A one-day “Judicial Education Conference” of directors-general of judicial academies

concluded here at the Federal Judicial Academy on September 11, 2018.

Mr. Hayat Ali Shah, DG, FJA, in his welcome address, thanked the participants from different judicial academies and spelled out the objectives of conference.

Apart from FJA’s faculty members, the conference was attended by Mr. Justice (Retd) Syed Ali Aslam Jafri, Consultant, Sindh Judicial Academy, Dr. Khurshid Iqbal, Director General, KP Judicial Academy and Mr. Shahid Shafiq, Director, Sindh Judicial Academy.

DG addresses staff and officers of Federal Judicial Academy

Director General intends to restructure organization of FJA

Director General, Federal Judicial Academy, addressing staff and officers of Federal Judicial Academy.

Importance of staff and officers cannot be ruled out for smooth functioning of any

organization. However, for the collective welfare of the staff and officers, coupled with effective working of the Federal Judicial Academy, the management has started work on comprehensive restructuring plan in the light of the Strategic Plan duly approved by the Hon’ble Chief Justice of Pakistan/ Chairman, Board of Governors of Academy,” said Director General of the Federal Judicial Academy. Mr. Hayat Ali Shah during his first address to staff and officers of the Academy on July 14, 2018.

DG maintained that, “All of us must have to own this organization and each member of the staff is duty bound to contribute to the effort of better performance of the Academy. Therefore, duties must be discharged with commitment, dedication, devotion and honesty of purpose. The “Integrity Management Unit” (IMU) is being introduced in the Academy so that high standard of official conduct, discipline and integrity is maintained in order to uphold the organizational governance and effective service delivery”.

Showing his determination for organizational

restructuring and building staff capacity DG further said that, “The credibility and the dignity of the institution demanded efficient performance from the staff. Therefore, we would make every possible effort to arrange Capacity Building and Staff Trainings for all employees of the Academy within the Academy, in other capacity building training institutes in the country and if possible abroad also because Capacity Building boost employees’ performance. I am sanguine that the staff would work in a way that maintains the highest standards of service delivery”.

“I think we all need to do some deep soul- searching to take this Academy to new horizons of progress and for this we must treat this Academy as our Mother because it is our source of livelihood and comfort,” DG observed in his three-hour long brain storming, motivational and team-spirit inspiring interaction with the officers and staff in the auditorium of the Academy.

The staff members also expressed their gratitude to the Director General and assured him that they would go beyond the normal call of duty in order to come up to the expectations of the top management of the Academy.

Training with a difference

Character-building, professional values at the very core of everything

A one-week training programme for the newly appointed Civil Judges-cum-Magistrates from Punjab began at the Federal Judicial Academy on August 27, 2018.

The course was formally inaugurated by Mr. Hayat Ali Shah, Director General of the Academy.

While addressing the participants, DG of the Academy in his brief address stated that, “You will find this training programme highly connected to your professional requirements and professional environment. The Academy’s focus is on your character-building and also on your professional skills development.”

Twenty-one newly recruited judicial officers, six of them being ladies, underwent this one week judicial

education programme at the Academy.

Apart from faculty members, a galaxy of noted scholars, judicial educators and experts of high repute namely Prof. Dr. Anis Ahmed, Dr. Ms Shaheena Ayub Bhatti, Dr. Shaukat Ali, Judge Sohail Nasir, Judge ( Retd) Niaz Muhammad Khan enlightened the young judicial officers on subjects/topics such as “Civil Proceedings: Techniques for quick disposal”, “Critical Thinking”, “Evidence

The certificate awarding ceremony of the Federal Judicial Academy was held

here at the Academy on September 1, 2018 marking the conclusion of a week-long pre-service training for the newly-appointed Civil Judges-cum Magistrates from Punjab. This one week training was organized by the Academy with an aim to inspire professional excellence among participants and train them with a difference for easy and expeditious dispensation of justice.

Raja Jawad Abbas Hassan, Registrar, Islamabad High Court graced the certificate awarding ceremony as the chief guest and distributed certificates among the judicial officers.

Highlighting the importance of training, Registrar of IHC reminded the participants that, “Learning is a continuous process and training stimulates continuous improvement. I hope that you will have more such like well –thought and well-rounded trainings in the future.”

Sharing his foreign country training experience with the participants, Raja Jawad said, “Recently, I was abroad for a training and while being there I logically concluded that in many areas of judicial training we are far ahead of some developed countries in the world. But what is needed is to apply the knowledge, and skills we gain during our trainings for the service of people because serving people is like worship.”

Earlier, in his welcome address, Director General of FJA, Mr. Hayat Ali Shah gave a brief resume of the training course and thanked the Punjab Judicial Academy for sending newly–appointed judicial officers in this course and stated that this Academy is at work with new vigor, vitality and new approach to bring about attitudinal and behavioral change and professional excellence among trainees.

In order to sensitize the young judicial officers, DG, FJA quoted a saying of Hazrat Ali (A.S), that a “society can survive with kufr (infidelity), but not injustice”.Speaking on the occasion, Mr. Nadeem Ahmad Sohail Cheema, Senior Instructor /Additional District & Sessions Judge, from Punjab Judicial Academy thanked the FJA management for very productive and pragmatic training for the trainees. Naseem Akhtar Naz, Civil Judge-cum- Magistrate expressed her views on behalf of the training participants. A total of 21 newly-recruited judicial officers participated who benefited from this programme were awarded certificates in the ceremony.The faculty members, officers and staff members of the Federal Judicial Academy were also present in the certificate awarding ceremony.

