AGENDA – PART 1 1. APOLOGIES FOR ABSENCE

Councillor Ibrahim, Councillor Pearce, Donald Alexander, Paul Hutchinson, Tom Hanrahan. 2. DECLARATION OF INTERESTS None. 3. MINUTES

The minutes of the previous meeting were signed as a true record.

4. LOCAL PLAN AND HERITAGE AND DESIGN PROJECTS UPDATE Broomfield House – Paul Walker updated the Group on his meeting with the HLF to discuss the failure of Council’s bid for funding. The application had been recommended for approval by the case officer which had then gone to the National Committee and been one of 6 out of a total of 10 to not be successful. There were understandable concerns raised about the condition of the building and the potential increase of anticipated costs. The HLF recommended addressing further the link between restoring the house and its grounds in any future application as well as the possibility of putting offices upstairs. Paul Walker concluded that the main problem was that the HLF don’t have enough money for the many deserving projects.

5. PLANNING APPLICATIONS AND LISTED BUILDING APPLICATIONS FOR DISCUSSION

P12-02785PLA, P13-00320ADV and P12-02786HER WHITE LODGE MEDICAL PRACTICE, 68 SILVER STREET, ENFIELD, EN1 3EW The Group had seen the proposals at the pre-app stage. They have been modified since then to reflect their comments. The restoration of the railings was welcomed and most of the works were considered in keeping. The Enfield Conservation Area Study Group had raised concerns about the amount of signage proposed and the toughened safety glass balustrade, both of which were being amended. The extension of the car park without planning permission was raised as were a couple of points about changes that had been made internally.

• Support the principle. P13-00041PLA TRENT PARK GOLF CLUB, TRENT PARK GOLF CLUB, BRAMLEY ROAD, LONDON, HERTFORDSHIRE, N14 4UW The proposal for a larger shop constructed under the lawn outside the club house was considered acceptable. No real changes will be visible once the work is fully completed.

• Support. P13-00262PRI, EDMONTON GREEN RAILWAY STATION, CHURCH STREET, LONDON, N9 9DX Following the consultation from the architects, a prior approval application had been submitted. There were numerous concerns about the appearance of the scheme and there was some discussion about how it could be improved. Mr Rodrigo asked about the requirement for conservation area consent in relation to the brick wall that runs along side the station buildings on Church Street and that the Council should address the possibility of the shaft being positioned at the other end of the station. It was agreed that if the Group had known that one of the considerations the Council had to address as part of the application was whether the scheme caused injury to the amenity of the area. It was considered that the proposed view would cause injury and should did not therefore constitute permitted development.

P13-00290PLA, 28 GREENWAY, LONDON, N14 6NN The proposal is for a part single part two-storey rear extension. The proposal is a re-submission of a scheme which previously proposed a first floor side extension. The group felt the first floor rear extension still affected the gap between the properties unacceptably.

• Object – proposal is excessive.

P12-02961PLA 65 ULLESWATER ROAD, LONDON, N14 7BN The proposal is for rooflights on the front slope and converting the hipped roof to a gable end. The Group felt that the pattern of hips and gable ends was important to preserve, even though further up the road the pattern had been compromised by some changes, there is nevertheless a run of original roof forms. The resultant unbalanced pair would be visually unsatisfactory. The rooflights clearly contravene the conservation area appraisal and are unacceptable.

• Object.

P13-00328PLA 31-33 Silver Street, Enfield, EN1 3EF The unity of the three buildings 31-35 (odd) was noted. The design of the shopfronts was not considered sufficiently sympathetic to be granted consent. The shopfront guide (SPD) should be followed. G. Matthews had a nice pair of timber doors and these should be kept or replicated.

9. CHAIRMAN’S FEEDBACK FROM PLANNING COMMITTEE Dennis Stacey noted that the Forty Hall Farm applications for the rebuilding of two shelters had

been to Planning Committee but these were not contentious. 10. CONSERVATION OFFICER’S FEEDBACK ABOUT LAST MONTH’S CASES

Heloise Brown updated the Group on the following applications that had been considered by CAG: P13-00017PLA College Farm, 515 Hertford Road, Enfield – CAG’s views had been reported to the case officer and the application would be going to Committee. Dr Jephcott said the Enfield Society had been to visit the building and were considering writing to the Chief Executive. P13-00079PLA 1A, Lichfield Road – The case officer has requested that the applicants remove the front door to prevent the public space becoming too much like a front garden. P13-00070PLA and P12-00071HER Forty Hall Farm, Forty Hill – There is due to be a meeting about the location of one of the CCTV cameras. P13-03088PLA and P12-02766HER – The applications are uncontroversial and have been approved.

