Foreword

Right of Children to Free and Compulsory Education Act 2009 or RTE Act 2009, has been enacted on

26th June 2009 and enforced throughout India except Jammu and Kashmir since 1st April 2010. It is

now mandatory for all schools in India to apply and obtain Certificate of Recognition after fulfilment

of all the norms and standards mentioned in the RTE Act 2009. Otherwise, respective State

Government can withdraw recognition after hearing. Apart from these, there are number of rules and

regulations regarding government funding, admission, free education, supplying of school dresses,

mid-day meal, qualification and duties of teachers etc. mentioned in this Act and it is compulsory for

each school to maintain every specifications.

Awareness was the prime requirement and since the period for implementing the entire

specifications is only within three year thus it was very urgent to undertake a strong initiative to

sensitize school teachers of both formal and informal schools, stake holders associated with the

elementary education system, members of school management committees as well as guardian

representatives. Considering this target group a Pilot Project had been undertaken to sensitize 1000

participants from 141 KMC wards including Head of the Institutions/Schools and teachers of

government and private schools, stake holders associate with primary and secondary education

system and Shiksha Bandhus. In addition teachers of Shikshalaya Prakalpas (alternative primary

schools) were also included as they provide special training to out of school, over-aged children and

never enrolled children to admit them in formal schools at per their age.

Altogether thirteen (13) sensitization workshops were conducted within 31st May, 2011 where 1004

participants were sensitized on RTE and 43 resource persons, guests and dignitaries delivered

speech and trained participants on the different aspects of RTE Act 2009.

Through this Pilot Project only a small percentage of schools and targeted people were reached.

Huge demands were raised by many head of the institutions to sensitize all teachers and parents to

implement the RTE Act 2009 for the benefit of children successfully. The sensitization workshop

achieved so much of popularity that many head teachers from nearby invited schools were also

participated spontaneously in the workshop to know the RTE Act 2009 vividly. A considerable

demand was generated by them for more workshops for all teachers of their schools as well as

remaining schools of Kolkata.

Background

The Right of Children to Free and Compulsory Education Act, though enacted by the Indian

Constitution in 2009 but the movement was initiated long before. The contribution of

Deshabandhu Chittaranjan Das and Subhash Chandra Bose to make Primary Education

available for all has immense importance. The Bangiya Ayin Sabha in 1930 first raised the

Prathamik Shiksha Bill in front of the British Government. In 1950, while writing the Indian

Constitution, focus was given to ensure Free and Compulsory Education for the Children up

to 14 years of age group. The Kothary Commission also suggested about the Common

School System based on Neighbourhood Schools. This was the initiative to give opportunity

to all children without any discrimination to study in their neighbourhood schools. To

empower this effort on 1st April 1974 the Government of India declared the Primary

Education, free for Girl Children. In the year 1986 the New Education Policy-NEP (1986)

was developed and focus was given on the importance of upgrading the condition of

participation in education, qualities of education and its application, infrastructure required

as well as on allocation of fund.

After three years in 1989 the United Nations declared a person below 18 years as ‘Child’

and emphasized on primary and elementary education, specified the child’s right as right to

survival, right to development, right to protection and right to participation. The

Government of India in 1992 accepted this declaration and through New Education Plan of

1992 suggested to allocate 6 % of Gross Domestic Product (GDP) in education.

Meanwhile, in 1990 the District Primary Education Programme-DPEP had been initiated in 5

districts where the female education rate was low. The project was initiated to admit out of

school children, diversify development plan and mobilize parents/guardians. In 1993 the

verdict came to declare Free Education for the children within 14 years of age as

Fundamental Right by the Supreme Court on the basis of the case of Unnikrishnan Vs

Andhra Pradesh Government. To implement it throughout India Sarva Shiksha Mission was

established in 2001 and in 2005 the Government of India has developed National

Commission for Protection of Child’s Rights (NCPCR) to monitor, implement law, policy,

programme or arrangements etc., identify cases where violation of child rights had

occurred, take legal steps to protect child rights and to create awareness about child right.

