It gives me great pleasure to welcome you to the 2017 Conference on behalf of the Australian & New Zealand Disaster and Emergency Management Conference (ANZDMC) Committee. Now into its sixth year, the ANZDMC continues to grow in both size and reputation and this conference has evolved into the premium event of its type, facilitating professional development and the exchange of current ideas and practices between emergency and disaster management practitioners from Australia and New Zealand and further afield. We continue to listen to your feedback and modify the program each year to ensure we are providing professional and pithy presenters, and papers that are relevant, innovative and support individual
professional development. This year we have delegates attending from Australia, New Zealand, South East Asia and further afield, over 100 speakers and poster presenters addressing topics on current and emerging practice, covering a diverse range of themes and issues that are very relevant to emergency and disaster management professionals. We also welcome over 30 sponsors and exhibitors to the event. Our countries and our region remain subject to events that have the potential to cause significant disruption, damage, injury and loss of life, and our preparedness and our capacity to respond directly impacts outcomes for affected communities. The continued exchange of ideas and innovations at this conference will result in improved practices within our industry and ultimately on the ground. The Conference Committee have worked hard to produce a diverse and topical program for you with keynote speakers and invited speakers who represent the ever-increasing depth and breadth of the emergency and disaster management sector. Peter Aitken is a Queensland based Emergency Physician with a special interest in disaster medicine. Apart from clinical shifts in the Emergency Department he has also worked in aeromedical retrieval services, disaster response, academic roles in universities as well as positions with government and non-government organisations.
Dr paul BarneS, heaD, riSk & reSilience, auSTralian STraTegic policy inSTiTuTe
Dr Paul Barnes is Head of the Risk & Resilience Program at the Australian Strategic Policy Institute, Canberra and a visiting Associate Professor at Flinders University within the Torrens Resilience Institute. He was previously Deputy Director of the Centre for Emergency & Disaster Management (CEDM) at the Queensland University of Technology and coordinated the Centre’s Infrastructure research theme.
He has wide experience in public sector roles at both the State and Federal levels. He was the inaugural Manager of the Queensland Fire & Rescue Authority’s (QFRA) State Community Safety Unit. During
this time he chaired the National Community Education Sub-Group of the Australasian Fire Authorities Council and served on the State level working groups on critical infrastructure protection and biosecurity, as well as the whole-of-government Multi-agency Threat Assessment Team.
He also served as the Corporate Risk Manager of the Queensland Department of Primary Industries (QDPI) where he oversaw development of Corporate Standards and governance frameworks covering risk and crisis management and business continuity planning. He represented QDPI on a number of high-level working groups related to critical infrastructure protection and the development of whole-of-government (QLD) capabilities in crisis management, including biosecurity.
At a Federal government level he served as Director of Security Policy Development within the Defence Security Authority, Australian Department of Defence.
He has completed projects for the Pacific Economic Cooperation Council (PECC), the Asia-Pacific Economic Cooperation (APEC) economies on gaps in counter-terrorism capability and capacity planning, the European Commission’s European Research Agency (FP7 Program) as external expert and the Australian Department of the Prime Minister and Cabinet on national risk assessment frameworks.
Dr SuSie Burke, Senior pSychologiST, puBlic inTereST, environmenT anD DiSaSTer reSponSe, auSTralian pSychological SocieTy
Dr Susie Burke is a psychologist at the Australian Psychological Society promoting the role that psychology can play in helping us understand the causes, impacts and solutions to climate change and other environmental threats, including disasters. She writes articles, tip sheets and produces resources for psychologists and the public on these topics. Susie trained as a Climate Reality presenter with Al Gore and the Australian Conservation Foundation in 2014, and runs webinars and workshops on climate change, sustainability and psychology. She established the APS Disaster Response Network to facilitate and support training and volunteer roles for psychologists responding to disasters, and lectures and runs workshops in disaster preparedness and post-disaster recovery and mental health.
