Why we should…

■ Buildings currently represent almost 40% of total final energy consumption.

■ Most European countries are faced with the problem of a shrinking population and as a result with the problem of shrinking cities.

■ “The city of tomorrow is the city of today” (Thomas Sieverts), that means 70% of the building stock, we will be using in 2050, has already been built.

■ Across Europe a considerable part of the existing housing stock was built prior to the first oil crisis in the 1970ies with no consideration to energy efficiency.

Article 7 Existing buildings

■The rate of building renovation needs to be increased…set an annual rate [for] of all buildings owned by public bodies

■There is a need to identify and remove regulatory and non-regulatory barriers to the use of energy performance contracting …Obstacles to the renovating of the existing building stock based on a split of incentives between the different concerned actors should also be tackled at national level.

■ new, and existing buildings that are subject to major renovation, should meet minimum energy performance requirements adapted to the local climate. (defined in value or surface area)
