Cities!Support'Programme!Quarter'1'(April#–!June)!2015!!Consolidated+Narrative(Report!

1 Purpose)This!report!presents!the!outputs!and!progress!on!the!Cities!Support!Programme!for!the! period! April! 2015! to! June! 2015,! Quarter! 1! of! the! 2015/16! financial! year.! The!main! report! reflects! the! progress! through! the! component! lens! and! programme!management!with!the!Annexure!A!reflecting!the!detailed!city!level!project!reports.!!

2 Core)City)Governance)The! priority! projects! that! we! were! implemented! during! the! reporting! quarter!included!preparation!for!the!investor!conference!(CG7),!finalisation!of!the!2015!BEPP!process! (CG6)! and! initiation! of! work! on! longer! term! planning! alignment! (CG6),!ongoing! support! to! catalytic! projects! (CG10),! and! ongoing! development! of! the!CIDMS!toolkit!(CG20).!!!Under!the!leadership)and)governance)subcomponent,!the!PARI!project!(Leadership!Development! and! Change! management! –! CG2)! has! gained! momentum.! The!inception!report!has!been!tabled!and!discussed.!It!is!likely!to!be!a!fascinating!project!which! introduces! some!groundWbreaking! frames!and! insights! for! city! level! research!and! analysis.! Cities! selected! for! this! research! are! eThekwini! and! Nelson!Mandela!Bay.! ! Procurement! of! the! service! provider! for! the! Executive! Leadership! Courses!(CG1)!was!initiated!and!will!be!finalised!in!the!next!quarter.!The!theme!for!the!next!course! to! be! held! in! October/! November! 2015! is! on! City! Economic! Development!Strtaegies! and!Activities.! !Work!has! commenced!on! the!Citizen! Engagement! (CG3)!project!in!Cape!Town!and!Nelson!Mandela!Bay!!!with!Draft!city!level!inception!notes!and!pilot!reports!being!produced.!The!Integrity!project!(CG5)!is!also!at!an!inception!level! in! the! selected! cities.! The! concept! note! for! the! Investor! conference! (CG7)!scheduled! for! the! end! of! August! 2015! has! been! finalised! and! engagements! with!partners!and!participants!has!started.!!The! Spatial) Planning) Sub;component! focuses! on! Built! Environment! Performance!Plans!(BEPPs)!!(CG6)!as!an!instrument!and!process!to!try!and!get!better!alignment!in!metros! between! planning,! budgeting,! implementation,! urban! management,!reporting! and! evaluation.! The! focus! of! the! sub! component! has! been! on! the!peparation! of! the! 2015/16! BEPPs.! 7! out! of! 8! metros! submitted! their! Council!approved!BEPPs! to!National!Treasury!on! the!29th!May!20165!as!per! the!DoRA!and!ICDG!Grant! conditions.! The! BEPP! process! and! the! focus! on! spatial! transformation!was! presented! to! the! TCF! and! Budget! Council! as! per! of! the!memo! submission! on!

Cities!and!their!contribution!to!Economic!Growth.!In!the!next!quarter!the!2015!BEPP!review!will!be! finalised!and! the!guidelines! for! the!2016!BEPP!will!be!completed.!A!process! was! undertaken! with! the! cities! to! identify! 1! integration! zone! for! CoGTA/!IUDF!support.!!These!submissions!have!been!provided!to!CoGTA.!Preparations!were!undertaken! for! the! establishment! of! the! Planning! Task! Team!meeting! as! per! the!resolution!of!the!November!2014!CBF.!The!first!task!team!meeting!was!scheduled!for!1!July!2015.!On!the!Fiscal! Impacts!for!Spatial!Form!(CG9)!project!a!service!provider!has! been! procured! to! support! cities! to! test! the! Fiscal! Impacts!Model! from! July! to!August!2015.!!

