1115 Demonstration ProjectPopulations* Key Strategies for WaiverPOPULATION #1(A): Children and adolescents ages 3-17 years at risk of out-of-home placement (and their families).

Decrease use of inpatient, Emergency Room, and residential services by intervening earlier, increasing step-up/step-down services in selected communities across Alaska, implementing service intensity tool/ASAM criteria to guide use of services, providing home-based family treatment interventions, and developing community-based supports to maintain family reunification and/or recovery, health and wellness.

Use of an Administrative Service Organization.

POPULATION #1(B): Children and adolescents ages 9-18 years in State Custody—OCS or DJJ (and their families).

POPULATION #1(C): Children and adolescents ages 9-18 who have received MH or SA residential services, including RPTC, within the past year (and their families).

POPULATION #2: Adults ages 19-64 years with MH, SA, or COD diagnoses using acute intensive services.

POPULATION #3: Adolescent, Young Adult, & Adult Medicaid beneficiaries ages 12 + years with a SUD Diagnosis.

*These are the initial proposed populations to be used by Milliman to examine the impact of the new services proposed for these populations and assess the cost neutrality of DHSS’ waiver application.
