1.0 EXECUTIVE SUMMARY

1.1 BACKGROUND Patna Airport is one of the oldest airports in Bihar. Later on, this airport was

renamed as Jay Prakash Narayan International (JPNI) Airport. JPNI airport is

located at a distance of about 4.5 km South-West of Patna railway station. This

airport is maintained and operated by Airports Authority of India (AAI). It is one of

the busiest airports in India and the annual traffic of this airport increased by 32% in

the year 2015-16. Presently, the airport is handling 40 nos. (20 + 20) of scheduled

flights daily.

Operators like Air India, Indigo, Jet Airways and Go Air are presently operating with

40 scheduled flight movements per day. The Airport is suitable for operation of 'C'

type of aircrafts. It has one runway designated as 07/25 with an asphalt surface

measuring 2072m x 45m.

The airport is spread over an area of 247.16 acres. The land of airport comprise

lands of five villages namely Saghanpura, Dhira chak, Paharpur, Samanpura and

Aam kudha. Geographically, the JPNI Airport is located at latitude 25035'37" North

and longitude 85005'31" East at an elevation of 52m from mean seal level. Danapur

is located in North-Western direction at a distance of about 6kms and Patna railway

station is about 4.5 kms away in North-Eastern direction of JPNI Airport.

The existing domestic terminal building is more than 20 years old and it was

constructed on the basis of data for movement of passengers available during that

period. The existing facilities available at the airport does not conform to the latest

GRIHA 4 – Star rating.

Presently, the ATC Tower, Technical Block and Administrative Offices are also

housed in the Domestic Terminal Building. Initially, the building was designed for 0.5

million passengers per annum. However, due to increase in no. of flights and

passengers, approx. 1.8 million passengers are travelling per year from JPNI airport.

Due to this, the existing building is not sufficient to cater the present requirement of

the passenger load. Hence, there is a need to construct new terminal building.

In view of the above, AAI proposes to modernize and construct a new domestic

terminal building along with other facilities so that it could conform to latest GRIHA 4

Star rating and ease the congestions being faced during peak passengers’ hours.

AAI has engaged Projects & Development India Limited (PDIL), a Government of

India Undertaking, which is a QCI-NABET accredited (Sl. No.117 as on 16.12.2016

in List-A) EIA Consultancy Organization for Airports.

1.2 PROJECT AT A GLANCE Some of the important features of the proposed project are briefed as under:

a) Construction of centrally new domestic terminal building with all modern

facilities and amenities conforming to GRIHA 4 Star Rating

b) Construction of ATC Tower-cum-Technical Block, Administrative Block

c) Construction of Multi Level Car Park

d) Construction of fire station, cargo terminal, MT Pool

e) Residential colony for about 120 nos. of AAI staff

1.3 ENVIRONMENTAL CONSIDERATION

In the year 2009 the Central Pollution Control Board (CPCB) has developed a

Comprehensive Environmental Pollution Index (CEPI). CPCB has done a nation-

wide environmental assessment of Industrial Clusters based on CEPI and 43 such

industrial clusters in 16 States having CEPI greater than 70, on a scale of 0 to 100,

has been identified as Critically Polluted Area (CPA).

Fortunately, the entire State of Bihar including Patna does not fall in the list of 43

Critically Polluted Area (CPA) identified by Central Pollution Control Board. Hence,

carrying out developmental work at Patna Airport shall not constitute any statutory

binding related to existing environment in and around Patna Airport.

1.4 NEED & JUSTIFICATION

The need and justification of the proposed project is summarized as under:

The existing domestic terminal building is more than 20 years old and it was

constructed on the basis of data for movement of passengers available during

that period and it does not conform to the latest GRIHA 4 Star rating.

Presently, the movement of air passengers has increased with a rapid growth

and the facilities available in old domestic terminal is unable to serve the

incoming and outgoing passengers in smart way as per requirement and recent

norms.

