Assessment of the Current Status of School Crime Attached to this plan are reports reflecting Police Calls for Service, Attendance Rankings, Suspension/Expulsion Rates, and Truancy Summaries. It is the job of the school safety & emergency preparedness committee or the school site council to review this data, compare it to prior year data and make conclusions based on findings. This is done in order to determine areas of strength and areas for improvement. Along with the annual hazard and vulnerability assessment (under Disaster Procedures), and the school’s Appropriate Programs and Strategies that Provide School Safety (next section of this plan), this data should be used to develop goals, objectives and actions steps for the school to improve safety, security and emergency preparedness. DATA ANALYSIS

Data Source Conclusions from Data

(Principal Perspective)

Conclusions from Safety & Emergency Preparedness Committee

(parents, teachers, students, etc.)

Suspensions (Provided by CDE) There were no suspensions for the 2016-17 school year.

The group subcommittee agreed with this information.

Expulsions (Provided by CDE) There were no expulsions for the 2016-17 school year.

The group subcommittee agreed with this information.

Truancy (Provided by CDE and CVESD)

225 fewer truant students (3 or more infractions). SART, perfect attendance incentives and phone calls home helped to reduce the number of truancies for the 2016-17 school year. The perfect attendance award given out each semester for a boy and girl is a bicycle. Students are excited to have their name entered in the drawing.

The group felt that our perfect attendance awards at each primary and upper-grade assembly once per quarter are improving attendance. Perfect attendance winners will be given a small incentive token. We also have a drawing for a girl and boy bicycle for students that have perfect attendance each semester.

Law Enforcement Calls For Service Report at Site

37 total calls for the 2016-17 school year. This is down from 53 total calls in 2015-16. Most calls were for SRO support (5) and public relations (9).

The group related that they were happy that of the 37 calls, only 1 was due to (1 weapons threat, 1 family disturbance, 1 missing person, and 3 incident follow-up).

Other data Attendance Rate = 96.7%

ADA=772.12

Our percentage at Olympic View is similar to schools in the area. Most schools in CVESD are somewhere between 96%-97%.

Based on any other data reviewed, such as community crime data found at http://www.arjis.org/SitePages/Home.aspx or of 290 Registrants (Meghan’s Law) https://www.meganslaw.ca.gov/ discuss any other conclusions:

Appropriate Programs and Strategies that Provide School Safety Olympic View Elementary School Specific Information Olympic View believes that every student, staff member, and parent is expected to be actively involved and responsible for all that happens at this school. The OPTC (Olympic View Parent Teacher Club) sponsors many projects and activities for the benefit and enjoyment of the students. Parents are actively encouraged to be involved through classroom and school-wide volunteering as well as parent leadership roles. Parent representatives volunteer time to serve, collect and disseminate information at the following district committees: District Advisory Committee (DAC), District English Language Acquisition Committee (DELAC), District Budget Advisory Committee (DBAC), District GATE Advisory Committee (DGC), and District Wellness Committee. Olympic View has an exceptional base of volunteers who dedicate countless hours to ensure the success of our school. Olympic View’s ethnically diverse population provides a strong model for positive human relations. The dignity and diverse heritage of each person, student and adult is affirmed and respected. Activities throughout the school support cultural pride and diversity. The school celebrates its diversity through activities and events sponsored by the English Language Advisory Committee (ELAC) such as the Multicultural Day. Olympic View staff sets high expectations for the students, academically and socially, and with the support of parents, families and the community; students achieve success. Staff is continually exploring new curriculum and teaching practices through staff development to address the multiple learning styles of our students. The curriculum is designed to meet diverse learning styles and encourage critical thinking of all students and is aligned with the Common Core Standards. Upper-grade students receive Adolescent Growth Education (AGE), which promotes healthy lifestyles. Olympic View believes that a structured, well-disciplined school will produce the best results in social behavior, as well as academics. School rules and consequences are reviewed with the students, staff, and parents regularly. The school staff is firm, fair, and consistent in enforcing the school rules and scales consequences for student incidents. Teachers communicate their classroom expectations to students and parents. School-wide rules can be referenced in the handbook as well as on our school’s website www.cvesd.org/schools/olympicview. Staff members respond fairly and consistently to violations, including disciplinary issues and infractions. Starting in 2014 Teachers use the TAC Disciplinary System to track ongoing student behaviors. This allows teachers to plan interventions that support student learning, and document behaviors if needed for referrals and SST's. Administration and Teachers work closely with Noon Supervisors to monitor behaviors and modify procedures in order to keep students safe during noninstructional periods of time. Consequences for violating behavioral and academic expectations are fair and are disseminated to and understood by student and staff. A school wide Behavioral Referral Slip is used by all staff when needed. Students have opportunities to experience leadership at the school through participation in Student Council, Safety Patrol, and Philanthropy Club. The Student Council provides support for a positive school culture through positive talk (Up Words), rules reinforcement, and school spirit days. Safety Patrol provides a safe environment for students coming to and from school. Safety Patrol is responsible for the safe and effective flow of traffic (pedestrian and vehicular) on the school campus and provides a safe environment for all. Philanthropy Club members serve as role models for younger children and are instrumental in proactive community service, supporting school athletic events, promoting the No Place for Hate campaign, and supporting school-wide literacy. All model the democratic process and promote school spirit and community service. Additional opportunities for leadership include Robotics team, soccer team, basketball team, Student Council, and the Garden Club. This club assists in campus beautification projects. Olympic View will not tolerate any student bullying or threatening another student. Olympic View has partnered with the Anti-Defamation League to become a “No Place for Hate” school. By the end of the school year, every student in grades

