CHAIRMAN’S REPORT
Bermuda Sport Anti-Doping Authority (BSADA) is pleased
to announce that it continues to enjoy a mutually respect-
ed relationship with The World Anti-Doping Agency
(WADA). The Authority has responded timely to all WADA
requests and awaits a positive confirmation that we are
fully compliant with all WADA regimes.
BSADA has forged ties with other National Anti-Doping
Organisations (NADO) which has enabled us to meet the
testing service needs of Bermudian athletes located in
overseas jurisdictions.
Additional collaboration saw the Canadian Centre for Ethics (CCES) assist BSADA with
the certification and recertification of our Doping Control Officers in preparation for
doping services to be performed at major international competitions.
The ongoing challenge of doing more with less has not fettered the services BSADA
supplies to this country. This is a matter for which our dedicated office staff, testing
personnel and all other associates, should be commended.
I will conclude by mentioning the passing of a Board Member, Mr. Philip Guishard.
Mr. Guishard served on our Board since 2006. His comprehensive and astute abilities
guided us in many ways. We will miss his insight, humour and will continue to serve in
a manner that pays tribute to this great personality.
BSADA remains faithful to its duties and committed to its responsibilities as the flag-
ship for anti-doping in sport for Bermuda.

Bermuda Sport Anti-Doping Authority has delivered on many fronts of
anti-doping. The organization continues to provide a robust sample
collection service to the sporting community both locally and abroad.
Prior to the 2016 Rio Olympics, our local athletes were tested under a
strict regime by BSADA, ensuring our island’s confidence that our
very own athletes are free of doping, while many other countries
struggled with the exposure of massive doping practices.
The World Anti-Doping Agency has developed two (2) high profile
tools to measure compliance by National Anti-Doping Organizations:
a Compliance Questionnaire distributed globally on-line comprising of
some two hundred and thirty-nine (239) questions, in addition to sub
sections in certain areas, and the Technical Document for Sports Spe-
cific Analysis-TD2014SS which requires various lab analysis to be com-
pleted based upon the vulnerability of doping in that sport. These were designed to measure the effec-
tiveness of programs and testing implemented by the signatory and to ensure accountability across the
board.
During Fiscal 2017, the organization has been involved in dialogue with other National Anti-Doping Or-
ganizations to supply doping control services during current and future sporting events which, in some
cases, were completed after our current fiscal year-end, a great and exciting beginning for Fiscal 2018.
The collaboration with The Canadian Centre for Ethics (CCES) and BSADA in the certification/re-
certification of doping control personnel proved extremely beneficial. We must always be at the very
top of our game.
We experienced an Anti-Doping Rule violation in the sport of Body Building where the athlete is pres-
ently serving a four-year ban.
The organization also suffered the loss of a former Board member and Doping Control Officer, PC Greg-
ory Grimes, who for some 11 years gave unselfishly to this organization because of his passion for clean
sport.
Bermuda Sport Anti-Doping Authority can proudly boast the attainment of clean audits to date. As the
economic climate has caused us to refine our Test Distribution Plan, a plan which details testing of ath-
letes within both the Illicit and Performance Enhancing Programs, we are committed and steadfast on
achieving our Government’s mandate under the Illicit Program and WADA’s mandate under the 2015
WAD Code.
Since the inception of Bermuda Sport Ant-Doping Authority, its Board, Staff and Doping Control Team
remain steadfast to our vision to deter drugs in sport and to protect the Athletes’ fundamental right to
participate in doping-free sport.

RESULTS & COMPLIANCE
The fiscal year ending March 31, 2017 saw the full integration of the Technical Document for Sport
Specific Analysis including the minimum level analysis for human growth hormone. BSADA met the
TDSSA requirements and will continue to work toward sustaining compliance with the document as
further modules and stipulations are added.
During the annual sport conference held in April 2016, a presentation was made outlining the new
draft Illicit Drug Policy and its changes.
A visit was made in April 2016 to the office of the Canadian Centre for Ethics in Sport (CCES). The
purpose of this visit was to establish working relationships, identify collaborative opportunities
between the two agencies and adopt best practices to improve BSADA’s operations. As a result of this
visit BSADA introduced a hotline as a mechanism to report doping in sport to assist with the gathering
of intelligence. In addition, a working relationship with the Result Management committees of each
agency was formed and useful guidance was provided to improve processes.
November 2016 saw BSADA attend the Athlete Biological Passport Conference (ABP) in the United
Kingdom. The ABP is becoming an increasingly useful tool in the fight against doping in sport and the
conference provided useful information on its function and operation.
In an effort to keep the Illicit Policy result management process as efficient as possible, BSADA met
with other service providers to establish what quality of service they could provide with particular
attention to timely sample analysis.
RESULTS There were three (3) positive results recorded under the Illicit Drug Policy for the fiscal year. In all cases
the substance found was THC (marijuana).
There was one Adverse Analytical Finding (AAF) that resulted in an Anti-Doping Rule Violation being
recorded against a bodybuilding athlete with the sanction of four (4) years ineligibility being issued in
accordance with the 2015 World Anti-Doping Code. In addition, three (3) Filing Failures were recorded
against athletes in the RTP and there were three (3) Filing Faults recorded by athletes in the NTP1. No
Missed Tests were recorded against any athlete in the fiscal year.
COMPLIANCE BSADA remains fully compliant with the World Anti-Doping Code and its accompanying International
Standards and Technical Documents. In sustaining compliance, we continue to strive to improve our
operations and procedures. In February 2017, BSADA was provided with the Code Compliance Ques-
tionnaire (CCQ) by WADA for completion by May 20, 2017. Quarterly compliance reports continue to
be sent to the Department of Youth, Sport and Recreation to ensure that they are aware of National
Sports Governing Bodies fulfilling their responsibilities.

