The Tier 1 Risk Assessment is a regional analysis that identifies potential coastal risk throughout the USACE South Atlantic Division’s Area of Responsibility. The primary output of this analysis is a Composite Risk Index that is the result of multiplying a Composite Exposure Index against the annual chance probability of a flooding hazard. Exposure and hazard indices were generated from national and region-al GIS datasets, to provide a consistent and relative picture of potential risk, exposure, and hazards across the study area.
