THE CONSTITUTION OF THE POLITICAL SCIENCE SOCIETY,

UNIVERSITY OF THE EAST-MANILA

MISSION

Recognizing the inherent political nature of the society at large, the Political Science Society

commits itself to extending socio-political awareness to a wider audience so that a healthy political

culture may be developed and practiced by not only its members, but by the larger society as well in

order to enjoy the fruits brought about by the Republic's democracy.

Guided by this mission, the Political Science Society resolves not to play with politics and

obscure it further, but to help with its advancement as a foremost duty of everyone to participate in and

to contest with. Ensuring that the common good shall prevail, and equality and justice is met among

each and every one of us.

VISION

To be the leading mechanism in the promotion of socio-political awareness as destined by the

Alma Mater and to be the leading agents of the stimulation of a healthy political culture both in

and out of the University.

PREAMBLE

We, the Political Science majors of the University of the East, united by a common destiny through our

Alma Mater, asserting human rights and justice, liberties and accord, proceeding from commonly

recognized principles of equality and self-determination, of the students. Fostering cordial relationship

among students, faculty and administration. Striving to develop student talents and potential necessary

to secure the well-being and prosperity of the state, invoking its invariable democratic foundations,

before the present and future generations. And being aware of ourselves as part of the world

community, hereby approve and promulgate this Constitution.

ARTICLE I

GENERAL PROVISIONS

SECTION 1. This Organization shall be known as the University of the East - Political Science Society or

UE-PSS

SECTION 2. This Constitution shall serve as the framework for the establishment and administration of

The Political Science Society in accordance with the rules and regulations of the University.

SECTION 3. Political Science Majors shall comprise the Political Science Society and their membership

shall be inalienable subject to limitations set forth by this Constitution such as compliance with the

regular methods and procedures prescribed for membership.

SECTION 4. This Organization shall be open to all other majors who would like to be a member in

accordance to fulfilling the Organization’s Mission and Vision.

SECTION 5. The Political Science Society Officers shall be composed of two chambers: the Executive

Council and the Legislative Assembly.

5.1. The two chambers shall be of co-equal status and as such, shall have no complete dominion

over the other;

5.2. Executive powers shall be vested in the Executive Council;

5.3. Legislative and Budgetary Powers shall be vested in the Legislative Assembly.

SECTION 6. The Political Science Society shall have its own logo.

SECTION 7. The Society will strictly implement and follow the provisions stated in this Constitution any

violators shall be terminated from the Society.

SECTION 8. The commonly recognized principles and norms of the University and the Constitution of the

Philippines shall form its legal system.

ARTICLE II

BILL OF RIGHTS

SECTION 1. The right to freedom of expression and information of the members shall be the supreme

value in the Society. It shall be the duty of the Organization to respect and protect the rights and

liberties of the students.

SECTION 2. The members can freely express their sentiments through their respective batch

representatives.

SECTION 3. The members of The Political Science Society shall exercise direct democracy.

SECTION 4. The right of suffrage, referendum and initiative shall be the direct manifestation of

democracy within the Society.

SECTION 5. Any member of the Society has the right to file impeachment against an officer or officers,

provided it is under the provisions of the law.

SECTION 6. The membership in the Society can be terminated in accordance with the Constitution.

6.1. Political Science Majors shall only be stripped off of their right to suffrage and the right to

be elected;

6.2. Non-Political Science majors shall be terminated entirely.

SECTION 7. Members have the right to gather peacefully and hold meetings.

SECTION 8. Plurality and diversity within the Society shall be respected, be it ideological, regional or

religious.

SECTION 9. The members have the right to form any political parties or movement, provided that it is

according to the Constitution.

SECTION 10. Members shall have the right to participate in the formulation of policies, laws and

activities by both Chambers of the PSS.

ARTICLE III

MEMBERSHIP

SECTION 1. It shall be comprised of bona fide Political Science majors, and membership shall be

inalienable subject to the provision of termination stated in this Constitution.

SECTION 2. Any student that is not a Political Science Major from the University of the East can join the

Society as a supporting member. Supporting members are entitled to their rights as stated in this

constitution except for, the right of suffrage and the right to be elected.