The increased passenger load due to increase in no. of flights has posed a

congestion in the old terminal building leading to necessity for a new higher

capacity Terminal building.

1.5 CONCLUSION

Thus, the proposal for construction of new domestic terminal building at Patna

Airport can be seen as a corrective step towards providing modern facilities with

amenities to meet the requirement of GRIHA 4 Star rating. It will not only modernize

the 20 years old airport but also ease the congestion of the passengers during peak

hours.

2.0 INTRODUCTION 2.1 BACKGROUND

Jay Prakash Narayan International Airport (JPNI Airport) is a major airport in the

state of Bihar, and runs various flights to major cities of India. On the basis of

statistics related to passenger load, it is one of the busiest airports in India. It is

operated and maintained by the Airports Authority of India (AAI). As the domestic air

traffic is growing rapidly with time, this airport serves well in terms of passenger load

and domestic flight plans.

The airport is located at a distance of about 4.5 km South-West of Patna railway

station. This airport is maintained and operated by AAI. It is one of the busiest

airports in India and the annual traffic increased by 32% in the year 2015-16.

Presently, the airport is handling 40 nos. (20 + 20) of scheduled flights daily. The

present growth rate of passengers has been computed equivalent to 31.60% as

compared to the year 2014-15.

Operators like Air India, Indigo, Jet Airways and Go Air are presently operating with

40 scheduled flight movements per day. The Airport is suitable for operation of 'C'

type of aircrafts. It has one runway designated 07/25 with an asphalt surface

measuring 2072m x 45m.

The airport covers an area of 247.16 acres and located at an elevation of about

52 m above mean sea level. The airport comprise lands of five villages namely

Saghanpura, Dhira chak, Paharpur, Samanpura and Aam kudha. Geographically,

the JPNI Airport is located at latitude 25035'37" North and longitude 85005'31" East.

Danapur Cantonment is located in North-Western direction at a distance of about

6kms and Patna railway station is about 4.5 kms away in North-Eastern direction of

JPNI Airport.

Patna Airport was constructed 20 years back and the existing domestic terminal

building was constructed on the basis of data for movement of passengers available

during that period. The existing facilities available at the airport does not conform to

GRIHA 4 Star rating.

Presently the ATC Tower, Technical Block and Administrative Offices are also

housed in the Domestic Terminal Building. This is also creating problems during

peak passengers’ hours and this is one of the most important factors for congestion

and movement of passengers.

In view of the above, Airport Authority of India proposes to modernize and construct

a new domestic terminal building along with other facilities so that it could conform

to latest GRIHA 4 Star rating.

AAI has engaged Projects & Development India Limited (PDIL), a Government of

India Undertaking, which is a QCI-NABET accredited (Sl. No.117 as on 05.12.2016

in List- ‘A’) EIA Consultancy Organization for Airports.

2.2 DESCRIPTION OF FACILITIES

Some of the major facilities available in Patna Airport are as under:

• Runway dimension 2072m x 45m

• Apron to park 4 nos. 'C' Type and 1 No.' B' Type of Aircraft at a time.

• Terminal Building to handle 400 pax. (200 arriving + 200 departing) at a time.

• NAV/Comm. Aids like DVOR, DME, VHF, ILS (RWY End 25)

• ATC Control Tower cum Technical Block and Fire Station

• Night Landing Facilities.

Baggage Services: Baggage services include trolley services, lost and found

customer care services etc., which are provided by the airport authority to their

customers free of cost.

Places to Shop and Eat: There are various shops from where passengers can buy

basic amenities like books, newspapers etc. Also, there are various eateries and

restaurants to serve delicious food.

Car Parking: The airport has Car parking facilities of 5990 m2 and it has facility for

parking of about 250 nos. of vehicles.

2.3 TERMINAL BUILDING

Domestic terminal of JPNI Airport runs domestic flights operated by various airlines

like Jet airways, Air India, IndiGo and GoAir. From here, there are direct flights to

major cities of India. The peak hour passenger capacity of terminal building is 400

(200+200).