The!main!focus!of!the!Infrastructure)Finance)sub)component)has!been)Land!!)Development!transaction!support!(CG10).!!Ongoing!support!to!catalytic!projects!has!been!provided!to!all!cities!and!a!Technical!Assistance!Strategy!has!been!developed.!The! procurement! of! a! specialist! to! provide! technical! assistance! on! infrastructure!finance! was! initiated.! The! first! output! for! this! will! be! a! concept! paper! on!infrastructure!finance.!!!In! the! Infrastructure)Delivery) sub) component! progress!has! continued!with!CIDMS!development! (CG20.! A! number! of! modules! of! the! IDMS! has! been! developed! and!consulted! with! stakeholders.! The! rollout! of! the! PPF! (CG15)! continues! to! be! a!challenge.!Although!the!Policy!Framework!has!been!developed! it!has!not!yet!been!approved!and!institutionalised!in!the!operations!of!the!PPF.!Cities!have!also!not!been!happy!with!the!quality!of!the!work!of!the!service!providers!working!on!the!project!concept!studies.!It!is!proposed!that!changes!to!the!current!governance!structure!will!assist!to!institutionalise!the!policy!framework!and!provide!the!link!to!other!proceses!and! initaitives! of! the! CSP! supporting! catalytic! project! development! and!implementation.!The!implementation!of!the!Social!and!Environmental!Managament!project! (CG19)! has! not! moved! and! following! the! CBF! discussions! on! regulatory!constraints! to!accelerate! infrastructure!delivery!by!metros!a! revised!and!expanded!scope!for!the!project!is!required.!!

3 )Human)Settlements)(HS))!The!Human!Settlements!Component! intends! to!contribute! to!a!more! inclusive!and!diverse!city!in!terms!of!the!following!subWcomponents:W!(a) Planning!support!to!create!an!enabling!environment!through!property!markets!&!

land;!(b) Upgrading!support!to!provide!cities!with!implementation!support!for!upgrading!

of!informal!settlements;!(c) Finance.support!to!improve!the!performance!of!fiscal!instruments.!!!A!key!focus!for!the!quarter! in!the!Planning) sub) component!was!responding!to!the!Department!of!Human!Settlements!(DHS)!to!provide!input!on!the!identification!and!selection!of!Catalytic/!Mega!Projects!in!metros,!and!contributing!to!the!preparation!of! a! Memo! for! the! bilateral! meeting! between! the! Minister! of! Finance! and! the!

Minister! of! Human! Settlements.! ! National! Treasury! (NT)! is! beginning! to! have!coherence! on! the! sector! by! getting! the! different! divisions! within! NT! to! work!together,! especially! Public! Finance! and! IGR,! as! input! into! the! DHS! Green/White!Paper!process.!!!!Through!the!RAS!agreement!with!the!World!Bank!a!service!provider!has!been!appointed!to!undertake!the!Property!Market!Reviews!(HS3)!project!and!it!is!anticipated!that!city!level!workshops!will!commence!in!the!next!quarter.!!

The! Informal) Settlement) Upgrading) Sub;Component! of! the! Human! Settlements!Component! focuses! on! providing! cities! with! implementation! support! for! the!upgrading!of!informal!settlements.and!addressing!city!level!constraints!to!drastically!scalingWup!upgrading,!including!the!support!for!selfWbuild!housing.!Procurement!for!a!project! manager! to! coWordinate! the! projects! in! this! sub! component! has! been!initiated.!

The! Finance) Sub;Component! of! the! Human! Settlements! Component! focuses! on!improving! the! performance! of! fiscal! instruments! such! as! grants! and! subsidies! and!piloting! demand! side! subsidy! instruments;! exploring! rental! housing! options;! and!incentivising! the! private! sector! to! increase! participation! in! affordable! housing! in!betterWlocated! areas.! ! Through! the! RAS! agreement! a! World! Bank! mission! was!undertaken! on! the! Pilot! on! Demand! Side! Instruments! (HS9).! At! the! national! level!meetings! were! held! with! Banks,! DHS,! NHFC,! NT,! FFC! and! developers.! 4! City! level!meetings! held.! The! 3! pilot!metros! for! this! project! are!Manguang,! Cape! Town! and!Ekurhuleni.!!.

