(1)Realization of internationalization of Hachioji
and creation and realization of “Hachioji
Multicultural Symbiosis Promotion Plan”
Hachioji city is the international city where
population is 560,000, foreign residents are over 9,000,
and international students are about 3,100. Recently
number of foreigners visiting Hachioji city including
foreign tourists to climb Mt. Takao is increasing year by
year.
While City office has positively executed
internationalization promotion policy, The Association
also has executed various roles aiming at multicultural
society by welcoming foreign citizens as members of
local community form the point of international
exchange since July 2008 when The Association was
established.
The basic policy of internationalization promotion,
new “Hachioji Multicultural Symbiosis Promotion Plan”
(period: 10 years from 2013) was made and is in the
execution now from April, 2013. This plan is the basic
policy for systematization of various policies of
multicultural society in Hachioji to division plan of
We have several times investigated and discussed how
the organization of The Association should be at the
committee.
As a conclusion, we hereby propose aiming at
establishment of “General Foundation” including public
interest incorporated foundation in the future.
Hachioji Vision 2022 (new basic framework, basic
plan) so that citizens, companies, universities,
administrative organizations, related groups can work
together for promoting “multicultural society.”
Basic philosophy says [establishing multicultural
symbiosis society where people live together by
accepting difference of nationalities, races, culture,
helping each other and making the best use of other.
This plan requests The Association to play a role of an
intermediate support organization which promote
various policies in the wide range or enforces
cooperation with citizens, companies, universities,
administrative bodies, educational organizations in
addition to the past role of promotion of working
together with citizens and volunteer activities.
Satisfying such an expectation may cause too much
obligation to directors, members or office staff of The
Association as far as they currently work at voluntary
association. We think we need the countermeasure that
basis of organization should be so solid as to taking
responsibility against activities.
And we know that subsidies from public organizations
or private companies require receivers to be
incorporated.
(2)Public Interest Incorporated Association started
While society is changing remarkably, new Public
Incorporated Association System was established on
Dec. 1, 2008 so that it might solve problems of system
to be unsuitable for the current times, meet diversifying
social needs and private non-profitable division could
voluntarily do various public activities.
Under the old system, companies could be
incorporated by approval of the competent authorities.
But under the new system, general corporation and
general foundation can be built with registration at The
Ministry of Justice and become public interest
incorporated association if they are acknowledged to
meet public interest acknowledgement basis.
Minimum fund amount required for establishing
foundation was reduced to 3 million yen from 500
million yen, which is national system reform to promote
chance for new comers. We can say that chances have
come to become a corporation for a voluntary
association to do public interest activities like Our
Association.
It is now getting easier for us to build a corporation
than before.

It was the 5th anniversary last year for
Hachioji International Association.
Since then we have discussing and
reviewing organization system for
expecting further development.
Proposal of The Association to become an incorporated
association from voluntary association was approved at
Directors’ Meeting held on Sept. 24, 2013.
The following are contents on incorporation, which we
have explained at Committee Chairpersons Meeting,
Group Members Network Meeting and Individual
Members Meeting etc. I hope that all the members will
understand them.
Obtaining consensus of all the members on the
schedule, we will make a proposal of realizing
incorporation to administrative offices. Hachioji International Association

Our committee visited and interviewed The Associations in
Mitaka city, Machida city, Minato ward, Musashino city
(which they discussed at study meeting). For example,
we received from Minato ward, affirmative opinion
about incorporation that they can maintain legally and
financially stable activities. And according to
investigation report of Musashino International
Association Incorporation Counter Measurement
Committee many people emphasize merit of
incorporation that they can manage operation more
independently from administrative organization.
In the meantime, people at Minato ward, say that
revision of public interest corporation system realized
corporation to be built with 3 million yen basic asset,
which lead to possibility of general foundation to
increase and additional consideration of incorporation in
near area.
This causes our association to be required to discuss
incorporation too.
(3)Stabilization of management basis It is expected that we can open the way for getting
independent fund like support of donation or subsidy from
other people than administrative organization by
incorporation.
It is also possible that if we become public interest
incorporated foundation which can enjoy good treatment
on tax in future, we can receive business trust, cosponsor
from other organizations in addition to donation.
For example, The incorporated associations at Minatoku,
Machida city, Mitaka city, Musashino city now enjoy
constant earnings by management of public facilities as
nominated managers.
(4)Contribution to promotion of “Hachioji
Multicultural Symbiosis Promotion Plan”
It is essential for us to strengthen organization and
finance basis of The Association as an intermediate
support organization to promote and realize various
promotion plans.
(1)Securing fortunes for establishment On the premise of establishing general incorporated
foundation, we should secure donation of basic fortune
(3 million yen) which The Association is lacking in.
(2)Hurdle for public authorization People say that general incorporated foundation is for
the time being limited in merit of tax system for
becoming incorporation.
We should become public interest incorporated
foundation in future, which would be high hurdle.
(3)Restrictions on activities etc.
We should accept strict observation on activity plan or
budget and restriction on article of association of activity
contents. Activity contents will be more restrictive than
before such as accurate office work or accounting
settlement based on rule of official bookkeeping.
And management system of the foundation (including
improvement of office function, personal budget etc.) is
required to be more strict.
In addition, Profit activities of general incorporated
foundation are required to fulfill tax declaration duty.
And legal duties such as annual report to supervisory
authorities are officially more required for NPO
Corporation, Public Interest Corporation, Public Interest
Incorporated Foundation.
(4)Bearing cost
Cost for establishment of incorporated association (cost
for basic fortune, certification of article of association,
registration etc.) or temporary cost for changing names
as above will occur.