11. CONSERVATION AREAS, LISTED BUILDING APPLICATIONS AND APPEALS–DETERMINED No comment. 12. OPEN SESSION

Tony Dey asked why TP/11/1831 - Public House, Turkey Street had not been brought to CAG. Andrew Newman asked when CAG would be consulted on the plans to demolish and redevelop the flats at the bottom of Forty Hill. The Spurs applications were also raised. Dennis Stacey asked if Andrew Newman could highlight any future applications he felt ought to come to CAG. Dr Chris Jephcott said that CAG ought to thank Aled for having attended CAG meeting. It was agreed Dennis Stacey should write him a letter. Anne Bishop-Laggatt asked what was happening with the building opposite the Dugdale Centre which is being converted to a hotel as little seems to have happened for a long time. Tony Hillman said there had been no news on the former Middlesex University site at Trent Park. Asitha Rodrigo said that the car wash on Lion Road was still operating and was still displaying signs.

Dennis Stacey mentioned that the enforcement system was not currently working for the group and

he was working trying to sort it our. Colin Younger mentioned there were many outstanding cases in the Lakes Estate, not to mention the on-going saga of 110-112 Aldermans Hill.

Caroline Carter said that both the old and new street lights on The Town were coming on at the

moment which presumably was not the intention.

PLANNING AND LISTED BUILDING APPLICATIONS FOR DISCUSSION P13-00435PLA, LAND SOUTH SIDE OF WHITEWEBBS LANE, INCORPORATING ROLENMILL SPORTS GROUND AND LAND REAR OF MIDDELTON HOUSE, BULLS CROSS, ENFIELD, EN2 9HA Case Officer: Sean Newton Description: Proposed extension to ecological area and associated re-contouring of the site known as the 'Western Field'. Site and Surroundings: The site is to the south of Whitewebbs Lane and on the western end of the Spurs Training Ground. The site is within the Forty Hill Conservation Area. Impact on the Heritage Assets: The ecological management plan (EMP) that was granted permission as part of the original applications denoted the creation of a woodland habitat strip along the northern edge of the Western Field and the remainder of the site was to be given over to green waste recycling. The proposal is now to extend the ecological area (from 0.9ha to 1.16) and re-contour the site by increasing the visual screening from the footpath along the southern boundary of the site. The site is in the Forty Hill Conservation Area To consider: The impact of the changes on the Conservation Area.

Description: Conversion of 5 self contained flats at first and second floors into 10 self contained flats (comprising 9 x 1-bed and 1 x 2-bed) involving a first and second floor rear extension and enlargement of commercial unit (no. 6) at ground floor rear. and Conversion of 5 self contained flats at first and second floors into 13 self contained flats (comprising 9 x 1-bed and 4 x 2-bed) involving a first and second floor rear extension, construction of third floor within a mansard roof with roof terraces at rear and enlargement of commercial unit (no.6) at ground floor rear. Site and Surroundings: The site is on the western edge of the Enfield Town Conservation Area. It is an attractive three-storey parade on a busy junction opposite the station. Impact on the Heritage Assets: One of the most important visual changes proposed is the roof extension to the block which is a part of application P13-00246. This new mansard will have an impact on the building’s appearance and the conservation area. To Consider: The effect of the external changes on the character of the conservation area.

Proposed elevations P13-00468PLA, 33, BOURNE AVENUE, LONDON, N14 6PA Case Officer: Misbah Uddin Description: Demolition of garage and erection of a part single, part 2-storey side extension with integral garage, part single part 2-storey rear extension, first floor front dormer and extension to roof with a side and rear dormer. Site and Surroundings: The site is on the east side of Bourne Avenue close to the junction with the Meadway. It is a detached property and one of an originally matching pair. The house is within the Meadway Conservation Area.

P13-00329PLA, 27 Church Street, Enfield, EN2 6AJ Case Officer: Kate Perry Description: Change of use of land at side to mixed use for a mobile catering van for the sale of hot and cold food and the sale of fruit, vegetables and flowers. Site and Surroundings: The site is on the main thoroughfare through Enfield Town and on the corner of Little Park Gardens. It is next door to the Post Office and within its historic curtilage and within the Enfield Town Conservation Area. Impact on Heritage Assets: There is an extant permission for a mobile catering van on the site but the owner wants to expand to sell fruit, vegetables and flowers. The new stalls will be visible from the street. To Consider: The impact on the appearance of the conservation area.

Proposed site layout P13-00730PRE 22-68 Forty Hill, Enfield, EN2 9EG Case Officer: Andrew Jarrett Description: Proposed residential development for 9 units (and the demolition of the existing block on the site). Site and Surroundings: The site is at the south end of Forty Hill, on the west side. The existing ‘L’-shaped block of flats is set back slightly from the road. The flats are within the Forty Hill Conservation Area and on what was part of Gough Park.

Site and Surroundings: The site is on the junction of Silver Street, The Town and Southbury Road. The building is an Edwardian bank with its entrance on the corner. Impact on Heritage Asset: This is a handsome building in its original use. Any signage should be subservient and respectful. To Consider: Whether the signage preserves and enhances the character of the building and the conservation area.
