Is There Enough? by the M&M staff As the radio industry continues to grow, how difficult is it for PDs to find enough talented, profes- sional -sounding air personalities, music directors and producers? Here's how the situation breaks down across Europe: According to Spain's Antena 3 programming head Juan Ramon Pardo, "It's always diffi- cult to recruit. In our case, Radio Ole and Radio 80 need a special breed of DJ which is difficult to find, since most are more orien- tated towards youth program- ming." As far as industry competition for talent is concerned, Radio Espaila/Top 97.2 music manager Raul Marchant says, "The majors inevitably grab the good ones while the small ones, like ourselves, usually become train- ing centres. It can take from three to six months to train someone. We provide scholarships to around four students a month." Once the right talent has been found, keeping them can be another problem. "There's a 25% to 30% turnover among DJs, while there are few changes among the programming staff," says Pardo. Antena tends to pay the going market rate because "the FM formula radio does not depend on big stars. We need people who adapt to our formats." As the radio industry continues togrow, how difficult is it for PDsto find enough talented, profes-sional -sounding air personalities,music directors and producers?Here's how the situation breaksdown across Europe:

Capital Radio continues to dom-inate the highly competitive Lon-don radio market, despite increas-es in reach by Kiss, Melody andJazz.

Capital FM holds the largestaudience share of the Londonmarket at nearly 16%, ahead ofBBC Radio 2 with nearly 14%and Radio 1 with 13%. Its FMreach remains stable at 31% whileCapital Gold, which has a 9%London share, increased its reach1% to 22%.

More Audience Gains For UK IRby Hugh Fielder

UK independent radio increasedits audience share to 36.4% in theJICRAR April -June survey. Andalthough all radio listening fellback 3% from the record levels inthe first quarter of 1991-boostedby the Gulf War factor-IR lis-tening fell only 1% and its reachincreased slightly to 53%.

With a record weekly audi-ence of 22.7 million, IR listeningis now 12.6% higher than a year

ago. The expansion in IR serviceshas been reflected in increasedaudience levels.

Comments Association ofIndependent Radio Companieschief executive Brian West,"This is yet another result thatconfirms the growing strength ofindependent radio. What othermedium has increased its audi-ence by over 35% over the lastthree years? We expect the trendto continue."

According to Italy's RadioDimensione Suono PD BrunoPloyer, a training school wouldnot be useful; he wants people withexperience. "Most of the bestpeople come from the '70s, whenradio started on national territory.I'm not going to help a competitorfind new talent via a school."

In Belgium, Radio Contact/Brussels head of music Danny DeBruyn says, "Because the privateradio situation in Belgium is still asmall-scale operation, even withover 40 stations like our ,network,it is difficult to pay interesting

France's Skyrock PD LaurentBouneau says it's not necessarilydifficult to find talented people"but it is hard to find DJs that real-ly combine the necessary qualities.There are two main criteria when itcomes to choosing a DJ: the voiceand the ideas that they communi-cate. By an idea, I mean the forcethat an individual DJ can bring tothe presentation. DJs often thinkthat they can attract an audiencethrough sheer force of personality.I think this form of egotism is a bigmistake. A DJ has to look furtherthan that, and to think more abouthow listeners perceive the pro-gramme, and what they want tohear."

A record 75.000 people attendedthe three -week-long 25th editionof the Montreux Jazz Festival.which ended July 22. Launchedin 1966 with a budget of onlyUS$10.()00, this year's festivalcost a far healthier Sfr7 millionLapp. US$4.6 million) and boast-ed upwards of a hundred acts per-forming in two principal venues.

Co -produced by festivalthunder and guiding spiritClaude Nobs, and Americancomposer and super -producerQuincy Jones. the event typifiedthe eclectic philosophy for whichthe festival, ranked among themost prestigious in the world, haslong been known. Encompassingeverything from be -bop to pop,from soul to hip -hop, gospel andDixieland, musicians and produc-ers alike were at pains to empha-

size the continuity. mutual influ-ence and common origins amidstthe apparent diversity.

Two evenings devoted entirelyto Spanish and Brazilian musicalso managed to draw parallelswith their shared roots in Africa.Performers included Miles Davis,Sting, Camaron de la Isla, Bon-nie Raitt, Kool Moe Dee, MiltonNascimento and Ray Charles. togive just an idea of how variedthe music was. With technicalsupport from Sony, the concertswere recorded live using high -definition television.

Bouneau says the wage break-down at Skyrock depends on theDJ's time slot.

In terms of development, Scan-dinavian radio is still in its infancyand many DJs and programmingstaff are taken literally "from thestreet." Leading station RadioVest/Stavanger MD Tony Burtonfinds the recruiting of new talentdifficult. "For Norway, it's a rela-tively new medium and there's justno bed of talent to draw from.

A combination of the develop-ment of the medium and the con-tinuing general Norwegian eco-nomic recession has meant thatsalaries for staffers has remainedfairly constant over the last twoyears. At present, Stavanger has acollege which operates a mediacourse and, according to Burton,"We can bring people in as part oftheir training and then recruit themfrom there."

Denmark's Radio Victor facessimilar problems. Station managerSteen Mogensen says, "We'vebeen looking for a presenter for thelast month and a half without suc-cess. Because local radio is so new,there's no pool of presenters."

Mogensen estimates his staffturnover is around 10% per year.

In Germany Radio HamburgGM Ingo Borsum says it's fairlydifficult to find staff. In fact, "80%of our on -air people had their firstradio job with us," says Borsum.He reports the development of airpersonalities can take from three tosix months.

Dieter Mauer, PD forstatewide Radio RPR/Rheinland-Pfalz, explains, "The industry hereis in a great state of fluctuation.Stations are going broke and thegood talent goes to the survivors."

Mauer says they have sometraining in "news presentation, andthe packaging of programmes,along with the technical ability torun the board well."

In the UK, the problem ofrecruiting is not the lack of talent,but too much. Signal Radio pro-gramme controller Jon Evingtonsays, "I get dozens of tapes eachweek, but 90% are not suitable."

Trent FM deputy programmecontroller Len Groat adds, "Weget around 600 applications a year.Due to the recession, however, "weare paying less."

Magnet Attracts Sanji TandanSwedish label Metronome MDSanji Tandan is moving to theUK to head a revitalised Magnetat East West.

His brief is to build Magnet,acquired by Warner Music in1988, into the UK's premier popand dance label. Sanji workedwith Stig Andersson at PolarRecords before moving toMetronome in 1989 when it wasestablished as a division of theWarner Music Group in Sweden.

He sees his new role as anopportunity to launch UK andinternational pop artists from theUK. Says Sanji. "European prod-uct is so important today. ManyEuropean acts. including Snap,Roxette and A -ha, have provedthat they can succeed in theinternational market."

Says East West MD MaxHole, "I have felt for some time

that we should broaden thescope of East West's A&R set-up to sign and develop artists inall categories of popular music.We already have a strong A&Rdepartment led by MalcolmDunbar and Sanji will enable usto fuel the company with qualityartists for the 1990s." HF

Real Time Opens Paris OfficeIndependent record marketingcompany Real Time hasexpanded its European opera-tions by opening a Paris office.

