Introduction

The Comprehensive English Language Learning Assessment (CELLA) is a four-skill language profi ciency assessment that is designed to provide:

1. Evidence of program accountability in accordance with Title III of No Child Left Behind(NCLB), which calls for schools and districts to meet state accountability objectives for increasing the English-language profi ciency of English Language Learners.

2. Data useful for charting student progress over time and, for newly-arrived students, chartingprogress over the fi rst year.

3. Information about the language profi ciency levels of individual students that can be used inmaking decisions regarding exit from the English for Speakers of Other Languages (ESOL) program.

4. Diagnostically useful information about individual students’ strengths and weaknesses in English (with as much specifi city as possible within the limitations of a large-scale standardized test).

Initial development of CELLA was funded by a grant from the U.S. Department of Education. The test was developed by ETS in collaboration with AccountabilityWorks and a consortium of fi ve states: Florida, Maryland, Michigan, Pennsylvania, and Tennessee. The test items included in this assessment are based on the CELLA profi ciency benchmarks that, in turn, are aligned to the English language development standards of the fi ve consortium states.

General InformationThis manual will assist districts and schools in the administration of the Comprehensive English Language Learning Assessment (CELLA). The manual explains the District and School Coordinators’ roles and responsibilities before, during, and after the test administration.

Preparation for Test AdministrationCELLA will be administered for the fi rst time in Florida beginning Monday, August 28, 2006, through Friday, September 29, 2006. Planning and preparation should begin as soon after the Florida CELLA training as possible. Preparations include: arranging for local training on administration and scoring of CELLA, designating School Coordinators and Test Administrators, organizing test security needs, and ensuring students will have a comfortable testing environment.

CELLA and Test Administration TimeCELLA contains four sections — Listening, Reading, Writing, and Speaking — and students must take all four sections. (In Level A, the Speaking section is called the “One-on-One” section and includes some additional Listening and Reading items that are individually administered.)

CELLA has four levels: Level A (administered to grades K–2); Level B (grades 3–5); Level C (grades 6–8); and Level D (grades 9–12).

For Level A, it is recommended that the entire test be individually administered to students in kindergarten.Students in grades 1 and 2 will take the Listening, Reading, and Writing sections in small groups and will have the One-on-One section individually administered. In addition to the items taken by students in grades K–1, students in grade 2 will also take additional “Extension” items in Reading and Writing. There is no separate answer sheet for Level A; all responses will be recorded directly in the student’s test book.

In Levels B, C, and D, the Listening, Reading, and Writing sections will be group administered. The Speaking section will be individually administered and scored by the Test Administrator. Students taking Levels B, C, or D will use a scannable answer sheet to record their answers (both multiple-choice responses and constructed-response writing).

The Locator Test is a short test consisting of 18 multiple-choice reading questions and is designed to help determine which level of Reading and Writing assessment -A, B, C, or D- is most appropriate for each student. For more information, please refer to the Locator Test Directions for Administration.

Functional Level TestingIt is recommended that students take the CELLA level that corresponds to their grade level; however, since there can be a wide range of English-language profi ciency levels within a grade, CELLA offers functional level testing. Functional level testing is available for students in grades 3–12 (Levels B, C, and D). Functional level testing allows students to take the Reading and Writing test at a lower grade level. The Locator Test can be used to determine which level is appropriate. Functional level testing ONLY ap-plies to the Reading & Writing sections. Listening & Speaking sections MUST be given on the student’s actual grade level. Students should NEVER take any section at a higher level than their actual grade level. Students in grades 9–12 may only take Reading and Writing test two levels lower. Example: A student in grade 9 could take Level D, Listening and Speaking, and either Level C or Level B for Reading and Writ-ing. Students in grades 9–12 should not take Level A Reading and Writing.

August 2006 CELLA Test AdministrationWho is to be tested?All students classifi ed as limited English profi cient in membership in the school district at the time of testing. The test is to be administered to LEP students with the classifi cation codes of LY, LP, or LN. The Florida Department of Education (FDOE) will provide ETS with a pre-identifi cation fi le containing all records for students coded as LY, LP, or LN as of June 26, 2006, from Survey 3 (February 2006) data. The records from Survey 3 were updated based on batch updates submitted by school districts through June 1, 2006. Students were “assigned and promoted” to the next grade to account for the date of the data capture and the actual test administration date.

