Welcome to the March 2010 issue of PEHLA QADAM, the newsletter of the National Commission for Human Development. A lot has happened since the last issue of NCHD newsletter. NCHD has acquired nation wide coverage through a network of 103 Human Development Support Units (District Offices) established all over Pakistan. The newly inducted District General Managers went through an extensive training program providing them with institutional knowledge based on implementation experiences, challenges faced, remedies developed and eventual success and failures to take the future organizational responsibilities in a professional manner. Along with it, NCHD’s efforts to improve literacy in Pakistan received great recognition from the district as well as provincial government departments and Memorandum of Understandings has been signed on both levels to ensure utilization of available resources in a better way to achieve “Education For All” and Millennium Development Goals. Statistics are informative, but they do not always convey the human stories behind the figures: lives changed for the better. This issue of Pehla Qadam tries to present the “human face” of NCHD’s work with stories from the field along with updating about the activities, including inauguration ceremonies of adult literacy centers and enrollment campaign 2010. Welcome to the March 2010 issue of PEHLA QADAM, the newsletter of the National Commission for Human Development.

A lot has happened since the last issue of NCHD newsletter. NCHD has acquired nation wide coverage through a network of 103 Human Development Support Units (District Offices) established all over Pakistan. The newly inducted District General Managers went through an extensive training program providing them with institutional knowledge based on implementation experiences, challenges faced, remedies developed and eventual success and failures to take the future organizational responsibilities in a professional manner.

Along with it, NCHD’s efforts to improve literacy in Pakistan received great recognition from the district as well as provincial government departments and Memorandum of Understandings has been signed on both levels to ensure utilization of available resources in a better way to achieve “Education For All” and Millennium Development Goals.

Statistics are informative, but they do not always convey the human stories behind the figures: lives changed for the better. This issue of Pehla Qadam tries to present the “human face” of NCHD’s work with stories from the field along with updating about the activities, including inauguration ceremonies of adult literacy centers and enrollment campaign 2010.

MoUs with provincial governments National Commission for Human Development has signed a Memorandum of Understanding (MoU) with all provincial Education & Literacy Departments for supporting these departments in achieving “Education For All” (EFA) targets related to universal primary education and adult literacy

Formation of EFA ForumsNational Commission for Human Development in collaboration with district education departments is establishing “Education For All Forums” at districts level in all the four provinces of Pakistan. These committees will work as an agent(s) of change on volunteer basis for the promotion of quality education in close coordination with district administration, district education department and NCHD.

The purpose is to promote coordination among various stakeholders to increase literacy rate and enroll out-of-school children, reduce dropout, avoid duplication of services, and ensure other EFA goals.

MoU with NATPOWNational Commission for Human Development has signed a Memorandum of Understanding with National Trust for Population Welfare (NATPOW) for the program titled “Literacy for Family Health” in a ceremony held in Islamabad on January 5, 2009. Federal Minister for Population Welfare Dr. Firdous Ashiq Awan was the chief guest. Through this program NCHD will be introducing health literacy in its Adult Literacy Centers where learners (mostly women), will be informed about personal hygiene, safe drinking water, primary health, neo natal and post natal care, safe delivery, human rights, life skills and even early childcare development.

District Governments showing great supportThe District Government Jamshoro has approved Rs.3.6 million for providing honoraria to 200 Feeder Teachers of NCHD. In addition, the district government Jamshoro has also allocated Rs. 200,000 for NCHD’s Adult Literacy Centers. 60 more feeder teachers will be provided with honoraria from the special fund of DCO Jamshoro. Similarly, to provide stationary to 6,750 female learners of 270 ALCs in Shaheed Benazirabad District Coordination Officer has issued a cheque of Rs.30,000.

Appreciation by the district governmentsThe District Government Shaheed Benazirabad presented an appreciation award to the district general manager NCHD for providing active support to the government education & literacy departments in opening the closed government schools. Various dignitaries including Jamal Mustafa Syed District Coordination Officer, Mr. Ghulam Qadir Chandio MPA, EDO Education, EDO Health, and EDO Community Development Department etc were present during the award ceremony. The district government officials lauded NCHD’s efforts for the betterment of literacy rate in the region.

