From May 19 to 21, 2011, 4-th Interna-tional Exhibition of Helicopter IndustryHeliRussia 2011 was held in compliancewith the order of the Russian Federationgovernment No. 1275-p issued on Sep-tember 2, 2009, on the territory of "CrocusExpo". The exhibition was organized bythe Ministry of Industry and Trade of theRussian Federation on the initiative ofHelicopter Industry Association. WAD"Russian Helicopter Systems" was a spon-sor. The organizing committee of the ex-hibition was headed by Denis Manturov,the deputy minister of industry and trade.The title sponsor of HeliRussia 2011 wasJSC "MIC "Oboronprom", the generalsponsor – company "Eurocopter Vostok".

Last year, 156 companies from 14countries participated in the exhibition;129 companies from 10 countries of theworld presented their displays at the firstexhibition; 144 companies from 14 coun-tries presented their displays at the sec-ond exhibition. The first HeliRussiareceives 129 companies from 10 coun-tries of the world.

The items of display of HeliRussia 2011was arranged on the grounds of 10 750sq.m, where 121 Russian and 40 foreigncompanies were presented. Among themthere were the helicopter designers andmakers, helicopter simulators, compo-nents, rooms and special equipment forthe helicopter equipment. The companies

providing the ground support, radar mon-itoring, making helicopter sites, mainte-nance centers and fueling complexeshave shown their products. The transport,leasing, insurance companies and, ofcourse, the dealers of helicopter equip-ment have shown their products as well.The second year running, the exhibitiondisplayed Autogiros. This year they were 7as compared with four in 2010.

15 helicopters were displayed at theexhibition: among them Ми – 38, Ка – 32– 2 helicopters: with the fire-fighting andmedical equipment, Ка – 226, EC135, As350, AW139, AW109, SKYe SH09, AK1-3(DB Aerocopter), R66, R44 (3 pcs), Berkutmade by JSC "Moscow helicopter plant by

M.L. Mil", JSC "Kamov", Eurocopter,AgustaWestland, Robinson Helicopters,Marenco Swisshelicopter, CB Aerocopter,LLC "Berkut".

In front of the exhibition hall, threehelicopters were displayed: Ка –32A11BC, Ка – 32 with medical equip-ment and the second experimental heli-copter Ми – 38 made jointly by theMoscow DB by Mil and the helicopterplant in Kazan.

Sergey Ivanov read out the address ofthe President of the Russian FederationDmitriy Medvedev to the guests and par-ticipants of the exhibition. It is stated inparticular in the document that "the Russ-ian items of display show again the pat-

competitive products both of civil andmilitary use", - pointed out S. Ivanov.

He added that the given exhibition isthe only exhibition site in Russia showingthe whole spectrum of Russian and worldhelicopter industry products.

The first deputy minister of industryand trade of the Russian Federation An-drey Dementiev read out the greetings toall those present from the Chairman ofthe Government of the Russian Federa-tion Vladimir Putin in which the achieve-ments of the home helicopter makers andthe importance of the Russian exhibitiongrounds were pointed out: "It is impor-tant, that the wide program of HeliRussiamakes it possible not only to show the in-novations, but to exchange the useful ex-perience, to discuss the whole spectrumof burning branch problems. I am surethat the exhibition will help to strengthenthe innovation potential of home heli-copter-making, development of cooper-ative connections, moving the productsof Russian manufacturers to the worldmarket".

In his turn the plenipotentiary repre-sentative of the President of the RussianFederation in Volga federal district Grig-

oriy Rapot who has taken part in the cer-emony of exhibition opening pointed outthat "The affair attracts a higher attentionof world's leaders in designing, makingand use of helicopters. The unique tech-nology and the most advance productsare shown here".

The backbone of Russian display wasthe integrated stand of MIC "Oboron-prom" including helicopter-making hold-ing JSC "Russia's Helicopters" andIntegrated Engine-Building Corporationwhich have shown 18 Russian companieson the grounds ofo 508 sq.m. Holding"Russia's Helicopters" has had a highly in-tensive bushiness program at the exhibi-tion – technical conference "The role ofhelicopters in the solution of urgent re-gional problems" and round-table confer-ence "The role of helicopters in thedevelopment of the Arctic Region".

The first day of the exhibition wasrather fruitful in signing the agreementsof partnership for the helicopter-makingholding. JSC "Russia's Helicopters" andleasing company "WEB-Leasing" signedan agreement on strategic partnership atthe aviation market of Latin America. Theagreement provides, in particular, render-ing of leasing services the companies

In his speech, Sergey Ivanov pointedout a high interest of foreign helicopter-making companies to the Russian market.

"The growth in the number of ex-hibitors of HeliRussia takes place annu-larly mainly due to attraction of foreigncompanies which, on the one handshows the transparency of our marketand, on the other hand shows a high in-terest to it from the world leaders of heli-copter business", told S.Ivanov openingInternational Exhibition of Helicopter In-dustry HeliRussia-2011. "Such a tendencydemonstrates that it turned into a re-spected and representational interna-tional show of this quickly developingand high-technology branch", - pointedout the Vice prime minister.

He also pointed out that the Russianhelicopter industry has preserved itscompetitive ability at the world market."The Russian helicopter industry has along history, good traditions; we have

air industry – helicopter EC135 which firthe first time on the demand of the Cus-tomer, air company "Gaspromavia", car-ries the Russian avionics made by Russiancompany "Transas" based at Saint Peters-burg. The stand of Eurocopter displayedhelicopter As350 belonging to air com-pany "UTAir".

Americal company Sikorsky Aircrafthas asserted itself at the Russian marketafter a very long interval. Vice-presidentof the trade and marketing companyFrank DiPaskuale declared the beginningof new official sales of his helicopters inRussia. In 2012 the company reckons tocertify heavy helicopter S-92 and lighthelicopter S-434 in Russia. Sikorsky alsoplans to promote middle helicopter S-76D to the Russian market, however, theterms of its Russian certification are notclean, since this model is still tested yet.