The company was set up atthe beginning of 1990 by formerRough Trade MD RichardPowell and ex -Rough TradeDistribution MD Dave White-head with Rough Trade labelsmanager Simon Edwards, whoestablished the Hamburg office.

Says Powell, "Germany wasa priority because it is such animportant market and we had tomake sure we kept up to datewith it. If you are effective, thensales can be quite dramatic.

"France is the next market toconcentrate on because it ispotentially very large, but youhave to be very close to it tohave any chance." FormerRough Trade employee Pat Bel-lis heads the Paris office, provid-ing a press, radio and concertpromotions service.

Real Time offers a pan-Euro-

pean label and management rep-resentation service, establishingthe long-term objectives and themajor elements required toachieve them, and then imple-menting the strategy within anagreed -upon timetable. This caninclude distributor/licensee ne-gotiations, sales, marketing andpromotion, coordination acrossterritories, liaison with publish-ers and touring agents, and busi-ness affairs.

The company's UK client listincludes Rhythm King, Ear-ache and Creation. Beacon Radio's two FM andtwo AM stations in the West Mid-lands have broken the 40% reachbarrier for the first time with a 5%rise to 43%.

The BLM has approvedand licenced for four years a new jointeffort among the city's three competingstations: Radio Primavera, RadioAktuell and Studio Gong. All three haveagreed to co-operate, broadcasting for13.5 hours daily on 90.8, 91.6, 99.4 and100.8 MHz under the name Radio Pri-mavera; they will keep the station's EHRformat. The remaining 10.5 hours of air-time will be provided by Bavarian LocalRadio, a company that provides pro-gramming for local stations in the state.

Radio Xanadu GoesSatellite With

MagellanThe Radio Xanadu GmbH for the Pro-duction and Distribution of Radio Pro-gramming began July 11 broadcastingdigitally a rock/blues cable format calledRadio Magellan on the DFS I

Kopernikus satellite. The Bavarian statelicencing authority (BLM) granted thecompany the necessary licence lastmonth.

Radio Magellan will produce a 24 -hour programme that will cover the entirerock and blues spectrum of the last 30years, which is along the same "classicrock" format as Radio Xanadu's normalprogramming. Special programmingemphasis will also be placed on informa-tive and cultural topics, including Bavari-an as well as European themes.

ARD Research SaysPublics Still DominantWith Infratest reports fromNorth Germany and the first testresults from local stations inNorth Rhein -Westphalia showingprivate radio taking large seg-ments of the listening audience,the public station network ARDhas struck back with a media -analysis report. Here are the highlights:With a 2% rise to an average

Just under the 1M mark wasBavarian Radio 1 with 990.000average, a 10% jump over lastyear. The top private station on itsown was Antenne Bayern. Mar-keting chief Karlheinz Htirham-mer sees his station belonging tothe millionaire group in the07.00-08.00 time period with890.000 listeners in Bavaria and140.000 listeners in the borderingeast German state of Thuringen,according to the EMA Ost 90report.

For the first time in post -Warhistory, public radio stations havenot completely sold out of theirallotted spot adsincome. Former-ly, there was a long waiting list ofadvertisers, especially duringprimetime and year-end holidays.

In the state of Hessen, privatestation FFH led the pack ahead ofpublic powerhouses HR 3 andHR 1/4 with 360.000, 330.000and 300.000 hourly average lis-teners, respectively. This is thefirst reporting period for FFH andshows a 35% drop for FIR 3, a29% drop for HR 1 and a 7%drop to only 130.000 for HR 4.

In the area between .Cologneand Bodensee, SWF 3 ranked

first with 860.000 hourly listen-ers, a drop of 8% over 1990,,while statewide private newcomerRPR picked up 300.000 hourlylisteners. SWF 1, the magazine-MOR public broadcaster, finishedsecond in the area with a steady650.000 hourly reading, a 2%increase over the previous year.

In Baden-Wuerttemberg, pub-lic stations SDR 1 (860.000) andSDR 3 (570.000) continued theirdominance in an area which hasno statewide private stations. Thecombination of RTL Radio andlocal stations did pick up a

respectable hourly audience of370.000 in their first report.

In Bavaria, public stationBayer 1 was first with 990.000hourly listeners; the schlager/-MOR station added 10% to itsresults. Pop outlet Bayer 3dropped 23% to 640.000, but stilltopped statewide private AntenneBayern with 560.000, a 2%increase. News/information-ori-entated Bayer 2 charted 110.000listeners, a 38% increase, whilethe advertising combi of localBavarian radio stations racked up340.000 listeners an hour. InBerlin, public stations SFB 1 and2 notched 70.000 and 60.000 lis-teners, respectively, while theonly private station in the city,Hundert 6, is credited with100.000 local West Berlin fans.

The survey covers 27.241households, by far the largest testgroup of any institution. The testswere done in two time segments:from the end of Septemberthrough mid -December 1990; andfrom January through mid -March1991. The test covered the 11

France Shines With Jazz & Soulby Emmanuel Legrand

France has always been good forblack American artists and onceagain this July two major contem-porary acts, Miles Davis andJames Brown, made history inParis. Both Davis and Brown per-formed to sell-out crowds duringconcerts that were tipped as his-torical by the press and the organ-isers. These events were part ofone of the most active musicalsummers ever, underscoring thevitality of the jazz scene in

Europe.Davis, who received from

minister of culture Jack Lang the"Legion d'Honneur," one ofFrance's highest distinctions, wasin Europe to attend various jazzfestivals, including Montreux. Heplayed two concerts in Paris, onewith his current line-up, and a sec-ond one, where he played withsome of his most talented col-leagues-Joe Zawinul, Herbie

Hancock, John McLaughlin,Wayne Shorter, Chick Corea,John Scofield, and Al Foster-toname a few. Revisiting 30 years ofjazz history, the concert featuredsuch renditions as In a Silent Way,one of Davis's early electricexpressions of the mid -'60s.

"We started working on thisconcert last July," explainedDavis' reunion concert organiserSerge Kirszbaum. "The festivalhad a tradition of creating uniqueevents such as the 'All Stars'evening in 1989 as a tribute toCharlie Parker. Miles hadalways refused tributes because hedidn't want to look backwards, butto our surprise, he welcomed theidea. I think the fact that he hadfond memories of his 1985 con-cert in Paris helped enormously."

Kirszbaum said that he hadworked closely with US agentGeorge Wein and his companyFPI in New York. The event wastaped by a TV production compa-

ny and will be offered for broad-cast. This concert was the high-light of the JVC Jazz Festival ofParis, also named Halle That Jazz,created in 1986. The one -weekfestival attracted more than35.000 people.

The event was sponsored byParis -based AM station Europe 1and sister FM network Europe 2,as part of an impressive list of fes-tivals they are backing this sum-mer, including Montreux, theHeineken Jazz Festival and theWinston Legend Festival in Paris,and Jazz a Juan in South France.