4 Public)Transport))The!majority! of! work! in! the! component! has! been! directed! at! finalising! the! Fiscal!Architecture! grant! reform! related! process.! Key! to! its! success! will! be! creation! of!systems! and! processes! at! NDOT! as! well! as! NT! to! ensure! that! the! grant! is!administered! appropriately! especially! given! the! proposal! for! a! performance! based!window.!In!the!next!quarter,!noting!the!current!weakenesses!in!the!system!it!will!be!key! that! an! agreement! is! reached!with! NDOT! to! provide! the! department! support!around!administering!the!new!grant!regime.!!

(Provincial)!• PT3!W!National!Capacity!Building!Strategy!• PT7!W!Development!of!Transport!Devolution!Strategy!&!Programme!

(Metrorail)!The!PT1!project!has!been!completed;!PT2!and!PT4!are!currently!in!implementation!and!the!final!project!PT7!has!begun!at!a!city!level!in!eThekwini!but!not!yet!as!national!level!project.!!!!!With! regard! to! the! PT2:. Development. of. Transport. Devolution. Strategy. &.Programme. (Provincial)! project! the! policy! and! political! environment! has! not!

fundamentally! changed!on! the!devolution! front.!At!a!national! level,!NDOT!has!not!shown! significant! appetite! for! devolving! the! provincial! road! function! to! cities.!Neither!has!any!city! shown! intent! to! for! the! function! to!be!devolved! to! it,!outside!Cape!Town.!In!practice,!the!lack!of!a!devolved!function!is!presenting!difficult!choices!to!stakeholders.!This!was!best!illustrated!by!riots!in!Mamelodi,!after!the!withdrawal!of! the! services! of! Putco.! Before! this,! as! in! previous! years,! the! South! African! Bus!Owners!Association!(SABOA)!presented!to!the!NDOT!Minister!the!challenge!of!rising!costs! in! the! industry! (fuel,! labour,!maintenance)!which!has! increased!at!around!10!per! cent,! whilst! the! increase! in! supplementary! grant! allocations! averaged! 5.6! per!cent.!NDOT! sought! new! funding! from!NT,! not! likely! to! be! granted! because! of! the!reality!of!a!shrinking!national!fiscal!envelope!across!all!sectors!including!transport.1!!!The!most! useful! possible! solution! is! in! fact!making! a! clear! case! for! devolution! to!better! align! transportation! functions! at! a! provincial! and! city! level! and! therefore!extract!greater!value!for!money!between!various!public!transport!grants.!This!is!why!this! project! is! so! useful.! A! service! provider! has! been! procured! to! support! the!implementation!of!this!project.!!In!initiating!this!project!PT3.@.National.Capacity.Building.Strategy.a!meeting!between!the!CSP!team!and!the!NDOT!happened!where!the!Results!Framework!was!presented.!Follow! through!meetings!were! scheduled! and! have! happened.2!Although! relations!with! the! NDOT! have! improved,! the! Department! has! not! indicated! the! dedicated!support! it! requires!via! the!CSP.! ! Through! the!PTNG! review!process! (PT10),!NT!and!CSP! have! offered! support! to! the! NDOT! to! improve! its! performance! management!system,!which!is!clearly!inadequate.!!!The!following!projects!are!being!implemented!in!the!Capacity)and)Support)sub)component.))

