    The United States of America, as amended

    We the people, serving our fellow man, hereby establish the

    Constitution for the Automobile Association for The United

    States of America. Desiring to achieve the ends and fulfill the

    purposes of equality and freedom for all people and their claims to

    property, the Constitution is hereby established as an International

    Association.

    ARTICLE I NAME AND OBJECTIVES

    Section 1. The name of the Association shall be the Automobile

    Association for The United States of America (AA) hereinafter

    referred to as the Association.

    Section 2. Objectives: The objectives of the Association shall be:

    (A) To ensure equality and freedom for all people through honest

    property claims.

    (B) Economic and Agricultural Independence.

    (C) International Disaster Relief

    (F) To advocate for the improvement of the professional and

    dignified conditions of the membership.

    (G) To engage in such other activities as may be deemed necessary

    and proper to further the objectives of the Association, within the

    limitations prescribed by the Articles of Confederation as amended

    May 19th, 2012 of The United States of America and all applicable

    laws, statutes, regulations, rules, and Articles of professional

    behavior.

    ARTICLE II MEMBERSHIP

    Section 1. Eligibility

    (A) Active Membership.

    Executive Members will have an oath or affirmation to The United

    States of America. An Executive member will have a working

    knowledge of the differences between the common law within a

    Nation and the civil law within a Democratic government. A member

    will have a working knowledge of International law and the Law of

    Nations and the differences between Commercial Activity, use of the

    Public Highways as a matter of right, and International Travel.

    Executive members shall have a competent knowledge of the basic

    International Traffic Rules and shall be competent while in controlof an Automobile within The United States of America, as

    determined by the original Judiciary, being the General Post Master

    Council for The United States of America, by virtue of their

    membership in the Association.

    Oath or Affirmation for active members:

    Declaration and Affirmation of National for The United States of

    AmericaI, _________________________________, and promise to be without fear

    in the face of The United States of Americas enemies, foreign or

    from within The United States of America. I will be brave and

    upright and do all righteous rulings, that Yahweh may love me. I

    promise to follow and uphold these three simple rules:

    1: Love my neighbor as myself,

    2: Do unto others as I would have them do unto me, and

    3: I will seek first the reign of the heavens with all of my heart, mind

    and soul, and

    Furthermore, I will safeguard the helpless and ignorant and teach

    them to stand on their own. I speak these words in the name of

    Yahweh, not in conflict with his testimony Yahshua, and before my

    neighbors, so that I shall have standing among all other Nations

    and States, The United States of America or otherwise. All these

    words I speak, I promise, and

    So solemnly affirmed, declared and promised on the three hundred

    and sixty first day, in the year of Yahweh, six thousand and

    fourteen, translation 15th day of March, two thousand and twelve

    Further Oath and Affirmation of Office:

    "I, ________, do solemnly swear (or affirm) that I will uphold

    justice without respect to persons, and do equal right to thepoor and to the rich, and that I will faithfully and impartially

    discharge and perform all the duties incumbent upon me as

    Executive Member of the Automobile Association for The

    United States of America under the Articles of Confederation,

    as amended May 19th, 2012 and laws of The United States of

    America. So help me Yahweh, (God)."

    (B) Associate Membership as organizations.

    Members endorsing the Associations objectives but not qualifying

    for Executive membership may become associate members and

    shall be entitled to annual and special reports and newsletters

    published by the Association. Associate members may attend

    meetings of the membership and the Executive Committee, but do

    not have the right to vote or hold office. An Associate member must

    have a RESIDENT DECLARATION as a RESIDENT of The United

    States of America.

    Section 2. Termination of Membership: Membership in thisAssociation shall be terminated for any of the following causes:

    (A) By two-thirds vote of the Executive membership, upon

    recommendation of the Executive Committee for violating the

    Criminal laws of The United States of America.

    ARTICLE III GENERAL MEMBERSHIP

    Section 1. Government: The Association shall be governed by

    majority vote of the active members voting and the General Post

    Master Council for The United States of America shall be the forum

    for peaceful settlement of disputes.

    (A) General membership meetings shall be held annually, at a time

    and place determined by the Executive Committee.