In spite of all effort, many children still remained out of school and several were dropped

out of school and mission could not achieve totally and thus, essentiality of the Act as a

weapon is felt urgently. To materialize this constitution of India enacted the Right of

Children to Free and Compulsory Education Act in 2009 and enforced it throughout India

except Jammu and Kashmir from 1st April 2010. 3 years time has been given to implement

the Act for Children and one more year is given for any revision.

Rationale

Government of Indian declared the RTE Act 2009 as a fundamental right of Indian citizen

and enforced it throughout India since 1st April, 2010 along with a time frame of three

years for implementation of all provisions mentioned in the Act for children. The

Rationale of organising the Sensitization Workshop was to disseminate information

regarding all the provisions, rules and regulations enforced in form of the Right of

Children to Free and Compulsory Education Act 2009, in details to all those who are

associated with the primary and secondary education system. It was framed in following

manners:

Methodology

A. Collaboration with SSM

Sarva Shiksha Mission had extended their all cooperation and support to Kolkata

Konsultants, a Unit of Community Action Society, to organise sensitization workshops for

school teachers under their control in all 141 KMC Wards of Kolkata and stake holders as

well as Shiksha Bandhus under their banner. They had provided following support:

1. All the letters were issued in Sarva Shiksha Missions Letter heads to invite

participants, resource persons, guests and other dignitaries.

2. Venue was provided by the Sarva Shiksha Mission in their Shiksha Bhavan and in

Kasba Jagadish Vidyapith for Boys School.

3. 11 workshops were held in these two venues and 2 workshops held in All Bengal

Union at Elliot Road

B. Selection of Schools

Private Schools

A discussion followed by the concept note was submitted to the Arch Bishop and Bishop

of Kolkata to sensitize all the head of the schools and two teachers under the West

Bengal Association for Christian Schools under the banner of Sarva Shiksha Mission. The

concept was highly appreciated and Arch Bishop had issued a circular to all schools

under WBACS to participate in the Sensitization Workshop. On 12th February, 2011 152

participants from schools under WBACS participated and were sensitized on RTE Act

2009.

II. Government and Government Aided Schools

Schools were selected on the basis of following criteria:

1. At least one Government schools per KMC Ward

2. At least 3 teachers in school

3. At least two (2) Upper Primary school per Education Circle

4. Emphasis on covering more schools from those circles, where slums population is

more

5. Emphasis on covering different medium and community based schools like Urdu,

Hindi, Oria and tamil medium schools, specific schools for Muslim and Shikh

communities etc.

F. Selection of Alternative Primary Schools (Shikshalaya Prakalpa)

Two sensitization workshop on RTE for the teachers of Shikshalaya Prakalpa were held

with active support from City Level Programme On Action (CLPOA) at All Bengal

Women’s Union Hall, Kolkata. Here about 150 teachers were sensitized on RTE Act 2009.

Selection of teachers was made by the CLPOA in consultation with Kolkata Konsultants.

G. Selection of Resource Persons, Guests and Dignitaries

I. Resource Persons

To provide training on RTE Act 2009 to sensitize participants resource persons were

invited who are at present doing remarkable job for the implementation of RTE for

children. They were-

2. Persons from Society for People’s Awareness (SPAN), who are actively involved in

Dissemination of the RTE Act in West Bengal along with Kolkata Konsultants-a

unit of Community Action Society.

Major Concerns Many concerns were raised by the participants during workshops. Out of them 60

unique and major concerns are enlisted below:

1. Rt.Rev.Ashok Biswas, Bishop of Kolkata and Vise-President, WBACS

stated about the importance of Right to Information Act 2009 and

expressed his concern that one workshop is not enough to sensitize on

the entire aspects of this act. He also said that open and elaborate

discussion is very much essential to overcome all queries.

2. Arch Bishop Lucas Sircar, S.D.B, President WBACS highlighted the actual

rights of children ensured in the Right to Education Act, 2009 and

encouraging the initiative of organizing sensitization workshop for

private school teachers, requested to organize more such workshops to

cover all schools teachers.