Comprehensive School Safety Plan 8 of 16 7/3/18

K-6 will participate in at least three school wide activities that emphasize accepting the differences in others and eliminating bullying. Strategies and programs have been implemented to ensure that students are not permitted or able to victimize other students. School wide discipline assemblies are presented to students quarterly. Guidelines are shared so that students know what to do in the event of a bullying situation. The SRO provides an additional resource for our students, staff, and parents in the area of safety. The ongoing communication between the SRO and Olympic View staff is critical in maintaining a safe learning environment. Quarterly Rules Assemblies provide the platform for primary and upper-grade students to engage in discussions about codes of conduct. Clear rules for behavior have been established, including reference to the use of electronics, skateboards, and other personal equipment at school. Students know that the school does not tolerate bullying, fighting, assaults, foul language, drugs, or disruptions. Gang symbols and clothing are not allowed at school. Self-respect and respect for others are fostered. Respect for property is expected. Olympic View supports and promotes the Six Traits of character throughout the year. Monthly traits include Respect, Responsibility, Trustworthy, Caring, Fairness, and Citizenship. Classrooms at Olympic View provide an orderly learning environment that enhances the experience of learning and promote positive interactions among students and staff. Teachers arrange the classroom environment to create a friendly and positive atmosphere. Teachers enhance their classrooms to reflect current units of study and proudly display student work. Common areas including the cafeteria, offices, and auditorium display student work. Olympic View buildings, including the restrooms and classrooms, are maintained in a well lit, safe, clean, and healthy manner. In accordance with the Williams Settlement Act our custodians clean bathrooms periodically throughout the day. Students, parents, and teachers use the school library. Students have the opportunity to make a personal book donation through our Book Club, which has increased the number of new books available for checkout. To ensure Olympic View remains a respected part of the community, the staff takes pride in frequently monitoring and supervising all areas of the school grounds and equipment. The school policy for dealing with vandalism includes procedures for painting over graffiti before students arrive on campus and for replacing or repairing any damage. Regular reports and safety data are made to the district office. Community members play an active role as well in ensuring the safety of our students and the security of our school grounds. Through collaboration with the Chula Vista Fire Department, Chula Vista Police Department SRO, and the Chula Vista Traffic Department, a teacher’s handbook and the disaster preparedness plan are annually updated to address emergency needs. Teachers, staff, and the community are trained to address a variety of natural disasters, fire emergencies, as well as shelter in place. All classrooms are equipped with an emergency backpack and additional supplies are located in a shed on campus. Communication is maintained on school grounds through the use of walkie-talkies, school wide intercom (PA system), email, cell phone and classroom telephones. All staff members are assigned emergency duties and perform them during monthly fire drills and scheduled disaster and lockdown drills. Students, parents, certificated and classified staff, and, where appropriate, representatives from the community, law enforcement agencies, and businesses actively participate in the planning process, goal-setting, and decision making at the school level. The principal and associate principal maintain safety on campus by regularly monitoring student behavior before, during, and after school. Teachers, noon-duty personnel, and classified staff including custodians, hold a visible presence, interact with children, and are proactive in resolving emerging problems. The School Resource Officer is a visible security person on Olympic View’s campus providing a positive role model for students and addressing safety issues when appropriate. Additionally, Olympic View is now in partnership with a Department of Defense Military Family Counseling Service to provide counseling and support to children of military families. The counselor helps students to adapt to their changing family structure, share in a safe and confidential setting, receive direction and redirection for behaviors, and develop better relationships with their peers. This support is by permission only, and entirely confidential. A fence surrounds the perimeter of the campus. This insures a safe, more secure campus both during and after school hours. Access gates are open in the morning and after school in order to permit easy entrance and exit from campus. Access gates are locked during school hours in order to ensure the safety of Olympic View students. Gates are locked at all times on school holidays and when school is off session. The secretary keeps an inventory of all school keys. Gate keys

