SCOPE OF WORK
1. THIS PROJECT IS FUNDED BY OFFCE OF NAVAL RESEARCH (ONR) TO INSTALL AND MONITOR
A CONSERVATION VOLTAGE REDUCTION (CVR) SYSTEM IN THE SELECTED PORTION OF
PLAZA HOUSING AREA.
2. THE PROJECT WOULD CONSTRUCT A PAD-MOUNTED VOLTAGE REGULATOR AND BY-PASS
SWITCH NEXT TO EXISTING SWITCH HOUSE "GS-32" (BUILDING 4140), TO ALLOW THE SYSTEM
TO OPTIMIZE THE VOLTAGE AND IMPROVE ENERGY EFFICIENCY.

NEW WORK
1. INSTALL NEW CONCRETE ENCASED 13.8KV UNDERGROUND PRIMARY LINES, 15kV VOLTAGE
REGULATOR, BY-PASS SWITCH, AND ASSOCIATED CONCRETE PAD, GROUNDING SYSTEM,
AND ACCESSORIES.
2. INSTALL NEW PLASTIC CABLE TAGS INDICATING THE FEEDER NUMBER, VOLTAGE RATING,
CABLE TYPE, CABLE SIZE, INSTALLED DATE, AND THE TERMINATION SUCH AS "SWITCHING
STATION ~ SUBSTATION".
3. RESTORE THE AC PAVED ROADWAY, CONCRETE CURBS, GUTTERS, CONCRETE SIDEWALKS
AND SODDING INCLUDING TOPSOIL, AFFECTED BY NEW UNDERGROUND CONSTRUCTION.
4. ALL NEW INSTALLATION THAT CAN BE DONE WITHOUT DISRUPTING THE OPERATION OF THE
EXISTING INSTALLATION SHALL BE GIVEN PRIORITY TO MINIMIZE POWER OUTAGE.
5. MAXIMUM ELECTRICAL POWER OUTAGE OF 8 HOURS PER DAY SHALL BE ALLOWED. POWER
SHOULD BE FULLY RESTORED AFTER EACH OUTAGE.
ELECTRICAL NOTES:
1. ALL FACILITIES, SURFACES, UNDERGROUND AND OVERHEAD UTILITIES DAMAGED DUE TO
REMOVAL OF EXISTING SYSTEM OR CONSTRUCTION/MODIFICATION WORK SHALL BE
REPAIRED TO MATCH EXISTING CONDITIONS.
2. CONTRACTOR SHALL NOTIFY THE CONTRACTING OFFICER FOR ANY UNFORESEEN ITEM OR
ANY DISCREPANCY BETWEEN THE DRAWING AND THE ACTUAL SITE CONDITIONS.
3. CONSIDER THE SEQUENCE OF WORK TO MINIMIZE POWER INTERRUPTION DURING
CONSTRUCTION.
4. POWER OUTAGES SHALL BE MINIMIZED DURING THE DEMOLITION, INSTALLATION AND
CONNECTION OF THE EXISTING, NEW EQUIPMENT, AND HIGH VOLTAGE CABLES.
5. ALL NON CURRENT CARRYING METAL PARTS OF THE INSTALLATION SUCH AS CONDUIT
RUNS AND SWITCHES, SHALL BE MADE ELECTRICALLY CONTINUOUS BY MEANS OF
COUPLING, BUSHINGS, FITTINGS OR BONDING WIRES, FOR EFFECTIVE GROUNDING.
NON-THREADED CONDUITS SHALL BE PROVIDED WITH A BONDING SYSTEM.
6. CONTRACTOR SHALL BE RESPONSIBLE FOR FIELD VERIFICATION OF ALL EXISTING
LOCATIONS AND CONDITIONS OF ITEMS RELATED TO THIS PROJECT.
7. PATCH AND PROVIDE TOUCH-UP PAINT ON ALL PAINTED CONCRETE/MASONRY SURFACES
PREVIOUSLY EMBEDDED WITH CONDUITS AND OTHER ELECTRICAL DEVICES. COLOR OF
PAINT SHALL MATCH WITH THE ADJACENT SURFACES.
8. FOR INSTALLATION OF NEW ELECTRICAL UNDERGROUND DUCT LINES, THE LOCATIONS
SHALL BE COORDINATED WITH OTHER COMMUNICATION, MECHANICAL AND CIVIL
UNDERGROUND UTILITIES.
