IINNTTRROODDUUCCTTIIOONN :: Lying in a densely forested plateau in the Sahyadri Range, Saputara holds

the distinction of being the only hill station in Gujarat. This tranquil small town

is situated at an altitude of around 1,000 m, and has a climate that is

consistently pleasant, although leaning towards chilly, throughout the year.

The name Saputara literally stands for 'abode of serpents,' a fact that is

highlighted by the presence of an image of a snake on the shores of the

Sarpagana river, which flows through the town. This image is worshipped by

the region's tribal folk, especially during major festivals such as Holi. Adding to

Saputara's mystique is the legend that Lord Rama spent 11 years of his exile

in these very forests.

The quiet, idyllic surroundings of Saputara provides the perfect setting for long

walks through its many gardens, namely Lake Garden, Step Garden and

Rose Garden, while the Saputara Lake offers excellent opportunities for

boating and sailing. The Sunrise Point, also known as the Valley View Point,

offers a bird's eye view of Saputara and its environs, and Sunset Point is

possibly the best place to catch breathtaking views of the neighbouring forests

and villages. The latter can now be accessed by a ten-minute long, thrilling

ride on the Ropeway.

Another main attraction here is the Nageshwar Mahadev Temple, which

honours Lord Shiva, and features an image of the god. The Saputara Museum nearby is a great place to see displays on the life, culture and art of

the region's many tribes. Nature and wildlife enthusiasts will enjoy a visit to

the Vansda National Park, lying a short distance from town. Once a private

forest belonging to the king of Vansda, this park is home to tigers, leopards,

antelopes, pythons and giant squirrels among other animals.

Other Activities: There are several destinations lying within easy distance of Saputara that

make for fun-filled day trips and excursions. The Gira Falls, situated around

52 km from town, are a sight to behold, especially during the period from June

to November. It also serves as an excellent spot for a family picnic. Farther

away, nearly 60 km north of Saputara, the Purna Sanctuary is a richly

forested area, with bamboo-lined walkways that are ideal for trekkers.

The Gandharvapur Artist Village is a great place to shop for souvenirs and

trinkets, such as bamboo jewellery, pottery, vases, key chains and pen

stands, made by local tribal craftsmen.

Location: Saputara in Dist.Dang is located at a distance of 165 kms. from Surat, 460

Kms. from Ahmedabad and 80 kms. from Nasik in Maharashtra. It is situated

on the border of Maharashtra and Gujarat.

The Consulting firm of Architects, Civil Engineers, Structural Engineers, planners and designers is required to prepare conceptual lay out plan for upgradation and improving the facilities of existing holiday home at Saputara along with detailing out the components to be executed.

GENERAL INSTRUCTIONS :

• TCGL is keen to develop, upgrade and improve the facilities of

existing holiday home at Sautara Hill Station,Dist.Dang, up to the

standard at par with Star Category of hotels.

• You are hereby invited to participate in the Expression of Interest

as Firm for consulting services required to carry out the

preparation of detailed design lay out plan, for upgradation of

facilities mentioned in this document at Saputara, Dist.Dang.

• The evaluation of the proposals will be done by a Evolution

Committee, appointed by Government.

• At any time before the submission of proposals, Managing

Director,TCGL may, for any reasons, whether at its own initiative

or in response to a clarification requested by an invited consulting

firm modify the document by amendment. The amendment will be

notified in writing to all invited parties / consulting firms and will be

binding on them

• A brief description of the assignment and its objectives are

explained in the document. The participants shall follow the aims

and objectives of the brief.

• To obtain first hand information on the assignment, Firms are

requested to visit the site before submitting the proposal.

• Parties/ Firms submitting their proposal shall be required to make

presentation on their design before the Evaluation Committee.

Parties / Firms short-listed shall be informed about their time slot

and evolution. They shall be called in a short notice to

Gandhinagar for the presentations in case of change in present

schedule. Proposals of firms failing to make presentation shall not

be considered.

• Please note that the cost of preparing the proposals, visit to site,

lodging, boarding, transportation and invitation for presentation

are not reimbursable.

• TCGL is not bound to accept any of the proposals submitted.

Committee may reject any and / of all the proposals without

assigning any reasons.

• TCGL will not be responsible for loss of proposal / document or

for delay in postal transit.