Company "Motor Sich" has displayedat the exhibition modernized helicopterengine TB3-117BMA-СБМ1В designed bythe Ukraine engine builders for the needsof Russian Air Forces. Its feature is the pos-sibility of adjustment of the automaticcontrol system to the takeoff power from2500 to 2800 h.p. depending on the heli-copter type. The Ukraine designers think

40 foreign companies of helicopter in-dustry has taken part in HeliRussia 2011,among them the leaders of world market,such as Eurocoptere, Agusta Westland,Sikorsky Aircraft, "Motor Sich", KC"Ivchenko – Progress", Turbomeca,MArenco Swisshelicopter, Becker Avion-ics, Pall Corporation, Simplex Manufactur-ing, Absolute Fire Solutions, Air MethodsProdact Division, Ancol, Goodrish, H+SAviation and others.

At exhibition HeliRussia 2011, com-pany Eurocopter has displayed the firstresult of its cooperation with the Russian

An agreement on the first order fordelivery of 40 series engines of companyTurbomeca at exhibition HeliRussia hasbeen signed by the general director ofholding "Russia's Helicopters" DmitriyPetrov and the president of company Tur-bomeca Pier Fabr.

Agreements have been also signedamong the other participants of the exhi-bition. Company Eurocopter has given aircompany "UTAir" a code certificate due to

that the new engine can be used on theRussian helicopters, type Ми-8, particu-larly on Ми-171/172 and also on rotor-crafts.

Augusta Westland has displayed on itsstand helicopter AW139, the same as theone displayed by the company last year.It is planned that at the end of 2011, firsthelicopters of this model will be manufac-tured in Tomilino located near Mowcow.

At HeliRussia 2011 Swiss company

Marenco Swisshelicopter held its firstpresentation at the Russian and Europeanmarkets of its new helicopter SKY SH09.The latter is equipped with one gas tur-bine engine, has a takeoff mass of 2.5 tand is an all-composite structure. Thestand had shown a full-size model of thishelicopter. The assembly of the first flightmodel begun this year in winter and thetrial flights are planned for the beginningof 2012. The next exhibition will show aready flight item.

Shown at HeliRussia 2011 was the firstRussian helicopter Robinson R66 pre-sented by company Uralhelicom. Thoughthis helicopter has not yet been certifiedin Russia, it already has a Customer. It isplanned, that R66 will be certified thisyear in autumn.

Among the Russian innovations theexhibition has shown a coaxial two-seater

"Berkut" having a takeoff mass of 785 to830 kg. Its first flight is planned a monthafter closing of the exhibition.

Interesting developments have beenpresented by the rotaplane makers whotwo years running exhibit as part of thehelicopter exhibition stands. Shownamong them were two-seater Cavalon, el-egant MTOsport Гирос-1 and Гирос-2popular among the customers, and lightone-seater "Barsic" designed by the

Voronezh state redbrick university as well.

Traditionally, the International Heli-copter Association (HAI) participates atHeliRussia. Its delegation not only repre-sents its organization on the exhibitionstand but also participates in interna-tional conference "Helicopter market: re-alities and percepctives", in seminar"Future Development and Experience inEmployment of Russian and ForeignFlight Standards", in international seminar"Flight Safety Control System in Helicop-ters", and also in the awarding ceremonyfor the winners and prizemen of the Hel-icopter Industry Association bonuses.

By tradition, the exhibition had a vastbusiness program which included 34 di-versified activities. One of its key activitieswas the 3-rd International conference"Helicopter Market: realities and perspec-tives" organized by the Helicopter Indus-

try Association and agency "AviaPort".Discussed at the conference were the pa-rameters of Russian helicopter marketfrom the position of the helicopter equip-ment customers and makers. Listened towere the reports on the international hel-icopter market forecast made by com-pany Honeywel Aerospace (the directoron the market analysis being CharlesPark), on the American helicopter marketmade by the International Helicopter As-sociation (the Vise president being Ed-

ward Dikamply), on the Russianhelicopter market (the chairman of themanagement board AVI being MichaelKazachkov). The conference was held onthe first day of the exhibition openingand had a broad resonance among theparticipants of the Russian helicoptermarket.

The third round-table conference"The Problems of Use of Alternate Fuels ofBlau Gas Row (ASKT) in Helicopters andOther Airplanes" was devoted to the al-ternate fuels which was already tradi-tional. The conference was held by theCouncil of Experts in urgent scientific andtechnical and social and economic prob-lems under vice speaker of State Duma ofthe Federation Council of the RussianFederation together with CAHDO, StSRICA and "Interaviagas".

ence has attracted a great interest on thepart of specialists. More than 80 personsfrom 45 organizations have been presentat it. The participants of the round-tableconference pointed out that today aheavy workload has been done in theASKT field, the actual figures of efficiencyand perspectives of the given innovationtrends have been reached. The projecthas reached such a maturity level atwhich the results of developments canbe handed over to the industry and in-

troduced in service. However to do this,the additional capital assets are needed.To solve the financial problem of the proj-ect, participation in the state aviationtechnology development programs willbe required. One of the most urgentproblems for today is processing platform"Aviation Mobility".

Round-table conference "SimulatorKnow-How – Flight Safety ImprovementReserve" have been held at exhibition He-liRussia 2011. It attracted a great intereston the part of professionals of aviationcommunity – two hours provided for theaction was not enough for arguments.More than 130 specialists and represen-tatives of field mass media have gatheredto listen to the speakers of round-tableconference; among them the representa-tive of government institutions, the lead-ing Russian aviation simulator makers, therepresentatives of certifying agencies, the

awarded.

For the first time, declared by the Hel-icopter Industry Association was the In-ternational Journalistic Contest in thebest publication on the helicopter topichas been completed also at HeliRussia2011. Notebooks were presented to fourwinners of the contest by the Chief of theboard of directors of National Associationof Journalists "Mediacratiya".

For three working days of the exhibi-tion, more than 7 thousand peoples vis-ited it. Among them the notables andstatesmen of the Russian Federation andof other states, the representatives of for-eign military agencies, as well as busi-nessmen and non-professionals ofhelicopter sport. Many visitors were theordinary citizens with children who exam-ined the cockpits and passenger com-partments of the helicopter of differentmakers with great pleasure.