2.4 POWER REQUIREMENT FOR EXISTING AIRPORT

Total power requirement is around 1000 KVA which is met through Bihar State

Electricity Board (BSEB). For the power back-up, 2 DG sets of 500 KVA capacities

each and two DG sets of 320 KVA capacities each have been installed at the

airport, which are operated in the event of grid power failure.

2.5 CENTRAL AIR CONDITIONING At the existing airport, three water based chillers of 3x60 TR + 2 x 40 TR capacity

each and 5 x 22 TR package AC have been installed to meet the central air

conditioning requirement.

2.6 FIRE FIGHTING FACILITIES AT EXISTING AIRPORT At the existing airport, the following fire-fighting facilities has been provided:

• Fire Alarm and Detection System

• Fire Fighting System

At present, the following fire-fighting systems are available as per statutory

requirements.

Hydrant System: (a) Main Pump, 9.3 Kw, 12 HP

(b) Jockey Pump, 2.2 Kw, 3.0 HP, 01 no.

2.7 WATER SUPPLY SYSTEM Total Water Requirement Total water requirement for JPNI Airport is around 150 m3/day. The requirement is

met through 03 nos. of deep tube wells.

At present, there is no primary treatment unit for its use as drinking water and other

purpose. The water is stored in over-head water tanks within premises. The water

from the tanks are used for domestic and airport purposes mainly for cooling,

drinking and sanitation purposes.

2.7.1 Source of Water

Water requirement is met through tube wells already available at JPNI Airport. In

and around Patna, the ground water is used for drinking purposes and no adverse

impact has been reported. In consideration of the above fact, the airport uses water

for its various purposes without any treatment. However, AAI has a practice of

regular water testing to ensure its quality.

2.8 DISPOSAL OF WASTEWATER

The wastewater generated from sewage and domestic uses is passed through

Septic Tank for reduction of COD and BOD. The outlet of the Septic Tank is

connected to a tank, from where, it is pumped through U/G sewer line into the

Municipal Drainage System.

3.0 SITE ANALYSIS

3.1 LOCATION OF PROJECT

JPNI Airport is located in Paharpur village under Phulwari Sharif tehsil of Patna

district in the state of Bihar.

The airport is spread over an area of 247.16 acres of land. The land of airport

comprise lands of five villages namely Saghanpura, Dhira chak, Paharpur,

Samanpura and Aam kudha. There is a proposal to swap 11.35 Acres AAI land with

State Govt. land in equal areas for which necessary formalities are under way with

State Govt. Out of 11.35 acres land, 5.0 acres is located on the Eastern side of

Terminal building and 6.35 acres is located on the Western side of Terminal

building. In lieu of above mentioned 11.35 acres State Govt. land, AAI will hand over

same area of land situated at Anisabad (Patna).

Danapur Cantonment is located in North-Western direction at a distance of about

6kms and Patna railway station is about 4.5 kms away in North-Eastern direction of

JPNI Airport. River Ganga is located at about 5 kms in Northern direction of the

airport.

The location of existing JPNI airport on Google Map is shown in Figure 1.1.

3.1.1 Co-ordinates of the project The Geo co-ordinates of the JPNI Airport is located at latitude 25035'37" North and

longitude 85005'31" East at an elevation of 52m from mean seal level.

3.2 DETAILS OF ALTERNATE SITE

The choice for selection of alternate site is not open as the proposed new domestic

terminal building and other facilities shall be constructed at existing premises of

JPNI Airport.