have been assigned to all staff members. The custodian inspects the door locks and reports any problems immediately to the Facilities Department. The District Raptor electronic sign-in system (w/three Color Coded Name Tags-Visitor-Red, Volunteer-Yellow, & Sub-White), is used to maintain records and monitor adults on campus. When leaving the campus, visitors electronically check out and exit the main office door. The school makes Identi-Kid available to parents wishing to register their children in the program. Maintaining regular attendance is critical to academic success and continually reinforced by all staff. Parents are encouraged to make school attendance a top priority. Through collaborative efforts with the School Resource Officer, principal, associate principal, classroom teacher, and the Olympic View Attendance/Health Specialist, the Olympic View Student Attendance Review Team (SART) works with families with attendance problems as a preventative measure to avoid further disciplinary actions. The CVESD Student Attendance and Review Board (SARB) is used as a platform for severe attendance problems. The Tardiness/Absence Policy is included in the student planner and folder and given to all students. Olympic View believes that a structured, well-disciplined school will produce the best results in social behavior, as well as academics. School rules and consequences are reviewed with the students, staff, and parents regularly. The school staff is firm, fair, and consistent in enforcing the school rules. Teachers communicate their classroom expectations to students and parents and school wide rules can be referenced in the Parent Handbook. Staff members respond fairly and consistently to violations, including disciplinary issues and criminal infractions. Consequences for violating behavioral and academic expectations are fair and are disseminated to and understood by students and staff. Teachers use the TAC Classroom Discipline program to document Classroom Incidents, and Conduct Referrals. Staff is familiar with the requirements of students with special needs so that disciplinary procedures do not conflict with the IEP procedural rights of these students. All staff onsite have participated in the Child Abuse Mandated Reporting training as of August of 2017.

School –Wide Dress Code Dress and Grooming (BP 5132) The principal, staff, and parents/guardians at a school may establish a reasonable dress code that prohibits students from wearing gang-related apparel when there is evidence of a gang presence that disrupts or threatens to disrupt the school’s activities. Such a dress code may be included as part of the school safety plan and must be presented to the Board for approval. The Board shall approve the plan upon determining that it is necessary to protect the health and safety of the school’s students. For further information on Dress and Grooming, review Admin Regulation 5132 which can be found located on the CVESD Website under: Board - Board Policy - Article : 5 – Students Olympic View Elementary School Specific Information In this section, please enter the school site dress code policy. Verbiage must include the prohibition of “gang-related” apparel. UNIFORMS AND DRESS GUIDELINES : Uniforms are required at Olympic View. Your support of and commitment to the uniform policy is vital to its success! We believe it sets high standards for the students by:

• reducing peer pressure • increasing safety and security • eliminating the wearing of inappropriate clothing items • improving personal responsibility and accountability • preparing for the workplace and • reinforcing positive behavior