3. Sr. Nilima Dungelung of St. Teresa Secondary School, raised a concern

which was supported by many participants about the Section “E” (Enrollment in

current academic Session, By social category), of the District Information System

for Education (DISE) format Specifies only about “Muslim Minority”. It was

mentioned that “Christian” are “Minorities” too. Thus, appeal was made for

inclusion of ‘other minorities along with Muslim Minority in the format, which was

discussed by panel members.

4. Question was raised by Rina Phillips of Union Chapel School regarding the

techniques of bridging the gap of Knowledge of the first generation learners and

enrolling them in ‘age appropriate classes’ in the private schools. Most of the

teachers were apprehensive with the concept of admitting out of school children

in age appropriate classes and thus raised their voice to get proper training

regarding this manner, which was discussed by panel members.

5. Questions was raised by Mrs. Gopa Chatterjee, Head Mistress, St. Stephens

School, Budge Budge followed by many other participants that they were

do not clear about the evaluation system for the children as the Act talked about

abolishment of conventional examination procedure and ‘pass-fail’ system. They

raised their voices to understand the technique to evaluate the children

effectively, which was discussed by panel members.

6. Issue of prohibition of private tuition was raised by Mr. John A K Ghosh,

Principal, St. Thomas Boys School, Kidderpore. Question was asked about

the mechanism to monitor the prohibition of private tuition, which was discussed

by panel members.

7. Mrs. Rupkatha Sarkar, Vice Principal, La Martiniere for Girls raiser her

concern about the problem related to medium of teaching. As the main language

of teaching used in these schools is English, the first generation learners would

face tremendous challenges in following the instructions given by the teachers,

which was discussed by panel members.

8. Point was raised by Mr. Dominic Gomes, Head Master, St. Augustine’s Day

School, regarding the mechanism to motivate children, who are out of school, to

get admission in school. Teachers also asked about the method to motivate the

guardians of the first generation learners in keeping an eye on their children’s

education, which was discussed by panel members.

9. The limitation of teachers is also essential to be taken into consideration to make

the education system better; this was highlighted by Dr. Dora A. Mondal,

Sectretary, Christ Church Girls High School, which was discussed by panel

members.

10. Issue of providing quality education in Government schools was also raised by

Sister Phyllis, Principal, Loreto Entally, so that craze of getting admitted in

some specific private school would get reduced, which was discussed by panel

members.

11. Issue on absence of state rule was also brought forward by Ars. Marie Gaspar,

Principal Loreto Bowbazar, which had been making the process of

implementation of the Act even difficult, which was discussed by panel members.

12. Concern was raised by Mr. Asit Baran Malakar, Teacher In Charge, Keora

Pukure CNI, Boys High Schools, with the confusion of submission of the filled-

up DISE format as the instructions were not clear to the school authority about

this matter, which was answered by panel members.

13. Concern was raised by Mr. Biswanath Das, SI regarding allocation of huge

number of schools under one SI and it is tough for them to ensure proper

monitoring of the quality of teaching. Thus, rotation of SIs and schools need to be

rationally framed, which was discussed by panel members.

14. Problem of monitoring the prohibition of private tuition was highlighted by

Ashoke Sirkar, SI (SE) which was answered by panel members.

15. Concern regarding the cooperation from private schools was expressed by Tripti

Chakraborty, AI (SE) and role of private schools was clarified.

16. Point was raised about qualification of teachers by Mr. Tapan Kumar Hati, SI

(SE) which was answered by panel members.

17. Clarification was asked about “special schools” by Mr. Arnab Sarkar, SI which

was discussed by panel members.

18. Smt. Kanan Ghosh Roy, Head Mistress Kalikapur, R.F.P. School, raised a

question regarding issuing a transfer certificate, which was answered by Sri

Biplab Das, Coordinator, SPAN. Mr Das explained that schools had to provide

transfer certificate immediately on demand and no school could delay admission

of any child in case of delay for issuing transfer certificate by former school.

19. Smt. Barnali Mondal, Head Mistress, Chowbhaga F.P. School, had

expressed a concern regarding inadequate teachers, and the issue was noted by

Sri Sunder Bandopadhyaya, Consultant, Sarva Shiksha Mission.