Minister for Culture Mrs. Sasui Paleejo also awarded NCHD team in Tharparkar with a certificate for organizing a fair at sports complex Mithi.

Visit of Prime Minister’s Task Force on EducationAdvisor to Prime Minister for Education along with her British counterpart Mr. William Barber and sixteen other members visited government primary schools of district Haripur and Abbotabad. The purpose of the visit was to identify the problems of educational administration and students in both areas and find possible solutions for addressing their problems. During his detailed presentation, Secretary Education, NWFP briefed the status of education at the province level and highlighted the obstacles faced upon achieving the target of 100% literacy rate in the area.

Visit of Federal Minister to UmerkotFederal Minister of Live Stock & Dairy Development Mr. Jadim Mangrio visited the Human Development Support Unit at Umerkot. NCHD team briefed the federal minister regarding the NCHD programs and implementation process. Mr. Mangrio has shown his great interest in NCHD’s operations and assured his full support in all respects.

AFHD donated US$ 100,000 to PHDFOn behalf of American Fund for Human Development (AFHD), Dr. Nasim Ashraf presented US$ 100,000 to the chairman PHDF Mr. Farrokh Captain during the 35th meeting of the Board of Directors Pakistan Human Development Fund (PHDF) held in January, 2010. This grant will be utilized for implementation of NCHD ongoing projects

National Commission for Human Development: Going to Scale

The Prime Minister of Pakistan Syed Yousaf Raza Gillani has launched NCHD’s Education Program for the years 2009-12. According to the plan, NCHD is attaining its eventual goal of nationwide coverage by imple-menting its universal primary education and literacy projects throughout Pakistan covering 144 districts including FATA, Gilgit Baltistan, Azad Jammu and Kashmir and even the conflict areas.

NCHD is the only government sector entity covering almost 100 percent population of Pakistan through its 103 filed offices known as Human Development Support Units and 41 satellite offices.

NCHD Education Program: Promoting Literacy in Pakistan

Education is imperative to tackling poverty. When individuals have the chance to learn basic life and literacy skills, economies grow faster and poverty rates decline. The problem of illiteracy in Pakistan is huge, and is dire among women. According to an estimate over 50 million people above the age of 10 in Pakistan are illiterate, with 3 million being added each year. Much of the new influx is due to children who are not being enrolled in school or either dropping-out from schools before they learn to read and write. Illiteracy has negative impact on job opportunities, economic status, access to rights, health and well-being.

Pakistan has not been able to accelerate its rate of literacy at the desired pace. According to an analysis carried out by UNESCO, Pakistan is among 30 countries which are not likely to achieve EFA targets by 2015, unless special efforts are made in the form of country wide programme of adult literacy for adult illiterates along with Non-Formal Basic Education Programme for out of school children and drop out etc.

NCHD Education Program is committed to create an enabling environment for achievement of EFA/MDGs in Pakistan, using innovative and fast-track initiatives which shall ultimately help Government of Pakistan to achieve and sustain the EFA indicators, within minimum possible time. The prime goal of the Commission’s Education Program is to bring about attitudinal changes amongst populace and line agencies staff to kindle a continued quest for provision of quality primary education and literacy for all.

Universal Primary Education and Adult Literacy are the two components of NCHD Education Program. Within education, elementary/primary schooling is considered to be the most remunerative investment of public funds in developing countries. Thus Universal Primary Education (UPE) project of NCHD is aimed at improving the service delivery indicators of the formal primary education system. UPE focuses on building capacities of the education department for improving the enrollment rates and ensuring completion of the primary schooling cycle clubbed with provision of quality education throughout the schooling years. Based on a specialized phonetics-based module, NCHD’s Adult Literacy Program aims at imparting education to those who never enrolled in school or dropped out of school before acquiring basic literacy skills. Currently NCHD is implementing a country-wide Adult Literacy Program.