    (B) Special meetings of the membership may be called by thePresident or by majority vote of the Executive Committee.

    (C) At least ten days notice shall be given general membership of

    special meetings.

    (D) A quorum at any general or special meeting shall consist of ten

    active members.

    The oath or affirmation for general membership, if absent an oath

    or affirmation to any other Independent State or to The United

    States of America:

    poor and to the rich, and that I will faithfully and impartially

    Member of the Automobile Association for The United States of

    America under the Article of Confederation as amended May

    19th 2012 and laws of The United States of America.

    Furthermore, I affirm that I am not a member of theCommunist Party nor a Masonic Lodge, So help me

    Yahweh(God)."

    And shall further enjoy XXX status:

    Part D Codes for persons without a defined nationality

    *XXA Stateless person, as defined in Article 1 of the 1954

    Convention Relating to the Status of Stateless Persons.

    *XXB Refugee, as defined in Article 1 of the 1951 Convention

    Relating to the Status of Refugees as amended by the 1967

    Protocol.

    *XXC Refugee, other than as defined under the code XXB above.

    *XXX Person of unspecified nationality, for whom the issuing

    State does not consider it necessary to specify any of the codes

    XXA, XXB or XXC above, whatever that persons status may be.

    This category may include a person who is neither stateless nor a

    refugee but who is of unknown nationality and legally residing in

    the State of issue.

    ARTICLE IV EXECUTIVE COMMITTEE

    Section 1. Composition: The Executive Committee shall consist of

    the elected officers of the Association, past Presidents who remain

    members of the Association. The Executive Committee shall beelected by majority vote at the annual membership meeting by the

    general members.

    Section 2. Term of Office Non-Officer: Members of the Executive

    Committee shall each serve for a term of two years. Two members

    shall be elected on even numbered years and three members shall

    be elected on odd numbered years.

    Section 3. Replacement of Members: Whenever any member of the

    Executive Committee vacates their office, the remaining membersshall, by majority vote, appoint a substitute for the remainder of the

    term.

    Section 4. General Administration: The administration of the affairs

    of the Association shall be vested in the Executive Committee,

    which shall carry out any and all authorized recommendations and

    instructions emanating from the general membership in assembly.

    The Executive Committee shall abide by all laws enacted by the

    assembly of the people and by the United States, in Congressassembled. The people in assembly and the general membership

    shall be considered one in the same.

    Section 5. Meetings: The Executive Committee shall meet quarterly,

    at times and places to be specified by the President. Special

    meetings may be called by the President or by a majority vote of the

    Executive Committee, at any time, upon reasonable notice to all

    members of the Committee. A majority of the Executive Committeeshall constitute a quorum for the transaction of business.

    ARTICLE V OFFICERS

    Section 1. General

    (A) The officers of this Association shall be the President, President-

    Elect, Vice-President, Secretary, and Treasurer. Officers must be

    active members of the Association in good standing.

    (B) Where no candidate for an office has received a majority of the

    first ballot in any election, a further election shall be held between

    the two candidates with the highest number of votes.

    (C) The President shall not serve two successive terms in such

    capacity.

    Section 2. Election

    (A) The officers, other than President and President-Elect shall be

    elected each year by a majority vote of the active members voting,

    and shall be installed to take office at the conclusion of the meeting.These officers shall hold office for one year.

    (B) The President shall each hold office for a term of two years,

    running concurrently with one another. These officers shall be

    elected every second year by a majority vote of the active members

    voting, and shall be installed to take office at the conclusion of the

    meeting. Election of President and Vice President will be held in

    even numbered years.

    Section 3. Duties of the President

    (A) The President shall be the executive officer of the Association

    and shall preside at all meetings of the Association. The President

    may call meetings of the Executive Committee and all regular and

    special committees. The President shall appoint all committees

    except the nominating committee.

    (B) In the event that any officer, committee chairman, or member ofthe Executive Committee is unable to serve, the President shall

    appoint a replacement, with the approval of a majority of the

    Executive Committee. The replacement shall serve until a successor

    is duly elected. In case of the resignation or death of the President,

    the Vice-President shall automatically become President for the

    unexpired term.

