4. Point sur la sécurité dans l’établissement

Le Proviseur présente les raisons qui l’ont conduit à renforcer le niveau de sécurité dans
l’établissement :
- Relèvement du niveau d’alerte terroriste à « élevé » par le gouvernement australien
- Risques spécifiques liés à la participation de la France aux opérations militaires
contre l’EI

5. Carte des emplois résidents
Le proviseur fait le point sur :
- Les effectifs - La répartition par nationalité - Les perspectives d’évolution
L’établissement compte 731 élèves à la date du conseil ce qui est très satisfaisant. Cela représente 49 élèves de plus qu’à la rentrée 2013 et en conformité avec les prévisions établies à 724. Les perspectives sont plutôt favorables et, si la tendance se poursuit, devraient aboutir à 8 classes supplémentaires au cours des quatre prochaines années dont la moitié en élémentaire. La répartition par nationalité est stable et n’appelle pas de remarque particulière.
Les prévisions sont évidemment à prendre avec prudence et doivent être confirmées.
En ce qui concerne la carte des emplois résidents, le proviseur propose de ne pas la
modifier en raison :
- De la capacité de l’établissement à susciter des candidatures ;
- Du taux important d’encadrement par les titulaires (proche de 60%) ;
- De la montée progressive des effectifs (et de la structure) à confirmer.

6. Ouverture d’une section européenne
• Constat :
les élèves obtiennent d’excellents résultats sans option ou presque
50% des élèves obtiennent une moyenne coefficientée supérieure ou égale à
16/20
Tous les élèves n’obtiennent pas de tels résultats
Les résultats de nos élèves en anglais ne sont pas suffisamment valorisés
• Le développement des sections européennes, orientales et internationales fait partie
des objectifs assignées aux établissements dans la circulaire des langues de 2012.
Qu’est-ce qu’une section européenne ?
• L’apprentissage renforcé d’une LVE en collège
• L’enseignement d’une matière en langue étrangère : EPS, histoire géographie,
mathématiques, sciences physiques ou chimiques, SVT, …).
• La connaissance approfondie de la culture du pays de la section
Quelles sont les langues concernées ?
• allemand, anglais espagnol, italien, néerlandais, portugais, russe.
Quelles sont la ou les DNL possibles ?
• Pas de DNL imposée
• Associer la DNL à la série :
En Seconde : HG ou SES et Sciences ou Maths
Au cycle terminal : HG ou SES en ES et Sciences ou Maths en S
Les élèves auraient la possibilité de choisir l’une ou l’autre des DNL.
L’enseignement d’une DNL s’ajoute à l’horaire obligatoire de la discipline.
Comment obtenir la mention européenne sur le diplôme?
• Avoir une note égale ou supérieure à 12/20 à l’épreuve du 1er groupe dans la langue
de la section
• Avoir une note égale ou supérieure à 10/20 à une évaluation spécifique.
Qu’est-ce que l’évaluation spécifique ?
• Une épreuve orale de langue comptant pour 80% de la note globale (20 mn + temps
de préparation)
1ère partie à partir d’un document inconnu d’une quinzaine de lignes
Entretien sur les travaux et activités effectués dans l’année dans la DNL
• Une note comptant pour 20% de la note globale sanctionnant la scolarité de l’élève
dans sa section au cours de la classe de terminale
Quel est l’intérêt de l’évaluation spécifique ?
L’élève choisit de la passer et d’en substituer la note à celle d’une option facultative.
La note est alors prise en compte dans le calcul de la moyenne générale
Le proviseur demande au conseil d’émettre un avis sur le projet d’ouvrir une section
européenne en collège et en lycée à la rentrée 2015 :

7. Composition de la commission hygiène et sécurité
Le directeur administratif et financier présente les missions et la composition prévue pour la commission hygiène et sécurité. Missions
Réaliser l’enquête annuelle de sécurité et un audit externe au maximum tous les trois ans ;
Suivre la réalisation des mesures préconisées par les audits commandités, lors des inspections diligentées ou des procédures internes ;
Mettre en œuvre les procédures d’alerte et les « policies » ;
Vérifier la compatibilité de l’établissement au regard de la règlementation dans le domaine de l’hygiène et la sécurité au travail (exercices incendie, PPMS, registre de sécurité, visites périodiques, …) ;
Transmettre à la communauté éducative toute information relative à l’hygiène et la sécurité dans l’établissement.