The next, fifth, jubilee internationalexhibition of helicopter Industry HeliRus-sia 2012 will be held at the same grounds,in IEC "Crocus Expo" from 17 to 19 May,2012.

We are sure that it will be still more in-teresting and varied in form.

At HeliRussia 2011, the winners ofcontest "Helicopters of XXI Century" or-ganized by the JSC "MIC "Oboronprom",JSC "Russia' Helicopters", as well as of thephotographic contest "Beauty of Rotor-crafts" held already the fourth year by theHelicopter Industry Association were

If there is optimism, sanitary aviation

will be in place

Long years of lack of due airminded-ness resulted in a modern state of Russiansanitary aviation. It is enough to say thatfor almost two decades no regulatorydocument was adopted in this area at afederal level. From mid 1990s, obligationsof financing sanitary aviation were trans-ferred from the federal center to regions.

It is worth saying that experience ofother countries, including USA, in thisarea is noticeably different from that ofRussia. In the USSR solid experience insanitary aviation was amassed. In theSoviet Union, the first sanitary plan wasbuilt in 1925. By mid of the past centuryeach region of the USSE had light-

weight sanitary planes and the numberof sanitary flights for medical purposesin the late 1970s exceeded 100,000times a year. Currently, sanitary flightsare by 6-7 times less frequent and con-tinue to decrease. The majority of flightstake place in Siberia, in the Far East andthe Far North regions. In the European

part of Russia aircraft are regularly usedfor medical purposes only in 5 regions.There are almost no specialized aircraftand thus sanitary air evacuation of ca-sualties and patients is carried outunder conditions that do not meetmodern requirements for onboardmedical equipment, proper allocationof patients and arrangement of workplaces for medical personnel.

To ensure measures are taken torectify the problems, by order No.931 of the Ministry of Healthcareand Social Development ofthe Russian Federation ofAugust 15, 2011, a work-ing group was formed toaddress the problemsof sanitary aviation inRussia. It wasarranged primarilywith a hope to en-sure clear guidelineson the structure andprocedure for thearrangement of theservice.

No doubt, oneshould not expect animmediate breakthroughin solving all the issues bythe working group. Howeverthe fact of forming a pool ofspecialists handling sanitary avia-tion issues is positive. The range of is-sues is quite wide.

For example, in Moscow the under-lying issue is absence of a regulatory actgoverning the activity of sanitary avia-tion in the capital. General aviation rulesare not fully consistent with the speci-ficities of medical work. According tothem airlines servicing any hospital is toobtain a clearance for flights over thecity each day. Therefore, due to longclearance it would be unable to take anemergency flight. Other challenges in-clude lack of helicopter landing siteswithin the city and prohibition to landwithin specific federal objects.

The list may be extended not only inrelation to helicopters, but also air-planes by which casualties may betransported. Among other issues aretechnical challenges and the ability ofcrews to use the capacity for transform-

ing useful space to apply stretchers on-board. Another issue is certification ofonboard medical equipment. Finally,there is lack of well-equipped helicop-ters for such purposes.

Meanwhile, in 2011, for the pur-poses of providing emergency help forpeople injured in accidents on roadsc o n -

nect-ing Moscow and St Petersburg, theMinistry of Civil Defense and Emer-gency Response purchased four Ка-32Аhelicopters. In 2011-2012, it is plannedto purchase five helicopters of this type.Traditionally, by analogy with the activ-ities of sanitary aviation in the USSR, Mi-8 helicopters are planned by hearsay.But are they suitable for use in sanitaryaviation?

“It depends on the task,” says S.G.Suvorov, senior research associate ofAnesthesiology and Critical ConditionTherapy department of Federal State In-stitution “Moscow Research Institute ofPediatrics and Pediatric Surgery” at theMinistry of Healthcare and Social Devel-opment of Russia. “When it comes to anemergency or armed conflict regime,certainly, there will be Mi-8 (Mi-17), Mi-

24 (Mi-35) and Ка-32 helicopters.

It is noteworthy that Moscow Re-search Institute of Pediatrics and Pedi-atric Surgery has gained the most solidin Russia experience applying medicalhelicopters to provide help to childrenand teenagers. The specialists of the in-stitute are thus high-grade experts inapplying sanitary aviation for civil pur-poses.

“As far as I know, Ка-32 is notcertified for passenger trans-

portation,” adds Sergey Ger-manovich. “The second

challenge is that due tothe low positioning of

a reducer, it is incon-venient for medicalstaff to work in thishelicopter. Ка-32 isquite a large andpowerful plane.This creates prob-lems when land-ing in the city, inparticular, due to a

strong air stream. Asregards Mi-8, it is

also a challenge toland it in inhabited lo-

calities as it is too large.

At the same time, on apositive side, Ка-32, used in san-

itary aviation, offers flexibility. Forrelatively small money, it may be used asa helicopter for sanitary or fire-fightingpurposes or as a transporter of large-sized and heavy loads. It is quite prob-lematic to use helicopters manufacturedin Western countries in the same role.

“However neither Mi-8 nor Ка-32 aresuitable for daily use as sanitary helicop-ters,” says S.G. Suvorov. “Normally, due toa relatively big size such a helicopterlands at a large distance from a hospitaland a patient has to be transported to itby road. Such movement is no good forthe health of a patient. As our task is toreduce the number of movements of apatient, it is necessary to land a helicop-ter at a maximum vicinity to a place ofaccident and a medical institution. Weneed helicopters with parameters differ-ent from the well-established classifica-tion. If Mi-8 is too big for the evacuationof one or two patients, the majority of

light-weight helicopters are too small tocarry patients in a critical state. Theclinic’s 15-year experience working inMoscow and the Moscow regionwith medical modification ofEurocopter Vo-105, VK-117and ES-145 helicoptersshows that medical heli-copters with a takeoffweight of 3-3.5 ton isperhaps the best solu-tion for providingmedical help to casu-alties and patients ona daily basis.

Along with classifi-cation requirements tosanitary aviation heli-copters, Russian medicalspecialists also set out theirrequirements for operation.