Europe 1 communications VPFrank Tenot, who hosted a jazzprogramme on Europe 1 in the'60s, has been the force behind thestation's involvement in jazz."Jazz has always been FrankTenot's baby," explains Europe 1music programmer YvonneLebrun. "We have a weekly jazzprogramme hosted by MichelPacaud each Saturday evening,

Radio 3 Resets Line-up;More Changes In October

In a bid to increase its audienceand cut costs, Radio 3, the popstation of state broadcasterRadio Nacional de Espaiia(RNE), has further revamped itsprogramming by dropping someshows as of July 29.

Radio '3 director Jose Anto-nio Visuila reports that earlymorning shows were scrapped,to be replaced by the re-trans-misSion of programmes airedover daytime and early eveninghours. "It's not economicallyviable to have special pro-grammes during those limitedaudience hours. It's best to repeatto reach a different set of listen-ers," he says.

Programmes like "Tres a loGrande," which featured musicnews and concerts, would not bebroadcast during the summer butwould be aired during theautumn with different hosts andother adjustments.

"Revista de Actualidad" is toreturn to an earlier time slot(07.00-10.00 hours, instead of11.00-14.00) and provide music,combined with news of a cultur-al, political, economic and socio-logical nature, and possiblysports news.

Visufia declared that the more

important changes would comein October, exactly one year afterRadio 3 initiated programmingadjustments, introducing a week-ly selection of around 50 albums."We're now working with 100 to150 albums chosen every Thurs-day," adds Radio 3 music pro-gramming head Carlos Garrido.

The changes resulted in thedismissal of between eight and10 personnel specifically con-tracted for these programmes. Indeclarations to the local press,some of them expressed fearsthat Radio 3 would merely dupli-cate the private -run CadenaSER's 40 Principales. SaysRadio 3 DJ Jaime Romo. who

hosted one of the axed shows,"Tres a lo Grande," "Since thismodel already exists, publicradio would do better to offer analternative programming."

But Garrido dismissed thatnotion, saying, "There's no waywe're going to become another40 Principales. SER's pop stationtargets a younger audience with amore superficial interest inmusic, while Radio 3 gives morein-depth information-a morecultured approach to an album'sproduction details and back-ground data. We also provide agreater support to unknownartists, something not economi-cally feasible for SER."

Guerra Fuses with SGAEJuan Luis Guerra, the Domini-can salsa -fusion artist who hastaken Spain by storm, has optedfor the country's authors' rightssociety SGAE over other Euro-pean and US organizations todefend his copyright worldwide.

According to Karen Recordslabel representative at BMG-Ari-ola Fernando Iiiiguez, "It's aunique case, quite unprecedent-'ed." Guerra's latest albums,signed to Karen, Ojala Que Llue-va Café (released June '90) .and

Bachata Rosa (Jan.91), have goneplatinum several times over inSpain, selling 270.000 and433.000 units, respectively, bymid -July. These have topped thebest-selling lists for variousweeks.

Since July 10, Guerra beenperforming to sell-out audiencesall over Spain -16 cities intotal-playing in the capital fortwo dates, July 22-23, and con-cluding on August 4 in the north-ern city of Gijon. AMd1F

Brown's July 5 concert was thehighlight of the Winston LegendFestival, a soul/blues gatheringfeaturing a Temptations reunion,Kool and the Gang, GeorgeWinston. and Van Morrison.

Sud Trims 11 Staff;Plans New Direction

Sud Radio, the Toulouse -basedAM station owned by pharmaceu-tical company Fabre Laborato-ries, is to lay off 11 of its 88 per-manent staff as part of acost-cutting exercise. A radiospokesperson blamed decreasesin ad revenues and a long-stand-ing deficit for the decision.

In a bid to revive the station,which suffered a deficit of Ffr4million (app. US$668.000) in

1990, the Sud management team(still under Fabre's guidance), isplanning a new look, including arevised logo and programmingschedule, to be revealed inSeptember. The revamp is not thefirst to be tried out by the station.It had already installed an updat-ed "star" system in the AM style,calling on TV personalitiesJoseph Poll, Jerome Bonaldiand Leslie Bedos as presenters.The new system was unsuccess-ful, as once -faithful listenersstayed away from the station's 10frequencies.

Known for its regional south-ern image, linked to a half -AM,half -FM programming policy,

Sud broadcasts throughout thesouthwest corner of France in theregions of Aquitaine, Midi-Pyre-nees and Languedoc-Rousillon.

For some time the station hasbeen the object of rumours con-cerning a possible RTL takeover.News of the latest restructuring inToulouse has obviously revivedthe rumours, still denied by bothsides. Sud's president FrancisPiquemal was not available forcomment.

These latest redundancies, tobe added to RMC's recentrestructuring, are unlikely to bethe last to hit the radio market,according to industry observers.Although the French economyhas still to feel the full brunt ofthe recession, which has alreadyshaken US and UK media mar-kets, there are plenty of signs thatstations, from the smallest FMs tothe major AMs, are finding itincreasingly difficult. As in otherindustries, collaborations are onesolution, as Metropolys andMaxximum recently proved. Theradio scene here is more thanlikely to reveal more shake-upsand identity crises before the yearis out.

Radio & Company, the newnational station scheduled to belaunched last October, has beenrenamed Radio Videomusic (RV)and will now start test transmissionsin late July. It expects to beginbroadcasting from September.

RV is owned by the SCGR(Societa Gestione Radio) company,with the Beta Television groupbeing the major shareholder. Betaowns the national Videomusic andSuper Channel TV services.

The station will syndicate sixhours of daily programming to 21local and regional stations whichcover 80% of national territory.Two hours will be devoted to whatcompany shareholder and RV newsdepartment head Daniela Brancatidescribes as a totally new type ofnews format. She declined to givedetails at presstime, but confirmedRVs target audience is adults 18-35.

New government broadcastlegislation has been blamed forlaunch delays in the past and a veilof secrecy appears to be shroudingfull details of the latest moves.Beta DG Pier Luigi Stefani could

not be reached for comment. Hedid, however, confirm to M&M inJuly last year that the station'smusic format would be non -spe-cialised.

One thing is clear: Rome pro-moter and ex-SCGR shareholderDavid Zard has quit any involve-ment in the station. "I ' decidedthere was a conflict of interest," hesays. "As a promoter, I need towork with key stations in everymajor city on national territory. Myinvolvement in the new stationcould have resulted in a negativereaction from them. I also don'thave the time and I don't want tobe involved in something in whichI can't put my full input."

Brancati says that althoughbroadcast legislation covering theradio sector is a long way frombeing introduced, there was noneed to wait any longer for thegovernment to take any action."Although stations do need a

broadcast licence, ours doesn't. Weare syndicating to other stationsand they are the ones who willneed licenses. But I don't expectthe parliament to arrive at thatstage before next year."

Rare Celentano Interview AiredRadio Monte Carlo is boastingwhat it describes as a "goldenexclusive interview" with nation-al star Ad riano Celentano,whose latest album, I/ Re DegliIgnoranti, has sold more than250.000 units within a month ofits release. Celentano records onhis own Clan label, distributed byCG D.

The rare interview, conductedby DJ Fausto Terenzi, was splitinto five parts and broadcast at08.40 between July 22-26. Clan

also invested in an ad campaign atthe station.

