PUBLIC HEARING DETAILS

1. INTRODUCTION

Himachal Pradesh State Pollution Control Board has organized the

'Environmental Public Hearing' of proposed Reoli-Dugli Hydroelectric Project

(420+9.2 MW) under the chairmanship of District Commissioner, Lahaul & Spiti,

Shri Vivek Bhatia and Sub Divisional Magistrate, Udaipur, Shri Vishal Sharma, on

05.10.2016 at 11 A.M. at open field of village and post office Tindi helipad,

District-Lahaul-Spiti. This public hearing was conducted as per standard procedure

under Govt. of India Notification No.S.O.1533 dated 14.09.2006. The advertisements

for Public Hearing were issued in following newspaper on 02.09.16

The copy of advertisements is enclosed as Appendix-I. The list of the officers and

persons attended the 'Public Hearing' is herewith attached as Appendix-II.

At the onset of public hearing, the representative o f Himachal Pradesh State

Pollution Control Board welcomed the chairman as well as public present in the

meeting and described the purpose and motive of Public hearing. Thereafter, the

Project management and their consultant described about the Project and the

Environmental Impact Assessment and Environmental Management Plan in detail. At

last, the company representative requested for co-operation from the local public

for the implementation of Project and expressed the company commitments towards

the development of the area and thanked the public for their presence in the public

hearing.

Thereafter, the public hearing was started with the permission of the chairman. The

Assistant Environmental Engineer said to the public that a suitable platform is being

offered to you people for raising your thoughts, doubts and suggestions fearlessly

on environmental conservation. The minutes of meeting are enclosed as Appendix-

III.

2. ISSUES RAISED DURING PUBLIC HEARING

The public hearing was started with the permission of the Chair, Various points raised

by the public and their replies by the company and Govt. Officers are given in Table-

1.

We all villagers welcome this Project. The River Chandra-Bhaga is only being used by us for disposal of bone ashes, otherwise there IS no benefit tothe Himachal and India. If India is illuminated or lighted from this project then it should be established immediately, we are in favor of this 1) Based on information

6) Sir, our people has one mega point- Mudgraw nallah many times be unsound. Therefore our cash crop like pea,cauliflower could notreach the mandi. Likewise we have dandhal nallah hence we wanted that company should construct the tunnel in them prior to the signing of MoU and supply of our cash crop could not be interrupted and reached to Mandi. The project should be constructed as soon as possible as the water is flowing worth lessely.

6).The Project Management said that this was not i n our c o gn i z a n c e , since you have highlighted the issue henceforthwe will record inproject planning and follow the Govt. direction on the same.

7). If poisonous gases are emitted during excavation of the tunnel then what shall be done by the project management? It is being asked by the village ladies that project will run upto 40 years. Will the villagers get the freeelectricity fromproject?

7).The Project management explained that Project geology has been evaluated by Geological survey of India. As such the possibility of poisonous gas emission is rare and least in Himalayan region but still if it happens then it should be managed by high end technology. The Project management clarified that there is no provision of free electricity as per the policy of Govt. of

As our friend Sh. Moti Lal Sharma stated that Project work shall be started as soon as possible but we also have some sort of problem;-

1) The area has unemployed youth which shall be given employment.

3. Sh.Sandeep Kumar, Pradhan, Gram Panchayat- Tindi PO- Tindi, Sub- division- Udaipur, District- Lahaul- Spiti (HP.)

HPSPCB has organized public hearing today and this has been reference to Environment. Regarding NOC, The Government has snatched t h e power of public and handed over to administration. 1) Muck dumping,

diversion tunnel has been talked. We wanted to know whether the village Lohini will be displaced.

The Project management stated that pertaining toNOC, directive of Govt. Himachal Pradesh shall becomplied.

1) The Projectmanagement replied that no village andhousehold wi l l bedisplaced from thisproject.

2) Lohini village has only one drinking water source, which w i l l be dried due to tunnel crossing, therefore drinking and irrigation arrangement to be done on each village affected.

2) The Project management replied that project tunnel isproposed 200 meter away from the village and 300 meterdeep under the hill, Therefore it has leastpossibility to affect the water source &village, but if still happens then drinking and irrigationarrangement will be provided.

3) L&T has employed 4 person, will they be expelled after public hearing?

3) The Project is under survey and investigation stage therefore less no. of person has been engaged. The employment will be given till the running ofthe project & thereafter we normally relocate

5. Sh. Bahadur Singh, Ex. Vice President, Village-PO-Tindi, Sub-Division-Udaipur, District-Lahaul & Spiti

1) Lohini village which has 10 houses and land holdings of the people are less than 1 or beegha will be highly affected from this project. The company people will cheat us and depart. We are against the establishing this project.

1) The Project management stated that possibility of loss to the village land & Water resource from this project is least. During construction if any loss is occurred then it should be compensated as per Govt. directive. The project will not impact any private land.

2). Due to this project our pasture field will be affected so weare against the project.

I) The stage which was erected 4 years ago dismantled. Hence gathering at this place is being impacted. Stage construction is still incomplete, only two pillars are standing there and not completed yet.

1) The Project management stated that In first phase the stage was not dismantled rather it was repaired. Estimate preparation is under progress in second phase and same will be tried to complete under CSR after starting the project.

2) As earlier it was asked by Suraj that if crops or apple trees to be ruined due to this

project then how the compensation will be given to us?

2) The project proponent said that nothing of this kind generally happens but if any sort of damage to occurred fruit trees due to pollution then it will be assessed by concerned department and based on this compensation will be given.

1). The Project management stated that due to construction of dam about 5.4 km long reservoir will be created. There is aleast possibility ofpasture land and cremation ghat submergence, In case ithappens then It will be arranged at other location. As per forest conservation rules the trees are not to be cut below 4 meters of full reservoir level as the water goes up and down.
