The Strategic Plan for Sustainable Development (PEDS, using the Portuguese acronym) sets out, in programmatic and operational terms, the vision and objectives of the Government of Cabo Verde and establishes 39 ambitious development targets for the period 2017-2021 for the sustainable development of Cabo Verde. But the PEDS strategy for the short term is underpinned by a longer-term vision for Cabo Verde’s sustainable development for the period 2018-2030 that is aligned with the 2030 sustainable development agenda and the sustainable development goals as means to build a better future for all Cabo Verdeans.

The PEDS was conceived using a participatory and inclusive approach with great efforts being made to ensure the involvement of not only the central administration and local governments and other national entities and institutions, but carefully including a range of civil society organisations, the private sector, and Cabo Verde’s development partners.

The strategy and objectives of the PEDS are conceived on the basis of the reality of the national and the global context in which Cabo Verde is situated and presents a profound analysis of the country’s development in 2016.

VISION AND LONG-TERM OBJECTIVES

The Government Programme for the IX Legislature (2016-2021) sets out a clear vision which is adopted by the PEDS:

“A developed Cabo Verde, inclusive, democratic, open to the world, modern, safe, where full employment and

full freedom rule”

The PEDS seeks to promote the dynamic

insertion of Cabo Verde into the global economy considering this the only realistic and viable alternative for its long term, sustainable development. The long-term vision is established through four inter-related strategic objectives:

1. Make Cabo Verde a Circulatory Economy in the Mid-Atlantic, through strategic capital investments in connectivity, the blue economy, tourism development, and business, industry, and financial services.

2. Sustainable Economic and Environmental development through structural reforms such as investment

in sustainable tourism, strengthening its link with the country’s productive value chain through agribusiness and domestic industry and export promotion, while safeguarding environmental sustainability;

3. Ensure social inclusion and reduce inequalities through improving education and professional training, health and social safety nets, youth and gender equality;

4. Strengthen democracy, justice and international diplomacy, and engage the diaspora in the country’s development.

The PEDS foresees the need to promote investment in key strategic and transformative areas such as the maritime economy, renewable energy and water and sanitation, which will have a catalytic impact on the wider economy and particularly on sectors such as tourism, agriculture, industry and commerce.

Each of these objectives are linked to a set of country specific outcome indicators with a baseline value and annual targets up to 2021.

PEDS STRATEGIES FOR 2017-21

The overall objective of the PEDS is ‘sustainable development with full

employment’ that will be achieved through exploiting Cabo Verde’s geo-strategic position to create a “Mid-Atlantic Hub Economy”

OBJECTIVE 1: TRANSFORMING CABO VERDE INTO A CIRCULATORY ECONOMY

The PEDS strategy identifies the development of 7 priority hubs, or platforms, on which the country’s future economic growth will be based:

TOURISM PLATFORM Inclusive tourism that benefits all islands and takes advantage of Cabo Verde’s natural environment, history and culture

AIR TRANSPORT HUB For passengers and freight in all countries bordering the Atlantic

MARITIME PLATFORM Supplying and providing services to freighters, cruise ships, and other vessels

COMMERCIAL AND INDUSTRIAL HUB

Transforming Cabo Verde into an international business centre

FINANCIAL HUB Creating and international finance platform

ICT PLATFORM Creating a digital platform for technological innovation

ETHNIC & CULTURAL PLATFORM

Promoting investment by the diaspora and ethnic tourism

To achieve this, Government recognises that profound reforms and structural adjustments will be required to make Cabo Verde more competitive and to reduce business costs in order to take advantage of its endogenous resources. These will include:

1. Placing Cabo Verde in the top rankings in relation to international indicators for doing business, good governance and economic freedom

2. Fundamental reforms in the development of human capital in four areas:

• Strengthening scientific and pedagogical capacities

• Exploiting opportunities for the use of ICT, video-imaging and distance learning

• Adapting curricula to the needs of the market

• Institutional development

OBJECTIVE 2: GUARANTEEING ECONOMIC AND ENVIRONMENTAL SUSTAINABILITY

The PEDS strategy for promoting economic and environmental sustainability has three components:

1. Consolidating tourism development, ensure its sustainable and inclusive growth;

2. Promoting domestic production and exports particularly in the following sectors:

• Fisheries

• Agriculture

• Light industry

• Creative Industries

3. Implementing Structural Reforms (to reduce factor costs) through:

• Reform and modernisation of the public administration

• Improving the business and

investment environment

• Introducing new models for financing development and the economy

• Investment in transportation and Infrastructure

• Investing in renewable energy and reducing electricity cost

The PEDS recognizes the significance and developmental value of Cabo Verde’s environmental resources, adopting integrated environmental policies to ensure their sustainable management, enhancing the value of the environment as an asset and key factor in economic competitiveness, whilst recognising the need to maintain a balance between meeting current needs and the expectations of future generations.

OBJECTIVE 3: ENSURE SOCIAL INCLUSION AND REDUCE INEQUALITIES

PEDS strategies include:

1. Improving the living conditions of families

2. Promoting social inclusion

3. Developing education of excellence

4. Increase access to quality housing

5. Creating decent employment and strengthening the relevance of vocational training

6. Improve the conditions for youth

7. Increase the national health system and access to social security

8. Promote gender equality

9. Promote culture and sport

OBJECTIVE 4: STRENGTHEN DEMOCRACY, JUSTICE AND INTERNATIONAL DIPLOMACY

The PEDS strategy is to:

1. Strengthen Democracy;

2. Enhance a culture of peace, human rights and justice

3. Reinforce security

4. Strengthen territorial defence

5. Strengthening foreign policy and use diplomatic resources to mobilise strategic partnerships and the Cabo Verdean diaspora

Gender equality, ensuring that that women and girls, as well as men and boys, have the same opportunities to participate in and benefit from the development process, is a fundamental principle of sustainable development and is integrated as a cross cutting issue in the PEDS. Through the execution of the PEDS Government will ensure measures are taken to address gender inequalities in different sectors to promote justice and social inclusion in the country’s sustainable development.

IMPLEMENTATION

The operationalisation of the PEDS to achieve its 4 prescribed objectives PEDS, is to be achieved through sectoral and transversal programmes, each comprising a set of projects.

The 35 PEDS programmes are grouped into 3 cross-cutting pillars designed to achieve the objectives set, within the time horizon 2017-2021 and contributing to the realization of the long-term vision for the future of Cabo Verde.

PILLAR 1, Economic Growth: programmes that will promote a new model of economic that will introduce reforms and restructure the economic sectors

PILLAR 2, Social Development: programmes that will develop the country’s human capital, quality of life and combat inequalities and asymmetries.

PILLAR 3, Sovereignty: programmes that will develop a new state model for the strengthening of sovereignty, creating value in democracy and orientation of diplomacy to the challenges of the country’s development.

Each pillar is linked to a subset of the Sustainable Development Goals (SDGs). For every programme an objective and a budget has been defined, and links to the PEDS indicators and the SDGs are presented.

REGIONALISATION AND TERRITORIALISATION OF THE PEDS

Cabo Verde is a country of regional asymmetries and inequalities with its insular nature making universal access to basic services challenging, and compromising the creation of economies of scale. Thus, the regionalization of the PEDS is a firm Government commitment.

The situation analysis that underpins the PEDS incorporated an analysis of the different regions of the country, where the specificities of development dynamics and challenges were addressed, weighted and used in the definition of regional targets aimed at exploiting the potential and value of each island and their endogenous resources to reduce regional asymmetries and to ensure that nobody is left behind.

CHARACTERISTICS OF THE SECTORIn the realm of digital government, Cabo Verde has made significant progress in the use of digital technologies to promote internal efficiency, simplify government procedures and improve public services. This has been particularly important in allowing Cabo Verde to overcome the geographical discontinuity, remoteness, exclusion, and in offering economic opportunities.

The digital transformation processes in Cabo Verde has occurred more rapidly given the high level of government support with strong horizontal co-ordination and institutional arrangements.

With this support, Cabo Verde has started employing e-Governance solutions on a wider scale. Services have been upgraded from simple governmental information websites to integrated services that allow interaction with citizens, such as requesting documents online or submitting company tax returns. Cabo Verde has developed more than 80 applications in different areas ranging from civil identification, health, education, justice, business start-up and land management.