The 50 -year -old Celentano isboth a celebrated film actor andmajor recording artist. He has soldmore than five million records onlocal territory in a lengthy career.He is well known for his sense ofindividuality and shocked thenation in 1988 when he told view-ers of the Saturday night primetime RAI TV show "Fantastico"to turn off their sets for one minutein protest against animal hunting.

Celentano avoids giving inter-views to the media. Clan businesscoordinator Johnny Porta com-ments. "Celentano does not like todo what others do. But we have agood rapport with Radio MonteCarlo and agreed to this specialinterview." Terenzi spent a day vis-iting Celentano's villa. Both Norwegian public and privateradio stations have begun commis-sioning combined listener researchfor the first time.

The research, already being car-ried out by Oslo -based MMI (Mar-ket & Media Research), will deliverits first quarterly results in Augustand is presently sending weekly fig-ures to the contributing stations.

Until now, there have been twobasic types of research in theregion. One has been public broad-caster NRK's weekly research, anaddendum to its television surveys.There have also been myriad inde-pendent surveys for specific localstations.

Says MMI head of broadcastingresearch Asle Rolland, "Ifs reallythe merger of the two differenttypes of research programmes. It'san initiative which really came fromboth the public and private broad-casting sectors. Until now, theresearch on local stations used to berather ad hoc."

The research will take a sampleof around 24.000 people over aninitial survey period of 20weeks-around 1.200 a week-although Rolland says this willincrease to 40 weeks next year.

The telephone research willattempt to identify if listeners tunedinto NRK stations or local stations,but the Norwegian local radio prac-tice of frequency sharing has creat-ed a research minefield for MMI.

"We are using a time consump-tion approach on local radio. We tryto have people describe what radiothey have listened to in a given peri-od, but there has to be an aspect of

aided recall, because it is muchmore difficult to identify a specificlocal station than it is to identifyNRK," says Rolland. "We base it onwhen they were listening, whichmeans we need to have a stationschedule for every frequency show-ing who is broadcasting when.

"It is expected that many peoplewon't know what frequency theywere listening to and if they can'ttell us immediately, then we willhave to give them a clue. Obviouslycollating the information is a bigadministrative task. At the moment,we're still giving NRK their weeklyresults and we will be able to supplybroad county information on a

monthly basis, but it has to be tri-monthly on the local level. If sta-tions want very specific informa-tion, it will take longer.

"Generally, the radio industrywill get very good informationevery three months, which musthelp improve the industry profes-sionally.

Many advertisers have avoidedlocal radio because it hasn't seemedprofessional. I think this willimprove the industry's status."

Establishing precisely whichlocal stations were listened to in aspecific period has been problemat-ic, so MMI divided them into twocategories-identified local radioand unidentified local radio. Anysurplus not adequately identifiedwould be credited to local radio.However, Rolland feels this"unidentified" group will be small,noting, "More than 100 local sta-tions are contributing financially tothe survey and these stationsaccount for about 90% of the listen-ers to the medium."

The "Icelandic Music SummerCampaign" to promote new talentwas launched on June 17, Iceland'sIndependence Day, in associationwith IFPI, and will run throughoutthe summer.

Kopavogur-based label Steinaris one of the leading companies,specialising in national artists, andtakes around 65-70% of that mar-ket. Says president Steinar BergIsleifsson, "The whole idea behindthe campaign is to have a specialemphasis on Icelandic music dur-ing these two months. In the past,95% of all local product wasreleased in November -December.Now 20-30% of albums will bereleased during the summer."

"There's a very healthy jazz,blues, pop and rock scene downhere. People from abroad onlybelieve it when they have seen it,"says Isleifsson.

"We wanted the media to pay

attention to Icelandic music. As aresult, we've received enormoussupport from local radio. Our stateradio RAS 2 increased national air-play up to 50%. In fact, they tripledit. The other four music stationsfollowed suit"

Steinar plans to release four orfive albums on the European mar-ket starting with Scandinavia, theBenelux and the GAS territories. Inthe past, Mezzoforte, and morerecently the Sugarcubes, were theonly two Icelandic bands to receiverecognition in Europe. A newalbum by Mezzoforte, entitled For-tissimos, is ready for release andwill be out on BMG Ariola in theGAS territories and Scandinavia.

New names from Iceland willbe Point Blank (the solo project ofMezzoforte's Frederik Carlsson),hard rock act the Beaten Bishopsand Todmobile. Albums by GCDand last year's Eurovision con-tenders Stjornin, have already sold4.000 units.

Radio Contact Fights Flemish Administrationby Marc Maes

At a July 12 Brussels press con-ference, both Radio Contact/Brussels chairman Freddy Neytsand Radio Contact/AntwerpMD Frank Leysen, announcedthat Radio Contact had filed acomplaint with the Arbitragehof(Arbitration Court) to obtain sus-pension of the new decree on pri-vate stations in Flanders.

The so-called anti -networkdecree will severely affect net-works like Radio Contact andRadio Nostalgie. Therefore,Radio Contact executives haveasked that the Vlaamse Raad(Flemish Council) adapt a more"realistic decree."

According to the legislation,"As of August 8, network stationswill no longer be allowed to sharethe same name," says Leysen,"and it also stipulates that onlythe official BRTN outlets will beallowed to have national advertis-ing, limiting the advertisingincome of all privates, not onlyContact's."

Leysen adds that Radio Con-tact went to the Arbitragehof,stating that in Belgium one hasthe constitutional right to assem-

ble, that the decree should allowcollaboration between private sta-tions in both news -gathering andprogramming, and finally, the sta-tion asked for suspension of thedecree's execution.

The Arbitragehof has to rulewithin three months and, in themeantime, Radio Contact stationswill change their names toLokale Radio, followed by anumber from 1 to .24. "You couldcompare it to the US, where a sta-tion like KMJQ adds Magic 102FM to its call -sign. Nobody canprevent us from playing RadioContact jingles; our news willstill be the Contact -news,"explains Leysen.

The fact that many stationsstarted broadcasting in stereo andboosted their official 100 Wpower to 1 KW is another causeof "private -radio chaos." Leysensays this is the result of private -radio legislation being handled bythe Flemish and French regionalgovernments, and the fact that theFlemish government has noskilled staff to keep things undercontrol. This led to the suspen-sion three months ago of the 1982decree which stipulated the powerrestrictions.

According to a senior staffmember of the Flemish govern-ment's Bestuur Media, the wholematter is being hyped by RadioContact. "Article 14 of the decreeis very specific and unambiguous.Stations licensed by the former pri-

vate radio decree (some six yearsago) have had six months to pro-vide evidence that they complywith the new regulations. We mustcheck all of their paperwork. Iwant to stress that we are not dis-cussing new applications, nor are

we considering taking stations off -air. When the new decree is beingput into effect, the cultural minister(Patrick Dewael) alone will be theone to decide. One thing for sure:there will no longer be two RadioContacts in Flanders."

CNR Takes Major Role In MPGBrussels -based Motion PictureGroup (MPG) will be renamedCNR Film as of August 22. MPGwas launched back in 1987 withCNR Belgium, Pen Films, Lu-mina and Super Club subsidiaryHarsa as 25% shareholders.