9. THE CONTRACTOR SHALL BE RESPONSIBLE FOR VERIFYING THE EXACT LOCATION, SIZE
AND DEPTH OF UTILITIES THAT WILL BE AFFECTED BY THE CONSTRUCTION, INCLUDING
LINES WHICH MAY NOT BE SHOWN ON DRAWINGS, AND EXERCISE PROPER CARE IN
EXCAVATING THE AREA. ANY DAMAGE TO THESE UTILITIES SHALL BE REPAIRED AND PAID
FOR BY THE CONTRACTOR.
10. EXISTING SURFACE CONDITIONS THAT ARE DISTURBED BY CONTRACTOR'S OPERATIONS,
INCLUDING BUT NOT LIMITED TO PAVEMENTS, SIDEWALKS, CURBS AND GUTTERS, AND
OTHER EXISTING STRUCTURES WHICH MAY OR MAY NOT BE SHOWN ON DRAWINGS, SHALL
BE RESTORED TO A CONDITION SATISFACTORY TO THE CONTRACTING OFFICER AND
SHALL MATCH EXISTING ADJACENT SURFACES.
11. ELECTRICAL OUTAGES SHALL BE ABSOLUTE MINIMUM. COORDINATE SCHEDULED
ELECTRICAL OUTAGES WITH BASE AUTHORITIES. MINIMUM 30 DAYS NOTICE.
12. DISTRIBUTION EQUIPMENT INCLUDING TRANSFORMERS, CABLE JUNCTION PEDESTALS,
MANHOLES, HANDHOLES, ETC. ARE SHOWN IN APPROXIMATE LOCATION ONLY. LOCATE
CLEAR OF EXISTING UTILITIES (CATCH BASIN, MANHOLES, HANDHOLES, ETC) AND/OR
STRUCTURES.
13. COORDINATE WITH BASE UTILITIES TO LOCATE EXISTING UNDERGROUND UTILITIES PRIOR
TO ANY EXCAVATION WORK.
14. IT IS EXPECTED THAT WORK WILL BE PERFORMED IN AREAS OF PREVIOUSLY DISTURBED
SOIL. NONETHELESS, ENVIRONMENTAL ASSETS MAY BE PRESENT WITHIN THE WORK
AREA, AND CAUTION MUST BE EXERCISED DURING GROUND DISTURBANCE. A MAP OF
ENVIRONMENTALLY SENSITIVE AREAS WILL BE PROVIDED. FOR WORK TO BE PERFORMED
IN PREVIOUSLY UNDISTURBED SOIL, WITHIN ENVIRONMENTALLY SENSITIVE AREAS,
CONTRACTOR SHALL NOTIFY TO CONTRACTING OFFICER ONE (1) WEEK IN ADVANCE OF
EXCAVATIONS. THE CONTRACTING OFFICER WILL NOTIFY BASE CIVIL ENGINEER (BCE) AND
ENVIRONMENTAL OFFICE. CONTRACTOR SHALL IMMEDIATELY NOTIFY CONTRACTING
OFFICER UPON DISCOVERY OF CULTURAL ASSETS.
15. CONTRACTOR SHALL PERFORM TEST DIGS FOR CULTURAL ASSETS, IN ACCORDANCE WITH
SPECIFICATION SECTION 01 14 00, AT ALL NEW MANHOLE/HANDHOLE AND PAD-MOUNTED
TRANSFORMER LOCATION.
16. EXISTING UTILITIES ARE BASED ON INCOMPLETE RECORD DRAWINGS AND NOT ALL
UTILITIES ARE SHOWN ON THE DRAWINGS FOR CLARITY. CONTRACTOR SHALL REVIEW
AS-BUILT DRAWINGS AND EXERCISE EXTREME CAUTION WHEN EXCAVATING.
17. CONTRACTOR SHALL BE COORDINATE LABELS OF BY-PASS SWGR AND VOLTAGE
REGULATOR WITH USMC FE. NEW XFMR LABEL SHALL BE COORDINATED WITH 18TH CES.
18. CONTRACTOR SHALL VERIFY FIELD CONDITIONS AND PROVIDE LEVEL LANDING, AND
SODDING OF DISTURBED AREA BY NEW CONSTRUCTION IF NECESSARY.
19. CONCRETE NOTES: CONCRETE COMPRESSIVE STRENGTH SHALL BE 21 MPA.
REINFORCING BARS SHALL CONFORM TO JIS G3112, 295 MPA.