In! the!PT4. @.Review.of.City. IPTs.and. IPTNs.project! the! intent!of! this! line!of!work! is!twoWfold:!one,!to!create!a!platform!for!knowledge!dissemination!emerging!from!the!various!PT4!city!IPTN!reviews!and!secondly,!to!provide!transversal!support!to!cities!on! a! number! of! areas! including! service! planning! and! ITS! support.! Currently! both!work! streams! are! in! procurement! (PT4! –! Service! planning;! and! PT4! ITS).! ! It! is!anticipated!that!this!project!will!be!a!good!area!for!peer!learning!and!the!generation!of! knowledge!and!a! joint! collaboration!with! the! SACN! is!being! considered.!Project!PT5@.Study.on.MBT.Industry.Innovation.and.Integration.has!also!been!submitted!for!procurement!

The!Public!Transport!Finance)sub)component)has!two!projects.!The!first!PT.9.@.Innovative.ways.of.financing.public.transport.infrastructure.and.operations!is!being!implemented!through!the!World!Bank!and!a!mission!is!planned!planned!for!July!2015.!!!.The!PT10.@.Review.of.the.Fiscal.Architecture.of.Public.Transport.Financing!is!at!the!institutionalisation!phase!of!the!project!cycle!and!two!events!have!been!undertaken!suporting!this!process.!!A!report!on!“Fiscal!architecture!for!public!transport!and!the!Public!Transport!Network!Grant”!has!been!produced.!To!obtain!a!unified!NT!position!on!the!paper,!a!session!held!on!June!10th;!and!a!second!meeting!with!NDOT!on!June!19th.!Two!more!interactions!are!intended!with!cities!(13!July)!and!NDOT!on!20th!July.!As!a!natural!follow!up!to!the!project,!and!given!the!response!from!stakeholders,!it!will!have!another!phase,!dealing!with!broader!question!of!public!financing!for!public!transport!as!a!whole!(and!not!limited!simply!to!the!PTNG).!!It!is!expected!project!closure!will!happen!in!this!coming!quarter.!

5 Economic)Development)Support)

On!the!City)Economic)Development)Services)sub)component)the!preparations!and!the! launch! of! the! release! of! the! SNDB! ED1! report! on! 12th! June! dominated! the!activities! and! outputs! for! this! sub! component.! Extensive! steering! committee!meetings!and!workshops!with!cities!were!held!in!the!lead!up!to!the!SNDB!launch.!A!procurement!requirement!for!phase!11!of!the!project!has!been!submitted.!!

On!the!Asset!management!and!service!delivery!support!project!a!draft!report!report!on! water! and! sanitation! has! been! produced.! ! Procurement! is! underway! for!continued!support!on!water!and!sanitation!and!the!other!area!of!energy.!

The!Analysis)of)City)Economies)sub!component!has!not!commenced!primarily!due!to!limitations! imposed!by! the!already!existing!workload.! !The!projects! that!are!under!this! sub! compenent! are! ED5! City! value! chains,! ED7! City! spatial! economies,! ED8!informal!economic!activities.!!

The!City) Economic) Strategies) sub) component)has!been!dominated!by! the! tour!of!cities!to!prepare!for!the!ELC! in!October/!November.! ! !While!one!day!was!spent!on!most!of!the!cities,!three!days!were!spent!in!Mangaung!in!order!to!start!the!process!of! developing! an! economic! development! strategy! for! that! city! and! a! quick! scan!report!has!been!produced.!Through!the!ED9!Implementing!city!economic!strategies!support!is!being!provided!to!City!of!Johannesburg!on!Key!business!process!mapping!and!investment!promotion!for!economic!precincts.!

No! work! has! been! undertaken! on! the! National) Economic) Policies) and) Practices)subcomponent! during! the! last! quarter! however! the! procurement! of! a! service!provider! for! the! ED2!National! policies! on! spatial! targeting! is! planned! for! the! next!quarter.!An!inception!report!on!the!potential!of! impact!bonds!was!produced!under!the!ED6!Stimulating!youth!employment! in!cities!project! for! the!sub) component) of)Maximising)job)creation.!!!