    (C) The President shall render an annual report to the general

    membership and may submit such recommendations as he or shedeems necessary.

    Section 4. Duties of the President-Elect

    (A) The President-Elect shall be the next succeeding President of the

    Association.

    (B) In the event the President is unable to perform the duties of the

    office, the President- Elect shall preside and perform the duties of

    the President.

    (C) The President-Elect shall also perform such duties as areassigned by the President or the Executive Committee, and shall act

    for the President at the Presidents request.

    Section 5. Duties of the Vice President

    (A) The Vice President shall serve as an active member of the

    Executive Committee.

    (B) In the event the President and President-Elect are unable to

    perform the duties of the office of President, the Vice President shall

    preside and perform the duties of the President.

    Section 6. Duties of the Secretary

    (A) The Secretary shall keep minutes of meetings of the Association

    and of the Executive Committee.

    (B) The Secretary shall assist the Treasurer as necessary with

    regard to maintaining a current roster of members in goodstanding.

    (C) The Secretary shall prepare and issue correspondence at the

    request of the President.

    Section 7. Duties of the Treasurer

    (A) The Treasurer shall be responsible for the collection of donations

    for the Association. He or She shall establish a bank account or

    accounts in the name of the Association and shall be responsible

    for paying all bills and expenses of the Association. The Treasurer

    shall submit to the President and to the Executive Committee

    regular statements of the condition of the treasury and shall be

    responsible for keeping the accounts and books of the Association.

    The Treasurer shall account to the general membership annually,

    and shall render a statement of the financial condition of the

    Association at such other times as may be requested by the

    President or Executive Committee.

    (B) The Treasurer shall maintain a current list of the members ingood standing and shall maintain a record available to the

    Executive Committee of the name and address of any member who

    is delinquent in donations. The Treasurer shall also issue to any

    delinquent member the notice of delinquency and shall remit a copy

    of said notice to the Secretary.

    Section 8. Joint Duties of the Officers

    (A) Checks on the account of the Association may be issued by theTreasurer and the President together, however, not separately.

    (B) Upon direction of the President, the Secretary shall strike from

    the membership roles any member whom the Treasurer certifies to

    have been delinquent in donations for a period of more than one

    hundred twenty days.

    ARTICLE VI AMENDMENTS: The Constitution and Bylaws may be

    amended at an assembly meeting of the people by a vote of twothirds of those present and not present. No amendments shall have

    any validity until all assembly members have voted.

    ARTICLE VII STANDING COMMITTEES

    Section 1. Identity of Standing Committees

    (A) Permanent standing committees of the Association shall be

    established subsequent to the annual membership meeting.

    Section 2. General Committee Functions

    (A) All committees shall be appointed by the President with the

    consent of the Executive Committee.

    (B) The standing committees shall report to the President and the

    Executive Committee and to the general membership.

    (C) The President and President-Elect shall be ex-officio members of

    all committees.

    (D) Committees shall meet upon the call of their respective

    chairpersons or upon the request of the President.

    (E) The various standing committees shall have such duties as may

    be assigned to them from time to time by the President or by the

    Executive Committee.

    ARTICLE VIII PROCEDURE

    Section I- All proceedings

    A: Executive meetings and meetings of the assembly shall be

    conducted pursuant to common law.

    THE UNIVERSAL CHARTER OF THE AUTOMOBILE ASSOCIATION

    FOR THE UNITED STATES OF AMERICA WITHIN THE SPHERE OF

    THE REIGN OF THE HEAVENS

    BYLAWS OF THE ASSOCIATION

    ARTICLE I

    1. The Automobile Association for The United States of America is

    hereby established.

    2. The seat of the Association is in The United States of America

    established by the Post Master General for The United States of

    America.

    ARTICLE II

    Section I:

    Rules and Regulations for the Automobile Association for The

    United States of America:

    A: When a RESIDENT of The United States of America is traveling

    on the common ways or Public Highways, a driving permit is not

    required in accordance with Article IV of The Articles of

    Confederation, and Article VI of the Articles of Confederation, as

    amended May 19th, 2012.