3.3 SIZE & MAGNITUDE

The proposed project has been divided into two phases detailed below:

Phase-I

i. Construction of two level New Domestic Terminal Building of size 100m x 95m

with 02 nos. Passenger Boarding Bridge (PBB). Services shall be provided in

the basement.

ii. Shifting of existing State Govt. facilities (Two hangars of size 40m x 41.5m. &

40.5m x 28.5m and one Guest house of size 13.5m x 20m) to the site identified

in coordination with State Authorities. Tentative location of the structures falling

within the land for construction of Terminal building is indicated in the Phase – I

layout plan.

iii. Strengthening and expansion of existing State Govt. apron (Bihar hangar) of

9810 m2 Area for parking of 2 nos. A 320 type of aircrafts along with 3.5m wide

shoulders as per the detailed drawing.

iv. Construction of new Fire station and MT Pool of Cat VII at the location indicated

in the Phase-I layout plan and demolition of the existing fire station and MT

Pool.

v. Construction of Common User Cargo Terminal (CUCT) for 10000 MT annual

capacity having 575 m2 area and demolition of existing cargo sheds.

vi. Construction of Multi Level Car Parking (MLCP) for 1000 cars at the location

indicated in the phase-I layout plan.

vii. Construction of New Technical Block cum Control Tower of 30 m height (subject

to NOC by ATM Dte.) and 4000 m2 area as per the design based on the

requirements of the user Dte. At the location indicated in the Phase-I layout plan

(subject to approval by user Dte.).

viii. Construction of New Admin Block of 1500 m2 area.

ix. Densification of existing colony as per the approved layout. Separate Sow to be

issued for the same.

Following works are also proposed to be carried out under Phase-I in order to relocate the State Govt. Facilities:

(i) Construction of New Flying Club office (Item No. 7 in Layout Plan)

Construction of three storied new Flying Club office of 1500 sqm area with plinth

area of 500 sqm (20m x 25m) as per the approved design including internal and

external electrical works after demolition of existing sheds at the location.

(ii) Demolition of existing Flying Club office (Item No. 6 in Layout Plan).

(iii) Construction of New Flying Club hangar (Item No. 9 in Layout Plan) and

Associated Apron

Construction of hangar of size 40m x 40m having double storied Annexe Building of

888sqm total area with internal and external electrical works along with expansion of

apron by 3330 m2 area matching the existing apron strength as per approved

layout/design.

(iv) Demolition of existing Flying club hangar (Item No. 5 in Layout Plan).

(v) Construction of 2 nos. New State Govt. Hangars (Item No. 10 & 11 in Layout

Plan), VIP lounge & Civil Aviation Deptt. (CAD) Office (Item No. 8 in Layout

Plan)

a. Construction of 2 nos of hangars of size 35m x 40m having double storied

Annexe Building of 768sqm total area with internal and external electrical

works as per approved layout/design.

b. Construction of two storied VIP Lounge cum CAD office having 1000 m2 area and 500 m2 plinth area with lounge at ground floor and office on first floor as per the approved design.

(vi) Demolition of existing State Govt. hangars (2 nos.), CAD office and VIP lounge

(Item No. 1, 2, 3 & 4 in Layout Plan).

(vii) Construction of New State Govt. Hangar (Item No. 12 in Layout Plan) after

relocation of IOC of similar size and specs as mentioned at Para (v) above.

Miscellaneous works: Construction of 6m wide road, Parking area and boundary

wall as per the layout and demolition of existing boundary wall (portion falling in

proposed relocation).

Phase-II

i. Demolition of the existing Terminal building. The building shall remain

operational till Phase-I of the New Terminal Building is operational.

ii. Expansion of New Terminal Building after demolition of the existing terminal

building by 140m to the size of 240m x 95m with provision of 4 nos. PBB and

facilities to cater to non- scheduled international operations. Services shall be

provided in the basement after feasibility study.

iii. Expansion of existing apron by 5550 m2 area for parking of 7 nos. A 320 type of

aircrafts along with 3.5m shoulder as per the detailed drawing.

iv. Construction of Ground Support Equipment (GSE) area of 2000 m2 area at the

location indicated in the Phase-II plan.