• The design proposal should follow all the building regulations

related to the local norms, safety, and FSI.

components/ activities may be identified and planned including addition,

alteration or deletion in the existing structures as required during

planning and execution of the items.

COST OF THE WORK : Itemized cost for the project for which the work to be executed is to be

estimated as block estimate which may vary after finalization of the

concept and tendering to select the Contractor / Executing Agency.

Time limit for completion of project : 24 months w.e.f. conceptualization

of the project or placing the work order whichever is less. However the

work will be carried out in phased manner without affecting operation

and commercial activities.

PRESENTATION REQUIREMENTS: All the presentation panels and slides and the write up should not carry

the names of firms. There will be a code number as decided by the

firms / which should be used on the panels and slides. The contacts of

the presentation (Drgs. and write-up) should be enclosed in a separate

envelope mentioning only the code number on the sealed cover.

The sealed envelope with proposal details shall be enclosed in final one

envelope with a covering letter signed by the authority with a seal (as

per Annesure-1). The final envelope shall be submitted by registered

post/ courier / hand delivery to the Managing Director, Tourism

Corporation of Gujarat Ltd., and shall be opened on in the

presence of the Applicants if they wish to be present at the time of

opening.

Late bidders, delayed bids and ordinary post bids shall not be opened

and considered.

The letter should be attached with the detailed resume of the members

from the field of architecture, preferably Landscape Architecture

Engineers, designers, planners etc.. The details of the projects

executed in last five years referred for qualification must be provided in

the resume. (As per the format stated in Annexure-1to 11)

Submission Details :

1. The design proposal should show the Conceptual Layout plan

explaining the integration of the various activities proposed to

dovetail the existing facilities, the surrounding locations and other

natural elements, building and components should be shown to

substantiate details to understand the character and quality of

space and form. Scale 1:500 / 1:1000 / 1:5000.

2. Write up of the philosophy and concepts in the A-3 size

document.

3. The architectural plans, section, elevation and details of buildings

and components planned in the site area. Scale 1:100, 1:50

4. Site sections and elevations. Scale 1:200.

5. Three-dimensional representation.

6. Preliminary estimate.

All the above are to be compiled into a power-point presentation and

submitted as a CD and a hard copy in A-3 size document with drgs. as

foldouts.

The Firms may be disqualified if complete information as called for in

the documents is not fully furnished in bound form.

Any proposal containing vague and indefinite expressions will not be

considered.

The Conditional offers / Proposals will not be accepted.

The envelope containing all the details asked for submission

requirements shall be submitted to the Managing

Director,TCGL,Gandhinagar.

TECHNICAL EVALUATION : The Evolution Committee as appointed by Government will evaluate

the proposal.

The details given by the applicants in the Application form will be

evaluated by scoring method. The Committee reserves the right to

restrict the list of firms to be enlisted to any number deemed suitable by

it. Committee's decision for empanelling the consulting firm shall be final

and binding to all.

ELIGIBILITY : Firms with 5 years experience in similar nature of projects need only to

apply for the Expression of Interest . The party/ all participating of Firms

should be have valid registration with respected School, or Council as

statutory requirement. The team should have members expert in the

field of Architecture, preferably tourism project design and Landscape

design.

This will be evaluated by applying a weightage of 0.75(or75%) and

0.25(or25%) respectively to the concept and design and financial score of

each evaluated qualifying technical and financial proposal and then computing

the relevant combined total score for each bidder. The eligible bidders should

have to secure minimum 60% marks for qualification in concept presentation

in concept presentation.

The work will be awarded to highest ranking bidder/s partly or fully.

Hotels. ----------------------------------------------------------------------------------------------- PPRROOJJEECCTT AARREEAA && DDUURRAATTIIOONN: It is proposed that all the developmental works will be completed in 2 years time SSCCOOPPEE AANNDD EEXXTTEENNTT OOFF AASSSSIIGGNNMMEENNTT OOFF CCOONNSSUULLTTAANNTT((SS)): The component wise detailed scope and extent of the assignment of the consultant(s) is as per the project note. 2. SCHEDULE OF SERVICES :

The firm/Consultant shall, after taking instructions from TCGL render the following services:

CONCEPT DESIGN [STAGE 1] :

2.01 Ascertain TCGL’s requirements, examine site constraints & potential ; and prepare a design brief for TCGL's approval.

