The conceptual framework stresses the use of the most appropri-ate terminology of hazards, risks, damage, disaster, function, absorbing, buffering, andresponse capacities. The operational framework describes the longitudinal and transactionalcomponents of disasters and their use in assessing disasters and the progress made towardsrecovery. The evaluation-research framework outlines the phases to be used for the evaluationand study of disasters. When combined, these frameworks provide the terminology and struc-ture to be used for evaluations and research of all aspects of disasters.

Who should attend?Health care professionals, emergency managers, and those wishing to develop a framework for undertaking evaluation and research in disaster health management.

Objectives:By the conclusion of this workshop, participants will be able to:• Demonstrate an understanding of the need for a structured approach to disaster

evaluations and research;• Explain the concepts contained in the Guidelines;• Explain the terms and principles embedded in the Conceptual, Operational, and Research

Frameworks for disasters;• Apply these principles in designing and conducting evaluation and research into the

pathophysiology of disasters, and of interventions undertaken in the pre-event, intra-event,and/or post-event phases of any emergency, crisis, or disaster;