The company had Belgium'sall-time box office hit, "Hector,"featuring Urbanus, which tookBFr170 million (app. US$4.7 mil-lion), and MPG has sinceannounced the release of "RobinHood" for mid -August in Bel-gium.

The CNR group of compa-nies, comprising CNR Records,CNR Video and the new compa-ny CNR Film, are part of FaceHoldings Belgium, headed byRik Blomme and owned byKees Baas.

Blomme, who will also be incharge of CNR Video for thetime being, (CNR Film will beheaded by Walter Van DerCruyssen) says, "In taking over100% control of MPG, we want-ed to be able to offer the fullrange from product to sales. It isour aim to establish our situationon the international market andwe are in a position to offer afully-fledged apparatus rangingfrom TV sales, video (distribu-tion, sales and rental) and film."

CNR is currently mar-ketleader in Belgium on thevideo sales field and the compa-ny has also concluded distribu-tion deals with Disney Produc-tions, and all importantindependents except Carolco. Arecent deal with Synergy pro-

ductions is to be added to ongo-ing agreements with MorganCreek, Odyssey and others.

According to Blomme, CNRFilm will continue to work withthe five -strong MPG staff andremain at the company's addressin Brussels, with priority releas-es like "Robin Hood" and"Guilty By Suspicion" in thepipeline.

No details were given as tothe working capital of the newcompany, and Blomme com-mented that Super Club's stakehad been sold as a result of theirpolicy to stop all non-hardcoreactivities. "But we will makesure that CNR Film willbecome an important name onthe Belgian film market, addsBlomme. MM

Chris Waddle, the English football heroin the shirt of Olympique Marseilles is no.17 in France with the single We've Got aFeeling (on Eva 2). Another recent exampleis Roger Milla, player with the Cameroon

football squad, and the star at last year'sworld championships in Italy. He's now intomusic too; Saga Africa is his debut albumfor Sony Music.

French tennis player Yannick Noah --orig-inally hailing from Cameroon as well --isnext. His first album Black And What! showshis pop star potential may rival his ability onthe tennis court. His position on the Frenchsingle charts (no. 2) easily surpasses his ATPranking for tennis players. His first hit singleconfusingly enough, however, has the sametitle as Milla's album, and Noah even singsabout Milla on his own song.

The single, chosen as the "summer tune"by French national TV station TF1-with itshappy equatorial tone-is very different fromthe rest of the set on the album. Noah, whowon the prestigious Roland Garros tourna-ment in Paris in 1983, has a moody ambiancethat you can hear especially on the tracks MyLove Is Gone and Night Of The Blues.

Ten out of 11 songs are sung in Englishand a fair amount of the lyrics are written byNoah himself. Most of the music is com-posed by Milan Zdravkovic and Daisy MacNeels. Famous African saxophone playerManu Dibango is featured on the album,which was mixed by Ben Rogan, GordonLyon and Richard Meanwearing,renowned for their work with Sade, WhitneyHouston and Fine Young Cannibals. At themoment, Noah is still playing tennis, but he isintent on a future career as a singer. The new-born artist is available for promotion.

There is a rap, house, anacoustic ballad (the only one recorded live)and a rock version. The latter is the onemost playlisted on Italian radio stations.

Producer is Rocko Tanica, member ofpopular rock band Elio E Le Storie Tese.Producer of that band Otar Rolivecic issupervisor on this special project. The suc-cess of the single is expected to be fol-lowed by an album, to be recorded inSeptember.

The currentsingle La Cumbia shows another side ofthe band, this time banking on the increas-ing popularity of Columbia's main dancecraze, the cumbia.The song, already top 10 in Holland, has acheerful tropical atmosphere and everyingredient to be this year's up and coming

"Lambada". The last single The Secretaryis more reminiscent of their early, slightlyragtime -inspired style. The up -tempo songKnock Knock, with a striking accordion, isprobably the album's best bet for anotherfuture hit.

The return of Sailor is even more pleas-ant since the line-up hasn't changedthroughout the years. On board, there'scaptain Georg Kajanus and his naviga-tors Henry Marsh, Phil Pickett (who wasan unofficial band member of CultureClub) and Grant Serpa. The groupclaim the re -birth of Sailor is not just arevival of a successful band: it's a newgroup with up -dated material-apart fromthe above -mentioned songs-and a newdirection.

The band performed on a number ofGerman TV shows, such as ZDF's "DerGrosse Preis" on June 27. The next bigthing is ARD's "Kessel Buntes" pro-gramme on August 10. On July 22, theywere on Belgian private station VTM onthe "10 Om Te Zien" show.

amount of the Warner Music back cata-logue. Ride On is no. 20, while The TimeHas Come and Ordinary Man are newentries, repectively at no. 29 and 39. Onlyone month ago, there were two moreMoore albums charted-Unfinished Revo-lution and Voyage.

The man and his music are regarded astypically Irish, although that has neverkept a band like the Dubliners from beingappreciated in the UK and mainlandEurope. During his May UK tour, Mooreperformed his new songs before full hous-es. Apart from his own compositions, theconcert included the two Shane Mac -Gowan (The Pogues) compositions fromthe album: A Fairytale Of New York (awell-known Pogues classic) and Awing,Irish for drinks. MacGowan wrote the lat-ter especially for Moore.

Building WithinA Budget

With the inevitable expansion ofEurope's radio industry, the need

for new studio equipment isimperative. In this special, M&M

looks at the choice of studioequipment for the new smaller

stations.

he main criteria which influ-ences a station's choice ofequipment is budget. With thedropping of the Code of Prac-tice for UK radio studios, there

is now no control on what standard ofequipment a station must use anywhere inEurope. This, in effect, means the prospec-tive station could use anything-even adisco console would suffice. The trade-offis, of course, reliability. Equipment specif-ically designed for use in radio stationswill have had ruggedness and reliabilitybuilt in, whereas disco and hi-fi equipmentwould not be strong enough.

A mixing console can either be self -operated or engineer -operated. In the olddays of radio, before DJs, "presenters" satin the studio at a table with only a micro -

phone. All the sound sources (discs, tapes)were played in by engineers from the cubi-cle next door.

Even today, some stations operate thissystem, and every station should beequipped to be able to do so, especially ifit has a presenter who is not technicallycapable of operating his own turntables,CDs, or carts. But what is right for yourstation's sound? A prime example is thehandicapped DJ whose wheelchair cannotget behind the console. To allow engineeroperation, a standard self -op studio can bemade large enough to accommodate extrapeople in front of the console, facing theDJ's position. .

The BBC and some other big broad-casters use a "continuity suite" systemcomprised of two areas-a studioequipped with a simple DJ operation con-sole and a cubicle with a larger deskthrough which all the DJ's sound sources

are routed. This enables the DJ to operatewithout worrying about sound levels, asthe engineer has executive control. In fact,the latest Radio 1 studio at the BBC hasbeen made to operate either as a continuitysuite or as a pair of self -op studios.