8. Questions diverses
Questions des représentants des personnels concernant :
- La communication :

o Sur la nécessité de répondre par écrit aux sollicitations des personnels, le proviseur répond que l’obligation à laquelle il est fait référence dans la convention collective ne concerne que les modifications de services. Il n’est évidemment pas question de se soustraire à cette obligation mais il n’est pas non plus question de gérer l’établissement par courriel. Le proviseur rappelle que son bureau est toujours ouvert.
o La lettre d’information hebdomadaire envoyée à l’ensemble des personnels et
des parents ne répond pas à tous les besoins d’information et une lettre
d’information spécifiquement interne sera bientôt mise en oeuvre.
o L’accréditation des enseignants auprès du Board of Studies (BOSTES) est
une condition pour enseigner qui s’applique aussi aux enseignants résidents
même si elle est sans effet sur leur rémunération. Une démarche pour
dispenser les résidents peut être initiée mais rien n’indique à ce jour que le
BOSTES y répondra favorablement.
- La dotation horaire
o Il n’y a pas à proprement parler de dotation en HSE mais des budgets qui
permettent de répondre aux besoins en matière de remplacement.
o Le très faible nombre d’élèves en allemand dans certains niveaux (deux en
4ème, un en 1ère) a contraint de créer des groupes sur plusieurs niveaux. Les
effectifs restent très légers (5 en cycle terminal) et permettent de maintenir un
enseignement en présentiel de deux LV2 européennes. Cette organisation est
déjà en vigueur en anglais et donne entière satisfaction.
o Il n’y a plus d’horaires planchers depuis très longtemps dans les grilles
horaires et tous les horaires officiels sont respectés. Les emplois du temps
ont été envoyés aux enseignants le 4 juillet et les trois omissions constatées
de concernaient pas la répartition des services mais l’emploi du temps et elles
ont immédiatement été rectifiées.
o L’accompagnement personnalisé a été mis en place conformément à ce qui a
été décidé en conseil pédagogique à savoir une partie affectée au service des
enseignants et une partie non affectée destinée à répondre aux besoins des
élèves en cours d’année que ce soit pour leur permettre, par exemple, de
surmonter une difficulté ou de préparer un concours d’entrée dans un
établissement d’enseignement supérieur (i.e. Science Po). Cette organisation
est tout à fait conforme aux textes, l’accompagnement personnalisé ne
pouvant être utilisé pour augmenter les horaires officiels.
o Certains personnels ont vu leur service diminuer à la rentrée, en particulier en
LV2, car le fort déséquilibre entre les groupes ont nécessité de dédoubler
certains groupes et de confier une partie de l’enseignement à un autre
enseignant.
- La formation
o Afin de faciliter l’obtention des certifications complémentaires nécessaires à
la mise en place de la circulaire sur l’enseignement des langues, le proviseur.
Prendra contact avec les services compétents du vice-rectorat de Nouvelle
Calédonie. Une information sur le calendrier des certifications sera diffusée et
le coût pourra être pris en charge si le projet répond aux besoins de
l’établissement et que les budgets correspondants sont disponibles.
- Le matériel
o Les nouvelles salles à l’étage du bâtiment E ont été aménagées sur le même
principe que les autres salles de l’établissement à savoir avec un TBI et un
tableau blanc d’1m80 côte à côte. Le proviseur comprend que le TBI ne soit

pas aussi pratique qu’un tableau mais il est important de compléter
l’équipement des salles dans le cadre du développement de l’usage du
numérique.
o Concernant les ordinateurs des salles 45 et 46 qui ont été rénovées pendant
l’été, un chariot de 18 portables est prévu au 1er étage du bâtiment E et
chaque laboratoire doit être équipé d’un chariot de même type.
Questions des représentants des parents concernant :
- La traduction du PV de juin : une version anglaise est évidemment prévue.
- La centralisation des fournitures scolaires : une réflexion est en cours avec les
enseignants du second degré pour établir une liste de fournitures en collège et en
lycée disponible avant la sortie des classes.
- Une présentation spécifique sur UNSW n’est pas prévue cette année. Des contacts
étroits ont été établis l’année dernière avec cette université et l’établissement est
maintenant associé aux réunions d’information. Les résultats académiques de nos
élèves sont par ailleurs communiqués à l’université.
L’ordre du jour étant épuisé, le proviseur remercie les membres du conseil et lève la séance
à 20h05.

4. Review of the security at the school

The Principal provides the reasons which have lead to increasing the level of security at the
school:
- The increase of the terrorist alert level to high by the Australian government
- Specific risks related to France’s participation in military operations against IS.
Measures:
To strengthen the procedures to access the school
- Increasing surveillance at the entrance
- Reducing the number of gates to access the school
- Securing the entrance by using a videophone
- Identifying the persons authorised to freely walk around the school
To face an emergency situation
- Lockout procedure
- Communicating emergency information by text message
- Installing a video surveillance network
Consequences:
Opening the gates during the times students enter or exit the school only
Controlling the access outside these hours:

5. Resident positions
The Principal reviews:
- The number of students - The division by nationality - The perspectives of evolution
The school has 731 students as of today’s date which is very satisfactory. This represents 49 students more than at the beginning of the school year in 2013 and as per the forecast established at 724 students. The perspectives are rather favourable and if the tendency continues, should lead to 8 extra classes during the next four years of which half will be in elementary school. The distribution per nationality is stable and there is no need for further comment.
The forecast is of course to be taken carefully and must be confirmed.
Regarding the resident positions, the Principal suggests not to change it because :
- of the ability of the school to generate applications;
- of the important level of supervision of position holder (nearly 60%);
- of the progressive increase in the number of students (and the structure) is to
be confirmed.