SECTION 3. All students who would like to be a member of the Society shall fill up an application form

and pay a fee that be shall dictated by the Legislative Assembly and subject to the approval of the

Executive Council, which shall form the life blood of the organization.

SECTION 4. All bona fide members shall be entitled to the rights, duties, obligations and privileges in

accordance with the law.

SECTION 5. No discrimination of any form shall be imposed upon a person or group within the

membership of the Society.

SECTION 6. Upon registration, members are to be given an electronic copy of the constitution; a hard

copy of the constitution shall be given upon request.

SECTION 6. Any bona fide political science major of the University has the right to elect or be elected to

the bodies of governance in keeping with the conditions set forth by this Constitution.

SECTION 7. Members of the Political Science Society shall have the right to gather peacefully and to hold

meetings.

SECTION 8. Members of the Political Science Society shall have the right to participate in the activities of

the Society and to propose amendments to the Constitution.

SECTION 9. The basic rights and liberties shall be inalienable and shall belong to everyone from the time

of membership.

ARTICLE IV

ACCOUNTABILITY AND QUALIFICATIONS OF UE-PSS OFFICERS

SECTION 1. Public trust shall be the supreme priority of the officers.

SECTION 2. The officers shall serve their constituents with loyalty, efficiency, integrity and responsibility

and shall be the role model of a good student.

SECTION 3. No officer shall undergo double jeopardy of impeachment proceedings during the course of

his/her term.

SECTION 4. The Executive Council shall have the power to try and decide for any impeachment

proceedings of any officer in the Legislative Assembly, while the Legislative Assembly shall have the

power to try and decide for any impeachment proceedings of any officer in the Executive Council.

SECTION 5. The qualifications for the candidate officers shall be the following:

5.1. No grade of 5.00 or INC in any subject including P.E and NSTP;

5.2. Must carry a minimum load of at least twelve (12) units;

5.3. Bona fide political science major;

5.4. For President, must have at least (1) more year or two semesters remaining;

5.5. Has a clean record in the University. Thus shall submit a good moral and right conduct of

certification upon filing candidacy;

5.6. General Weighted Average is not lower than 2.25 in the previous semester;

5.7. Qualifications shall be satisfied in the immediate semester prior to the election and during

the Officer’s incumbency.

SECTION 6. No person shall hold an elective office of the same position for more than two consecutive

semesters.

SECTION 7. All elected officers shall take oath and assume office at the start of the school year.

SECTION 8. All Officers shall present their grades after the first semester. An Officer garnering the grade

of 5.00 in any subject in the first semester shall automatically be terminated from his/her post.

SECTION 9. Applicants for appointive positions shall fill an application form to be interviewed by a

screening committee constituted by members of both Chambers. Endorsements following the screening

of applicants shall be subject to the concurrence of both Chambers sitting en banc.

SECTION 10. No member of the PSS who has already filed for candidacy in another College-based

Organization or Student Council other than the PSS shall be allowed to run for an elective office in the

PSS

ARTICLE V

THE EXECUTIVE COUNCIL

SECTION 1. The Executive Council shall spearhead the administration of the Society.

SECTION 2. The Executive Council shall be composed of the following officers:

2.1. The President, Vice-President, Rapporteur, Secretary of Interior, Committees and Personnel

Administrator, External Head, Treasurer, Auditor, Public Relations Officer, Chairman of the

Commission on Elections and Information and Technology Consultant.

2.2. The External Head and the Chairman of the Commission on Elections shall head their

respective standing committees, the External Committee and the Commission on Elections

respectively, composed of five (5) members.;

2.3. The Secretary of Interior, Treasurer, Auditor, PRO, and IT Consultant shall be given the

leeway to create accompanying committees for their posts subject to the approval of the

Committees and Personnel Administrator;

2.4. The positions of President, Vice President and Rapporteur shall be the elective positions in

the Executive Council. Other Executive positions shall be filled through appointment by the

Executive Council and the Legislative Assembly sitting en banc.

SECTION 3. All executive powers shall reside with the Executive Council sitting as one body, and as such,

executive decisions and veto shall be subject to a vote of the majority of the members of the Executive

Council.