Post Literacy Centers • NCHD is running 20 Adult Post Literacy Centers in collaboration with AAR Japan in

Abottabad. 500 females are getting education in these centers. • In Khyber agency, AED LDP FATA has funded 152 Adult literacy centers through which

2,112 learners have been passed out while 1400 have been enrolled in the second phase.

Literacy revolutionalizing people’s life

Story from Basti Aolakh, district Layyah

Kosar Perveen belongs from Basti Aolakh, district Layyah. She is of 35 with four children. Her parents did not allow her attend the school as it was located quite far from their village. “NCHD Adult Literacy Centers are a real blessing for women like me as they are providing us chance to catch the fast pace of current life.”, says Kosar. By attending this course, she has not only learnt reading and writing skills but also she gained knowledge about childcare, hygiene, and manners of communication. “The learning at ALC has created a great change in my life and I am able to communicate with my children and other people in better way”, says Kosar.

Story from village Manokhel, District Mianwali

Manokhel is a small village of district Mianwali. The community is backward with very conservative approach about female’s education. Amna Nawaz of 20, is one of the girls resident who couldn’t get benefits of education due to the traditional thinking of their elders. Her family comprises of ten members, with only male members (father and a son) being literate. This year when NCHD team started social mobilization process and conducted meetings with various people, her brother attended most of them. He got convinced that education is a must for females. He met with NCHD literacy team and got enrolled her sister Amna in NCHD’s Adult Literacy Center. Amna is very happy now. In short period of two months she has learnt reading and writing easy Urdu texts and calculations. The lectures on cooking, manners of communication, and healthcare have benefited her a lot and she is feeling herself more confident.

Females of Balochistan with an opportunity to become literate

Dur Bibi belongs from village Zarina Kathan Latifabad District Khuzdar says, “We females are never allowed to step out of our homes. Our lives are just confined to the four walls restricting us from getting education.” Luckily she got enrolled in the literacy course NCHD has recently initiated with the help of poor communities and has started reading and writing her name and that of her family. She feels really excited knowing that at the end of the course she will be able to do mini calculations and read sign boards as well all sort of religious books.

“Without education, we cannot look after our children well”, says Raheemia Bibi of 30 with 11 children. She belongs from one of the most rural areas of district Loralai. NCHD team got her husband convinced about the importance of education for females during the community meeting and got her enrolled in the adult literacy course. Education brought a real change in the life of Raheemia’s family. Raheemia has learnt a lot about family health and hygiene during her course. She is now able to deal with her children in a much better way than before. “I feel my children in better health than before”, says Raheemia.

“I am eager to search newspaper pieces for reading. Learning to read has provided a new zeal to my life, making me confident and active. My communications have improved a lot. NCHD has provided me with a chance to explore the world through education”, says Saber Bibi. She is a young girl of 19 living in village Kharotabad, District Zhob.

“I belong from the area where there is no concept of female education. My village Sadobad is situated in district Kech. Luckily I became part of NCHD adult literacy course which is greatly benefiting me. I am tailoring clothes from years but without any measurement tape. Now I have learnt counting making me able to use the measurement tape. My tailoring has improved a lot increasing my income. I am greatly thankful to NCHD”, says Shabana of 25.

“Poverty is the biggest hurdle in the way of education in most of the areas in Pakistan. People prefer sending their children at work rather to school as to assure some income to run the family affairs. Like millions of children, I, Sajida of 15, from village Nouroz Kalat district Kharan, never went to school. But NCHD-established adult literacy center has broadened my vision towards life.

Balochistan is the largest province of Pakistan by geographical area, constituting approximately 43% of the total area of Pakistan. At the 1998 census, Balochistan had a population of roughly 6.5 million but the most poorest of all. The culture is primarily tribal, deeply patriarchal and conservative. The ruling elite have always been criticized for blocking the educational development and empowerment of the Baloch people lest the status quo be challenged. Now NCHD has made special efforts to reach the ignorant communities of Balochistan province.