20. Sri Ashoke Sardar, Assistant Teacher of the Charan Kabi Kukundadas

Prathamik Vidyalaya highlighted the issue on punishing a child and stated

various circumstances when it had become necessary to give punishment to have

control over children. This was answered by Sri Sunder Bandopadhyaya of SSM,

Kolkata. He mentioned about a guideline which would be developed shortly to

guide the teachers regarding this matter.

21. Smt. Anita Das of Anandapur F.P. School shared a problem that they were

facing in involving guardians as representatives in the School Management and

Development Committee because the guardians are involved in work and can not

spare time to attend meetings.

22. Mrs. Pratima Bhattacharya, Head Teacher of Indra Narayan Kiran Bala

Vidyalaya, raised question about the funding for organizing special training. It

was mentioned that state rule would clarify this issue in a detailed way.

23. Arati Srivastava, Teacher Gyan Bharati requested SSM Officials to visit their

school frequently

24. Debasis Mondal, Teacher, Oriental Seminary discussed various circumstances

related to child psychology with Sri Sunder Bandopadhyaya Consultant, Sarva

Shiksha Mission.

25. Chairman, 88 No. Ward, President of SDCs of Schools of ward no. 88

requested to document the entire workshop either in Video or in audio and

circulate the same to the participants. He had also requested to provide

certificate of participation

26. Smt. Swapna Ganguly, Head Mistress Barisa Girls Primary School

requested to SSM Officials to send special educator to her school to facilitate

differently able students

27. Sri Pradip Banerjee, Secretary, SDC, Behala Shyama Sundari Vidyapith,

Kolkata, discussed various issues and problems related with the selection of SDC

members

28. Smt. Nilima Chatterjee, Head Mistress, Behala Girls High School, raised

concern about lack of adequate teacher and to appoint teachers as per the

specification of RTE Act

29. Sri Keshab Mukherjee, Head Master, Arya Vidyamandir, requested the SSM

officials to provide assistance to build classrooms as per RTE provisions

30. Sri Avisek Maity, Assistant Teacher, The National Primary School,

requested for more teacher orientation programme in future

31. Anju Saha, Head Mistress, Taki Govt. Spons. School for Girls, Primary

Section, enquired about the process of admitting over aged child in class and

method of selection for admission of children. This was explained by Sri Sundar

Bandopadhyaya, Consultant, Sarva Shiksha Mission that over aged children need

to admit in age appropriate class and through bridge courses they need to

upgrade as per required class. In case of more candidate than the existing

number of seat, school may conduct lottery to select children

32. Sanjay Kumar Dikshit, Teacher In-Charge, Shree Prakash Vidyalaya

requested for guardian orientation programme so that they can understand their

role in SMC and can understand their responsibility, how to monitor school

functioning and cooperate teachers in teaching their children. Their request was

noted by the SSM Officials

33. Sujata Haldar, Assistant Teacher, Saraswati Vidyabhawan, requested for

arranging Mid-day Meal in their school, and the process was explained by the

SSM, Officials

34. Paresh Nanda, Head Master, Govt. Spon. School (Boys) Taki House

appreciating the RTE Act raised a proposal to charge fine to guardians or parents

in case of not sending their child to school. According to him this attempt will

compel parents or guardians to send their children to school and reduce drop out

rate of children

Adarsha Shiksayatan requested to Sarva Shiksha Mission to take initiative so

that head Master/ head Mistress would call regular guardian meeting so that

parents can have updated idea regarding school functioning

37. Sri Naba Kumar Karmakar, Head Master, Sarada Prasad Institution, raised

questions on three following issues:

previous education or forget everything what he had studied earlier.

Q. How to admit mentally challenged children in an age appropriate class.

Q. How to teach 45 hours. in a week when there is no provision to take class

more than 5-6 hours from Monday to Friday and about 3 hours in Saturdays

Smt. Sarbajita Banerjee, State Consultant, Education, UNICEF, replied him that

teachers have to admit all children as per their age. In case of no early educational

background, special training facility will be provided to that child to make him/her

appropriate for the specific class within the period of two month to two years. This

special training will be arranged by the government after forming the State Rule. In

case of mentally challenged children special educators will take care of that child and

assist him to complete the elementary education. In case of 45 hours teaching issues,

she explained that about 28 hours is allocated to class teaching per week and

remaining 17 hours is for lesson planning, pedagogic planning and for learning time.