SECTION 4. If the Executive Council of the Political Science Society resigns or lays down its power, it shall

continue working until the formation of a new Executive Council of the Political Science Society.

SECTION 5. The President shall execute, determine and organize the work of the government in the

Society and shall perform the following duties:

5.1. The President shall be the head of the Organization;

5.2. The President shall represent the Society inside the University;

5.3. The President shall present the situation of the Society for at least twice during his/her

term;

5.4. In all cases when the President of the Political Science Society shall be unable to perform

his/her duties, the Vice-President shall become the President to serve the unexpired term. In all

cases when the President and Vice-President shall be unable to perform their duties, the

Rapporteur or in case of his/her inability, the Speaker of the Legislative assembly shall then act

as President and Vice-President until a successor to both posts have been elected and qualified;

5.5. The power of the President of the Society shall be terminated in the event of his/her

resignation or sustained inability due to health or academic failure.

SECTION 6. The Vice President shall help with the team building, execution and organization of the

Society. Therefore he/she shall perform the following duties:

6.1. The Vice President of the Organization shall succeed as the President of the Organization in

the event of resignation, sustained inability due to health, academic failure or impeachment, to

serve the unexpired term of the President;

6.2. The Vice President shall assist the President in the lawful exercise of the latter’s

administrative functions.

SECTION 7. The Rapporteur shall:

7.1. Head the annual registration of the members of the Organization;

7.2. Keep the minutes of the meeting;

7.3. Prepare and post schedules of the meetings regarding the agenda, place and time of the

meeting;

7.4. Prepare all the official correspondence and disbursements to be signed by the President;

7.5. File and keep all the records of the Society;

7.6. Along with the Public Relations Officer and IT Consultant, devise manners of effectively

transmitting notices of meetings and posting of the minutes of the meeting;

7.7. In the event of resignation, sustained inability due to health, academic failure or

impeachment, be succeeded by any member that shall qualify according to the qualifications set

forth by the Constitution, subject to the approval of the Legislative Council and the Executive

Council sitting en banc;

SECTION 8. The Secretary of Interior shall review the performance of both the Executive Committee and

the Legislative Council and shall thus maintain neutrality and impartiality. The Secretary of Interior shall

also:

8.1. Be impartial at all cost and shall never exercise prejudice and injustice;

8.2. Review and determine the constitutionality of projects, activities and motions proposed and

undertaken by both the Executive Council and Legislative Assembly;

8.3. Receive Year End and Semester End Reports from the Rapporteur of the Executive Council

the Scribe of the Legislative Assembly that along with his/her observations shall form the

backbone of his/her reviews of the officers’ performance;

8.4. Hear impeachment complaints and move them up to the respective Chambers of the PSS

that shall try the case;

8.5. Determine whether or not there has been a grave abuse of discretion amounting to lack or

excess of jurisdiction in any chamber or instrumentality of the Society;

8.6. Resolve complaints on violation of Constitutional rights of members.

SECTION 9. The Committees and Personnel Administrator shall:

9.1. Staff and supervise all committees (both standing and ad hoc) and personnel in carrying

out their respective assignments;

9.2. Execute, promote and facilitate the events planned by the Officers for the school year;

9.3. Review and/or approve proposals pertinent to the creation of committees or positions;

9.4. Ensure that programs being carried out by the body are still in-line with the General Plan of

Action adopted by the PSS Officers.

SECTION 10. The External Head shall:

10.1. Along with his/her committee, represent, organize and promote the Society in inter-school

or inter-institutional affairs;

10.2. Transmit to the Executive Council and Legislative Assembly news concerning the External

Affairs of the Organization;

10.3. Take the lead in sharing the information derived from the interaction with our

contemporary organizations to the members of the Society;

10.4. Ensure the PSS' entry or re-entry into organizations outside of the University.

SECTION 11. The Treasurer shall hold all the funds of the Society and shall be audited by the Auditor.

The Treasurer shall also be responsible for releasing the financial reports of the Political Science Society.

The treasurer and the Auditor shall also express their opinion on matters pertaining to the finances of

the PSS:

11.1. In the event of resignation, sustained inability due to health, academic failure or

impeachment, the position of Treasurer vis a vis Auditor shall be rationalized into each other's

post;

11.2. In this event, the necessary checks to the Treasurer shall be carried out by the Secretary

of Interior.