BrigaDier chriSTopher FielD, am, cSc, STaTe recovery coorDinaTor, auSTralian DeFence Force
Brigadier Chris Field has served four postings and nine years in Townsville. As a Lieutenant, he commanded a rifle platoon, which included service in Malaysia, and served as mortar line officer in 2nd/4th Battalion, The Royal Australian Regiment. As a Captain, he served as a military observer with the United Nations Truce Supervision Organisation in Israel, Syria, and Lebanon. As a Major, he commanded companies in 2nd Battalion, The Royal Australian Regiment, and was operations officer during the Battalion’s deployment as a lead infantry unit to East Timor. As a Lieutenant Colonel, he was a planner with the Third US Army / US Army Central during the initial phase of Operation Iraqi Freedom. He then commanded 1st Battalion, The Royal Australian Regiment. During this command, within 18-hours of
notification, he led a deployment to the Solomon Islands and assumed command of Coalition Joint Task Force 635. As a Colonel, he was Chief of Operations and Plans, Queensland Reconstruction Authority. As a Brigadier, he was Deputy Commanding General - Force Development, 82nd Airborne Division / Combined Joint Task Force 82, in Kandahar, Afghanistan. He then served as Chief of Staff, Forces Command, Head of Corps, Royal Australian Infantry and Regimental Colonel, The Royal Australian Regiment.
He is a fellow of the Centre for Defence and Strategic Studies and a distinguished graduate of the United States Marine Corps Command and Staff College. He is a graduate of the: Australian Institute of Company Directors; Australian and United States Joint Task Force Command courses; United States Marine Corps School of Advanced Warfighting; Royal Military College, Duntroon; and, Australian Defence Force Academy. He is a director of Ronald McDonald House North Queensland and a member of the Townsville District Community Policing Board and the Regional Managers’ Coordination Network, Townsville.
mS kaTe FiTzgeralD, DirecTor relieF anD recovery, emergency managemenT vicToria
Kate Fitzgerald is the Director Relief and Recovery within Emergency Management Victoria (EMV). Kate is responsible for leading the Relief and Recovery Directorate to develop and deliver relief and recovery reform across the sector through the recent release of the Discussion Paper: Resilient Recovery and to lead relief and recovery emergency coordination across Government. Kate has recently moved from Emergency Management Australia where she previously led the Planning and Engagement and Relief and Recovery sections. Kate has previously lectured on crisis decision-making at Charles Sturt University and worked in the Department of Prime Minister and Cabinet as an advisor on emergency management.
Volunteering has been a critical part of Kate’s career over the last fifteen years including with the State Emergency Service, Rural Fire Service and Australian Red Cross, including operational deployments in the Blue Mountains and Canberra Bushfires, Queensland Floods, Cyclone Yasi and Hurricane Sandy. Kate holds a Masters and Bachelor Degree in Emergency Management from Charles Sturt University and has studied as an International Fellow at the East-West Center in Honolulu, Hawaii.
mS juDy SlaTyer, ceo, auSTralian reD croSS
Judy Slatyer joins Red Cross after seven years as global Chief Operating Officer for WWF (World Wide Fund for Nature), which operates in over 100 countries. In this role Judy was responsible for the operations of the Secretariat and field programme offices, for global corporate engagement and partnerships, for WWF performance measurement and for supporting the Director General on developing and implementing strategy for how WWF evolved as a Network given global trends. Before that Judy was the Chief Executive Officer of Lonely Planet Publications for six years. Lonely Planet is the world’s leading travel publisher with around 400 staff and 350 freelance travel writers. In her last year, Judy supported the
sale of Lonely Planet to BBC Worldwide.
Before joining Lonely Planet Judy worked for 18 months with a Silicon Valley start up to launch in Australia. At Telstra Judy was the Chief of Consumer Sales responsible for over 6 million customers, over $4 billion in turnover and 5,000 staff. Judy was with Telstra for eight years starting in the International Division and was instrumental in the development of the Foxtel partnership.