    Footnote: The General Post Master Council for The United States of

    America has determined that private activity such as errands,

    shopping, visiting family members, recreation, hunting and fishing,

    boating, camping, exercising customs and traditions such as

    Thanks Giving and Christmas or other Religious Holidays, family

    emergencies, visiting friends, private trading, assembly meetings,

    political meetings, Sporting Events, Public Park Cookouts and

    gatherings, forging for food are not Commercial Activities within the

    meaning of the convention on Road Traffic, 1968.

    B: An International Driving Permit is required when engaged in

    Commercial Activities such as Shipping, Transporting passengers or

    goods for hire, Commercial Trucking hauling products and goods

    for hire.

    C: A Driving Permit is required for the certification of the ability to

    operate a Commercial Vehicle if an International Driving Permit is

    requested from this Association. The applicant must be at least 21

    years and properly trained in driving Commercial Trucks.

    D: If a RESIDENT, affirmed American National or a reign Citizen

    and National within the sphere of the reign of the heavens uses the

    common-ways within the jurisdiction of The United States of

    America, the traveler must show Economic Responsibility in the

    case of an accident in the form of a bond, International Insurance

    policy or reasonable amount of personal funds in escrow for that

    particular purpose within the Bank of the General Post Exchange.

    E: In the case of Traffic Sign infractions, all travelers of The UnitedStates of America shall be regulated in the Driving Permit Point

    System or in the case of forfeiting the Driving Permit, thereby

    forfeiting the protection of the Trust as surety for the traveler. The

    United States of America shall try the traveler for disturbing the

    peace, and endangering the Public in a NON SEC, NON UCC

    COURT within The United States of America, if in fact there is an

    injured party.

    F: The qualifications of a RESIDENT must have a RESIDENTDECLARATION for The United States of America, and must be of

    the age of majority, (over 18 years). Furthermore, the RESIDENT

    DECLARATION must also be accompanied with the intent of

    declaring exile from the districts and proclaiming the existence of

    The United States of America and the reign of the heavens

    otherwise the RESIDENT DECLARATION is forfeited. However, a

    National for The United States of America, under oath or affirmation

    is considered as fulfilling the terms of this rule.

    G: Post RESIDENT DECLARATION, any property claim shall be

    registered with the Association to show intent to support the

    Association and its purpose.

    H: Post RESIDENT DECLARATION, if a driving permit is requested

    from the AA, the state Drivers License must be turned into the AA

    for proper recording within the foreign DMV of the issuing state,

    otherwise, if the Driving Permit is forfeited, a certificate of indemnityshall be issued by the RESIDENT of The United States of America to

    both jurisdictions holding both jurisdictions harmless of any

    liability that may arise by the RESIDENT of The United States of

    America.

    ARTICLE III

    Section I- Delegation of Authority:

    The Automobile Association for The United States of America, on

    behalf of the general post office for The United States of America

    shall have the authority to issue Official Government Identification,

    Driving Permits in the form of an Official Travel Document, Passport

    Cards, National Identification, Passports, and International Official

    Travel Documents for RESIDENTS, (non-Nationals), and

    International Driving Permits for Commercial use which is valid in

    other contracting States and Countries with The United States of

    America. In regard to Automobile or Motor Vehicle plates, the AA

    shall have the authority to outsource or issue from the AA that dutyand responsibility. The AA database shall have the authority to

    interface with other databases if so required to avoid the liability of

    International Incidents.

    ARTICLE IV

    Section I-Regulations for issuing credentials:

    A: Official Government Identification is only issued to affirmedGeneral Post Masters and other Government office holders within

    The United States of America and the reign of the heavens.

    B: Driving Permits in the form of Official Travel Documents shall be

    issued to RESIDENTS or Nationals under oath or affirmation for

    The United States of America or Citizens and Nationals for the reign

    of the heavens.

    C: Passports, Passport Cards and International Official TravelDocuments are available to RESIDENTS that are also non-

    Nationals. However, the credentials shall expire within three years

    and cannot be re-issued in accordance with rule #6 unless the

    terms and conditions of rule #6 are met and confirmed by the

    registrar of The United States of America.

    D: National Identification is a form of a State ID. The National

    Identification will be accompanied with an oath or affirmation to

    The United States of America as a National Identity only.

