Une autre statistique réjouissante est le nombre de femmes ayant bénéficié du programme. En effet, sur 325 boursiers, 132 étaient des femmes, ce qui représente une part importante de 40%. il est égale-ment à relever que 89 d’entre elles ont obtenu leur qualification pour Vancouver.

Tous ces athlètes se sont illustrés aux Jeux en fonction de leurs niveaux. Certains ont amélioré leur record personnel avec fierté et d’autres comme ceux de l’Australie, de la République de Corée, de la Croatie, du Bélarus, de la Slovénie et de la Lettonie sont montés sur le podium. il est difficile d’affirmer que les bour-ses octroyées ont une incidence significative sur les 13 médailles obtenues tellement la hiérarchie des nations est établie dans les sports d’hiver. il est cependant légitime de se réjouir des premières médailles obte-nues dans une discipline donnée comme par le Croate Jakov Fak qui remporte la première médaille pour son pays en biathlon ou Petra Majdic qui offre la première médaille en ski de fond à la Slovénie. Les boursiers ont ainsi réalisé de nombreux autres exploits à l’image de l’athlète bélarusse Darya Domracheva, biathlon, qui devient la seconde femme à remporter une médaille olympique pour son pays depuis 1994.

All these performances were followed day after day by Olympic Solidarity during the Games. As well as the results, the positive comments of the NOCs and ath-letes we met in Vancouver enable us to make a posi-tive assessment of this programme. Seeing all these athletes preparing for and participating in the Olympic Winter Games in Vancouver shows that the wish of the Olympic Solidarity Commission has come true. The first edition of the Olympic scholarship programme for athletes “ Vancouver 2010 ” is thus a success that we must use as an anchor to strengthen our efforts with respect to winter sports. To do so, we are counting on the collaboration of the NOCs and Continental Associations of NOCs for identifying, supervising and choosing athletes, right from when they are very young until they obtain an Olympic scholarship. We are also counting on support from the international Federations for analysing the files and for their expertise. And finally, like with VANOC, we are counting on the Organising Committees to set up all the tools needed for following the scholarship holders during the Games.

Toutes ces performances ont été suivies jour après jour par la Solidarité Olympique durant les Jeux. En plus des résultats, les commentaires positifs des CNO et des athlètes rencontrés à Vancouver nous permet-tent de tirer un bilan positif. Voir tous ces athlètes se préparer et participer aux Jeux Olympiques d’hiver à Vancouver montre que le souhait de la commission de la Solidarité Olympique a été réalisé. La première édition du programme de bourses olympiques pour athlètes « Vancouver 2010 » est un succès qu’il faudra utiliser comme point d’ancrage pour renforcer nos efforts en faveur des sports d’hiver. Pour se faire, nous comptons sur la collaboration des CNO et des associations continentales de CNO pour l’identification, la sélection depuis le plus jeune âge et l’encadrement des athlètes jusqu’à l’obtention d’une bourse olympique. Nous comptons également sur le soutien des Fédérations internationales pour l’analyse des dossiers et leur expertise. Et enfin, à l’instar du VANOC, sur les Comités d’organisation pour la mise en place de tous les outils permettant un suivi efficace des boursiers pendant les Jeux Olympiques.