SECTION 12. The Public Relations Officer (PRO), and its committee if any shall be created, shall:

12.1. Be the liaison for the dissemination of information to the members, promotion of all

events and shall be the bridge of the people to the officers;

12.2. Provide a check to the dissemination of information transmitted by the year level

representatives;

12.3. Represent the Organization and establish linkages to organizations, groups or entities

outside the University;

12.4. Secure logistics for the Organization;

12.5. Maintain and supervise the Society's Bulletin Board.

SECTION 13. The Chairman of the Commission of Elections shall:

13.1. Lead the oath taking of Political Science Society Officers;

13.2. Receive and record submissions of certificates of candidacy;

13.3. Announce the respective winners of elective positions in the PSS.

SECTION 14. The Information and Technology Consultant shall:

14.1. Facilitate and run the online groups and pages maintained by Political Science Society;

14.2. Prepare and furnish all technical and technological aspects of tasks being carried out by

the Officers;

14.3. Keep all electronic formats or data used by the Political Science Society Officers.

14.4. Stimulate discourse, debate and discussion among Political Science majors across all

available media and platform.

ARTICLE VI

THE LEGISLATIVE ASSEMBLY

SECTION 1. The Legislative Assembly shall be the representative and law-making body of The Political

Science Society.

SECTION 2. Per its budgetary powers, the Legislative Assembly shall:

2.1. Prescribe the annual membership fee;

2.2. Set budgets for the Organization;

2.3. Review and approve budget proposals submitted by the Treasurer or any officer of the PSS.

SECTION 3. The Legislative Assembly shall be unicameral.

SECTION 4. Two representatives from each year level shall form the Assembly.

SECTION 5. In the event that Freshmen Political Science majors are divided into more than two bloc

sections in their first semester in the University, representatives from each section shall be appointed by

the Speaker of the Legislative Assembly with the concurrence from two-thirds of the Legislative

Assembly and the Executive Assembly deciding en banc.

5.1. Should the bloc sections' population of Political Science majors exceed twenty five (25), two

representatives shall be appointed for each bloc sections.

5.2. The same shall apply to other year levels should each year level be divided into more than

two bloc sections.

SECTION 6. The Legislative Assembly shall hold its first session two weeks after its election.

SECTION 7. No officer shall concurrently be a representative of the Legislative Assembly and a member

of the Executive Council.

SECTION 8. From the start of the first week of the new Legislative Assembly, the powers of the previous

Legislative Assembly shall cease.

SECTION 9. Resolutions and any legal actions entered into by the Legislative Assembly shall be first

approved by the majority of all its members.

SECTION 10. The Legislative Assembly shall elect among its members the Speaker, Deputy Speaker and

Scribe.

SECTION 11. The Speaker of the Legislative Assembly shall preside over sessions and supervise the

internal rules of the Chamber. The Chamber shall adopt its own rules and solve questions of internal

organization and work, subject to the provisions stipulated in the Constitution.

SECTION 12. The Deputy Speaker shall:

12.1. Succeed as the Speaker of the Chamber in the event of resignation, sustained inability due

to health, academic failure or impeachment, to serve the unexpired of the Speaker.

12.2. Assist the Speaker in the lawful exercise of the latter’s administrative functions.

SECTION 13. The Scribe shall hold secretarial duties and responsibilities for the Legislative Assembly.

SECTION 12. A constitutional law shall be considered adopted, if it had been approved by a majority of

the members of the Political Science Society. The adopted constitutional law shall have to be signed by

the President of the Executive Council and the Speaker of the Legislative Assembly and published within

fourteen (14) days.

ARTICLE VII

MEETINGS

SECTION 1. Officers of the Organization shall meet at least once a week

SECTION 2. Meetings can be held by Separate Chambers or En Banc.