(1)Establishment of legal responsibility system etc.
Although legal responsibility of activities at voluntary
organization should be taken by chief director
personally, regal responsibility should belong to
corporation if it is incorporated. And while all the
contracts are made under the individual name of chief
director at voluntary organization, all registrations and
contracts can be made under the name of corporation.
As it is unrealistic for individuals to bear various
responsibilities of such a group as The Association, we
can get rid of depending on individual responsibility by
incorporation. In addition, we can make a contract
required for expanding business if groups become
subjects of right. (2)Social creditability
It is possible that we can enjoy higher social
creditability by getting incorporated name of general or
public interest incorporated foundation.
All of International Exchange Groups with
incorporation are general or public interest foundation
and not (general or public interest) corporation nor NPO
Corporation. This is because they are organizations
established mainly by administrative bodies. And 6
international exchange associations are already public
interest incorporated foundations.
(3)Movement of International exchange
Associations in Tokyo

Individual Members’ Meeting was held on Tues. Feb.18,
2014, when The former Hachioji City Mayor made a
lecture and Mr. Haruta, Secretary General explained
incorporation of Hachioji International Association.
He says that he is now enjoying the third life after
graduating the second life of 37 years when he worked in
political field from 33 years old. We enjoyed his talking
with episode that he as a mayor always worked together
with citizens in Hachioji Yumeori Plan or payable
collection of garbage and that he made various
reformation based on his ideas and experience. Also we
found that he worked as an international person like
establishing International Exchange Section ( current
Multicultural Promotion Sect. ) and making friendship
exchange agreement
with China (Taian
City ), Korea Shifun ),
Taiwan ( Kaohsiung ).
Lastly he summarize
as follows.

The above points match with his speech today from
which we believe that these are Mr. Kurosu’s belief
and his current social contribution activities will surely

<About your career and how did you meet your husband, each other?>
She graduated from the department of home economics
and of journalism of Oregon State University and taught
lessons to primary school students of Eskimo, Alaska
and worked as a nutritionist in Iran for 2 years for
American Government Peace Activities.
She obtained qualification of teacher of second foreign
language English (English to be taught to people whose
mother language is not English) at graduate school of
Hawaii University, and she met the husband first at
cafeteria of university dormitory while he studied at the
doctor course of economics of the university.
We made an interview in English with Ms. Carolyn
Obara , a lecturer of “Let’s learn Current English”,
language series of Hachioji International Association
and several times confirmed contents by e-mail for
which she made polite response each time.
<Please tell us about your family>
Ms. Carolyn Obara is a native American and an
international couple with her husband
of Japanese Paraguayan.
Her son born in Japan is a doctor of
radiation. Her husband was a super
advisor of overseas agricultural
support as a part of international
cooperation activities.
<What moved you to come to Japan ?>
Carolyn had many overseas experiences from young
days and great interest in Japan, which became bigger
after she met her husband. She came to Japan as a
teacher of international school in Nagoya to use skill of
teacher of second foreign language English and taught
English to senior high school students. <Your impression on education for children in
Japan>
Her son was born in Nagoya and received education at
public elementary school and junior high school.
Carolyn thought that education at elementary school in
Japan was wonderful. She was moved by Japanese
school where they guided all the students to be able to
do music or arts equally comparing to her own
elementary school days in Alaska.
<Life in Japan>
She has been living in Japan 30 years out of which 11
years in Hachioji. Although she is not good at Japanese
language, life in Japan is safe and pleasant and she has
established good relationship with neighboring people
and students. I like Hachioji because there are many
beautiful places where air is clean, it is calm, we can
take a walk and do shopping. Her hobbies are reading
books, making dolls with Japanese paper and do

<Teaching English education in Japan>
She is now
teaching
English lesson
at several universities in Hachioji and in charge of
English presentation lesson at night course through
which in spite of busy life she enjoys contact with people
through guidance of English and appreciates discussion
based on each knowledge at the same stance of students.
Her life experience and interest in reading books seem to
expand her knowledge. She explained, “It is enjoyable
for her to exchange opinion frankly with people of the
same generation” at the lesson “Let’s learn Current
English” of Hachioji International Association.