Strategic)Support)Strategic! support! has! been! providing! inputs! to! a! number! of! more! general!programme!management!areas!especially!the!stakeholder!engagement!strategy!and!associated! progression! model! and! assistance! with! the! editing! of! the! framework!document.!!!Progress!was!made! in! a!number!of! areas!during! this! quarter.! The!development!of!trackers!and!formats!continued.!Some!useful!comments!were!made!on!the!project!management!tracker!relating!to!the!need!for!more!of!a!project!management!focus!(as!opposed!to! just!a!monitoring!focus).!These!comments!have!been!noted!and!an!integrated!more!project!management!system!will!be!developed!in!the!next!quarter.!!!Responding! to! the! request! for! coaching! support! to! the! core! team,! a! Terms! of!Reference!was!prepared!and!it!is!anticipated!that!a!service!provider!will!be!on!board!in!the!next!quarter!to!provide!support!to!the!team.!!!Progress! continued! on! the! reporting! reforms! project! with! a! number! of! key!engagements!being!held!with!the!cities!and!sector!departments.!This!will!continue!in!the!next!quarter!which!should!see!the!conclusion!of! this!phase!of! the!project.!The!project!on!Built!Environment!indicators!was!closed!during!this!quarter!and!combined!with!the!reporting!reforms!project.!!The! first! of! the! city! strategic! reviews!–! Ekurhuleni! –!was!undertaken.! This! process!proved!to!be!useful! in!clarifying!what!will!be!offered!by!the!CSP! in!this!metro.!The!process!also!triggered!a!useful!clarification!to!the!CSP!Theory!of!Change!at!the!city!level!–!and!this!was!institutionalised!in!an!updated!diagram.!!!Lastly,!a!relationship!has!been!established!with!DPME’s!National!Evaluation!Plan!and!a!request!to!have!the!CSP!evaluated!was!submitted.!!.

StakeholderEngagement))During! the! reporting! period! support! was! provided! to! the! Economic! Development!component! lead! to! successfully! deliver! the! SNDB! launch! event! and! the! joint!roundtable!event!with!CDE.! !2!component! level!programme!planning! interventions!(ED!and!HS)!were! completed!and!a! joint! initial! first!meeting!with!Governance!was!held.!!!!A!first!successful!joint!SACN/CSP!team!planning!session!was!also!held!in!this!quarter.!!Also!CSP!participation!in!the!SA!Urban!portal!plan!with!GIZ/!SACN/CoGTA!has!been!consolidated! through! the! approval! of! TORs! for! the! functioning! of! this! committee.!JICA! support! for! CSP!has!been! secured! from! the! Japanese! government! –! although!the!programmatic!detail!has!to!be!defined.!!!

Further!extensive!preparatory!work!including!the!process!for!the!finalisation!of!roles!and!responsibilities!was!undertaken!on!the!CBF!planned!for!the!8!July!2015.!

Operations)The!systems! for! the!various!projects!within!operations!have!been!established.! !On!internal! reporting! there! has! been!progress! regarding! the! timeliness! and!quality! of!the!monthly!reports.!!The!reporting!formats!have!been!reviewed!and!have!become!much!more!user!friendly.!The!area!for!improvement!in!the!next!quarter!is!to!ensure!that! the! finalisation! of! the! consolidated! reports! is! in! accordance! with! the!timeframes.!!The!contract!and!financial!management!system!has!been!integrated!and!is!currently!populated!with! this! quarter! data.! ! The! data! for! the! last! financial! year!will! also! be!included! and! this! system! will! also! be! integrated! with! the! project! sheets! and! the!project!tracker.! !There!has!been!improvement! in!the!turnaround!time!of!the!home!week! minutes! however! this! needs! to! further! improve! to! meet! the! performance!standards!agreed.!!!!Procurement!remains!a!significant!risk!to!the!programme.!!The!turnaround!times!are!impacting!on!individual!projects!and!the!programme.!!The!number!and!timing!of!ToR!being!generated!is!not!aligned!to!the!project!sheets!and!is!impacting!on!the!cashflow!projections.!.