2.02 Prepare report on site evaluation, state of existing buildings, and analysis and impact of existing and/ or proposed development on its immediate environs.

2.03 Prepare drawings and documents to enable TCGL to get done the detailed survey and soil investigation at the site of the project.

2.04 Furnish report on measures required to be taken to mitigate the adverse impact, if any, of the existing and / or proposed development on its immediate environs.

2.05 Prepare conceptual designs with reference to requirements given and prepare rough estimate of cost on area basis.

PRELIMINARY DESIGN AND DRAWINGS [STAGE 2] :

2.06 Modify the conceptual designs incorporating required changes and prepare the preliminary drawings, sketches, study model, etc., for the TCGL's approval along with preliminary estimate of cost on area basis.

DRAWINGS FOR TCGL'S / STATUTORY APPROVALS [STAGE 3] :

2.07 Prepare drawings necessary for TCGL's statutory approvals and ensure compliance with codes, standards and legislation, as applicable and assist TCGL in obtaining the statutory approvals thereof, if required.

WORKING DRAWINGS AND TENDER DOCUMENTS [STAGE 4] :

2.08 Prepare working drawings, specifications and schedule of quantities sufficient to prepare estimate of cost and tender documents including code of practice covering aspects like mode of measurement, method of payments, quality control procedures on materials & works and other conditions of contract.

APPOINTMENT OF CONTRACTORS [STAGE 5] :

2.09 Invite, receive and analyse tenders; advise TCGL's on appointment of contractors.

CONSTRUCTION [STAGE 6] :

2.10 Prepare and issue working drawings and details for proper execution of works during construction.

2.11 Approve samples of various elements and components.

2.12 Check and approve shop drawings submitted by the contractor/ vendors.

2.13 Visit the site of work, at intervals mutually agreed upon, to inspect and evaluate the Construction Works and where necessary clarity any decision, offer interpretation of the drawings/specifications, attend conferences and meetings to ensure that the project proceeds generally in accordance with the conditions of contract and keep the TCGL's informed and render advice on actions, if required.

2.14 In order to ensure that the work at site proceeds in accordance with the contract documents/ drawings and to exercise time and quality controls, supervision will be carried out by Consultant or on behalf.

2.15 Issue Certificate of Virtual Completion of works.

COMPLETION [STAGE 7] :

2.16 Prepare and submit completion reports and drawings for the project as required and assist the TCGL in obtaining "Completion/ Occupancy Certificate" from statutory authorities, wherever required.

2.17 Issue five sets of as built drawings including services and structures.

Landscape Architecture The Consultant is required to provide services in respect of the following:

• Site appraisal and suitability. • Site planning. • Landform and grading. • Surface drainage design and water management. • Irrigation design. • Open space design - hard and soft areas. • Planting design. • Landscape structures and features. • Garden Furniture design. • Illumination design. • Graphic design and signage. • Co-ordination of external services. • Periodic inspection and evaluation of works at site.

SCHEDULE OF SERVICES : The Firm/Consultant shall, after taking instructions from TCGL render the following services : CONCEPT DESIGN [STAGE 1] :

3. PROFESSIONAL FEE : In consideration of the professional services rendered by the consultant, he shall be paid professional fee and other charges in accordance with the Scale of Charges. 34. SCHEDULE OF PAYMENT : The consultant shall be paid professional fee in the following stages consistent with the work done plus other charges and reimbursable expenses as agreed upon. 1. On submitting and approval of conceptual 10% of the professional fees. drawings and preliminary estimate of cost. 2. On submission of architectural drawings and 10% of the professional fees. Estimate as per the approved conceptual drawing. 3. On submission of pre tender architectural and 10% of the professional fees. engineering working drawings. 4. On submitting detailed specifications, bill of 10% of the professional fees. quantities, detailed architecture working designs together with estimates of cost sufficient to invite tenders. 5. On submitting drawings for obtaining approval 10% of the professional fees. from statutory bodies. 6. On award of the project to the contractor. 10% of the professional fees. 7. During the course of construction proportionate 30% of the professional fees. according to the progress of work. 8. On completion of the work. 10% of the professional fees. 9. EXECUTION OF THE ASSIGNMENT :

• The Consultant shall keep the TCGL informed about the progress of work in his office.