Nevertheless, in order to fully reap the benefits of technology and modernize core administrative capacity, further progress is required in digital government policies and practices and overcoming the constraints of low connectivity access related to the lack of cable capacity, bandwidth restrictions etc.

Lack of technical literacy and digital skills

and relevant locally-produced content create further barriers and are key enablers to mitigate inequalities and build a strong digital economy. The absence of infrastructure for open data, a building block of the digital economy and innovation, imposes further constraints. And difficulties in the development and growth of ecosystems for digital entrepreneurs exist due to inadequate public support, regulatory barriers, and lack of digital and entrepreneurial skills.

TRANSFORMATION STRATEGYCabo Verde intends to transform itself in a digital and innovation platform, that will not only produce digital products, but serve as a research centre for digital innovation in the ECOWAS region.

Cabo Verde seeks to integrate itself in the global ICT network (companies, namely hardware, research centers and content production and distribution, innovation and development spaces), and create incentives for the development of a digital platform and innovation.

As a sector that requires highly qualified and specialized human capital resources, the success of the platform will depend greatly on the quality and scope of reforms in the fields of education and human resource development and the qualification system.

The Government’s strategy for the digital economy has the following three interlinked objectives:

Cabo Verde as an International services centre for ICT

Cabo Verde foresees the development of a tech park to serve as hub for services, connectivity and certified capacity building that will:

• Facilitate private investment in ICT related activities and make the ICT sector a generator of export revenue

• Promote mobile services and solutions for different business areas (e-governance, financial sector and e-education);

• Foster technological innovation and an entrepreneurial eco-system;

• Accomplish partnerships with reference

players in the sector to contribute to the development of human resource development in ICT;

• Attract Foreign Direct Investment from mature markets interested in establishing ICT based services in a politically, social and economically stable country in Africa; and

• Leverage other strategic clusters such as maritime and air transport, finance and tourism by promoting efficiency improvements in these sectors.

Access to open, affordable and secure broadband connectivity and digital infrastructure including the necessary regulatory framework

Increasing the global connectivity of Cabo Verde by adding additional fiber optic cables providing internet services. This will supplement the current links by Atlantis II and WACS cables, the former being near the end of its life, through the new EllaLink connection in Cabo Verde (on route from South America to Europe) and

with the establishment of the Amilcar Cabral submarine cable link to the Ecowas sub-region.

This will allow a robust response to the growing demand for broadband with low latency in Cabo Verde and in the sub-region.

Digital literacy and digital skills

The reform of the education and training systems and the introduction of digital skills at secondary education level is particularly important for ensuring a digital literacy that corresponds to the needs of the economy, namely:

• Digital professional skills – create capacity at the high-school, vocational training and university level training to support the intake of digital skills oriented to the

digital economy market needs;

• Digital user skills – allowing the public to properly use digital technologies;

• Digital complementary skills – spreading a digital mindset in the public administration.

The Government will seek Public-Private Partnerships in providing support to address the lack of digital skills in the human workforce.

Digital solutions to support entrepreneurship and job creation

Digital solutions can significantly contribute to a more transparent and rules-based business and

investment climate, through facilitating company registration and fiscal and administrative procedures, and using digital hubs as facilitators for private initiatives.

entrepreneurship, making government open data make available and accessible and fostering its reuse by both the public and private sectors and creating opportunities

for innovation and the development of new services and products by the private sector.

Using digital solutions to enable the basic functioning of government and to improve government performance

In Cabo Verde digital transformation is regarded as a cross-cutting vision shared among all government agencies, academia, businesses and civil society, and has a prominent place in the “Strategic Plan for Sustainable Development 2017-2021” (PEDS). It will simplify administrative procedures in all public services and the mainstreaming of ICT across government will be catalytic in accelerating the modernization

of the public sector.

The use of low cost, and open source, software is a strategic policy objective that will have cross-cutting impacts on public sector activity, allowing improved cooperation between the public sector through the reuse of solutions; increased involvement of the digital government ecosystem for co-value co-creation; increased interoperability potential. This approach will allow national and local software developers and providers to better compete in delivering services to the public sector.