Commentary
The increase in testing figures is attributable to the following:-
1. Sample collection was conducted overseas on various local athletes who do not reside in Bermuda
due to their inclusion in BSADA’s Test Pool and compliance with the WADA’s Technical Document
for Sports Specific Analysis.
2. Specific emphasis on testing of our Rio 2016 Olympians and their sports discipline was conducted at
a high level in alignment with WADA’s Technical Document and the 2016 Rio Olympic Organizing
Committee.
3. Testing was conducted at various sporting events locally.

Commentary
The increase in testing figures is attributable to the following:-
1. BSADA—Testing was conducted at BNAA’s Premier Track Meet held in May 2016, also and testing
was carried out locally on our Olympians who returned home during the pre Olympic period.
2. USADA—Testing of Olympian athletes residing abroad while preparing for the 2016 Rio Olympic
Games.
3. PWC, UKAD and CCES—Testing of Olympian athletes residing abroad while preparing for the 2016
Rio Olympic Games.
4. All service providers are contracted by BSADA to conduct sample collection overseas on various local
athletes who do not reside in Bermuda due to their inclusion in BSADA’s Test Pool in compliance

TEST POOLS
The 2016 Rio Olympics had a great impact on our Registered Testing Pool (RTP). The RTPs consists of
athletes who represent Bermuda in high-level competitions such as the Olympics, World Champion-
ships and Commonwealth Games. Upon the selection of athletes to represent Bermuda in Rio, BSA-
DA, in accordance with the Rio Olympic Doping Control Committee’s guidelines, promoted various
athletes to the Registered Testing Pool (RTP). These inductions had a direct impact on our very own
Test Distribution Plan due to the mandated testing percentage as required by WADA’s Technical Doc-
ument for Sports Specific Analysis- TD2014SSA.
PARTNERSHIPS
Bermuda Sport Anti-Doping Authority’s global representation continues to grow by leaps and bounds.
The organization welcomed two (2) anti-doping colleagues from Canadian Centre for Drug-Free Sport
(CCES) who along with BSADA’s Doping Control Manager conducted the certification/re-certification of
the doping control team.
The organization continues to contract overseas doping control services from NADOs globally to con-
duct testing on our elite athletes while residing abroad.
PERFORMANCE ENHANCING PROGRAMME
The introduction of the WADA’s Technical Document for Sports Specific Analysis-
TD2014SSA has brought the Blood and Biological passport program to the fore-
front. This area is very costly as it encompasses continued blood extraction and
analysis to support this program. While this section of the performance enhancing
programme is expected to concentrate its efforts on the Registered Testing Pool
athletes, this sample collection process is extended to all levels of our test pools, a
sustained approach to deterring drugs in sport, promoting a fair competitive environment and assist in
the development of outstanding performances.
ILLICIT TESTING PROGRAMME
The Illicit Testing programme continues to thrive as sporting teams continue to repre-
sent Bermuda. While BSADA, at times is continually challenged with providing the nec-
essary personnel to meet last minute requests, we applaud the efforts of all National
Sports Governing Bodies in ensuring all athletes fulfill Government’s mandate of re-
quired testing prior to representing our great island.

EDUCATION
Compliance with the 2015WAD Code also extends to the education
of athletes and their use of the Anti-Doping Administration and
Management System (ADAMS) database.
Many of our athletes are inducted into this database because of
their inclusion into a level within our Test Pools. This induction not
only allows Bermuda Sport Anti-Doping Authority the means to
conduct sample collection locally or overseas on the athlete, thus,
achieving a finger on the pulse of clean sport but also speaks
volumes to the athlete’s competitive success and achievements.
ADAMS education and training is given to Registered Test Pool and
National Test Pool 1 athletes. All inductees are required to visit
BSADA’s office to receive training. Upon completion a certificate is
issued to the athlete on behalf of our organization.
Additionally, BSADA continues to be visible in its education quest
through out-reach events, school programs, radio, social media
and during the testing process.
Despite limited resources we continue to be passionate in our
pursuit of education.