• The Consultant will advise the Consultant on the Time Schedule prepared by the contractors for the completion of work, if required.

• The Consultant shall supply to the Consultant, free of cost, up to six sets of drawings at different stages.

• The consultant shall not make any deviations, alterations or omissions from the approved drawings, involving financial implications without prior consent of the Consultant.

• The consultant shall exercise all reasonable skill, care and diligence in the discharge of his duties and shall exercise such general superintendence and inspection as may be necessary to ensure that works are being executed in accordance with the Conditions of Contract.

TERMINATION OF CONSULTANCY CONTRACT: In case of dissatisfaction about the working of consultant, TCGL is at liberty to terminate the contract at any time, after serving one month notice to

the consultant. If consultant wishes to terminate the contract for any reason, he will be required to intimate the TCGL before one month and will have to refund appropriate amount as fixed by the TCGL considering extra expenditure will be incurred for fixing up fresh contract. Penalty for late completion : Penalty for late completion will be decided by TCGL. ARBITRATION:

The Parties shall use their best efforts to settle amicably all disputes arising out of or in connection with this Contract or the interpretation thereof. Any dispute between the Parties as to matters arising pursuant to this Contract which cannot be settled amicably will have to be referred to the Arbitrator. Arbitration proceedings shall be conducted in accordance with procedure of the Arbitration Act 1940, of India. The jurisdiction of the contract will be Ahmedabad.

The consultant shall in all professional matter faithful to the TCGL without prejudices. The consultant shall exercise all his professional and reasonable skill, care and diligence in the discharging of his duties with sound professional standards and practices in best interest of the TCGL and his organization. MMIISSCCEELLLLAANNEEOOUUSS: The consultant(s) shall not be eligible to become vender/ service provider(s) in respect of the specifications developed by him/her/them. PROCEDURE FOR APPLICATION: for

Engagement of Consultant for the planning, augmentation, upgradation and improving the facilities of existing Holiday Home at Saputara Hill

Station, Dist. Dang up to the standard of Star Category of Hotels.

• The application shall be accompanied by an Earnest Money Deposit of Rs.25,000/- (Rs Twenty Five Thousand only) in Indian currency. The Bank guarantee or Demand Draft shall be pledged to “Tourism Corporation of Gujarat Ltd., Gandhinagar.”

• A two stage selection Procedure: Stage 1:Firms/Bidders are requested to submit technical and financial bids in two separate envelops and shall be short listed on the basis of statement of qualification. Credentials and work experience. Stage 2: Firms/Bidders short listed on the basis of technical bids in stage 1 shall be intimated in writing or on phone to make detailed presentation for further selection.

• The application shall be submitted in two separate sealed covers, bearing the captions “Technical Bid” and the “Financial Bid”.

• The “Technical Bid” shall be evaluated first and successful applications shall be short listed.

• The “Financial Bids” shall be evaluated only in respect of the short listed applications.

• Proposal will be evaluated by applying a weightage of 0.75(or75%) and 0.25(or25%) respectively to the concept & design and financial score of each evaluated qualifying technical and financial proposal and then computing the relevant combined total score for each bidder. The eligible bidders should have to secure minimum 60% marks for qualification in concept presentation in concept presentation. The work will be awarded to highest ranking bidder/s partly or fully.

• The technical proposal shall, inter alia, contain; • A synopsis of each item and sub-item listed in the project in the same

order. The synopsis should contain the applicant’s vision, modus operandi and technical details about the item/sub-item. Any disclosure of financial quotes in the technical bid shall cause immediate disqualification of the proponent.

• The consultancy fees shall be quoted inclusive of all taxes, Service tax, TDS, duties, levies, rentals, allowances, entry fees and other overheads called by any other name whatsoever, as applicable on the date of submission. The government shall not be liable to reimburse any expenditure arising out of breach of law, rules and regulations for the time being in force. The application should contain specific details regarding experience in the related field. An indicative list for submission of experience details in respect of item wise in the project.

• The “Financial Bid” shall be submitted in format only which shall be on percentage basis of the executed project cost.

• The Government of Gujarat or its subordinate agencies and/or departments are not bound to accept any bid/application solely on the criterion of low financial quotes.

• The bidders who choose to download the tender form from web site shall pay tender fee at the time of submission of the tender in the form of D.D. in favour of TCGL,Gandhinagar.
