Information to Bidders About JSW Foundation
JSW Foundation (JSWF) is currently working with 6000+ farmers covering 5,800+ acres of cultivable land
and 17,400 ha land under watershed management, through participatory approach striving to align to
local, national and global goals (Sustainable Development Goals). The foundation has taken several
initiatives for convergence with Govt. schemes, FPO strengthening, integrated watershed management,
capacity building programmes etc., with an aim to increase farm and off-farm incomes across key states
such as Karnataka, Maharashtra, West Bengal, etc.
The foundation has thus envisaged a more focused approach/project on inclusive Agri livelihood model
across value chain, capacity building of the farmers, promoting an improved package of practices,
advocating less water-intensive farming techniques and forging strategic partnerships. The emphasis is
on the market-led sustainable enhancement of profits to make Agri-livelihoods a preferred mode of
occupation.
The JSW Foundation’s initiative is focused towards strengthening institutional capacities and enhance
market capacities by rehabilitating existing value chains, supporting integrated farming systems and
strengthening value chain development, thereby contributing towards improvement of livelihood of
farmers and other rural communities in Karnataka state.
In lieu of the above and to scale-up from our existing initiatives under watershed management, through
participatory approach, JSWF are striving to align to local, national and global goals (Sustainable
Development Goals). JSWF have thus envisaged a more focused approach on the following aspects:
Inclusive Agri livelihood model across value chain,
Capacity building of the farmers, promoting improved package of practices,
Advocating water-efficient farming techniques
Forging strategic partnerships through convergence with Govt. departments, NGO’s and
strategic partners
Emphasize on the market-led sustainable enhancement of profits to make Agri-livelihoods a
preferred mode of occupation.
Objective of the Proposal:
Enhance the Farmer’s livelihood income by at least 50% through production, productivity,
market access, input access and allied activities by the end of 3rd year of the Project through
Farm and allied activities.
In order to achieve the objective stated above,

1. To form 50 new FPO’s (or) strengthen the existing FPO’s in the JSW Project area of Bellary,
Koppal, Chitradurga & Bagalkot districts.
2. To help in social mobilization of farmers, create institutional system to enhance the market
access by way of market linkage and value chain infrastructure facilitation for better price
realization of the FPO’s /Farming community and ensuring minimum turnover of each FPO
by at least 50 lakhs per annum in 2 years onwards
Scope of the Proposal: The specific tasks to be carried out by the Consultancy firm are as follows.
1. Baseline Survey Baseline Assessment to be carried out to collect data pertinent to present situation of farming by
visiting the project area to understand the current state of target families (demographic details,
assets, livelihoods / incomes); area natural resources (land types, water availability); and
agriculture sector (land and crop productivity, current and potential linkages, access to finance,
current infrastructure, information, etc.) to identify potential interventions and develop Business
Plan. Baseline assessment covers a variety of factors such as,
(a) Collecting details of production, marketable surplus, production and marketing
calendar, etc. and social mapping using participatory methods like PRA techniques &
tools
(b) Screening the potential clusters of surplus producers for organizing the FPO/FPC.
(c) Conducting market and value chain analysis of highest priority crops, understand the
market opportunity (segments, size, growth), smallholder competitiveness, and
opportunities to strengthen the supply chain etc.
(d) Undertaking awareness campaign to inform the farmers about the benefit of farmers’
collectives/organizations etc. through individual contact, small group meeting,
organizing mass meeting, community envisioning etc.
(e) Select group representatives, informing about time and place of meeting, naming of
the group, identify the group activities
The period for base line survey is 45 days.
2. FPO Formation Fundamentals The membership of each FPO shall comprise of 800 farmers to a maximum number of 1000 of
farmers per FPO.
The consultancy firm /RI’s can choose from the four districts (Bellary, Koppal, Chitradurga and
Bagalkot) & Value chain /Priority products for FPO formation. But the final allocation of FPO will

be based on the expert committee recommendation based on the need, gap and mutual consent
of RI.
The minimum number is 5 FPO’s & maximum number of FPO’s the consultancy firm /RI can work
is 15, across the districts.
Majority of FPO will be in Bellary District and 10-15% of which will be in Organic Farming / Zero
Budget farming etc.,
The FPO needs to have essentially minimum 2 Qualified Staffs (CEO and Staff) and Resource
Institution must have 4 Full time as given the resources details
All RI will work with both existing and new FPO and the allocation will be based on expert
recommendation and mutual consent of RI
Of the total 50 FPO’s planned, each of the 10 -15 FPO’s will be federated with a Apex Governing
Body.
Consultants may associate with other firms to enhance their qualifications, but should indicate
clearly whether the association is in form of a joint venture. In the case of a joint venture, all the
partners in the joint venture shall be jointly and severally liable for the entire contract, if
selected.
3. Preliminary/Awareness Meeting Meetings will be organized for mobilization of famers by creating awareness through
dissemination of successful FPO model via audio-visual aids, leaflets, literature, etc. Preliminary
Meeting/awareness Campaign @ 2 meetings / Village will be convened by the consultancy firm.
First meeting will be convened to create awareness about the concept of FPOs where in experts,
Board of Directors and chairman of other successful FPOs shall be invited. The second meeting
will be organized to enroll members / Shareholders.
4. Identification Identification of target / affinity groups
Selection on the basis of homogeneity in crop production.
5. Commodity Groups formation Selected farmers will be mobilized into Commodity Groups.