38. Dr. Manabendra Seth, Secretary School Development Committee, Sree

Gopal Vidyamandir, expressed his concern that in RTE emphasis has given on

learning in mother tongue, but in the era of globalization a child studying in

vernacular medium is not getting opportunity compared to the students from

English medium schools. Smt. Sarbajita Banerjee, State Consultant, Education,

UNICEF replied him with several instances that in India several scientists were

studied in vernacular medium. Medium will not be the barrier.

39. Dr. P.K Pal, Head Master, B.T. Road, Govt. Sponsored H.S. School, enquired

about the number of seats of the School Development Committee, Smt. Urba

Chowdhury, Coordinator, Sarva Shiksha Mission, replied him that this will be

decided after publishing the State Rule.

40. Sri Nirmalendu Chatterjee, Assistant Teacher, Shree Girija Pathshala

raised his concern on requirement of infrastructure as mentioned in RTE Act,

otherwise proper implementation is not possible. He noted that number of class

rooms is very less in majority of primary schools in Kolkata. It is also found that

only one classroom is present where school is running four classes containing

more than hundred students together. This is the genuine problem, answered by

Sri Sundar Bandopadhyaya, Consultant, Sarva Shiksha Mission and he stated that

SSM has DISE information of every school on the basis of that action plan will be

taken of after the formulation of the State Rule

41. Dr. Ardhendu Kumar, Head Master, Beleghata Shanti Sangha Vidyalaya

for Boys, raised his concern on how the SC/ST and minority children will be

enrolled, because these children could not able to produce certificate for their

caste proof. Sri Sundar Bandopadhyaya, Consultant, Sarva Shiksha Mission

answered him that their enrollment will be based on the caste proof certificate of

their parents and children’s religion will be noted on the basis of the declaration

of their parent.

42. Dr. Manoranjan Swar, Head Master, Athenaeum Institution, raised his

concern on how to enhance out of school children’s academic base to make

him/her age appropriate, keeping them in a class with other students. Sri Biplab

Das, Coordinator, SPAN, answered him that Government runs various remedial

coaching programmes and NGO also runs various bridge courses through that

these children can be enhanced academically to make them eligible for age

appropriate class

43. Sri Ashok Kumar Singh, Teacher In-Charge, Shree Guru Nanak Vidyalaya,

enquired about how the age of a child will be enrolled in absence of birth

certificate. Will they rely on what the parents were declaring or on what basis

they will note the age to make the child age specific. Sri Biplab Das, Coordinator,

SPAN, explained him about the provisions mentioned in the RTE Act 2009

regarding age proof for admission in schools.

44. Trilok Nath Rai, Head Teacher, Shree Saraswati Vidya Mandir, asked what

they will do in case of a child having maturity problem or mental status not at per

age cases, accommodating with other children in class is a big problem. It was

answered that special educator will take care of him to make him conscious as far

as possible.

45. Abdus Samsad, Asst. Teacher, CMO Primary School requested for Hindi

translation of the RTE Act and Handbook for their better understanding.

46. Smt. Bani Das, Teacher In-Charge, Beltala Girls School (Primary section),

raised question that who will provide fund if the school is not able to take any fee

from a student. Smt. Sarbajita Banerjee, State Consultants, Education, UNICEF,

answered her that in state rule all these issues will be discussed and provisions

for sanctioning more grants for school will be made and only after that school can

stop taking fees from children.

47. Subimal Kr. Sahu, Head Teacher, Mitra Institution Main (Primary

Department) asked that without screening procedure how we select children for

admission and maintain school’s standard. Smt. Sarbajita Banerjee answered him

that school can not take any admission or screening test; they can select

students through lottery and they have to maintain their standard through

teaching only.

48. Md. Firoz Alam, Asst. Teacher, Faiz Md. Day Primary School, raised his

concern that how overage children can be admitted in the age specific classes.