“If we talk about using helicop-ters to help people injured in road ac-cidents,” says S.G. Suvorov, “one shouldnote that car accidents on federal roadsoutside inhabited localities are fraught

with the most severe consequences.This is conditioned by high speeds andfewer possibilities of providing medical

help. The more severe the damagesare, the more a patient needs

specialized medical helpwhich is concentrated in

large cities. With regard tothe cost of a flight hourand flight risks, first of all,a helicopter is requiredfor the evacuation ofbadly injured peoplefrom remote districthospitals to traumacenters of level 1.

In cities severe in-juries are quite rare in

road accidents. In Moscowthere is a wide network of

ambulance sub-stations andthe duration of pre-hospital pe-

riod (i.e. from getting an injury todelivery to a medical institution) is al-

most the same when using a car and ahelicopter. A helicopter gains an advan-tage to a car at remote evacuation at a

standards on medical equipment usedin the evacuation by air,” says S.G. Su-vorov. “Today formally anything or noth-ing can be taken aboard. From 2007requirements for ambulance cars are setout in the state standard GOST R 52576-

2006 the main provision of which echothe European standard EN 1789:1999, aswell as in a number of orders of the Min-istry of Healthcare and Social Develop-ment of Russia. When speaking aboutprospects, we need to refer to Europeanrequirements for onboard medicalequipment, in this case for helicopters.

Russian medical specialists have anadequate and good attitude to domes-tic medical equipment. “It boasts a greatdegree of serviceability and strength,”says S.G. Suvorov. “I’ve seen a monitormade in Russia which fell down from athird floor and was still operable. Russiahas good breathing equipment, but ithas a material drawback – large weight.It is hard to move. At one of enterprisesin Kazan high-quality medical modulesfor transportation of injured peoplehave been developed and can be usedboth in helicopters and planes.

In general, as regards equipment,imported equipment is mainly used.Though there are many nuances here,too. Suppose that almost all ambulanceservices in Europe use equipment withpneumatic drives. They operate for aslong as oxygen is present in a cylinder.In our country, with regard to long dis-tances and our reality, they tend to

order a double drive, i.e. backed up withan electric drive. What if in a most criti-cal moment an oxygen cylinder getsempty or power supply is interrupted?

By the way, there are big challengeswith transportation by air of oxygencylinders for medical purposes as notechnical guidelines are present andthere is no answer to a question: whoshould certify cylinders, what are re-quirements to cylinders, etc.

So when we talk about equipment ingeneral, I believe that the core issue isabout the need to develop standards.

Another issue is about the possibilityto asses the level of qualification ofmedical staff engaged in sanitary avia-tion. As it turned out, no solution hasbeen found so far.

“Unfortunately, we have no commonunderstanding of medical personnelworking in sanitary aviation,” says S.G.Suvorov. “In Russia, an official nomencla-ture of healthcare personnel is in place.It outlines a list of applicable medicalspecialties in the country. But it does notmention medical specialists working insanitary aviation. In the Soviet times,there were terms such as “onboard doc-tor”, “onboard resuscitator”, “onboard

medical attendant” and others, but nowthese have become obsolete. Conse-quently, no legal status is present, noprograms for training of specialists areapproved. This is yet another regulatoryand legal “gap” to be filled. This is a re-sponsibility of the federal ministrywhich is granted relevant powers bylaws.

Currently, medical support is basedon the state participation by using re-sources of the Ministry of Civil Defenseand Emergency Response. Traditionally,specialists wonder whether there is analternative to this ministry. This hasnothing to do with negligence. To thecontrary, the main focus is to improvethe efficiency of medical aviation sup-port for the injured. This, in its turn, of-fers an opportunity to engageadditional resources and facilities ofother helicopter operators. What arethey?

According to experts, no doubt, anyaircraft may be used for medical pur-poses. Their national identity is of no im-portance in this case. Israel is a commonexample – the country that for manyyears is under near-war regime. There,military helicopter pilots perform the

role of sanitary aviation. Everyone isclear about the advantage of this con-cept – military pilots constantly honetheir skills of landing by hospitals, deal-ing with medical formations and evacu-ating patients and injured people.

“What prevents Russia from apply-ing this scheme?” asks S.G. Suvorov.“Nothing, except for the lack in thearmy of helicopters suitable for thistask.”

Other countries have experience insanitary aviation, too. Therefore, theprincipal task is to arrange the serviceso that its efficiency and accessibilityimproved, without ineffective replica-tion of functions. In the opinion of in-terested specialists, including thosefrom the working group, the best solu-tion is quite clear. The issue is toarrange financing under Russian con-ditions to ensure transparency of ex-penditures within a system,irrespective of whether it is our exclu-sive solution or partially based on that

of foreign counterparts.Therefore, the working group for

sanitary aviation in the Russian Federa-tion, set up on August 15, 2011, is fo-cused on addressing and solving a hugetangle of issues that prevent the devel-opment of sanitary aviation in various

areas, discussing and finding possiblesolutions. Optimism suggests that in thisdomain a political will is present and apool of professionals, capable of accom-plishing real tasks, has been formed.

Russian helicopter industry keeps onincreasing production which is highly de-manded world-wide and inland, at civiland military market. 214 helicopters wereproduced according to the results of theyear 2010 and according to the prelimi-nary results 260 helicopters of diverseclasses and purposes were manufacturedin 2011.

Message concerning the performedtransfer of 9 Mi-17V-5 helicopters toAfghanistan Air Force was received on theNew Year`s Eve. Their purchase is financedby the USA and transaction amount is es-timated approximately as 370 millionUSD. Helicopters were delivered in accor-dance with the contract concluded be-

tween JSC Rosoboronexport and US AirForces Command in respect of delivery of21 vehicles. The rest of helicopters are ex-pected to be delivered in 2012. Moreover,according to this document, the Russianparty shall render financial and mainte-nance support services , supply spareparts and ground support equipment.

plans of JSC "Russian helicopters". And it isthe way, how it was introduced in ambi-tious program of the Russian helicopterholding for generation of new modelrange of helicopters in coming few years.