6. Opening of a European section
• Assessment:
The students have excellent results with no option or almost
50% of the students obtain an average mark with an average coefficient
superior or equal to 16/20
All students do not obtain such results
Our students results in English are not valued enough
• The development of the European sections, Eastern and international is part of the
objectives set by the school in the 2012 language circular.
What is a European section?
• Enhanced learning in LVE in junior secondary
• The teaching of a subject in a foreign languages: PE, history geography, maths,
physics or chemistry, SVT…).
• The in-depth knowledge of the culture of the country of the section
What are the languages concerned ?

Which are the possible DNL?

The students will have the possibility to choose one or the other DNL.
The hours of DNL add to the numbers of hours a subject is taught.
How to obtain a European distinction on the diploma ?
• To have a mark equal or superior to 12/20 at the 1st group exam in the language of
the section
• To have a mark equal or superior to 10/20 at a specific assessment.
What is a specific assessment?
• A oral language exam which represents about 80% of the overall mark (20 mns +
preparation time)
1st part from an unknown document of around fifteen lines
Meeting on works and activities done during the year in the DNL
• A mark which represents 20% of the overall mark recognising the student’s schooling
in his section during terminale.
What is the interest of the specific assessment?
The student chooses to sit this assessment and to sustitute the mark to the mark of
an optional option. The mark is then taken into account in the calculation of the
average mark.

7. Composition of the hygiene and security commission
The administrative and financial Director presents the missions and composition planned of the hygiene and security commission. Missions
To conduct a yearly security and an external audit survey at the most every three years;
Follow the implementation of the measures recommended by the audit commissioned, during inspection requested or internal procedures;
To implement alert procedures and policies;
To check the compatibility of the school to the regulations in the field of hygiene and work safety at work (fire drills, PPMS, security register, periodic visits, …) ;
To communicate to the educational community any information relating to hygiene and security at the school.

8. Questions
Questions of the staff representatives regarding:
- communication : o Regarding the necessity to answer in writing the requests of the staff, the
Principal answers that the requirement that he is referring to in the convention in the collective convention only applies to changes of services. There is obviously no question of not complying with this obligation but the school

should not be managed by email. The Principal reminds that his office is always opened.
o The weekly newsletter is sent to all the staff and parents but does not answer
all the needs of information and a newsletter specifically internal must be
done.
o The certification of the teachers with the Board of Studies (BOSTES) is a
condition to teach which applies to resident teachers even it has no effect on
their wage. Could a process to exempt the residents to teach be
started?nothing indicates that BOSTES will provide a positive answer.
- Time allocation
o There is not strictling speaking time allocation in HSE but the budget which
enables to answer the needs with regard to replacement.
o The very low number of students in German in certain levels (two in 4eme,
one in 1ere) has compelled the school to to create groups over several levels.
The number of students remain low (5 in cycle terminal) and enable to
maintain face-to-face teaching of two European second languages. This
organisation is already implemented in English and a has been fully
satisfactory.
o There are no more times. For a long time, there were no set hours for a long
time in the schedules and all the official hours are respected. The timetables
were sent to teachers on the 4th July and three omissions were noticed which
did not involve the allocation of services but the timetable and they were
immediately corrected.
o Personalised support was implemented according to what was decided in the
pedagogical council which means the part affected regarding the service of
teachers and a part not affected to answer the needs of students during the
year to enable them, for example, to overcome a difficulty or to prepare the
entry exam in a higher education establishment (i.e. Science Po). This
organisation is consisten with the texts, personalised support cannot be used
to increase official hours.
o Some staff have seen their hours reduced at the beginning of the school year,
in particular in LV2, as the strong imbalance between the groups have
required to divide into two certain groups and to double up certain groups and
to entrust part of the teaching to another teacher.
- Training
o In order to facilitate obtaining additional certifications to implement the
circular on teaching of languages. The Principal will contact with the
competent departments of the New Caledonia vice-rectorat. Information
regarding the certification calendar will be sent and the cost can taken care if
the project answers the needs of the school and the corresponding budget is
available.
- Equipment
o The new rooms on the first floor of building E were done up as the other
rooms of the school with a interactive white board and a white board of 1m80
from side to side. The Principal understands that the interactive whiteboard is
not as practical as a board but it is important to complete the equipment of the
room as part of the development of digital usage..

o Regarding computers in rooms 45 and 46 which were renovated during the
summer, a trolley of 18 laptops is planned on the 1st floor of building E and
each lab must be equipped with the same trolley.
Questions from the parent representatives regarding:
- The translation of the minutes from the meeting held in June : a translation is
planned.
- Centralising school supplies : consideration is undergoing with the secondary
teachers to establish a list of the school supplies in junior and senior secondary
available at the end of the school year.
- A specific presentation regarding UNSW is not planned this year. A close relationship
were established last year with this university and the school is now included in the
information meetings.