Adult Literacy Centers in jails and workplaces is a unique initiative of NCHD. Almost 10 percent of the ALCs of each province are in the process of establishment at jails and workplaces

Haji Pir Din of 39 is a prisoner at district jail Sibbi. He says, “After joining NCHD adult literacy center here at district jail Sibbi, I feel myself really unlucky for not being able to get education in childhood despite the fact that rest of my family is literate. Learning to read and write has shown me a new picture of life and I can say it with real confidence that I would be a different person on my return to home”.

Universal Primary Education Enrollment Campaign 2010

Enrollment Campaigns at district level are an important feature of NCHD’s primary education program. NCHD is the only organization which conducts enrollment campaign before the start of primary session every year. This year too, the campaign is in full swing in almost all the districts of Pakistan to bring almost half of the 19 million primary school age children to schools, who are still out of school.

NCHD universal primary education program strengthens Ministry/Department of Education to achieve UPE targets and builds strong and meaningful community linkages to acquire sustainability and continuous improvements. Our UPE department is facilitating education system to achieve the challenge of providing quality primary education to every child of the country.

Every year, the Enrollment Campaign starts with the data collection about out of school children of primary age to ascertain precise target for the enrollment campaign. To get support of the masses, seminars and awareness walks are arranged at each Provincial/Area headquarters. The top officials of the provincial/area departments of Education lead the whole enrollment campaign with full assistance of the provincial teams of NCHD. The participants include the parliamentarians, government officials, representatives from social development sector, local influential, and local population. Present government is extending its full support to this year’s enrollment campaign.

Volunteerism: Ensuring Sustainability of NCHD Programs

NCHD staff members are showing great commitment towards NCHD’s mission providing the Programs with a base to acquire self sustainability. Following are some of the examples of their initiatives.

Lectures on Income Generation for the Adult Learners in MULTAN NCHD Adult Literacy team Multan arranged a lecture on “Income Generation” at Basti Botay Wala UC Botay Wala, District Multan. District Officer (DO) Social Welfare Mr. Muhammad Naeem was requested to provide female learners with the knowledge regarding various ways to increase their income. The DO briefed them about the benefits of domestic industry and told various methods of income generation like Cultivation, Candle making, Preparation of pickles, Handicrafts and Tailoring etc. The DO also briefed members of NCHD Literacy Committee about the ways to identify and solve the problems at local level using the available resources.

Similarly, with the help of government livestock department, a lecture took place on poultry farming at a literacy center established at UC 18MR. The DO Live Stock spoke about importance and scope of domestic poultry business, methods of poultry farming, and the precautionary measures to avoid any loss.

A ray of hope for the desolate-Story from district Sheikhupura This story is a shining testimony to how one’s fortunes can be reversed once the inner strength has been mustered. Shamim of 19 lives in Garden Town Union Council Moman Pura, District Sheikhupura. Due to her polio affected legs she never got enrolled in school despite her love for education. She was very disappointed as her life was without any motive. NCHD adult literacy program provided a ray of light to her life. She started coming to a nearby ALC established in March 2010 with the support of a neighbor who used to carry her to the center on her back. The lessons she learnt during the course changed her approach towards life. She became the best learner of the class. Her interest in education inspired NCHD team and they voluntarily donated a wheel chair to Shamim. Feeling of being independent has created a new zeal in Shamim’s life.

Initiative of Village Volunteers Committee, NAROWAL The village volunteers committee of Narowal during their visit to ALCs noticed that the learners were being affected by the mosquitoes and other harmful insects breeding due unhygienic conditions. To make them safe from various diseases, the volunteer committee contacted the local pesticide dealers and longed for their help in providing some relief to the learners. They managed to get support from Ratanlal Traders in the form of pest killer medicine, spray machine, and human support for 120 Adult Literacy Centers. The total cost of the whole activity is Rs.19,600.

Tree Plantation CampaignTree plantation campaign is successfully on the go through out Pakistan on voluntary basis by NCHD teams and members from the communities. NCHD field teams have mobilized adult learners enrolled in almost 20, 000 ALCs all over Pakistan, children of almost 45 feeder schools along with government schools, and Basic Health Unit teams to plant trees and take the responsibility of their protection for two years. Up till now, around One Lac saplings have been planted with the support of government forest departments in the form of seeds and plants.