Choosing ChannelsHaving decided what sort of presenta-

tion your studio will have, the next step isthe number of channels. This shouldalways be enough for all possible sources,plus a couple of spares and, in the case ofmodular desks, room for expansion. I haveseen many stations make the mistake offitting too. small a desk without the optionof expansion and consequently have toclose the studio down and make extensivemodifications to fit a new one.

Smaller stations with tight budgets willfind that the desks they can afford are non-modular-with a fixed number of channelsthat cannot be individually removed formaintenance or replacement. There is

nothing wrong with this type of desk, aslong as it is reliable and has enough chan-nels for the station's requirements. An

option on both these and the modular deskis its dual input channels. For sources thatare only infrequently used, a switch on theinput allows two different ones to beselected. A larger version is the multi -input channel with anything between fourand 12 push-button selector switches onthe channel.

Although there are over a thousand dif-ferent mixing desks available, very few ofthem are suitable for radio studios. It is ahard and fast rule that "music studio desksare not suitable for radio studios." I stressthis because I have seen several misguidedstations either choose or have thrust uponthem desks that were meant only for multi-track mixing and which have proved to bethe bane of their lives.

In Europe, there are a few major manu-facturers worthy of note. Many of the bet-ter known ones are British and it is an odd

thing that while the UK radio scene lay dormant, thesemanufacturers are busy exporting all over the world. Rightat the top end and with nothing really to offer the smallerstation are SSL and Neve. Their bigger desks are to befound in the larger state broadcasters' studios. MBI.Broad-cast Systems are famous for their high quality installationsthroughout Europe; they recently fitted out NOS Radio 3in Holland. They have a comprehensive range of desksfrom their Series 24 down to the smaller Series 12 model,which can be operated without faders as a simple newsmixer.

New from MBI is the Series 20 desk. The 20 is aimedsquarely at the new smaller stations who wish to combinequality with budget consciousness. It features a standardrange of modules for mono/line, dual stereo, Telco (forexternal telephone balance unit) and monitors for studioand control room.

Soundcraft, which has an extensive range of multi-track desks on the market, has three models specificallydesigned for radio. The SAC2000 is a highly equippedself -op desk featuring "cascade" auto -starting broadcasting.The SAC200 is Soundcraft's recent entry into the mid -pricerange and has a full set of standard modules with extensiveinternal user presets for channel configuration.

Soundcraft's latest baby is the diminutive SAC100,aimed at the smaller stations. While being fairly sparselyequipped, it nevertheless offers high quality performance ata very reasonable price and, being modular, allows cus-tomers to expand when they need to.

The choice with CDs is whether torun a "jukebox" system or tohave separate players in the stu-dio.

Mixing DesksFrom Scotland, Clyde Electronics offers a range of four

desks. The Producer and Presenter Series offers a highdegree of customisation and is usually specifically built toorder. The Beta is a small mixer ideal for news rooms andOB vehicles. It again offers a fairly high degree of cus-tomisation, but is also available off -the -shelf. The latestaddition to the Clyde family is the Prima Series. Offered asan off -the -shelf unit with a choice of three frame sizes, thePrima features a novel Universal Input module that can beuser -configured as either a mic or line mono or stereochannel. Equalisation can be added by the user or "hidden"under a cover to allow pre-setting protection. The Primaoffers an impressive monitor section and the monitor mod-ule can also be used as a multi -input selector in conjunc-tion with a standard module.

Dutch manufacturer Eela Audio have carved animpressive niche in the market with their range of mixers.Both their top end units, the S240 and the new 5440, areexcellent mixers, much used by national broadcasters. Forthe lower end of the market, the SBM90 is an extremelyeasy -to -use self -op mixer. A longtime favourite of thesmall station, Eela's SRM offers scaled -down facilities, but still in a modularform. For its price, it is hard to beat, butone of its drawbacks is the fact that thestereo channels are unbalanced.

Spain's AEQ offers two desks, the BC -2000 and the BC -1000. The BC -2000 is ahigh end unit with a host of special fea-tures making it suitable for self -op, pro-duction and main control usage. The BC1000 is a lower priced mixer that stillretains plenty of useful features. Distribu-tion deals are in the offing which willbring these mixers, already in use by SERand the overseas service COPE, to awider audience.

Audionics, who until recently was theengineering arm of the Yorkshire RadioNetwork, has been making what are, ineffect, custom mixers for quite some time,but have recently released an off -the -shelfproduct. The Ability MC console is a no-nonsense self -op desk whose design is theresult of a great deal of research into the

needs of the user. Already in use by the BBC World Ser-vice, the Ability MC comes standard with a 24 input main-frame and a choice of six input modules, a comprehensivemonitor panel and several talkback and communicationoptions. Just off the drawing board, and in prototype form,is a small mixer which looks set to offer serious competi-tion to the likes of Eela and Soundcraft.

Revox has just released a non -modular mixer, theMB16. Very keenly priced with the smaller station in mind,it has eight stereo or mono line channels, six mic ormono/stereo line channels and two built-in telephone bal-ance units. Although it is non -modular, the MB16 featuresa high degree of reliability and is likely to pick up a lot ofsales.

CD's And Record DecksHaving got our mixer, we now need something to play

through it. CDs have become a near standard in radio stu-dios, but there is still a lot of material available on vinyl.As regards record decks, one is really limited to the Tech-nics family of the SP1 0 and SL1200. Used throughout theworld, these two decks have yet to be beaten, despite the1200's many drawbacks. It is unlikely that much new prod-uct will appear on the record deck front as digital sourcesslowly take over.

The choice with CDs is whether to run a "jukebox" sys-tem with all the discs in a central multi -play machineaccessed remotely by a controller, or to have separate play-ers in the studio. The jukebox system is gaining followers,with most systems using the Sony CDK-006 machine. Thistakes 60 discs and features detachable storage trays toallow quick removal and replacement of all the discs incase of a failure. There are two recognised jukebox controlsystems available in Europe-the ASC Trackstar that usesan Archimedes computer with manual selection through astudio located "trackball." The other more comprehensivesystem is Finland's Datacity Communications Oy CDMusic Editor. This system can control up to eight CDK-006 machines with selection performed via a studio located3U 19" rack mounted controller with and LCD display.Allied with the CD Music Editor is Radioman --a musicselection programme that runs on a PC and can be inter-faced with the CD Music Editor. The CD Music Editor canalso control other devices such as NAB carts, tape

machines and DAT players, and also has an optional tele-phone interface to allow automatic execution of listenerphone-in requests.

On the stand-alone CD player front, there are reallyonly a few machines worth looking at. From Technicscomes the SLP1200, a top -loading machine which has ahost of features that make it an ideal production player, butin many ways slightly complex for on -air use. New fromSony is the CDP-2700, featuring an anti -vibration chassis,fader start/stop, digital and balanced audio outputs and theability to play standard and 80mm discs without an adapter.The CDP-2700 is 19" rack -mountable and signals some-what of a comeback for Sony, after some silence on theradio equipment front.

There are two routes... to moveaway from the old NAB cart...the ever growing hard diskbased digital storage unit and the3.5" floppy disk cart system.