4.0 PROPOSED PROJECT 4.1 SCOPE OF WORK FOR CONSTRUCTION OF NEW DOMESTIC

TERMINAL BUILDING A. New Domestic Terminal Building conforming to GRIHA 4 Star Rating:

a. CIVIL WORKS:

(i) Construction of centrally air-conditioned New Domestic Terminal Building

with all modern facilities and amenities as per the layout plan enclosed in

phased manner. The Terminal Building with area of 45600 m2 (excluding

basement area) shall be designed for 2250 Domestic passengers at a time

with the recommended area specifications and to match the level of service

“B” as per IATA recommendations.

The building should be provided with aesthetically appealing & soothing

interior decoration matching with the modern structure. Space planning

should ensure that no dead Space/Area is created in the building.

(ii) Departure area, Arrival area, Security hold area and Concourse area are to

be provided with adequate no. of toilets for gents, ladies and differently-

abled persons along with drinking water facility. Suitable number of ramps

to be provided for entry and exit of differently-abled persons in departure

and arrival areas. Provision of battery operated buggies for senior

citizens/differently-abled persons as per requirement.

(iii) The design of Terminal building should include Media planning, Retail area

planning, F & B plan, etc. Overall planning of Building should capture local

architectural features and it should be part of design features of terminal.

The design should include the required arrangement for its regular

maintenance so as to make it in-built part of execution. Solar power

generation viz. solar lighting, solar roofing system, etc. shall be provided.

Maintenance friendly roofing & building façade system including provision

of regular cleaning with maintenance hoists, hooks, etc. including cat

walk/rope suspended platform/gondola etc. to be provided.

(iv) Departure Area

The Terminal building with provision for departure concourse, check-in area

with adequate number of check-in counters, baggage conveyor belts,

queuing space, segregation railing, back-up offices for Airlines, facilitation

counters, weighing machines, counters etc.

(v) Security Hold area

Security Hold area with adequate seating arrangements and separate

security check & holding area and associated facilities.

(vi) The Passenger frisking area in security hold with adequate space for

locating required number of DFMDs, X-ray machines, frisking platforms,

Creation of Retail and F & B Islands/Shops along the passenger flow to

encourage the generation of non-aeronautical revenue without affecting the

passenger movement.

(viii) Arrival Area / Baggage Claim Area

a. In the ground floor baggage claim area, adequate number of baggage

conveyor belts of adequate size should be provided.

b. Adequate space should be provided in the ground floor for storing of

baggage trolleys, space for storage of mishandled baggage for airlines,

segregation railing and associated passenger amenities.

(ix) Common Concourse Area

Provision for snacks bar counter, travel requisite, Pharmaceutical Shops,

Airlines offices & ticket selling counters, ATM /Bank counters etc., meet and

greet area, first aid room, facilitation counters, caretaker room with store,

Airport Terminal Manager office, Conference Room and other facilities at

suitable locations.

(x) Airport Director’s office with associated office space, staff canteen,

Engineering office, Toilets for staff etc. to be provided in the lower ground

floor.

(xi) Construction of multilevel car park for at least 500 cars and surface parking

for VIP cars and 10 buses, Separate car/scooter park area for AAI and

airlines staff at appropriate location. Multilevel Car Parking should be made

for retailer in car parking area & it should be developed on Built & operate

system and shall include its space planning and model for its operations.

(xii) Development of elevated vehicular road from Terminal Building /Car

parking with canopy covering two lanes in front of the Terminal building on

the city side and connecting the main approach road to the city.

(xiii) Provision of VIP/CIP lounges, with adequate number of chairs, furniture,

furnishings etc. in the departure lounge common concourse, check-in area,

security-hold area and arrival lounge.

(xiv) Provision of water supply pumping arrangement system, Water Filtration

water cooler & R.O/U.V. Filters, Sewage Treatment Plant (STP) & Effluent

Treatment Plant (ETP) as per norms and as per site conditions.