6. Group Formation. Conversion of target/affinity groups into Common Interest Groups (CIGs)/ Farmer Interest Groups
(FIGs). etc.
Assisting and facilitating the groups in preparation of byelaws, initiation of group activities,
pooling of produce, contract farming etc.
Assisting & facilitating the group about financial transactions, importance of accounting &
initiation of account keeping
Facilitate group sale of agricultural produce and group purchase of agricultural inputs in order
to ensure group cohesiveness and generate commercial interest within the group and facilitate
experimental learning among the groups to undertake market research (for both input and
output side). Based on the market research as well as experimental learning, group makes
informed decisions and accordingly further actions are taken.
Capacity building in identified activities and establishment of an accountability system
Collection of land records, forming and naming of Commodity Groups and make them ready for
opening of bank accounts. Commodity Group formation will be completed in 3 months period.
7. Conducting meetings for organizing and formalizing Commodity Groups/FIGs: Meetings to be organized for collection of shares from each member in the Commodity Groups.
Meetings to be organized for passing resolution to open the bank account.
Meetings to be organized for identifying suitable bank and opening of bank account.
Meetings to be organized for opening of registers (Account Maintenance register, Resolution
passing register, other statutory registers)
8. Identifying members for Board of Directors and Chairman: Meetings to be organized for Integration of Commodity Groups into Farmer Producer
Organizations (FPOs).
Meetings to be organized for identifying members from FPO for board of directors and Chairman.
Identifying good leaders and empowering them to manage
Preferably, the Board of Directors should be Innovative farmer with leadership quality,
interpersonal skills, problem solving capacity, diplomatic etc., Actively involved in agriculture and
allied activities and be a land holder.

The period for completion of above work is 15 days.
Ongoing Activities (OA):
OA 1: Trust Building/Business Motivation for Commodity Groups:
Motivating Commodity Groups to produce commodities and sale to the private companies at
Commodity Group stage itself.
Organizing workshop with private companies and Commodity Groups.
Arranging meeting for Signing MoU with private Companies and Commodity Groups.
OA 2: Capacity building & Training-
Conduct Training Need Assessment and prepare training modules and training material with
reference to gap analysis in postproduction and market linkage aspects (Notes/CDs/leaflets
(including agribusiness activities).
Prepare calendar of training
Conduct Training for the groups on (a) group dynamics, record keeping, group management (b)
increasing productivity, market led production, quality improvement, c) managing business on
commercially viable scale, value added production and market dynamics.
Group Dynamism and Sustainability of Groups: -Mentoring, backstopping and monitoring
effectiveness of the FIGs/FPCs on regular basis, revising and adapting planning & implementation
arrangement to ensure sustainability of groups.
Assessment of the Farmer Producer’s Companies: Grading of Commodity groups on the basis of
rating tool developed by project & handover requisite list of groups
9. Registration of FPOs Assess the maturity of the groups (CIGs/FIGs) through appropriate indicators such as attendance
of members in group meetings, membership strength, account opening etc. Consultancy firm
would facilitate opening the accounts for these groups. Service Provider would be responsible for
setting up a sound governance structure of the groups. Once the maturity is assessed, consultancy
firm would also be responsible for training and capacity building (including book-keeping,
maintenance of records, and preparing minutes of meeting. Assisting and facilitating the FPO in
preparation of operation manual that would include among others fund flow system,

procurement method, financial transactions, marketing arrangements leading to establishment
of a well-defined accountability system.
Facilitate the framing of Vision, Mission, Goals and other applicable resolutions with the board
and facilitate the formation of sub-committees; as required, and clarify their roles and
responsibilities;
Assisting and facilitating the producers’ groups in preparation of byelaws, rules of business &
Memorandum of Association (MoA). Facilitate the producer companies to acquire the necessary
licenses and other relevant permissions that would enable them for carrying out both agriculture
input and output marketing. These include, among others, Mandi license, Seed license, Pesticide
license, Fertilizer license, Registration with sales tax, income tax and service tax department,
License from Pollution Control Board, Registration / Certification with FSSAI (especially if involved
in processing), Power connection, Bank account, Registration with District Industries and
Commerce Centers (DI&CCs),
Assist producer organizations/companies to develop and strengthen the linkages with (a)
research/academic institutions (b) banks & other commercial lending institutions (c) insurance
companies (d) logistics providers etc.
OA 3: Input Facilitation for the FPO’s and Financial Convergence:
Ensuring access to and usage of quality inputs and services for intensive agricultural production
and enhancing cluster competitiveness.
To establish input centers, Agro service centers, CFC’s for easy and cost-effective farming activity.
Retail shops / distribution centers to supplement the FPO operation towards sustainability.
To seek the convergence opportunities with the existing Government programmes, CSR activity
maneuvering in the district, other MFI programmes for supplementing the operation Gaps.
To mobile the finances for FPO’s through Debt financing, Grants, Subsidies and other sources in
order to cover the operation expenses of the FPO’s
OA 4: Enhancing the Production, Productivity and Supply chain:
Coordinating with farmers for providing agriculture extension support to enhance the production
and productivity
Coordinate with the farmers for purchase, Quality compliance, post-harvest activities and
logistics.
Aggregation, Storage and coordination with the market players.