Free Medical Camp for Female PrisonersOn 31st March 2010 NCHD Gujrat team, on the request of EDO community development, arranged a medical camp for the female prisoners of district jail. NCHD has established 6 ALCs in district jail Gujrat in which 295 prisoners are attending the literacy course. NCHD with the help of government social welfare department arranged a team comprising of two doctors and a lab technician. 25 female prisoners got proper medical check up with treatment.

District Government Recognizing NCHD’s Programs 44 children are enrolled in Qureshwala Feeder School (FS), District Muzaffargarh. The school building was damaged due to rains since long and the teacher was left with no option but to run the school affairs at her home. Recently, NCHD conducted a community meeting known as Broad Based Community Meeting in the presence of Member Provincial Assembly (MPA) Eng. Bilal Khar and Area Education Officer (AEO) Arshad Nadeem in which the participants were briefed about the educational needs of the area where no government school was present in 3 km radius. The MPA visited Qureshwala FS and altogether announced Rs.15, 000 for its renovation. A local influential also promised to install a hand pump in the school’s vicinity.

Similarly, MPA Malik Bilal Khar MPA visited an ALC in Union Council Sinawan and donated jute mates for 30 ALCs.

Students getting free eye glasses Recently, in three union councils of district Muzaffargarh, 72 students from 13 schools were identified with weak eyesight. AEO was approached in this regard who arranged eyeglasses for these students.

ing government’s policy on social development in connection to achieving the Millennium Development Goals (MDGs) and “Education For All”. In order to provide the team leaders a broader vision and solid foundation some dignitaries from the development sector and policy makers were also invited as guest speakers. They included Mr. Muhammad Memon, Mr. Noor M Larik, Ms. Shandana Khan, Dr. Akmal Hussain, Mr. Shaheen Atiq-ur-Rehman, Vice Admiral Haroon, Dr. Mushtaq A Khan (Late), Dr. Rasool Baksh Raees, and Dr. Qaiser Bengali. While speaking at the closing ceremony, Advisor to the Prime Minister for Education Mr. Sardar Assef Ahmed Ali, said, “NCHD is an exemplary public private partnership organization working for the betterment of the Pakistani communities as a whole; I shall ensure full support to NCHD’s program approved by the government for “Improving Human Development Indicators in Pakistan.” He further appreciated NCHD’s role as a fast track initiative to improve social sector outcomes at the grassroot level.

The newly appointed DGMs said that the training has equipped them with the required skills to carryout NCHD’s activities and also motivated them to do their best for reducing the plight of people suffering from ignorance, poverty and hunger in Pakistan.

Induction Training Workshop of Newly Appointed District General ManagersNCHD organized a six-day induction training workshop for its newly inducted District General Managers (DGMs) with a purpose to provide basic information about NCHD structure, role, programs, and its mandate of supporting government departments.

Mr. Zulfiqar further informed that Government of Pakistan has already released 600 million rupees for current fiscal year and another 800 Million rupees have been allocated for achieving the PC-1 targets (Human Development Indicators in Pakistan).

EDO’s Training on Enrollment CampaignNCHD UPE team took part in the “EDOs Training on Enrollment Campaign” held in Lahore on March 15, 2010, organized by Government of Punjab. Mian Mujhtaba Shuja ur Rehman Educa-tion Minister Punjab, Mr. Aslam Kamboh Secretary Education Punjab, and Mr. Tariq Saeed Provincial Head UNICEF attended the training sessions. At this occasion, Director General NCHD Mr. Zulfiqar Ahmad

highlighted the role and achievements of NCHD. National Program Coordinator Mr. Khurram Badar Alam shared the current status of primary education and discussed the progress of various planned activities. Secretary Education Punjab thanked NCHD and conveyed the message of Chief Minister Punjab that Government will make every effort to get 5-9 years old children enrolled and considers NCHD’s contribution in this regard vital.