2.1. The President of the Executive Council shall head an Executive Council Meeting.

2.2. The Speaker of the Legislative Assembly shall take charge of a Legislative Assembly Meeting.

2.3. The President of the Executive Council shall preside over an En Banc Meeting.

SECTION 3. In an Executive Council Meeting, the Quorum shall be composed of:

3.1. At least fifty percent (50%) of all the members of the Executive Council composed of only

the heads of the Council;

3.2. Committees, represented by their Chair shall vote en bloc;

a. Should a Committee Head be absent from the meeting, a member of the Committee

shall serve as proxy as decided upon by the Chairman of the Committee through an

advance notice to the Rapporteur or by the members of the Committee itself deciding

en bloc

3.3. In the event of the President's absence from the meeting

a. The Chairmanship shall be filled by the Vice President.

b. In the Vice President's absence, the Secretary of Interior assumes Chairmanship of the

meeting.

c. In the absence of the Secretary of Interior, the Committees and Personnel Administrator

shall preside.

SECTION 4. In a Legislative Assembly Meeting, the Quorum shall be composed of:

4.1. At least fifty percent (50%) of all the members of the Executive Council or at least one (1)

representative from each batch.

4.2. In the event of the Speaker's absence from the meeting, the Chairmanship shall be filled by

the Deputy Speaker.

SECTION 5. In an En Banc Session, the Quorum shall be composed of:

5.1. At least fifty percent (50%) of the members of the Legislative Assembly and at least fifty

(50%) percent of the Executive Council.

5.2. In the absence of the President of the Executive Council,

a. The Speaker of the Legislative Council shall fill the Chairmanship of the Quorum

b. In the absence of the Speaker, the Deputy Speaker or the Vice President shall preside

over the meeting as decided by a vote of the body sitting En Banc.

SECTION 6. Special meetings maybe called upon at any time by the President of the Executive Council

upon the written request of at least one fifth (1/5) of bona fide members of the Organization to be

submitted to the Rapporteur of the Executive Council.

SECTION 7. Staff meetings or meetings held by any Chamber of the PSS shall be open to members of the

PSS; their attendance however, shall not be counted as part of the quorum.

7.1. Members shall be given the right to comment and suggest on the matter being discussed

during the meeting;

7.2. To accommodate any comment or suggestion posed by any PSS Member, the comment or

suggestion shall have to be raised by any member of both Chambers of the PSS with due respect

to the author of the comment or suggestion.

SECTION 8. The General Assembly of the Political Science Society shall be held once in a semester, the

date shall be determined by the Executive Council and Legislative Assembly sitting en banc.

ARTICLE VIII

EXTERNAL COMMITTEE

SECTION 1. The External Committee shall be composed of five (5) members headed by the External

Head and consisting of four (4) Ambassadors.

SECTION 2. Duties of the External Committee:

2.1. Represent the Society and serve as its liaison among its contemporary organizations outside

the University;

2.2. Train the members of the Society to be more competitive, articulate, and knowledgeable in

dealing with a complex society;

2.3. Provide activities that will encourage the members of the Society to participate in

immersions such as trainings, workshops and seminars;

2.4. Encourage dialogue and discourse among members of the Society and their counterparts

outside the University by providing avenues such as seminars and forums.

SECTION 3. The Ambassadors shall be the foremost representative of the Political Science Society should

there be invitation from another organization inside or outside the University in case of seminars or

conferences. They shall also be the permanent representatives of the Political Science Society should it

affiliate or join an organization outside UE.

SECTION 4. The Ambassadors shall be composed of four (4) members, endorsed by the External Head to

the Committees and Personnel Administrator and subject to the concurrence of the officers sitting en

banc.

4.1. Officers from both chambers may be appointed to the position of Ambassador, subject to

the concurrence of both Chambers sitting en banc.

ARTICLE IX

COMMISSION ON ELECTIONS

SECTION 1. The Commission on Elections shall be composed of five (5) members, headed by the

Chairman of the Commission on Elections and four (4) commissioners, to be appointed by both

chambers sitting en banc, with exclusive jurisdiction over the facilitation of all electoral procedures and

other matters pertaining to the election of the Organization.

SECTION 2. Date of Election. The election shall be held one week immediately after the midterm exam;

on the month of February from the opening of the 2nd Semester of each school year unless the

Commission on Elections postpones the elections for any serious causes.