OA 5: Market Linkage and Logistic facilitation:
Identification of products for marketing (based on market requirements as well as available
product range)
Assessment of complete supply chain, which includes requirement of raw-material, credit,
manpower and transport logistics, etc. and accordingly developing product marketing strategy;
Identification of prospective marketing opportunities, both agriculture inputs and agriculture
outputs and designing marketing strategies for the same.
Facilitation of market linkage and signing agreement with prospective buyers and FPCs.
Identification of Business activities and prepare commercially viable & bankable Business Plan for
FPCs, including Convergence Plan.
Identification of physical infrastructure and services (warehousing, quality assurance, post-
harvest value addition, etc.) required as being part of the identified value chains related activity
of the FPO. Use this list of infrastructure and services to assess gaps with respect to what is
available. Make an acquisition plan (combination of capex, leasing or pay-per-use) for the
infrastructure and services and it the costs should be reflected in the business plan.
Call general meeting and discuss Business Plan with all shareholders and take approval. Make a
resolution to approve the Business Plan from General meeting.
After approval by the FPC and Consultancy Firm, the business Plan will be submitted to JSWF
/NABARD / Investors for productive investment.
Branding and promotion of its product lines & marketing B@B, B@C etc.,
Business development and increasing sales YOY and attaining minimum Rs 50 Lakh PA/FPO in 2nd
year
Execution of business plan like creation of infrastructure facilities, starting input services (seeds,
fertilizers, bio fertilizers etc.,), obtaining relevant licenses trading of produce through private
companies, etc. which will be supported through the project on Debt financing, Grant financing
and Govt convergence schemes.
Ensuring statutory compliances are met by the FPC.
Documentation of entire activity and results thereof.
10. Exit Strategy:

The RI’s /Consultancy Firm should ensure the sustainability of the FPO’s within 36 months of
operation.
Financial Sustainability: RI’s to ensure Y-o-Y gradual increase in turnover and profitability of the
FPO’s and that the FPO’s should be viable to meet its operating cost from revenue generated
within 3 years.
Farmers ownership and Management: Participation of farmers in governance and management
with professional staffs & systems
Additional Resource mobilization in terms of grants/ loans /Assets within 3 years
Establishment of Different Business Model for FPO’s
The FPO will offer a variety of services to its members. It will provide almost end- to-end services to its
members covering almost all aspects of cultivation (from inputs, technical services to processing and
marketing). The FPO will facilitate linkages between farmers, processors, traders, and retailers to co-
ordinate supply and demand and to access key business development services such as market
information, input supplies, and transport services. Based on the emerging needs the FPO will keep on
adding new services from time to time.
The set of services include Financial, Business and Welfare services. An indicative list of services includes
(*) Financial Services: The FPO will provide loans for crops, purchase of tractors, pump sets, construction
of wells, laying of pipelines.
(*) Input Supply Services: The FPO will provide low cost and quality inputs to member farmers. It will
supply fertilizers, pesticides, seeds, sprayers, pump sets, accessories, and pipelines.
(*) Procurement and packaging services: The FPO will procure agriculture produce from its member
farmers and will do collection, grading, sorting storage/warehousing, packaging, value addition and
marketing of produce.
(*) Marketing Services: The FPO will do the direct marketing after procurement of agricultural produce.
This will enable members to save in terms of time, transaction costs, weighment losses, distress sales,
price fluctuations, transportation, quality maintenance etc.
(*) Insurance services: The FPO will provide various insurance like Crop Insurance, Electric Motors
Insurance and Life Insurance.
(*) Technical Services: FPO will promote best practices of farming, maintain marketing information
system, diversifying and raising levels of knowledge and skills in agricultural production and post-harvest
processing that adds value to products.

Procedure for Review of Output of the Consultants:
After submission of the key Deliverable Reports by the Consultancy firm as per reporting requirement, a
Review Committee meeting from JSWF will be held to review the substance and quality of the report. The
Consultancy firm shall make a presentation, including feedback, at this meeting. The Committee shall review
the progress with reference to the agreed Terms of Reference (ToR) and advice necessary corrections and
modifications, if any, within a fortnight from the date of submission of the Reports. The Consultancy firm will
incorporate modifications based on the comments and suggestions of the Review Committee in the
subsequent and Final Reports.