1.1 Achieved)over)the)last)quarter)The.City.has.gone. through.a. very. turbulent.political.period. in. the. recent.past.. This.threatened. the. survival. of. the. City. Manager,. which. directly. threatened. the.sustainability. of. the. programme. in. the. institution.. During. this. time. a. lot. of.administrative. problems. ensued.. Among. others. were. the. political. threats. towards.the.critical.officials.in.the.administration..The.CSP.has.thus.focussed.in.assisting.the.teams. to.see.hope.beyond. the.potential.unforeseen.circumstances.and. to.keep. the.boat. floating. until. the. political. challenges. are. resolved.. 7.4 Risks)and)mitigations)The!local!government!elections!pose!a!significant!risk!to!the!city,!especially!if!there!is!a!shakeWup!in!the!senior!city!leadership,!especially!the!city!manager.!This!issue!has!been!raised,!and!is!being!incorporated!in!the!process!of!preWelection!NT!positions.!!

In!public!transport,!the!city!has!very!weak!capacity!in!the!PT!department.!It!thus!runs!the!risk,!firstly!of!attempting!to!execute!a!complex!PT!system!that!is!does!not!have!the!ability!to!run,!and!will!run!it!considerable!operational!deficits.!Secondly,!because!of!this!weak!capacity,!it!runs!the!real!risk!of!losing!out!on!its!PTNG!grant!allocations!!given!poor!past!performance.!!

8.1 Achieved)over)the)last)quarter)

The!change!in!political!leadership!at!NMBM!completely!changed!the!environment!within!which!the!CSIP!is!being!implemented.!!While!the!new!political!leadership!(and!COGTA)!now!appear!to!have!been!convinced!of!the!value!of!the!SDR!and!its!implications,!the!interventions!from!COGTA,!DHS,!DWAS!and!other!departments!and!agencies!has!required!that!a!new!action!plan!be!developed,!based!on!the!5!pillars!of!the!Back!to!Basics!Programme,!and!overseen!by!a!new!intergovernmental!political!and!technical!committees.!!The!new!action!plan!does!rely!heavily!on!the!existing!CSIP!(there!is!no!rival!analytical!or!programmatic!basis,!and!it!has!been!put!forward!by!both!the!NT/CSP!and!the!city!administration).!!Also,!the!installation!of!the!new!political!leadership!definitely!does!open!new!scope!for!action,!because!of:!• a!new!determination!to!take!action!against!corruption;!• a!new!willingness!to!review!approaches!to!public!transport!and!housing!delivery;!• a!new!emphasis!on!a!strong!administrative!centre!and!coherent!sectoral!policies.!

These!new!approaches!were!all!required!by!the!SDR!and!none!of!them!were!likely!to!gain!much!traction!under!the!previous!administration.!!!

However!the!existing!CSIP!has!been!confused!and!diluted!by!(a)!the!standard!Back!to!Basics!template;!and!(b)!political!priorities!developed!during!a!strategic!planning!session!of!the!new!Mayoral!Committee!(some!of!which!are!unrealistic,!due!to!inexperience).!!Furthermore,!senior!management!attention!to!the!CSIP!has!drastically!diminished.!!The!overall!operating!environment!for!the!CSIP!has!become!vastly!more!complicated!than!previously.!

Considerable!work!was!done!on!a!new!action!plan,!incorporating!all!previous!SDR!work!though!under!the!Back!to!Basics!headings,!and!adding!in!many!other!proposals!from!COGTA,!other!departments!and!agencies,!and!the!new!Mayoral!Committee!(see!attached).!!Considerable!work!was!also!done!on!a!new!more!streamlined!approach!to!the!CSP!programme!at!NMBM,!again!incorporating!all!previous!work,!though!with!only!eight!projects!rather!than!fifteen.!!Both!of!these!documents!are!attached.!!!Code) Project) Outputs)delivered) Process)undertaken))CG4WNMB1!