Shri Biplab Das, Coordinator, SPAN answered him that there are many provisions

are made by government like remedial coaching, resource room teaching, bridge

courses etc. through these process overage children can be enhanced

academically to make them appropriate for admission in the age specific classes.

This will take time for two month to two years period.

49. Dr. Sandip Ray, Assistant Teacher, Hindu School, raised a question if we can

not expel student, or detained in the same class then how we can maintain a

standard in a class. Shri Biplab Das, Coordinator, SPAN answered him that every

school need to follow a continuous comprehensive evaluation system throughout

the year, on the basis of that assessment of a child can be made.

50. Md. Maqsoudul Haque, Teacher In-Charge, Kidderpore Muslim School,

enquired what will happen in case of more than 14 years never enrolled children

come for admission. Smt. Urba Chowdhury, Coordinator, Sarva Shiksha mission,

answered him that a special class will be arranged by the government for these

kind of children for two more years where through bridge course a support

learning facility will be provided to them and in State Rule provisions will

definitely made for these children.

51. Indrani Roy Chowdhury, Teacher In-Charge, Lake School for Girls

(Primary Section) asked that in absence of examination system and

abolishment of pass fail system, how assessment or evaluation of student can be

done. Shri Biplab Das, Coordinator, SPAN, answered her like before that every

school need to follow a continuous comprehensive evaluation system throughout

the year, on the basis of that assessment of a child can be done.

52. Shyam Sundar Ram, Teacher In-Charge, Harijan Jagjiban Vidyapith raised

his concern that in absence of caste certificate on what basis we enroll them in

the caste category when parents were claiming for. Sri Sundar Bandopadhyaya,

Consultant, Sarva Shiksha Mission, answered him that these students will be

enrolled under any caste category only when their parents submit the caste

proof.

53. Shipra Sen, Teacher In Charge, Regent Colony Bastuhara Primary

Vidyalaya, raised question that if there will be no provision for taking money

from students then how school will pay infrastructural cost. Ms. Sarbajita

Banerjee, State Consultant Education, UNICEF, answered her that this will be

considered in the State Rule.

54. Sri Biswanath Biswas, Head Master, Gandhi Colony Madhyamik Vidyalaya,

expressed his concern that if the school can not detain a child in the same class

then how the poor children will be placed with other students in the same class.

Ms. Sarbajita Banerjee, State Consultant Education, UNICEF, answered him that

no child can be detained in the same class. It is the responsibility of respective

teachers to maintain quality of teaching and increase the understanding level of

student through innovative teaching techniques.

55. Smt. Sibani Ganguly, Head Teacher, Mollahat Primary School, raised her

concern that now parents are aware of the RTE act and they are refusing to give

any money to school but govt. is not giving additional fund right now. As a result

school is in problem and not able to pay infrastructural recurring costs. Ms.

Sarbajita Banerjee, State Consultant Education, UNICEF, answered her that only

after the notification of State Rule schools will get additional grants.

56. Arup Sengupta, Head Teacher, Garfa DN Memorial High School, enquired

that the school has no space for playground then according to the RTE provision

how the school will provide the facility to children. Ms. Sarbajita Banerjee, State

Consultant Education, UNICEF, answered him that if there is a provision then

playing arrangements can be done on the roof of school building or in any big

class room.

57. Smt. Sutapa Banerjee, Head Master, Bijoygarh Balika Vidyapith, asked

that what will happen to teachers if school is de recognized. Mrs. Mukulika Ghosh

Rakshit, Resource Persons SPAN, answered her that it is the compulsion of Govt.

to implement the act and if it is not done properly then govt. will decide what

they will do with the respective school teacher in case the school is de-

recognized.

58. Smt. Sharmistha Bhattacharya, Head Mistress, Ananda Ashram Balika

Vidyapith, enquired that how to admit 13 years old out of school child in the 7th

standard who has forgotten previous education. Ms. Sarbajita Banerjee, State

Consultant Education, UNICEF, answered her that through remedial coaching,

resource room teaching or through bridge courses education level of a child can

be enhanced to make them eligible for admitting them in the age appropriate

class. This will take 3 month to 2 years of time. In case the child is not able to

finish elementary education within 14 years of time then more time can be given

to that child for completing elementary education.