New star of the Russian helicopter industry

Helicopter will be newly equipped, fit-ted out with a glass compartment, andmain systems and units are planned to bemodified. Crew will consist of two per-sons. The controls of various systems inthe crew cabin will be subject to reconfig-uration, i. e. they will become much moreeasy-to-handle for pilots. Aircraft mainte-nance mechanic shall remain in the crewbut his participation in helicopter controlloop will be excluded.

Composite materials are supposed tobe used in helicopter construction. Theyshall reduce the aircraft weight and allowimproving aircraft performance or imple-menting the spare weight of the helicop-ter for solution of other tasks.

Airframe is subject to some modifica-tions. Internal configuration of the pas-senger (cargo) cabin shall be improved.Rear fuselage is developed in two ver-sions. The first version is conventional onewith round cargo doors. And another oneis developed with ramp, the same as Mi-8MTV-5 or Mi-8AMTSh.

The higher thrust up to 1,000 kg andthe flight speed raise – by 20-25 km/hwere registered during the testing ofmain and X-shape steering rotors for Mi-38 helicopter. This will allow increasingthe transported cargo weight at the ex-ternal load up to 5,000 tons.

Different modifications related to im-provement of aerodynamic performanceof the new aircraft are being also devel-oped. Having new rotors, it makes senseto implement exploratory works regard-ing new rotor drive system in order to useengine power reserves to the fullest ex-tent. According to the experts` research,cruise speed of Mi-171A2 flight shall beequal to 260 km/h and hover and serviceceiling will increase up to 4,000 and 6,000m respectively.

Fiberglass blades operating life isplanned to be extended up to 20 yearsand service life limit – up to 6,000 hours.

One of the remodeling aims is reduc-ing of the helicopter’s flight operatinghour cost. At present one flight hour re-quires servicing of up to 20 man/hours.

This parameter is expected to be reducedup to 8-10.

Implementation of more than 80planned innovations shall not only changethe exterior view of the 8th model, but alsoallow it to remain within the range of air-crafts meeting all modern international re-quirements. This aircraft will also beequipped with the updated complex of avi-ation electronics and a new operation andsupport system. According to the plan, de-velopment engineering and testing opera-tions for Mi-171A2 will be completed by theend of 2013. According to preliminaryschedule, serial production of helicoptermodified models is supposed to start at JSC"Ulan-Ude Aviation Plant" in 2014. Nowa-days it is one of the key production facilitiesof the Russian helicopter holding. Modernand powerful manufacturing and techno-logical potential of the JSC "Ulan-Ude Avia-tion Plant" allows to arrange quickly themanufacture of new aircraft models andcombine production of trial models withserial production of equipment. The planthas managed to construct and produce

over 8,000 aircraftsfor 70 years. At

present thisplant is specializ-ing in manufactur-ing of Mi-171 andMi-171Sh helicopters.

New helicopter successdepends significantly on proj-ect level set by historical devel-oper of the model – JSC "Mil MoscowHelicopter Plant". Now the legendaryRussian design-engineering departmentdevelops helicopters corresponding re-quirements of contemporary customers,tests equipment and prepares for serialproduction and certification, as well asmodifies and upgrades existing helicop-ter types. dustrial empire manufacturing militaryequipment. Indeed, “seen” does not mean“remained intact”, but Arseniev and its fa-mous enterprise «Progress” managed toadvocate its usefulness or even indis-pensability.

It is no surprise that manufacturing ofKamov’s beasts – “Black Sharp” and “Alli-gators” – was settled in this exotic place.The town’s coat-of-arms has cedarbranches and yew, juniper and lotus growin the localities. Just imagine the Asianenvironment, the spirit of Russianpathfinders and a feeling of a remote mil-itary camp and you will get Zhukovsky lo-cated by sea. The Obzornaya boldmountain, which Arseniev citizens ad-justed as TV retransmitter and the best inthe Khabarovsk region piste, rises overthe urban landscape.

In our country, it is probably a featureof such inhabited localities which, despitetheir remoteness and a population ofonly 50-70 thousand people, choose tofunction as the “center”. Wings of Phoenix Before I start telling about the revival of Russian helicopter armyaviation it is worth to realize that today the recovery of the po-tential of Soviet aviation manufacturing is taking place. This in-volves dozens of small towns in Russia which suffered severeeconomic downfall in 1990s. Now production capacities of thetop manufacturers of combat aircraft, which became famousduring the cold war, are being recovered in these very towns.Today as the confrontation of the super powers of the 20th cen-tury is over, manufacturing of military helicopters is becomingan essential element of competitive economy fostering the de-velopment of new technologies and the growth in export rev-enues.

A town where Alligators aremade

Arseniev is one of Russia’s industrial“military” towns, a secret town in the past.For three decades such “secret” townshave seen ups and downs of the entire in-

terprises across the country. Mainland isdifferent – there endless wasteness be-gins one kilometer away from a large city,but Arseniev is as far as 250 km away fromKhabarovsk. Students and schoolchildrenaccount for 20% of its citizens. By the way,besides technical schools and branches offar eastern universities, Arseniev has thePrimorsky Aviation Technical School. Fur-thermore, the town is appealing fortourists as it boasts several dozens localnatural and archaeological monuments –caves, ancient settlements and sacredwoods. Naturally, Arseniev’s landmarkand the citizens’ pride are Kamov’s strikehelicopters. It is another matter that theyare manufactured quite rarely, to say thetruth. Now the staff of “Progress” aviationassociation and the local citizens arehopeful that this object of pride will notturn history. This year the company islaunching the Alligator project to pro-duce the first three serial machines.

Let me remind you that Ка-52 “Alliga-tor” has preserved all combat capabilitiesof one-seat prototype Ка-50. Unlike serialKa-50, the helicopter has better tacticalparameters for combat operation at nightand under complicated weather condi-tions, coordination of combat helicoptersin a group and communication withground command posts. Alligator’s fea-ture is that pilots are located in one cabin“side by side”. Kamov’s developers believethat such arrangement simplifies the de-sign of a set of data display equipment fortwo members of the crew, its backing up

In 2011, helicopters “Ansat-U”, onwhich a new generation of helicopter pi-lots will be trained, were delivered to theSyzran branch of the Military Training Re-search Center of the Air Forces.