    E: International Driving Permit must be accompanied with a DrivingPermit and is the responsibility of the AA to confirm by declaration

    that the applicant has been operating an Automobile or Motor

    Vehicle within another jurisdiction for at least three years and has

    met the qualifications of some sort of Commercial Truck Driving

    course certified by a competent and qualified organization. The

    competent and qualified organization can either be administered by

    the AA or outsourced by International Contract.

    F: Any and all property claims will also serve as a registration forthe Automobile or Motor Vehicle and will expire within ten years or

    can also serve as a Bill of Sale document for Transfer of Title of the

    Automobile or Motor Vehicle. Renewal will be in the form of a value

    declaration. In accordance with the Universal World Peace Treaty,

    the Treasury for The United States of America is authorized to keep

    a record of the value declaration for re-sale value; however, the

    Treasury for The United States of America cannot claim the value

    declaration as belonging to the office for the Treasury for The UnitedStates of America. The value declaration renewal is a service for the

    people for The United States of America and not collateral for the

    Treasury for The United States of America.

    ARTICLE V

    Section I- Property Claims

    A: All property claims shall commence after a trustee has been

    voted in by the family members or beneficiaries.

    B: All private trust orders shall be enforced by any agent rendering

    trust services within the Association.

    C: All agents/trustees shall register with the Executive Committee

    as performing trust services for active members and shall be

    entitled to compensation for trust services as agent for the

    particular independent holding trust within the ROH trust.

    D: All forms of private property claims shall be determined by the

    beneficiaries of the independent holding trust within the ROH trust.

    E: All independent holding trust numbers shall be issued by the

    office of the registrar for The United States of America upon

    approval of the office of the Secretary of State for The United States

    of America.

    F: The elected Trustee shall issue a Declaration of Trust, with theelected trustee, beneficiary and grantor structure along with a letter

    of acceptance and acknowledgement from the beneficiaries and the

    trustee from the Grantors before approval by the Secretary of State

    for The United States of America in the form of a letter of

    acceptance and acknowledgment.

    G: The Executive Committee shall issue a letter of acceptance and

    acknowledgment to the Secretary of State upon receiving the

    approval document for implementation of the Administration of theprivate trust whereby the trustee of the independent holding trust

    shall issue a letter of acceptance and acknowledgment of the Agent

    status within the Association which is the same as active member.

    H: No credentials shall be issued to any RESIDENT until an

    independent holding trust has been established within the ROH

    trust.

    I: Any and all private property protection shall be performed by anagent of the Association, an Associate Member established as an

    enforcement agency for the Association by the Executive

    Committee, a constable of a township within The United States of

    America, or a private agency hired by the trustee of an Independent

    Holding trust within the ROH trust.

    ARTICLE VI

    Section I- INSURANCE

    A: Any trustee shall have the authority as trustee to buy a policy

    from any foreign agent that is licensed for that purpose to protect

    the private property within the independent holding trust at the

    order of the beneficiaries. The agent status shall be relinquished to

    the foreign agent as to keep the integrity of the structure of the

    independent holding trust within the ROH trust. However, a bond

    can be purchased from the Treasury of The United States of

    America through the General Post Exchange to serve the same

    purpose and the trustee will remain an agent within the

    association.

    ARTICLE VII: Authority and Enforcement in other jurisdictions and

    venues

    Section I: Charter of the United Nations-Chapter I, Art. I (2), Art.2

    (4), Chapter IX, Art.55 Section II: the Universal Declaration of

    Human Rights, Art. 2, 4, 9, 12, 13(2), 15(2), 17(1)-(2), 21(3) and 30.

    GENERAL PROVISIONS AND RESERVATIONS

    All rules and regulations are subject to amendments and additions

    in order to insure the affective operation of the AA on behalf of the

    general post office for The United States of America upon the

    approval of the General Post Master Council for The United States

    of America. Any amendments to this constitution are subject to a

    majority vote of the people also known as the Nationals for The

    United States of America and active members.

    So ordained and established by the General Post Master Council for

    The United States of America on the first day in the year of Yahweh,

    six thousand and fifteen, translation, March 21st, 2012, as

    amended on the 15th of October, 2013.