59. Smt. Mira Roy Chowdhury, Teacher-in-charge, Niranjan Palli F.P. School,

enquired that how the age of a child can be enrolled without any proof. Mrs.

Mukulika Ghosh Rakshit, Resource Persons SPAN, answered her that in absence

of Birth Certificate, child’s Hospital Record, Registration record of the auxiliary

nurses midwives (ANM), record of the Anganwari Centre, or declaration of the

parents about the age of their child through affidavits shall also be considered.

However, in absence of any age proof, the school authority can not deny

admission of a child and accountable to admit the child in school.

60. Smt. Sujata (Saha) Pramanik, raised her concern about problems in running

school and conducting classes when govt. is sending school teachers for census

and election duties. Mrs. Mukulika Ghosh Rakshit, Resource Persons SPAN,

answered her that this situation will definitely be considered during formation of

the State Rule.

61. Sri Monoranjan Roy, Head Master, Tollygunge Bangure High School,

requested for RTE Sensitization Workshops for all teachers. Otherwise it is very

much difficult for only Head Teachers to convince all teachers.

62. Smt. Lily Ghosh, Head Teacher, Basdroni G.S.F.P. School, requested

guardian orientation programme to aware all guardians regarding the RTE Act.

Output of the Workshops

All total 13 workshops were held within February 2011 to May 2011, in which 1004

participants were sensitized on RTE Act 2009. All most all targeted group of people

associated with the Primary and secondary education system in Kolkata are covered with

a good turn over. The following chart will show the total number of participants who

were sensitized on the RTE Act 2009.

participants. As females are more in

teaching profession, thus male ratio is

found considerably lower than female.

schools (Shikshalaya Prakalpa) were 36

Following observations are noted out of all RTE Sensitization

Workshops:

1. All total 1004 participants associated with the primary and secondary education

system and 43 resource persons were sensitised on RTE Act 2009. It is estimated

through the on-going process of Education Infrastructure Mapping by different

NGOs in 141 KMC wards, there are at present approximately 5000 education

Infrastructure present. If on an average there are 4 teachers present in each of

these infrastructures then it can be estimated that about 20,000 teachers are

there in Kolkata, responsible for implementation of RTE Act 2009 for children. Out

of them only 1004 participants from 353 schools (average 3) has been sensitized,

which is a very low percentage and so there is an urgent requirement of such

orientation programmes to reach the considerable percentage of target group.

2. Only one year and nine month is remaining, to implement the RTE Act for

children. This time period is reducing day by day and it is clear that a mass

sensitization on RTE ACT 2009 for teachers is essential as early as possible.

3. Proper implementation of RTE Act 2009 for children is only possible when all

teachers will know the Act properly and come forward to facilitate children.

4. From the participants mass request were raised to sensitize all teachers

of a school otherwise it becomes difficult for them to convince/aware

their all colleagues.

5. Schools need support for their day to day expenses in absence of Admission fees

and tuition fees. They need an orientation on School Development Plan as

mentioned in the RTE Act 2009.

6. Many schools did not have any idea regarding infrastructural

development considering their limitations as mentioned in the RTE Act

2009, which need special orientation.

7. Teachers from Kolkata Municipal Corporation were not included in this

sensitization programme, a discussion was held with the authorities of

Kolkata Municipal Corporation to train there teachers on RTE Act 2009.

8. Many Heads of Institutions/schools suggested organising workshops to

orient parents for their better understanding with the RTE Act 2009.

9. Mr. Nabarun Dey, Secretary, Association of Schools of Indian School

Certificate, West Bengal Chapter has currently requested to organise

Sensitization Workshops on RTE Act 2009 for school teachers under their

association.

Overall Impact

More sensitization workshops are urgently required to sensitize a good

percentage of school teachers and parents, so that they can develop their

schools as mentioned in the RTE Act 2009 and aware children, within 31st

March, 2013. Only one year and nine month is left to implement the entire rules

and regulations, norms and standard, otherwise schools may loose their

recognition.