According to experts, in the previousyears the priority goal of reequipping thearmy aviation was to integrate the AirForces with the Air Defense of Yyzhny mil-itary circuit. In 2011, in the framework ofthe state defense contract the army avia-tion of Yuzhny military circuit receivedmore than 20 new and upgraded helicop-ters. Now all main supplies of rotary-wingmachines will be carried out in other mil-itary circuits.

In the beginning of 2012, 12 helicop-ters Mi-28N “Night Hunter” will be deliv-ered to the Smolensk aviation base ofZapadny military circuit. By 2015, the cir-cuit’s army aviation will fully transfer tothis helicopter which is capable of per-forming combat missions with equal suc-cess at any time of the day.

At the same time, other equipment willcontinue to be delivered to combat unitsof the army aviation corps of Zapadny mil-itary circuit. For example, last year variousaviation bases of the circuit received an en-tire squadron of Mi-8MTV-5.

Aircraft, technical and engineeringpersonnel of aviation bases of the armyaviation corps have completed training fornew helicopters at the Center of Combat

and arrangement of a double system forhelicopter, equipment and armamentscontrol, thus making it more reliable.

New equipment for Russianarmy aviation

In 2003, Army aviation corps of theLand Forces were included in the AirForces of Russia. Their aviation fleet wasin a miserable state. Experienced pilots ofthe army aviation performed combat mis-sions in the Chechen Republic on ma-chines that were as old as them and theserviceability of aviation equipment wasas low as possible.

Over the past years the army aviationhas revived as if Phoenix from ashes. Thishappened by no magic, but due to well-thought out and methodical work. Thestate of affairs has changed cardinally dueto the efforts of the Air Forces authoritiesand with the support of the nation’s lead-ership. At the first stage, part of helicopterfleet was repaired. Then new helicopterswere purchased and old machines werewritten off.

For a few years, new and modernizedhelicopters Mi-28N “Night Hunter”, Mi-26Т, Ка-52 “Alligator”, Mi-8AMTSh and Mi-8MTV-5, “Ansat-U” appeared. Last year thearmy aviation corps of the Air Forces ofRussia received more than 100 new heli-copters, in particular more than 20 strikehelicopters Ка-52, Mi-28N and Mi-35М.

Intensive repair of operating helicop-ter fleet continues. More than 70 helicop-

Learning to fly

In 2011, aviation corps of the AirForces were focused on improving theprofessional level of officers, flight skillsof crews and their readiness for combatoperations.

Average flight hours per one pilotmeet requirements of regulatory docu-ments and increased by 20 percent ascompared with 2010. Last year more than2,500 high-grade aviation specialists weretrained.

Quality of flight and tactical trainingimproved, too. The number of flight andtactical trainings rose by 10 percent, in par-ticular with combat shooting by 8 percent.

Tactical, flight-and-tactical and tacti-cal-and-special trainings is the supremeand most efficient form of tactical train-ing of control units and troops, as well asverifying their combat skills. In the train-ing year 2011, the Air Forces carried outmore than 300 trainings of various level.

They were planned and carried outwithout elements of simplifying, whichsignificantly improved the quality of tac-tical training and smooth operation of di-visions and military units.

As a result, flight crews of the AirForces have successfully participated in

Training for aircraft personnel of the armyaviation corps (Torzhok) and are ready forthe operation of modern equipment.

Naturally, volumes of current suppliesof the aviation equipment are incompat-ible with the Soviet times. However inmodern armies the requirements that arenot related to volumes prevail. Army avi-ation corps of Russia need equipmentmeeting modern international standardsand requirements of military construc-tion with regard to forming a new imageof the Armed Forces of Russia.

It is noteworthy that aviation fleet isrenewed and re-equipped in otherbranches of aviation of the Air Forces,too. With the support of the nation’sleadership, conditions have been createdfor Russian Defense and Industrial Com-plex in terms of financing which are notin place in other countries. The DefenseMinistry makes 80 to 100 percent ad-vance payments under contracts. Fur-thermore, the state re-equippingprogram has been developed and isbeing implemented with contracts sign-ing by 2017–2020, with regard to thelead times for the manufacturing of mili-tary products.

large-scale operative-and-strategic train-ings of the Armed Forces of Russia, in-cluding jointly with armed forces of othercountries. For example, combat missionsin a joint training with combat shooting“Combat Alliance 2011”, joint operativetraining “Shield of the Alliance 2011”,strategic training “Center 2011” were per-formed at a high level.

In performing the set objectives in2012, improving the professional leveland methodical skills of commanders ofall levels will be the core objective ofcombat training of the Air Forces.

To improve the quality of individualtraining of military personnel, ensuresmooth operation of crews on the basisof applying modern technical means fortraining, this year it is planned to equipaviation units of the Air Forces with state-of-the-art training complexes of new andupgraded aviation equipment.

In 2012, it is planned to deliver 20 flightsimulators to 13 military units and trainingcenters of the Air Forces, including simula-tors of the latest samples of aviation equip-ment, in particular Ка-52 and Mi-28N.

Vyazma air base stems from the year 1987when a separate helicopter (combat andcontrol) regiment was formed at the air-field Stendal in German Democratic Re-public. The regiment was being formedon the basis of parts of the 3rd combined-

It was on 28th of October in 1948 in Serpukhov, Moscow satel-lite town, when the first wings in the USSR Air Forces was es-tablished, and helicopters were in service with its forces; it laidthe foundation of army aviation as a separate community ofthe Air Forces.

Transcaucasia was rapidly becoming a"flash point", that is why the pullout of allthe departments and units of the WesternGroup of Forces into southern republicsof the Soviet Union was interrupted bythe Order of the Defense Minister. Re-de-ployment into Azerbaijan did not suc-ceed. The pullout of the regiment out ofGermany was delayed until 1992. An air base in the Central Russia was cho-sen as the deployment site for regimentin December.