SECTION 3. Election and Campaign Period. The election period shall be set by the Commission on

Elections. The campaign period shall not be more than five (5) consecutive days immediately before the

elections, excluding the day before and the day of the election.

SECTION 4. Powers and duties of the COMELEC.

4.1. Enforce and administer all laws and regulations relative to the conduct of election, initiative,

recall, and referendum;

4.2. Exercise exclusive jurisdiction over all contests relating to the election;

4.3. Decide all questions affecting the election and shall render final and acceptable decision;

4.4. Register all political parties that shall participate in the elections;

4.5. Ensure that the following requirements are compiled by the candidates:

a. Certificate of Candidacy .

b. Certificate of Good Moral Character from the Students Affairs Office and the College

of Arts and Sciences.

c. Two (2) copies of latest 2x2 pictures.

d. Registration Form

e. IBM Card of the semester immediately preceding the date of the election.

SECTION 5. Campaign and Election Propaganda.

5.1. Election and campaign propaganda shall consist of:

a. Forming organizations, clubs or other group of persons for the purpose of soliciting

votes for a candidate.

b. Making speeches and announcements for the candidate.

c. Printing, publishing and distributing campaign material.

SECTION 6. Time for Election Campaign. Campaign activities shall be done only during the assigned

period by the Commission on Elections.

SECTION 7. Lawful Election Propaganda.

7.1. The following shall be considered lawful election propaganda:

a. Leaflets

b. Cards

c. Stickers

d. Online advertisement

e. Other written or printed material

ARTICLE X

EXPULSION OF MEMBERS, IMPEACHMENT AND DISCIPLINARY MEASURES FOR OFFICERS

SECTION 1. Any member may be expelled for cause upon the recommendation of any other member by

a two-thirds (2/3) vote of the members of the Organization present at the meeting for the purpose,

provided the member concerned has been notified of his/her proposed expulsion and that, he/she has

been given the opportunity to be heard in his/her defense.

SECTION 2. Any officer of the Organization shall may be impeached for a cause upon the

recommendation of the Secretary of Interior and approval of such recommendation by a two-thirds

(2/3) vote of the members of the Organization present at the meeting for the purpose provided that the

officer concerned has been notified of his/her proposed impeachment that he/she has been given the

opportunity to be heard in his/her defense.

SECTION 3. The Impeachment Court.

3.1. Members of the Legislative Assembly shall be tried by members of the Executive Council

with the President presiding over the impeachment;

3.2. Members of the Legislative Assembly shall be tried by members of the Legislative Council

with the Speaker presiding over the impeachment;

3.3. The Secretary of Interior, practicing impartiality, shall serve as prosecutor.

SECTION 4. Grounds for Impeachment.

4.1. Culpable violation of the Constitution.

4.2. Gross negligence of duty.

4.3. Abuse of power.

4.4. Graft and Corruption.

4.5. Absenteeism.

SECTION 5. Any member shall be expelled subject to the provisions of Section 1 of the standing rules on

the following grounds:

5.1. Culpable violation of the Constitution;

5.2. Any and all forms of Bullying;

5.3. Using the name of the Organization for personal interest or pecuniary benefit.

SECTION 6. Impeached and/or expelled members of the Political Science Society shall be prohibited to

exercise their right to suffrage and their right to be elected from the current semester he/she was

impeached or expelled in up to the next school year.

SECTION 7. Should an Officer of any Chamber of the PSS be found to be liable of an offense not subject

for impeachment, but is nonetheless a conduct unbecoming of an officer, the Officer in question shall be

sanctioned by the respective Chamber they belong to.

7.1. In the event that the sanction to an Officer is put to a vote, the Officer in question shall be

prohibited from voting upon his/her sanction.

ARTICLE XI

AMMENDMENTS OR REVISIONS

SECTION 1. Any revisions or amendments to this Constitution may be proposed by two-thirds (2/3) vote

of all bona fide members present in a meeting.

SECTION 2. Revisions or amendments to this Constitution shall be filed anytime to the Rapporteur, in

the absence thereof, to the officers of the Society within the period of incumbency by any bona fide

members of the Society.

SECTION 3. Upon receiving the proposed revision or amendments, the Constitutional Committee shall

review the proposed amendments or revisions to the Constitution.

