A. BACKGROUND: B~twee.,. 19.t2 and 19158. the U.5. Navy c<..nstructed the entrance groin and north breakwater of the Del Har Boat Basin. The ~outh jettv and north groin of the harbor was constructed cy the Cores bel:ween 1961 and I t;.62. The south aro in of the San Luis Rey 1 River was i:-on5tructed by the City of Oc~anside in 1961. The Federal 'dredging of the harbors was authorized by the River and Harbor Act of 1965 (House Document 7~. PL89-298 dated 27 October 1965). The Corps extended the haroor's south jetty by 3715 feet ano the south groin by 500 feet. and sealed the harbor'5 south jetty in August 1968.