(xv) Horticulture- Landscaping, drainage system, water supply, rain water

harvesting etc.

(xvii) Sub-station, A/C plant room and related service facilities. Provision to be

made for the AC Plant Room vertical through AHU rooms, backup

generators for essential services, etc. in the lower ground floor.

(xviii) Provision of acoustics for effective functioning of PA system.

(xix) Providing city side compound wall depicting local architecture and with

proper gates.

b. ELECTRICAL WORKS: i. Internal and external electrification for Terminal building Complex,

associated buildings, Car Park and roads.

ii. Augmentation of main power supply, Substation Equipment, DG Sets for

Secondary Power supply and associated ancillary buildings.

iii. Central air-conditioning with provision of vertical air-conditioning concept &

BMS.

iv. Provision of conveyor belts with In-line X-ray inspection System and other

equipment at departure area and inclined carousels at Arrival hall.

v. Fire detection, alarm and protection system with Fire Control Room.

vi. Provision of automatic sliding doors at exit & entry points of Terminal

Building.

vii. Escalators & Elevators with matching staircase.

viii. Provision of six Passenger Boarding Bridges (PBB) attached to fixed finger

rotunda for the specified parking stands in Phase-II. PBB equipment is not

part of PMC Consultancy.

ix. Provision of adequate number of Signage’s of world class standard, inside

and outside the Terminal building, car park area & City side approach road

and air side area for guidance of passengers and visitors.

c. AIRPORTS SYSTEMS:

i) Public address system and car calling system.

ii) Surveillance Close Circuit TV system (SCCTV) and provision of adequate

number of close circuit TV monitors, in the Security Control Room, Terminal

Manager Room, APD office etc.

number of Display Devices in departure, arrival and security hold area for

passenger facilitation.

iv) Provision of adequate number of X-ray machines for scanning Registered

Baggage (RB)/ Hand Baggage (HB), including provision of required number

of ETDs, DFMDs & HHMDs, as per BCAS norms.

v) Provision of adequate no. VHF FM Sets (Walkie-Talkie, Base Stations &

Mobile Stations.

vi) Provision of Telephone Exchange / digital EPABX / IP EPABX system for

Terminal building including telephone/intercom instruments, wiring etc.

d. IT SYSTEMS

i) Computer cable data networking.

ii) Passive and Active networking components such as OFC, UTP cabling,

Routers, Core & Access switches and accessories. Provision of Raceways,

cable trays and conducting and cabling.

iii) Server room and adequate space for keeping network switches along with

electrical power points & UPS.

iv) Access Control System as per BCAS requirement.

v) Provision of internet, VPN bandwidth, Wi-Fi system.

e. COMMERCIAL WORKS

i) Provision of CUTE and CUSS Systems.

All the works are to be carried out as per DGCA CAR/ICAO documents.

B) Construction of ATC Tower cum Technical Block and Administrative Block

Presently the ATC Tower, Technical Block and Administrative Offices are also

housed in the Terminal Building. Along with the construction of the New Terminal

5.0 NEED OF THE PROJECT

The need and justification of the proposed project is summarized as under:

The existing domestic terminal building is more than 20 years old and it was

constructed on the basis of data for movement of passengers available during

that period and it does not conform to the latest GRIHA 4 Star rating.

Presently, the movement of air passengers has increased with a rapid growth

and the facilities available in old domestic terminal is unable to serve the

incoming and outgoing passengers in smart way as per requirement and norms.

The increased passenger load due to increase in no. of flights has posed a

congestion in the old terminal building leading to necessity for a new higher

capacity Terminal building.

6.0 ENVIRONMENTAL STATUS Central Pollution Control Board (CPCB) has developed a Comprehensive

Environmental Pollution Index (CEPI). CPCB has done a nation-wide environmental

assessment of Industrial Clusters based on CEPI and 43 such industrial clusters in

16 States having CEPI greater than 70, on a scale of 0 to 100, has been identified

as Critically Polluted Area (CPA).