ICT01 MACH MID ATLANTIC CONNECTIVITY HUB

CONTEXTCabo Verde has substantially improved its connectivity and use of ICT over the past decade, leading to relatively high levels of broadband adoption, extent of use by the government, and availability of local online services. The country has benefitted from its geographic location and is already served by two cables. Cabo Verde ranks 4th among African countries along the ICT Development Index (IDI). However, Bandwidth per Internet user is relatively low at 17,000 bits per second, and one of its two cables is currently at full capacity. The EllaLink cable from Brazil to Portugal (scheduled to enter service by the end of 2019), is planned to connect to Cabo Verde.

MACH is a network of submarine fibre optics cables running though Cabo Verde territorial waters which will upgrade internet and telcom services for Cabo Verde with inter-island submarine cables, and the launch of new submarine fibre optical cables to neighbouring capitals (Nouakchott, Dakar, Bissau, Conacry, Freetown, Monrovia)

The programme is developed in partnership with DGEFPEP (General Direcotare for Empolyment) and IEFP, aiming to fill the gaps of ICT professionals in the market and to stimulate the potential of professional retraining of qualified

and / or qualifying young workforce currently existing in Cabo Verde;The NOSIAkademia programme is designed to foster and prepare skills for the ICT market in the following Internship Areas

Investment will result in:

• The incubation of ICT skills that are aligned with market needs

• Young people equipped with consolidated ICT skills and able to compete in the labour market and/or career change

• Place 96 young people a year in the market for information and communication technologies, for a grand total of 240 in the project horizon

CONTEXTGovernment recognises the urgent need to modernise the public administration for the more effective and efficient delivery of public services and to underpin Cabo Verde’s the management of Cabo Verde’s transition to a hub-based economy. The strategic use of digital technologies becomes increasingly relevant to build strong, effective and efficient institutions favouring more inclusive forms of governance and greater social well-being.

The Governments seeks to design services centered on user needs. This implies not only having the correct set of skills to engage with citizens in order to inform public decision making, but also to develop a technical infrastructure that leverages existing e-government advances.

A key component in this process is the upgrading of the use of ICT to promote e-governance and the delivery of services on-line as a means of overcoming the major constraints that result from Cabo Verde geographic dispersion.

Investment will result in:

• The upgrading IGRPWEB for all existing applications;

• Construction of an API Store (PDEX) for the secure provision of the e-GOV data base to the ICT market players;

IGRP Web is a tool for creating e-governance applications based on business steps and processes, automatic code generation and the incorporation of Once-Only-Principle (OOP). It’s a single public service portal in any governance domain, aligned with the One-Stop-Shop (OSS) principle. Being a unique and robust technology platform, it allows the creation of e-government applications in a simple, secure, integrated, and sustainable way, using a low-cost and pay-as-you-grow model.

The Platform for Data Exchange (PDEX) will allow private companies and citizens to have access to open Government data and private ta with prior authorization from the entity responsible through a visibility and cataloguing portal of APIs and webservices.

CONTEXTCabo Verde has substantially improved its connectivity and use of ICT over the past decade, leading to relatively high levels of broadband adoption, extensive use by the government, and availability of local online services. The country has benefitted from its geographic location and is already served by two submarine cables. Cabo Verde ranks 4th among African countries along the ICT Development Index (IDI). However, Bandwidth per Internet user is relatively low at 17,000 bits per second, and one of its two cables is currently at full capacity. The EllaLink cable from Brazil to Portugal (scheduled to enter service by the end of 2020), is planned to connect to Cabo Verde.

However, advances in technology and in the digital world are not accessible to all. Digital exclusion exists and contributes to the broader problem of social exclusion. There is also a gap between the needs and expectations of young people regarding technology, and the content of the school curricula. Government is seeking to close this gap by implementing WebLab in all secondary schools in partnership with leading technology companies.

WebLab is an initiative that will contribute to the reduction of digital exclusion, providing access to equipment, connectivity, knowledge and use of technologies. Furthermore, it will teach young people and train them in the construction and development of ICTs.