As at parting, the regiment was recog-nized in 1991 as the best helicopter regi-ment of the Soviet Army and decoratedwith the Challenge pennant of the Com-mander-in-Chief of the Army air corps ofthe USSR armed forces. This pennant ispreserved in the regiment museum as thesymbol of the lapsed military might of theGreat Powers army. From all said about the air base history itis worth mentioning another two heli-copter regiments – one from Tula and an-other from Kaluga, the ways of whichintercrossed on the territory of Smolensk.As the result of reform directed to the AirForces, these regiments were re-de-ployed in Vyazma (in its turn, disbandedhelicopter detachments from Kostromaand Kursk had been re-deployed inKaluga earlier). Thus, Vyazma air base was formed on thebases of the best helicopter regiments ofthe Central Russia.This new regiment was often sent to"flash points" after redeployment in Rus-sia. The first detached service took placein Transdniestria, then – in Tajikistan, af-terwards two Chechnya operations,peace operations in Angola, Sudan, SierraLeone and Kosovo ensued.They managed to escape large battle ac-tions in the Transdniestria; however theregiment was engaged in participation inTajikistan internal conflict.

Combined peace-keeping forces in theRepublic of Tajikistan were formed in1994 by Russia, Tajikistan, Kazakhstan andKyrgyzstan. The regiment personnelstarted preparation for completing of op-erations on the Tajikistan territory inMarch-April. A separate helicoptersquadron was founded at the air basenamed "Aini" located 8km away fromDushanbe. It became a part of the 201stmotor rifle division – the main unit of thepeace-keeping forces. The regiment per-sonnel were performing the orders inTajikistan from the 15th of May to 18th ofNovember in 1995. Usage of the AirForces in the Tajikistan internal conflictwas absolute. Communication network islacking in Tajikistan and all the basictransportations are accomplished mainlyby means of helicopters. What is more,there are mountainous territory wheredelivery of provision and reinforce is prac-tically impossible without aviation sup-port. Mountainous regions also placerestrictions to application of strike heli-copters. However anti-air defense forcesof the opposition approved themselvesweak. The conflict defined the meaning of theairfield deployment network. Due to suit-able airfields lacking the major part of theRussian aviation had to deploy on the ter-ritory of the civil airport of Dushanbewhat declined significantly the strikingaviation missions efficiency.

Tactics remained mostly the same andhad been thoroughly developed inAfghanistan.Military operations from May to Novem-ber, 1995 in Tajikistan included 18 com-bat missions to the air support of groundtroops, 472 flights to landing site of re-connaissance and sabotage groups andairlifted force, 9 flights to the place ofevacuation of the sick and wounded, 120flights for the aerial reconnaissance, 65flyoffs for people and cargo transporta-tion, 48 flights for the armed escort, 8 re-translation flights and 8search-and-rescue missions. The second detached service in Tajikistantook place in August, 1998 – February,1999. The following operations were per-formed during this period: 25 flights to di-rect aerial support of the ground troops,604 flights to the landing place of recon-naissance and sabotage groups and air-lifted force, 12 extrication flights, 144 airreconnaissance flights, 75 transportationflights, 10 missions of transport helicop-ters escort.

The regiment crews took part in counter-terrorism action perhaps from its first day.Statistics is shocking. Number of trans-ported people and cargo of onesquadron Mi-8 (the second is combat hel-icopters Mi-24) is comparable with yearlytransfers of the transport aviation regi-ment – two squadrons Il-76-x! Later heli-copter pilots performed 12-13 missionsper day, taking into account that 2-3flights were accepted as a norm. Ammu-nition expenditure is also meaningful.Wars, similar to the Chechnya conflict, al-ways engage helicopters. Afghanistan,Iraq and Afghanistan again – Helicoptersare always lacking. Chechnya operations from January 1995to March 1996 number 20 flights regard-ing aerial support of the ground troops, 5extrication flights, 765 transportationflights (28 tons of cargo and 260 peopletransported, including 30 injured and 12dead), 12 reconnaissance flights, 6 aerialescort flights, 17 retranslation flyoffs. 3support points, 7 fire nests, 5 automobileswere exterminated in the course of thoseoperations.

Total number of flights performed fromMay to July, 1996 in Chechnya amountsto 5,562 missions with a summary attackof 4,104 hours, which includes: 646 flightsto direct aerial support of the groundtroops, 24 search-and-rescue flights, 29flights to the landing place of reconnais-sance and sabotage groups and airliftedforce, 138 extrication flights, 167 air re-connaissance flights, 3,645 transportationflights, 762 missions of transport helicop-ters escort, 11 retranslation and 128 radiowarfare tasks implementation flights. Hel-icopters transported 5,737 tons of cargoand 46,217 people.Statistics shows the way how a local con-flict escalated gradually into large-scalewar actions. Period from May to July, 1996is rather demonstrative in respect of sta-tistics. It is the period of the most inten-sive usage of helicopters andammunition expenditure during both ofthe Chechnya campaigns. This is an ex-ample of offensive army group operationwhere helicopters act as air artillery armand generalized transportation means.

The first period of the second Chechnyacampaign is characterized almost withthe same percentage of intensive usingthe helicopters as they were applied dur-ing the first conflict. It was an offensiveoperation of the ground troops. Helicopter use characteristics changedwhen later control was taken over themajor part of the mutinous territory. De-spite the great number of flyoffs, the am-munition expenditure reducedconsiderably. However, the intensity ofthe ground force air support increased.Percentage of reconnaissance flights re-mained practically the same, moreover,its efficiency rose owing to the modernequipment implementation.Relatively inactive period starting fromspring 2006 is described by the following:

almost the half of flights is accounted formonitoring – reconnaissance and radiowarfare, people and cargo transportationflights percentage lies under 10%, takinginto account that flight number reduced10 times in comparison with the most ac-tive phase of the operation. Using the figures, it can be concludedthat the Russian helicopter pilots had towork hard during the years 1990-2000.Besides this is the information connectedwith one helicopter regiment only.The regiment performed 40,309 flightswhile performing orders in "flash points"from January, 1995 to September, 2007. All the assigned tasks were carried out byhelicopter pilots at a high level. Despitethe tense times Russian army managedto demonstrate its power. At present day

the main members of the regiment arethe vexillaries of many "flash points" –flight instructors. None of lieutenant hasretired from the regiment since 2000, in-clusive of air technicians – suggestingthat it is extremely rare case. What isbothering that lieutenants themselvesbecome flash-point vexillaries too fast.Actually the regiment continues per-forming combat missions, not on the for-mer USSR territory, but in Sierra Leone,Sudan and other countries where Russ-ian military international organizationsare involved to participate in peace-sup-port operations.