Uniforms support our school spirit and a sense of esprit de corp. Our goal is to keep our focus on academic and social growth, not on the latest fashion trends. We see school uniforms as one positive and creative way to reduce discipline problems and increase school safety. Students who feel safe and secure learn basic values, the essentials of good citizenship, and are better students. The school uniform consists of the following: solid Navy blue pants, shorts, skirts or jumpers, and solid red, white, or navy blue polo shirts (no stripes on bottoms or tops). Shirts are to have a collar and are to be tucked in at all times. V-notch polo shirts may be worn untucked and must be appropriately fitted. Length of shirt may not extend beyond the wrist. If families require financial assistance, please contact the office, all information is confidential. If a student comes to school inappropriately dressed or out of uniform, they will be sent to the Nurse/Attendance office for a clean replacement garment. The second time, we will notify the parent and provide appropriate clothing. Additional infractions may include parents contact to bring a change of clothes. School Spirit shirts can be worn on any day of the school week. T-shirts are not part of the uniform policy. Gang related clothing, oversized clothing, and or baggy pants are not suitable or acceptable. Clothes shall be sufficient to conceal undergarments at all times. See-through or fishnet fabrics, halter tops, spaghetti straps, off the shoulder or low-cut tops, midriffs, and skirts/shorts shorter than mid-thigh are not appropriate. Dangling and hoop earrings, chains, and keys worn visibly around the neck are unsafe and are not acceptable. Solid red, white, or Navy blue hats, caps and other head coverings shall not be worn indoors (except for health reasons). When worn outdoors, caps/hats must be worn appropriately with the bill forward, not to the side or back. High heeled shoes and shoes with wheels are not allowed.

Comprehensive School Safety Plan 11 of 16 7/3/18

Make-up, tattoos, and nail polish, and acrylic or press-on nails are inappropriate for elementary school students. We discourage clothing representing professional sports teams, which seem to attract gang attention. Uniform waivers are available but highly discouraged. A parent must come in to fill out the waiver and a reason must be specified. Uniform waivers must be renewed every school year. The waiver becomes effective only after the parent has received his/her copy of the waiver signed by a school administrator, and it is only then that the student may attend school without a uniform. Students with a uniform waiver still need to comply with the school dress code as outlined in the Parent Handbook. IF DISCIPLINE BECOMES A PROBLEM FOR A STUDENT ON A UNIFORM WAIVER, THE WAIVER WILL BE RESCINDED. We feel these guidelines will keep our Olympic View students safe and looking like elementary students while helping them focus on learning. Thank you for your help with this important issue. Please help us instill positive, safe choices pertaining to student’s clothing and appearance by supporting our School Uniform Policy. All students should be “Dressed for Success”!

Safe Ingress and Egress Procedures Safe ingress and egress procedures are critical for school sites. In this section, school sites should list how they facilitate safe ingress and egress for pedestrians, cyclists, and vehicles during daily operations, and also how this is facilitated during emergency situations or extreme weather. Olympic View Elementary School Specific Information Our school is active in utilizing Safe Routes to School program.

Name of Safe Routes to School Program Coordinator: Our school is active in utilizing Safety Patrol program

Name of Safety Patrol Program Coordinator: Describe school procedures for creating safe ingress and egress. Olympic View Elementary School Procedures for Safe Ingress and Egress of Pupils, Parents, and School Employees to and from Olympic View The school site at Olympic View Elementary School currently has 7 outside entry areas including the office entrance. There are 2 vehicle entrances into separate parking lots and drop-off/pick-up zones. There are locked gates between the parking lots and the playground as well as by the cafeteria. There is a fire lane, which goes around the entire school. There is an entry walkway at the Southwestern corner of the playground. The students start time is 8:15 a.m. each day. Students start arriving at school between 7:45 and 8:15 a.m. They line up on the blacktop by their classroom numbers and proceed to the classroom in an orderly fashion when the teacher arrives to provide an escort for them. Some teachers may voluntarily, open their classrooms at 7:45 a.m. On rainy days kids go to the auditorium to line up and wait for their teachers to pick them up at the rear of the hall. Kinder students line up outside of their classroom doors. On days with excessive heat, students eat at the shaded tables, and then proceed to the auditorium to rest and wait for their teachers. Monday through Thursday, there are staggered dismissal times for students, which begins with Kindergarten at 2:15 p.m. Primary grades, first through third, are dismissed at 2:30 p.m. and upper grades, fourth through sixth, are dismissed at 2:45 p.m. On Friday, Kindergarten through Third Grade students are dismissed at 1:00 p.m. and upper grade students at 1:15 p.m. Kinder students are released directly to their parents at the end of the day. Those who are not picked up on time are walked to the office. All other grade students are dismissed by their teachers and know they are to go to one of the following specific destinations:

YMCA in room 803 DASH in the lunch arbor bus line in front of the office (to wait for the school bus) student pick-up area in front of the school (to wait to be picked up by parent/guardian/care giver) an assigned after school program, (i.e. Homework Club, ILE, GATE, Robotics, Jazzercise, etc.), when the

program is in session walk home

Comprehensive School Safety Plan 13 of 16 7/3/18

There is always supervision in front of the school during dismissal time by the principal or administrative designee. No student should remain on campus in an unsupervised area or activity. If so, they will be taken to the front office and their parents will be notified. Safety procedures that are currently in place. 1. Two teams of crossing guards are posted at the two main intersections to assist children in crossing the street. The teacher-sponsor of the Safety Patrol has recruited additional adult supervision to monitor traffic and safety. Additionally, these persons are equipped with radio communication monitored by the office. Students and parents are encouraged throughout the year to cross at these areas when coming to or exiting from the school grounds. 2. Students who arrive between 7:40 and 8:15 a.m. must sit down by or report to their classroom number on the blacktop, unless they are participating in the breakfast program or walking the track. We have adult supervision in this area during this time. 3. Anyone entering campus after 8:15 a.m. must enter through the office, sign in, and obtain a badge or entry slip. (Students - entry slip, visitors - Visitor badge, volunteers - Volunteer badge). Visitors and volunteers must also sign out prior to leaving the campus. All volunteers who work with students more than two hours a week are required to have a TB test on file and fingerprinting, if they will be volunteering more than just once a week. All visitors must have a background check run on their I.D. prior to visiting classrooms. 4. Ingress gates at the South end (walk-way next to the church), Southeastern end (cafeteria gate), Eastern end (200 building), and Northeastern End (400 building), are secured and locked at 08:15 a.m. 5. Students leaving campus during school hours must be checked out through the office by an adult listed on the student’s green emergency card. The teacher will be notified and the student will be dismissed to the office area. 6. All students will be informed of after school safety procedures each year, with reminders throughout the year. All students will be instructed in “Child Link” each year. All primary students will receive instruction on using 9-1-1 procedures. 7. The School Resource Officers will be introduced each year to all students through an assembly. 8. Once a month we have a "Safe Routes to School" event. At these once a month events, the staff is stationed at two locations in the neighborhood to meet children and walk to school with them. Safety is a top priority at Olympic View. Procedures and rules are reviewed on a regular basis by all staff. All visitors and volunteers must check in at the school office and log in on the dedicated sign-in computer. A visitor’s badge will be printed and must be visibly worn at all times while on campus. Staff and administration must know who is present on campus at all times. PARENTS AND VISITORS ARE NOT ALLOWED on the playground or in the children's restrooms. When dropping children off in the morning, they need to stand behind the red line. If parents come out to recess to deliver something to their child, they need to notify the noon duty staff that they are there and need to deliver an item. If having lunch with their child, there is a designated visitor table where they may sit with their child. A sign as a reminder will be posted in the front office.

3) Approval of Agenda Action 1st – Pam Landy2nd – Elizabeth GilVote - Unanimous

4) Approval of Minutes (September 13) Action1st – Mixim Murchison2nd – Veronica GarciaVote – Unanimous as correctedChanges made to attendance and spelling.

5) Principal’s Report Information New copier has arrived and everyone is happy. Fall Festival: high attendance and successful. 13 TVs installed over fall break. Only 2 rooms needed power updating so saved money.

Tech is working diligently to update systems and includes the docucam. Did not spend the full budget. More budget update on that next month.

AR quote to extend/renew licenses (650 student licenses for AR, 570 licenses for STAR) Total: $6,693. Staff discussion for continuing AR usage to come, including how many licenses are being used. Mixim’s school (ELM) has discontinued AR this year.

