Abstract

The purposes of this research were to

study the conflict conditions in theutilisation of the public land and theguideline of solving conflicts between thepeople and the government, and to find theconclusions and solutions to usingNhongplab public land for grazing. Thesamples of this research were the officials

Organisation and the people who madetheir living from Nongplap public grazingland of 90 households. The tools used inthis study were the questionnaires andanalysis of the data in descriptive form. Theresearch findings were summarised asfollows: Originally, the Nhongplap public

grazing land was an empty land,unoccupied and there was no evidence ofany ownership. So, the villagers put theland to agricultural use since B.E. 2495.After that, the Subdistrict AdministrativeOrganisational came to survey the area,

reserved an area of 600 acres as a publicarea, and offered the deeds to use the restto the villagers. However, it appeared thatpeople in the area refused because they didnot want to lose the right to use the land.Everyone wanted the deeds of a piece ofland so they gathered to complain throughthe district to seek out ways to attain theproof of right in said area causing conflictsfrom then to the present time. Theunderlying reason behind the conflicts thatcaused the villager to invade the land wasthe vagueness of the public, since the area

residents could occupy the land and thatgovernment knew all along but never tookany action. Hence, it made the villagerprotest against the governments actionand it was the duty of government to findthe way to resolve said disputes, whichmight intensify if the government began to

make an actual action since peopleunderstood that the land was a public spacewhere anyone could use it without anypermission issued and some evenunderstood that, if they occupied the landfor many years, they could apply for the

ownership of the land.