Eurocopter Vostok delivers first en-hanced AS350 B3e helicopters for UTairAviation, which will become the largestEcureuil operator in Russia and CIS

UTair Aviation has received its initialthree Eurocopter AS350 B3e enhancedhelicopters as this leading Russian andCIS operator builds up the largest fleet ofEcureuil family rotary-wing aircraft in theregion.

These AS350 B3s are among 20 air-craft ordered from the EurocopterEcureuil product line in 2010 by UTair,marking the biggest contract for light hel-icopters ever placed in Russia and CIS.Certification of the AS350 B3e variant wasissued by the area’s Interstate AviationCommittee (IAC) civil aviation authority inDecember 2011.

“We are happy to have the new AS350B3e helicopters in our fleet,” commentedUTair Aviation CEO Andrey Martirosov.“These helicopters have improved flightsafety and high reliability. They are pow-erful and more efficient, which enables usto offer a competitive product in the hel-icopter services market to our customersin oil and gas industry.”

The AS350 B3e is an enhanced versionof Eurocopter’s single-engine AS350 B3,offering a high-performance helicoptercapable of carrying out the most de-manding missions in extreme weatherand geographical conditions. Its excep-tional lifting capability, high endurance,extended range and fast cruise speedmake the AS350 B3e the leader in its class.

“With the AS350 B3e now certificatedby the IAC, we have initiated deliveries ofthis latest member in one of the world’smost popular helicopter families to UTairAviation, which is an industry leader in itsown right,” said Laurence Rigolini, theCEO of Eurocopter’s Russian-based sub-sidiary, Eurocopter Vostok.

Features of the AS350 B3e include theTurbomeca Arriel 2D turboshaft enginewith a new-generation digital FADEC (FullAuthority Digital Engine Control) and anengine data recorder for condition moni-toring. The integration of Eurocopter’sdual-screen Vehicle and Engine Multi-function Display (VEMD) in the cockpit al-lows pilots to check primary aircraft and

engine parameters in one glance – thusreducing workload and enhancing safety.Eurocopter’s application of compositematerials for the helicopter’s airframe, ro-tors and main rotor head gives the AS350B3e the best protection against corrosion,thereby reducing maintenance costs.

UTair Aviation will use the new heli-copters for oil and gas pipeline patrols,surveillance missions, VIP transportationand cargo airlift in Russia – includingWestern and Central Siberia.

The milestone 20-aircraft Ecureuilfamily order placed by UTair in 2010 wascomposed of 13 AS350 B3e helicopters,an AS350 B3, and six of the twin-engineAS355 NP versions. Deliveries from thiscontract began in 2011 – including one ofthe AS355 NPs, as well as the AS350 B3 –and will continue through 2013, with theaircraft reinforcing a Eurocopter-builtfleet operated by UTair since 2006 thatalso includes AS355 N and BO105 rotary-wing aircraft.

Additionally, UTair Aviation is thelaunch customer for Eurocopter’s newEC175, having placed an order for 15 ofthese seven metric ton-category helicop-ters in 2011.

The inauguration of Eurocopter GlobalLogistics at Marignane, France marked animportant step in enhancing the com-pany’s logistics and industrial perform-ance, while the investments in supportand services activities were underscoredby the opening of new training centers inRussia and China, along with a supportand service center in Scotland – where anew EC225 full-flight simulator already haslogged more than 1,000 training hours.

In 2011, Eurocopter advanced twoprograms to align and enhance its indus-trial capabilities: the Systemhaus projectat the company’s Donauwörth, Germanysite, which will concentrate all the re-sources, skills and equipment required todevelop, manufacture, certify and main-tain helicopters in one location; and thenew facility to be built at Le Bourget Air-port near Paris, which is to become aworldwide benchmark in the conception,manufacture, maintenance and overhaulof helicopter blades.

Last year, Eurocopter also completedthe two-year SHAPE transformation ef-fort, which strengthened its capabilitiesduring the market downturn of the pastseveral years.

2011 HighlightsEurocopter marked numerous pro-

gram, commercial and technical achieve-ments during the past 12 months.

The company’s unveiling of its newEC145 T2 version and introduction of theenhanced “e” upgrades for the AS350,EC135, AS365 and AS332 were well re-ceived by the market.

Eurocopter’s emphasis on innovationwas underscored by the initial public ap-pearance of its X3 high-speed demon-strator aircraft at the Paris Air Show, andthe start-up of pioneering flight testingfor a hybrid helicopter concept combin-ing an internal combustion engine andan electric motor.

The company’s worldwide presenceincreased with the most significant acqui-sition in its 20-year history: Vector Aero-space, a leading maintenance, repair andoverhaul service provider headquarteredin Canada. New subsidiaries and partici-pations were created in 2011 with the Eu-rocopter Kazakhstan Engineeringoperation in Kazakhstan, and the KoreaAerospace Industries-Eurocopter jointventure to support the Korean Utility He-licopter’s marketing and export.

2012 flight planEurocopter’s ambitious innovation

program, the growth of its internationalfootprint and further expansion of theservices offering will remain priorities forthe coming year. This includes continueddevelopment of the X4 – which will intro-duce a revolution in helicopter operationsfor Eurocopter’s Dauphin successor; inau-guration of the EC725 assembly line inBrazil and the phase-in of a production fa-cility for aerostructures and componentsin Mexico; as well as the broadening ofsupport, services and MRO (maintenance,repair and overhaul) business for Euro-copter and non-Eurocopter helicopters.

The next-generation EC175 will enterservice in 2012, incorporating signifi-cantly increased range and payload ca-pacity – making it the first seven metricton-category helicopter delivered withsuch capabilities.

Eurocopter also will focus on produc-tion ramp-up activity to meet a strength-ening international marketplace, whichincludes increasing the output for itsSuper Puma family, the EC145 T2, theEcureuil family, along with the NH90 andTiger military helicopters.