Revox has recently released their new C221 CD player,which offers many excellent features for the radio user.Large operating buttons and a clear LCD display make itideal as a stand-alone studio player, as does the start andend preview functions. Pressing the start preview buttongives you the start of the track, until you release the buttonwhen the unit immediately re -cues to the beginning. Press-ing the end preview gives you the last eight seconds of thetrack. It has a set of simple cue -point functions, making it apotential winner.

Hard Disk SystemsMany people have agreed that the NAB' cartridge player

has seen better days. The idea of an endless loop of taperubbing on itself and being expected to run reliably is pret-ty flawed. The problem, to date, has been the complete lackof an alternative. In 1991, however, there are two routesone can take to move away from the old NAB cart. Thefirst is the ever-growing hard disk based digital storage unitand the second and newest is the 3.5" floppy disk cart sys-tem.

First among the hard disk systems was DAMS fromRacom Broadcast. This stand-alone unit was designedsolely to replace the NAB cart machine, and allows DJs theability to select audio cuts, be they adverts, trails or pro-mos, from a desk top mini console. In use in several majorstations throughout the world, DAMS has proved to beextremely reliable, but of late, a little expensive and long inthe tooth. To counter this, Racom has just releasedDAMS2, which replaces the Dolby digital encoding sys-tem with the newly popular APT -X chip. Existing users canhave their systems upgraded to the new level, which offersenhanced features, such as the capability of four usersworking simultaneously on one system, and the advancesin storage capability, available on the 760MB disk.

A new hard disk system seems to bereleased every week, but some of the morewell known ones include Audisk from theUS, but available in Europe through ASC,DCS; also from the US, XIS of Francehave the WIM system and ITC, hithertofamous for NAB cart machines, offer theDigiForm. The floppy disk alternative toNAB cart machines has also been pio-neered by a NAB cart manu-facturer-Sonifex-although ASC hadalso developed a system. There is muchgood-natured public opinion from bothabout the merits of each others' (incompat-ible) systems, but behind the scenes thegloves are off!

ASC's DART uses the APT -X encod-ing system and standard 1.44MB floppies,available at any computer store. It offers amaster player unit, a slave unit (whichplays through a master) and a record mod-ule which links with the master. Sonifex'sDiscart uses a different encoding system

and therefore requires pre -formatted discswhich will only be available from Sonifex.It will be offering a hard disk add-on mod-ule in the near future. Sonifex offers athree -slot master player,'a three slot slaveplayer, a single slot slave and a three -slotrecorder/player with keyboard to allowdisk information to be entered.

There are still cases where the trustyold NAB cart machine can perform welland companies continue to produce them.ITC, from the US, released its Series 1

range onto the market last year to muchcritical acclaim. Sonifex, although pushingtheir Discart range, are still actively mar-keting the Micro HS and CQ series ofNAB cart players, which are to be found instations all over the world. Radio SystemsInc., which attempted to replace the NABcart machine with the RS-DAT-a modi-fied DAT machine with cart -like fea-tures-has, nevertheless, recently releaseda NAB machine, the RS2000.

It looks as though, until the floppy andhard disks take over, or the long-awaited"memory card" cart with no moving partsarrives, the NAB cart machine will be hereto stay.

DAT has made some progress. Manystations now record their oldies andplaylist onto DAT tapes, which are then

played on either a standard machine or oneof the few modified types such as the RS-DAT or the ASC conversion of the Pana-sonic SV-3700 which, like the RS-DAT,has cart -like controls with large play, stopand re -cue buttons and a rotary selectorknob with LED track number read-out.The standard DAT machines from Sony,Panasonic, Fostex, Denon et. al., are usedextensively for programme mastering anddistribution.

While digital recording continues topush into the radio industry, there is proba-bly not a station in the world which doesnot have a reel-to-reel tape machine. Forease of operation and reliability, they arehard to beat.

Favourite among the European stationsand in the US are the products of Studerand Revox. The PR99 and C270 fromRevox are particularly good edit/replaymachines, while the station with a littlemore to spend can opt for one of the manyStuder machines. The Japanese have sever-al machines which are finding their wayinto the market with offerings from Otari,Fostex and Teac/Tascam. There are stillproblems with ruggedness and reliabilityassociated with these machines but thesehave mainly been overcome and are morehearsay than reality.

Microphones are an essential. Almostany cardioid pattern microphone will suf-fice for a DJ, but many are specificallydesigned for stage work and, as a result,are not ideal for studio work. No micro -

phone has ever been designed solely foruse in a radio studio, but some have founda natural home there.

The Neumann U87, although expen-sive, is an excellent presenter mic as longas it is treated with some respect. Inde-structible microphones are the best for usewith DJs, renowned as they are for mis-treating any piece of technical equipment.Mics do not come more resistant than theAKG D202-so strong you can knocknails in it and it still works! The D202 isageing, but remains a favourite.

The advice for a new-comer setting up a sta-tion would be to go andlook at someone else's.Make notes, ask ques-tions and then go withyour ideal shopping listto an equipment suppli-er or consultant.

New from eastern Germany is a rangeof mics from Gefell. Loosely based onNeumann mics, it currently offers a rangeof three capsules which fit onto a universalamplifier body. The M93 is an omni pat-tern, the M70 is a cardioid and the UM70is a three -pattern switchable device withomni, cardioid and figure -of -eight configu-rations. The UM70 is also remote -control-lable via the phantom power facility.

There are many other famous mic man-ufacturers which produce units suitable forthe radio studio. ElectroVoice, with itsRE80, Beyer's MC740, the C414 fromAKG, the new TLM170 from Neumannand the SM7 from Shure are a few to lookout for.

The equipment mentioned is only afraction of what is actually needed for aradio studio. Additionally, you will needheadphones, monitor speakers and amplifi-er, cartridges and styli for the record decks.microphone stands, mic live warninglights, telephone balance units for phone-ins, blank tape, possibly a cassette machinefor recording samples of shows (but neverfor playing out on air, please) and a thou-sand other little items that often get forgot-ten until the last minute!

The advice for a newcomer setting up astation would be to go and look at some-one else's. Make notes, ask questions andthen go with your ideal shopping list to anequipment supplier or consultant and letthem tell you what you can purchase with-in your budget. By Andy Bantock

ROAD TRIP!: Belgian label ARS will hit the road with the "ARSRoad Show". First stop: the London Zoo on August 13. Most majorARS acts will participate in five live concerts across Europe,including Technotronic and Quadrophonia. Capital Radio/Lon-don has lined up exclusive promo rights. The show is part of ARS's15th anniversary celebration.

PAVAROTTI FOR FREE: Melody Radio, which has the exclu-sive UK radio rights to this week's "Pavarotti In The Park" concertin London, is offering the grand finale of the broadcast free to theindependent radio network. It is believed to be the first time IR hashandled a live classical music event.

WOMEN ONLY PLEASE: Atlantic 252 is running a competitionto find a female DJ in conjunction with More magazine, followingthe return of the station's lunch-time DJ to her native America. Thestation's head of music and presentation Paul Kavanagh says only3% of the audition tapes he receives are from females. Research bythe station across the UK independent network has revealed thatover a third of the stations have no female DJ.