Two days Training Workshop

Institution of Magistrate- the Cornerstone of Criminal Justice System

A two-day training workshop on “Institution of Magistrate-Cornerstone

of Criminal Justice System “was inaugurated by Mr. Hayat Ali Shah, Director General, Federal Judicial Academy, Islamabad, on September 14, 2018.

While addressing the young judicial officers in the inaugural ceremony of the training workshop, Director General of the Academy sensitized them about the importance of justice in Islam. He said that the distinction of Islam amongst other religions of the world is its justice

system. It is indeed, the religion of justice. DG also shed light on the background of this two days training workshop, its objectives and the role of institution of magistrate in the criminal justice system.

“Since the institution of Magistrate is the cornerstone of criminal justice system, therefore, this two-day workshop focuses on its “dual role’. Firstly, its supervisory role as administrator and secondly as judicial officer in the criminal justice system,” DG observed.

A two-day training workshop on “Institution of Magistrate-Cornerstone of Criminal Justice System “concluded here at the Federal Judicial Academy, Islamabad, on September 15, 2018.

The Constitution guarantees the rights to the citizens and it obligates the State

to protect and respect the same. The justice system ensures that all such rights are available to the citizens at the grassroots level. By this way the institution of the Magistrate becomes the cornerstone of the criminal justice system. Magistrates are the protectors of citizens’ rights and freedom. This Academy feels privileged to arrange such like workshops to polish the skills of judicial officers,” ‘said Director General, Federal Judicial Academy, Mr. Hayat Ali Shah, while addressing the judicial officers in the certificate awarding ceremony.

“The Academy has embarked upon adopting non-conventional approaches and creative strategies to impart training

to the participants, “remarked DG at the conclusion of his address. This two-day workshop was an integral part of a series of training programmes, workshops and other capacity building initiatives to be conducted by the Academy in line with its Annual Judicial Education Programme ( 2018-19).

Twenty-one Civil Judges/ Judicial Magistrates attended the two-day workshop, and there was an outpouring of expressions of satisfaction when an evaluation exercise was held on the penultimate day.

Among the areas addressed by the workshop sessions were History of Magistracy, Pre-Trial and Preventive-Proceedings.

Law of Evidence is the most important component of judicial system

“Do provide your candid feedback for more effective need-based training courses for you,” DG urged the participants at the conclusion of his inaugural address.

This training course brought together twenty

two judicial officers and three Pakistan Air Force Officers to deepen their knowledge and skills.

The training course consisted of topics dealing with knowledge, skills and practical wisdom.

Evidence is the most important component of judicial system. It is the evidence on the

basis of which a judge decides the innocence or guilt, rights and liabilities in a case, “said Director General, Federal Judicial Academy, Mr. Hayat Ali Shah, in his inaugural address of a five -day training course on “Law of Evidence (recording, relevancy, admissibility and appreciation)” for Civil Judges -cum-Magistrates launched here at the Federal Judicial Academy, Islamabad, on September 24, 2018. While addressing the judicial officers in the

inaugural ceremony of the training course, Director General of the Academy Mr. Hayat Ali Shah, enlightened them about the importance of evidence in the administration of justice.

Sensitizing the participants about the justice system, DG stated that, “The very existence of a nation depends upon the proper functioning of justice system. The Academy is cognizant of this axiomatic truth therefore, it is dedicated to providing judicial education and training programmes that are need-based, valuable, timely and relevant to the trainees for effective dispensation of justice.”

A certificate awarding ceremony was held at the Federal Judicial Academy on September 28, 2018. Khawaja Wajih-ud-Din, Registrar, Peshawar High Court, graced the ceremony

as the Chief Guest and distributed certificates among the twenty two Civil Judges and three Officers of the Judge Advocate General (JAG) Branch of Pakistan Air Force.

While addressing, the chief guest emphasized on applied knowledge for the trainees and he thanked the Academy for arranging such training courses which keep them abreast of emerging trends and developments in the administration of justice.

Quoting the famous maxim which reads as “Enter to Learn, leave to serve”, Registrar, Peshawar High Court, sensitized the participants about the importance and scope of learning and training.

The more that you read, the more things you will know and the more wise you will become

“Wisdom comes from education and learning. The more that you read, the more things you will know and the more wise you will become.

Judges must be more learned, more reverent, and more confident. Above all, integrity is your proper virtue,” he observed.

Eelier, in his welcome address, Director General of the Academy, Mr. Hayat Ali Shah presented a brief profile of the chief guest, gave a brief resume on the training on “Law of Evidence” and he also dwelt at length on the objectives and vitality of this certificate course. Among others, faculty members, officers and staff members were present in the ceremony.

This five days training course was carried out through presentations on a variety of subjects/topics on law of evidence, syndicate/group discussions, visit to Supreme Court of Pakistan and watching proceedings in Court Room No. 1, and conducted in a participatory process.