Fortunately, the entire State of Bihar including Patna does not fall in the list of 43

Critically Polluted Area (CPA) identified by Central Pollution Control Board. Hence,

carrying out developmental work at Patna Airport shall not constitute any statutory

binding related to existing environment in and around Patna Airport.

6.1 WASTE MANAGEMENT & DISPOSAL SYSTEM 6.1.1 Proposed Scheme for Wastewater Treatment

Recently developed art & options shall be utilized for treatment of raw water and

wastewater. Following units have been envisaged for raw water treatment facility:

Similarly, for treatment of wastewater, following treatment facilities have been

envisaged:

c) Biological Treatment (Activated Sludge Process)

6.1.2 Solid Waste

6.1.2.1 Solid Waste Generation

JPNI Airport Patna generates approx. 400 kg/d solid waste in the form of paper,

plastics, polyethylene bags and food waste, etc. Solid waste from the airport is

collected in waste bins.

The solid waste of JPNI airport has been classified as municipal waste as per

Municipal Wastes (Management and Handling) Rules, 2000. Solid waste is collected

in designated waste bins based on their types, placed at the strategic locations.

The solid waste handling and disposal services is outsourced to authorized agency

to ensure disposal of solid waste generated from the existing airport. Solid waste

generated in the aircrafts is also disposed-off at the designated waste collection

points from where it is picked up the garbage bags.

The collected garbage is transported in covered container and is arranged to

dispose-off after segregation of recyclable wastes as per provisions of Municipal

Wastes (Handling & Management) Rule 2000. After collection of garbage, garbage

bins are disinfected every day by sprinkling disinfectant powder by the agency.

Weekly washing of garbage bins is also carried out.

After collection of waste, solid waste management plan is followed as given below:

o Segregation of recyclable and non-recyclable wastes.

o Disposal of recyclable wastes for recycling.

o Composting of biodegradable organic of wastes for captive use

o Disposal of segregated wastes to common municipal waste landfill Site

The above practice with respect to solid waste management shall be extended after

establishment of proposed project.

7.0 EMPLOYMENT GENERATION It is envisaged that the proposed project would generate sufficient employment

opportunity during construction phase. For carrying out construction related

activities, it is envisaged to engage skilled, semi-skilled and unskilled workers from

local area to the maximum extent.

8.0 REHABILITATION & RESETTLEMENT PLAN

The JPNI Airport is spread over an area of about 247.16 acres of land. The total

area of land is under the administrative possession of AAI. The proposed new

constructions shall be carried out at existing premises of JPNI Airport. Hence, any

planning with respect to Rehabilitation & Resettlement is not applicable.

9.0 PROJECT SCHEDULE & COST ESTIMATES

9.1 PROJECT SCHEDULE

The date of start of construction shall be after grant of Environmental Clearance

(EC) from MoEF&CC. The project is scheduled to be completed within 48 months

after issuance of EC.

9.2 PROJECT COST

The cost of the proposed new project as per the scope is estimated at Rs. 72205

Lakh.

10.0 ANALYSIS OF PROPOSAL

The final analysis of proposed may be briefed as under:

a) By construction of new domestic terminal building, AAI shall be able to serve

the incoming and outgoing passengers at JPNI Airport in smart way as per

requirement and norms i.e, GRIHA 4 Star rating.

b) Not only the area around Patna Airport nor the entire state of Bihar has never been identified as “CRITICALLY POLLUTED AREA/ ZONE” by CPCB. Hence, construction of new domestic terminal building along with other

facilities shall not attract any statutory binding.

11.0 CONCLUSION

It may be noted that the proposed project is limited only to development of amenities

and facilities to the passengers as per standard guidelines. The proposed project is

safe from environmental point of view as the same shall not alter any component of

the environment.