Last meeting discussed paying teachers for SRTI working after hours. Results of principal’s meetings: no principal states that they are paying for those meetings. CVE 8.4 says reasonable number of meetings after school (reasonable up for

interpretation). SSC doesn’t decide on during school hours, Admin and teachers would have that discussion. Also, please wait until Mrs. McKearney comes back as it impacts the budget. Alternatives being looked into, for example: VAPA teachers helping.

JumpStart (district tutoring for TK-2, Extended Day for 3-6). Paid tutoring starts next month and lasts for 12 weeks. Foster, Far below on lexile or not met on CAASPP are qualifying terms.

Looking for a couple more teachers willing to teach. We have 3 currently. 94 students qualify in grades 4-6. Will look into current reading levels. In addition to homework club.

Lockdown incident last Friday, and Fire Alarm went off unexpectedly due to a short in the electrical system. Great Shakeout had a 3.5 minute evacuation! Lockdown taught a lot, and changes needed. Went smoothly. Police and admin went to every classroom, and all seemed calm and went right back to work.

Very hot with indoor recess lately. Trying to balance somewhat quiet and calm, with recess. The movie was ineffective due to noise levels and boredom of students. Student input included implementing board games, drawing, and reading for grades 4-6.

Veteran’s Day upcoming with Veteran’s breakfast and a blacktop assembly. Pictures displayed in the auditorium.

Iron Man award: Mr. Shears (parent) donated. K-3/4-6 class with highest average attendance (Mrs. Barnard and Mrs. Terhaar in October). This doesn’t include tardy, just absence.

Instructional focus for the district: on handout. Instructional Leadership Team (ILT) learning at the district and bringing info back to the school.

6) Comprehensive Safe School Plan Action1st – Pam Landy2nd – Noemi HanonoVote – Unanimous Moved in agenda order Have Safety Plan available but not email for security purposes. Condensed version in

handout. Many meetings with small group and at district. Information from police for crime data. (p7)

o No suspension or expulsions!o Fewer truant and fewer calls for police (SRO mostly, but includes public

relations) Perfect attendance awards and phone calls home helped reduce attendance issues.

Gates closed more and has been effective in reducing random students roaming campus unsupervised.

2 goals:

o People and Programs (district and school goal), decreasing aggression and increasing social skills. Each number went over during meeting and the plan for each one, including additional teacher training. Student involvement in skits for anti-bullying. Navy partners came for assembly and dangers of tobacco, drugs, and

alcohol Upcoming Safe Routes to school this Friday (10/31) $16 K raised for American Heart Association during Jump For Heart

o Safe and Secure Campus Looking into keeping doors locked at all times Enhancing lockdown procedures (what worked and what didn’t)

Outside speakers need to be fixed in Kinder area VAPA teachers need some method of locking doors

o Coach Carby will have key to YMCA room with walkie talkie Mock search and rescue coming up this year Possible tinting of windows as opposed to blinds?

Supplies will be updated District is ordering a Lockdown kit to be delivered soon Teachers ask for cases of water for each classroom (and refreshed each year) Linda Wong updated Evacuation Map (in large detail!) Off site evacuation sites: district will direct us to either sister school, Arroyo Vista,

or Eastlake High School (map included but will be updated)

7) DAC/DELAC Meeting Report Information Parent Academy had 20% higher turnout than last year

o Mrs. DiTucci had a good review. 3 workshops attended out of 30 available. Free childcare and free breakfast with prizes!

o Encourage additional parents to join us District test scores are increasing and outperforming surrounding school districts

with the exception of Coronado. Researcher will be coming to look into why and how it is going so well for second language learners

The home language survey will be changed Also discussed how to better inform parents

8) DBAC Representative Selected Information Maria Ortiz (Mrs. Goold’s class). Will discuss next time

9) Budget Update Information Reimbursement for the teachers who are going to SDSEA science conference? When

is the reimbursement? Receipts have been submitted Consultants include the GLAD consultants and include future ones as well.

Most discussed during Principal’s Report

10) Open Communication Information Next meeting discuss additional possibilities for spirit t-shirts (new designs

available?) for dress code Flyer from district for CABE mini conference for parents and teachers. School pays

for limited number to attend? First CYT performance coming soon?

11) Adjourn Meeting at 17221st – Mixim Murchison2nd – Pam Landy

Next meeting: November 29, 2017 with Angel Belmes in charge of snacks
