1. Definition - Tournament Games: A series of games by more than two teams in which winners or losers advance through brackets because of game results and opponents are determined by the same manner. Usually trophies and/or awards are made to winning teams and champions are named.
Article 14 - Classification of Leagues and Teams:A. The member baseball teams of the MBA shall be divided into three
classifications: namely Class “A”: Class B”; and Class “C”. The eligibility player rules of all three classes are identical for MBA play. No salaries may be paid to any players. Teams wishing to petition to change Class must do so at, or prior to, the November meeting in accordance with the rules of the MBA.
B. The purpose of this formula is to establish and collect information on how MBA teams are constructed in accordance with current eligibility rules. This information and data can be used by the MBA Board to classify and reclassify teams moving forward. This information will also be used for making decisions for the betterment of amateur baseball in the State of Minnesota.
C. The new point system is based on three criteria: Population points, Player points, and State Tournament success points.
20
1. The population point system is based on the selection of said team on either using their city/township or they may use their school district population. One point will be assigned per one thousand people. This number will be assigned to each team.
2. The player points are players, not in the city or township, or school district, whichever is selected by team, but are still on the team that are covered in the radius rule. The player points are calculated on the highest level of experience the player has played beyond high school. The range is 0 points for high school. 1 point for community college and Juco. 2 points for D3 or NAIA. 3 points for D2. 4 points for D1. 5 points for professional (does not include Northwoods League or Wood Bat Leagues). Players who live in your selected area of city, township or school district are exempt from player points. Players that are age 35 or older by March 15 will not have player points.
3. The state tournament points are calculated on appearances with success the past 5 years.
Class C Class B Appearance ..........2 Appearance ............6 Top 16 ....................4 Elite 8 .....................12 Elite 8 .....................6 Final 4 .....................18 Final 4 ....................8 Final 2 ..................10 Champion ............12D. The formula (criteria) gives each team the ability to create their team
based upon these three criteria. Team officials make the decision on how many points they can or will accumulate in this formula.
1. Each team is responsible for accurately filling out the roster page on Scoremonster. Penalty: Any team filling out an incomplete or inaccurate roster will be barred from post season play.
2. Points go on or off at the conclusion of the state tournament each year. If, during the season, a team goes over the point total, that team will automatically be moved up to Class B and must play at least one year below the point total to be able to petition back to Class C.
E. The Board has put the point total for the 2019 season at 49. This number may change at the conclusion of each year. The State Board still reserves the right to reclassify any team during the season.
F. Board has authorization to classify or re-classify any team at any time.
21
Article 15 - Playing Rules:A. With the exception of any special rules set by the MBA, all games shall
be guided by the Official Baseball Rules. (Interpretation of all rules that come before the State Board of Directors for consideration shall be final and binding B. A designated hitter for said player must be selected prior to the start of the game and his name must be included on the lineup cards presented to the umpire-in-chief and the official scorer. It is not mandatory that a team use designated hitter, but failure to declare such a hitter prior to the game precludes the use of a designated hitter in that game. If pinch hitter or pinch runner for the designated hitter is used that player becomes the new designated hitter. The player who was the designated hitter may reenter as designated hitter under the reentry rule. The role of the designated hitter is terminated for the remainder of the game when: (1) The defensive player, or any previous defensive player for whom the designated hitter batted, subsequently bats, pinch hits or pinch runs for the designated hitter; or (2)the designated hitter or any previous designated hitter assumes a defensive position. A designated hitter and the player for whom he is batting are “locked” in the batting order. No multiple substitutions may be made that will alter the batting rotation.