Judy has also worked in the Australian government across a number of portfolios: Industrial Relations, Transport and Communications, Finance, Child Care and Social Security, including advising Ministers.

commiSSioner ian STeWarT apm, QueenSlanD police Service
Commissioner Ian Stewart is the 19th Commissioner of the Queensland Police Service taking up this position on 1 November 2012. Commissioner Stewart is a career Police Officer with over 40 years of service having held numerous senior positions across a broad range of portfolios within the QPS. Commissioner Stewart holds a Master of Public Policy and Administration and a Bachelor of Business qualifications and is a Fellow of both the Institute of Public Administration Australia (IPAA) and Australian Institute of Management. He is also a Graduate Member of the Australian Institute of Company Directors and the Federal Bureau of Investigation (FBI) Leeda Program.
Commissioner Stewart is the recipient of the Australian Fulbright Professional Scholarship, Australian Police Medal, National Emergency Medal, National Police Service Medal, National Medal, Commissioner’s Award for Meritorious Service, Queensland Police Service Medal, the 2010-2011 Queensland Flood and Cyclone Citation and the Queensland Police 150 years Citation.
Upon taking up his new position, the Commissioner set new values for the QPS. The values are for each member to espouse:
• Courage: always doing the right thing.• Fairness: making objective, evidence-based, consistent decisions and treating people with respect.• Pride: in ourselves, the Queensland Police Service, the work we do and the community we serve.
Commissioner Stewart’s detailed key objectives are for the QPS to:
• stop crime; • make the community safer (including stopping road trauma); and • build relationships across the community.
Commissioner Stewart has been instrumental in leading the QPS through the Renewal Program and the Police and Community Safety Review, the most significant period of reform since the Fitzgerald era. The reforms introduced by Commissioner Stewart have empowered the QPS to redefine its service delivery model, and therefore better meet the needs of the community through a heightened emphasis on front line policing. The Commissioner has implemented a visionary holistic program of organisational renewal for the QPS to convey an integrated service delivery model that meets community expectations and delivers value for money.
Commissioner Stewart has also been pivotal in the strategic leadership of the QPS through the security arrangements for Operation Southern Cross, the largest peacetime security operation in Australian policing history, the G20 Leaders Summit and associated Finance Ministers and Central Bank Governor’s meeting in 2014.
The QPS vision for a more outward looking and engaging organisation will result to ensure Queensland is an even safer place to live, work and do business for all.

mr roD young, naTional emergency reSponSe manager, TelSTra. preSiDenT, vicToria DiviSion, aieS
Rod has worked at Telstra since 1985 when he commenced as a Trainee Technical Officer and worked in various exchange maintenance roles. He transferred into the Global Operations Centre in 2005 and worked his way up to the real time, national network fault coordination/prioritisation role of Process Controller.
In 2011 he was promoted to his current position. Rod is responsible for approximately 50 Emergency Service Liaison Officers who represent Telstra across the nation at state and regional level. Their primary role is to ensure that Telstra is actively engaged with emergency services, government
agencies and critical infrastructure providers for disaster prevention, preparation, response and recovery activities. Rod allocates the priority of network restoration in times of disaster in conjunction with Telstra’s Major Incident Management team.
Telstra is Australia’s largest telecommunications services provider with approximately 5,000 exchange buildings and more than 9,000 mobile towers across the nation. As a good corporate citizen Telstra provides transportable emergency network equipment to support emergency service control centres and government relief efforts in times of disaster. Rod has over 30 years experience as a member of St John Ambulance Australia (Vic) and held many positions up to the rank of Regional Superintendent. He is currently a member of the Victorian State Emergency Response Planning Committee (Communications), North /West Metropolitan Regional Emergency Management Team and a member of the St John Ambulance Association (Vic). Rod is the Victorian President of the Australian Institute of Emergency Services.
He is a recipient of the St John Ambulance Service Medal and a Member of the Order of St John. Rod completed a Degree in Emergency Management in 2013 and MBA (Consulting) in 2016.