NEW AT MCA: Liz Morris joins London -based MCA Interna-tional as international promotion manager for MCA and Geffen, anewly created position. She previously was international promotionmanager for East West in the UK.

EUROPEAN ROCK: Following Niagara, Lio and MyleneFarmer, PolyGram France continues the cross -border promotionof its national talent roster with a new MTV Europe campaign onthe Scotti Bros/Phonogram-signed artist David Hallyday. Featur-ing the current US hit single Ooh La La and the album Rock 'N'Heart, the European channel will run eight 30 -second spots a daybetween July 31 -August 11.

ARCADE EXPANSION: Sylvian Jonkergauw is the new GM ofthe German branch of Arcade. Apart from the G/A/S territories,Jonkergauw will have additional responsibility for the Scandinavianmarket. He will report to the president of Arcade International,Herman Heinsbroek.

SEVEN-YEAR ITCH: Dutch singer Rob de Nijs has signed aseven-year recording contract with EMI Bovema, probably one ofthe longest ever made with a Dutch artist. De Nijs, who celebrates a30 -year recording career in 1992, has been associated with the com-pany since 1979. A new album, entitled Hartslag, will be out in theautumn and is produced by Bolland & Bolland.

NEW TALENT OUTLET: Beechwood Music, which has built upthe Indie Top 20 compilation series over the past four years, islaunching a new series highlighting upcoming talent on indie andmajor labels, called "Forever Changing". The first of what isintended to be three double albums released each year featurestracks from Blur, Ocean Colour Scene, The High, World OfTwist and The Real People.

ESSEX GOES COUNTRY: Baz Country Radio (BCR) is run-ning a weekend country music station in Essex under a one -monthexperimental licence fromthe Radio Authority. The station is

broadcasting fromBasildon to a six -mile (9.6km) radius on 1305AM from 08.00-17.00 on Saturdays and Sundays, with test trans-missions during the week.

FOR THE RECORD: The new label launched by Flying Promo-tions/Flying Record Shop and Cooltempo (M&M August 3) ischanging its name as part of a settlement arranged with anothercompany. Until a new name is chosen, no songs will be released onCooltempo. The label apologises to all concerned for any confu-sion.

The BBC and the Association ofIndependent Radio Companies(AIRC) have confirmed theirintention to set up the RadioJoint Audience Research(RAJAR) to measure all BBCand independent stations under acommon system.

AIRC members had agreed toadopt the RAJAR system, whichwill be based on the seven-dayself -completion diary technique,at their annual congress in June.The BBC formally announced itsagreement at the Radio AcademyFestival in Birmingham lastweek.

BBC Radio resources directorMichael Starks said the BBCwas willing to end its currentdaily survey system providedthat RAJAR included all inde-pendent nationals, as well aslocal stations. "The BBC willwant to know that INR and ILR

fully support RAJAR before wecommit ourselves," he said. Starkadded that the "best estimate" forRAJAR was £2.1 million (app.US$3.5 million) annually, com-pared with the BBC's £1 millioncosts and JICRAR's £1.2 million.

AIRC's research sub -commit-tee chairman and Jazz FM chiefexecutive John Bradford saidthe single standard was "a stu-pendous step forward." But hewarned against what he termedRAJAR-led radio. "If the singlestandard is seen in ten years timeto have created a single program-ming, then it will have been acruel step. God forbid thatresearch should set the rules forradio and stifle creativity."

The RAJAR system will com-prise two distinct operations: anational survey based on 1.000diarists aged four and over everyweek, and a local survey based

on a minimum of 500 diaristsaged 15+ per station in the sec-ond and fourth quarters. Somesmaller stations will be surveyedonce a year. It is planned todivide the cost of the nationalsurvey between each BBC andindependent national station,while the local survey will besplit 75:25 between the ILR net-work and BBC local radio.

The RAJAR contract will beput out to tender in Septemberand should be awarded in Jan-uary 1992 to commence nextsummer or autumn. Al ready USbroadcast research firm A. C.Nielsen, RSGB (which has theJICRAR contract) and Conti-nental Research, have said theyintend to bid while Arbitron,NOP, RSL and Miller Brownhave also expressed interest.

The most drastic losses weresuffered by the various RadioGong stations throughout thestate. Munich -based RadioGong 2000, once the strongestBavarian local station, droppedto third place on the Munichmarket in 'terms of listeners peraverage hour, losing over 45%.

Nevertheless, despite thedeparture of head of music Wal-ter Freiwald, who went over to

private TV, the station was ableto retain its morning audience,which abandoned the station ingreat numbers after 10.00. Thiscan be seen as a great personalsuccess for Gong 2000's FreddieKogel, who replaced Freiwald asboth head of music and morningshow presenter.

Radio Gong Mainland/Wurzburg also landed clearly insecond place with against RadioCharivari (RC). In Regensburg,Radio Gong Donauspatz alsofailed to close the gap againstRadio Charivari in that city.

In fact, the Charivari stationswere able to consolidate theirposition in all of the cities,knocking the Gong chain fromtheir established throne as theleading Bavarian group. InMunich, RC ranked second

behind Radio Arabella in listen-ers per average hour. In Nurem-berg, RC also finished second,not far behind the melodic andprimarily German music pro-gramme offered by Radio F,which reached number one in thestate's second most importantmarket. On the other hand, RCedged Radio F 15%-14% in dailylistenership, while in bothRegensburg and Wurzburg, theCharivari stations landed in firstplace.

Jazz FM recovered from itspoor figures at the end of lastyear, rising 2% to a 7% reach,although average hours declinedto 3.8. million. According to JazzFM MD John Bradford, "It rep-resents a return to within 30.000listeners of the high pointachieved by Jazz FM 12 monthsago before the establishment offurther competitive services. It'sthe largest growth in reach forany radio station in the countryand the second largest percentageincrease in total hours listened."

Bradford points out that the

station has retained its up-marketprofile. "These figures demon-strate that we are now movingfast in the right direction."

Choice FM, which com-plained about the small numberof sampling points in its coveragearea, did not take part in this sur-vey. Instead, north London blackmusic station WNK has come upagainst the same problem with aresulting 3% reach. WNK MDJoe Douglas claims that a largesection of the coverage area wasnot surveyed and that nearly halfthe diaries were placed outside oron the fringe of the primary cov-erage area. HF/PE

Cher fires anotherbullet for Love & Understanding,which moves up from 12 to 8 thisweek and is getting airplay onEHR stations in nine markets, no-tably the UK, Italy and Germany.

The highest entry this weekgoes to US rock act Extreme.The history of the single MoreThan Words is remarkable: It

stayed for six weeks in the Chart -bound section and with mainlandEuropean airplay slowly decre-asing, it was set to drop out. Ho-

wever, UK stations started addingthe record last week and with thatbacking, it now enters the Top25. Apart from the UK, airplay isstrongest in the Benelux market.

Second-best entry honors is

held by Seal's The Beginning,the third successful single from theself -titled debut album, followingCrazy (that peaked at no. 3 inEHR) and Future Love Paradise(highest position: no. 5).