We held lecture of International Awareness Education
and workshop as a entrusted project by Multicultural
Promotion Section.
The lecture by Mr. Takeo Mori, professor of Chuo
University was held mainly for teachers who were
actually in charge of international awareness education at
elementary and junior high school, aiming at chances to
learn target of international awareness education and
viewpoints required for curriculum development.
While globalization is going on, it is really fact that
foreigners live nearby in the local community and we
study together with children rooting in the foreign
countries in the same class at school. Under the
circumstance that multicultural society is in process, it is
useful for us to promote international awareness
education at school and teach children to keep various
viewpoints.
Two subjects on the
future international
awareness education
were proposed by
the lecture of
Mr. Morimo.
①To take action
considering issues from the earth viewpoints,
understanding mutual dependence and having
consciousness as the earth citizens.
②Training attitude to accept and respect different culture
and live together peacefully in multicultural society.
At the second half of workshop, attended teachers of
elementary and junior high schools are divided into 4
groups who are requested to make activity plans to
practice international awareness education.
They could make and announce their activity plans in a
short time because of examples of curriculum
development and introduction of useful teaching
materials made beforehand.

We enjoyed [Japanese Dishes] at the last exchange
meeting this year in cooperation with Houai Cooking
Special School. As it was just Setsubun time,
international students rolled “ehomaki” by themselves
and ate them looking at eho direction this year.
International students were amazed to see students
studying for cooks to cook dashimaki egg or do
katsuramuki. Exchange meeting where they enjoy real
kaiseki ryori was happy for

“Latest news on historical beautiful Iran reported by
Nadi-san like hyacinth・・・”
Sun. Feb. 2, 2014 held
The speaker this time is Ms. Elnaz
Jalali from Islamic Republic of Iran.
Nickname, Nadi-san came to Japan
about 20 years ago when she was 7 years old with her
family and is now an engineer living in Hachioji.
“Fureai time event” started in at home atmosphere in
attendance of her parents, younger brother, friends, and
families of community or Japanese with whom she has
been a friend from young days.
Religion prohibits people in Iran from eating alcohol
and pork. It is said that some people say they can drink
alcohol and eat pork outside Iran.
There are available kebab using pork, sweet lemon rare
in Japan, cucumber as fruits. His younger brother added
“We can enjoy good taste of pomegranate with salt.”
Many people have image of [Iranian women wearing
black chador but Iranian young women nowadays are
said to show up their own fancy graphics at face book. It
is fact that software to break filter for strict limit of
access to internet is developed.
When Nadi-san visited Iran in last October after 10
years, she was surprised to know how high construction
technique of domed bazaar made 400years ago is. It is
cool inside bazaar in the season of temperature over
40-degree C and relatively warm in winter when it
snows much.

children in
elementary
school might
study in cram
school
because they might fail in the examination in elementary
school. Men and women are separate until senior high
school and universities are coeducational. Friendly
association between men and women before marriage is
prohibited. Actually boy and girl friends don not care for
warning in the bus and drivers will not warn any more.
Although women do not work basically, their main jobs
are doctors or lawyers and hairdressers are highly paid.
According to conscription, people are compulsory for 2
years from 18 years old. If you work overseas, you may
avoid it by paying fee.
Main income resources for Iran are export of gas and oil.
As fuel oil is cheap, they use cars or taxi even for short
distance. Rich people may own several deluxe cars. As
robberies of cars are infested, warning sound of alarm
for crime prevention is keeping on here and there. Lastly
she replied against question for her frank opinion on
Japan ”Workers are too early divided into humanistic
and science courses. They should be divided later when
they understand jobs more widely.」 Any house in Iran is surrounded by walls with about
3m high and inside house is wide like a salon. They have
customs to invite people to their houses for eating and
treat them with big dishes. Men and women sit at
different floors so that women can enjoy eating as they
want without paying attention to men.

They do national mourning service for dead people, once
a year, which last about 2 weeks. There are lines of
people based on Mosque in each town for praying Koran
in big sound even at night. Houses nearby serve foods to
lines of people therefore they say at this time “There are
no people in Iran who are hungry.”
You cannot see such a scene of “omotenashi culture” in
Japan.
When they could enter Japan without visa from Iran
from 1989 to 1991, there were many single persons
among migrant workers. In the meantime, it was a big
topic that many families like family of Nadi-san
remained in Japan. She was surprised at different
situation in Japan when she came to Japan first because
image of Japan in Iran was “OSHIN” or “Kitano kuni
(Northern country).”
Iranian people understood Japanese as hard workers
like “OSHIN” and said that Japanese were kind to Iran
saying “Iran was in difficult situation during Iran Iraq
war.” She mentioned good relationship between Japan
and Iran saying “Iranian people will not forget kindness
of Japan even" if they do not understand Japanese
Language.”
And also Nadi-san took care of children’s learning support
at CCS (students group shaking hands with worldwide
children) until 7 years ago, because she herself was taken
care of study at the time of child.
Questionnaires show many attendants say “very good”.