SECTION 4. The Constitutional Commission. The Constitutional Commission shall be composed of the

following:

4.1. Secretary of Interior, External Head and two other member of the Executive Council

appointed by a vote among the members of the Executive Council;

4.2. Four members of the Legislative Assembly

ARTICLE XII

CONCLUDING AND TRANSITIONAL PROVISIONS

SECTION 1. The Constitution of the Political Science Society shall come into force from the day it is

adopted by a majority of the all members present in a General Assembly.

SECTION 2. Officers of the Political Science Society, elected in accordance with the Constitution, from

the day the Constitution takes effect, shall exercise the powers set forth by this Constitution until the

end of the term which he was elected.

SECTION 3. The Chambers of the Political Science Society shall hold its first session en banc two weeks

after the election.

SECTION 4. The Adviser of the Political Science Society shall be nominated and deliberated upon by both

Chambers sitting en banc at the start of the academic year.

BY LAWS

I. MEMBERSHIP

1. Regular members shall be admitted to the Organization upon the fulfilment of the following

requirements:

a. Have recently enrolled

b. Submission of accomplished forms of membership to the Rapporteur of the

Organization

a. Payment of the annual membership fee and the amount which shall be determined by

the Legislative Assembly subject to the approval of the Executive Council.

b. Presentation of the photocopy of the registration card and other requirements as may

be deemed necessary

2. All members of the Organization shall be obliged to bear the logo card.

II. ELECTION

1. The Executive Officers shall be elected at large by the regular members thereof;

2. Year Level Representatives shall be elected by the respective students of their year level;

3. Elections shall be held one week immediately after the midterm examinations on the month

of February from the opening of the 2nd semester of each school year unless the Commission

on Elections postpones the election for serious causes.

4. No member of the PSS who has already filed for candidacy in another College Based

Organization or Student Council other than the PSS shall be allowed to run for an elective office

in the PSS.

III. BULLETIN BOARD AND WEB PAGES

1. At least two (2) weeks before the start of the enrolment for the first semester of the

academic year, a provisional design must have been furnished reflecting the changes and

transition between the outgoing and incoming administration.

2. The final design for the bulletin board must be effected at least a week before the start of the

University’s recruitment drive.

3. Administration of the web pages run and maintained by the Political Science Society shall be

the responsibility of the Information and Technology Consultant. Should the incumbent

Information and Technology Consultant be removed or resigns or has reached the lapse of

his/her term, the Administration shall pass to the new Information and Technology Consultant

and the powers of the previous Information and Technology Consultant shall cease.

4. The Information and Technology Consultant shall have the prerogative to change the

password of web pages ran and maintained by the Political Science Society.

5. A web page devoted to alumni of the Political Science Society shall be run and maintained by

the Political Science Society.

IV. TEAM BUILDING

1. A Team Building activity shall be held by the Political Science Society at least once a year, the

date, time and venue determined by both chambers deciding en banc.

STANDING RULES

1. In case of the vacancy of the post of President and Vice President in the Executive Council, a special

election shall be conducted to fill up such vacancies. The same shall apply for any two vacancies in Year

Level Representation.

2. In case of the resignation of the President, he/she shall personally submit to the Legislative Assembly

his/her resignation letter emphasizing the cause of such act. The Legislative Assembly shall review the

said causes and render judgment accordingly, subject to the review of the Secretary of Interior.

3. In case of the resignation of a representative, the Legislative Assembly shall decide the case and

submit in written form to the Executive Council for concurrence.

4. An impeached officer and so as an expelled member of the Organization is disqualified from holding

any position.

DEFINITIONS

“Chambers” refers to the Executive Council and the Legislative Assembly

“En Banc” refers to a session in which the Executive Council and the Legislative Assembly are

convened as one body and presided over by the President of the Executive Council

“En Bloc” refers to a Committee, whether standing or ad hoc, that votes as a group

“Meeting” may refer to:

o Executive Council Session

o Legislative Assembly Session

o En Banc Session

o General Assembly of the Political Science Society

“Organization” and “Society” refers to the Political Science Society

“University” refers to the University of the East