New Enrolling Students as of the 2006-07 School Year: Any new student who enrolls in the school district on or before August 18, 2006, who is determined to be limited English profi cient based on affi rmative re-sponses to the Home Language Survey and locally administered placement test should be included in the August 2006 administration of CELLA. Students who were exited from the English for Speakers of Other Languages (ESOL) between February 2006 and August 18, 2006, i.e., former LEP students coded as LF or LZ should not be included in the August administration of CELLA. Any student entering a Florida school district between the fi rst day of school up through or on August 18, 2006, who responds affi rmative to the Home Language Survey must be assessed for English-language profi ciency within 20 days of entry and if classifi ed as LEP included in the August administration of CELLA. Any student entering after August 18, 2006, with affi rmative responses may be assessed after the 2006 CELLA testing administration is completed, i.e., after September 28, 2006. These students will not be included in the 2006 administration.

Format and Testing Times: The two charts that follow summarize the administration features and the estimated testing times for Level A and Levels B through D, respectively. (Note: CELLA is an untimed test. The test administration times are provided as recommendations. Students may be given additional time if needed.)

Proposed Schedule for Test AdministrationIt is recommended that the three group-administered sections of the test be given on the same day. If necessary, these three sections of the test may be administered over a two- or three-day period, provided proper security measures are followed. (See the Security of Test Materials section at the bottom of this page). The individually administered Speaking (or One-on-One) section should be administered at the convenience of the Test Administrator(s). Administering the Speaking (or One-on-One) section to all stu-dents could take a number of days.

Test AccommodationsCELLA is an untimed test; the test administration times are provided as recommendations. As indicated in the Directions for Administration, every effort should be made to allow students extra time if necessary. Also, all sections of the test can be individually administered to a student to help ensure appropriate pacing for the student.

The Listening and Speaking sections are orally administered at all grade levels. For Level A, the Writing section is also orally administered. For Levels B–D, the Writing section may be read aloud to the student. The Reading section may NOT be read aloud.

If you did not receive Braille or Large-Print materials and require testing material in either of these formats, please contact your District Coordinator. If a student is physically unable to fi ll in the answer sheet, the Test Administrator may complete it for the student. Additional information on administering a Braille, Large-Print, Deaf, or Hard-of-Hearing version of CELLA may be found in the Special Accommodations Directions for Administration.

If accommodations are used, please record the following codes in columns A and B of Box 21, “ETS Use Only” on page 8 of the CELLA answer sheet or Level A test book.

Security of Test MaterialsThe person in the district offi ce who is coordinating CELLA (District Coordinator) will receive boxes of sealed test materials. Each box will be labeled with the name of the school for which it is intended. The District Coordinator must verify receipt of the entire sequence of boxes. This is determined by noting the numbering sequence on the boxes and ensuring that all boxes within the sequence have been received (e.g., boxes will be numbered in sequence as 1 of 10, 2 of 10, etc.). The individual at each school who is responsible for coordinating CELLA (School Coordinator) must determine that all required test materials within his/her school’s box(es) are present prior to distributing them to the Test Administrators (e.g., teachers or proctors). While test materials are in your possession, all copies of the test books should be kept in a secure, locked location.

Each test book must be protected from loss, theft, or reproduction in any medium. The security of all test materials must be maintained before, during, and after the test administration. Under no circum-stances are students permitted to handle secure materials before or after test administration.

Test administrators should return test materials to the school coordinator to be placed in locked storage immediately after each session or day of testing. Test booklets and answer documents should never be left unsecured. Secure documents should never be destroyed (e.g., shredded, thrown in the trash, etc.) except for soiled documents, as described in the School Coordinator section under Damaged Answer Documents.

Every School Coordinator and Test Administrator is required to read and sign the Florida CELLA Ad-ministration and Security Agreement which is found in Appendix A of this manual. The form should be copied and be made available to all school coordinators and test administrators at the time of training.

All District Coordinators and/or School Coordinators (as appropriate based on local procedures) are required to inventory the test booklets, answer documents, scoring guides, training CDs and one-on-one prompt book used during training of Test Administrators. Sample forms for logging test materials have been provided for use in tracking secure testing materials. See Appendix A.

Test MaterialsAll materials will be shipped to the district and it is the responsibility of the district coordinator to provide each school coordinator with the required testing material.

Each participating school coordinator should open the box(es) immediately upon receipt and verify that all items listed on the shipping notice (enclosed in Box 1) are enclosed with the shipment. Materials will be distributed in accordance with test level information such that students in grades K–2 receive Level A(Listening, Speaking, Reading, and Writing in one scannable book); students in all other grades will receive two non-scannable books. One book will contain Listening/Speaking and will be for the students’ grade level. The other book will contain the matching level for Reading/Writing.

The following test materials will be provided according to your order:

Pre-Identifi cation (Pre-ID) LabelsThe FDOE will provide information about the students that will be taking CELLA. This information is taken from data that has been provided through the Florida Automated Student Information Database. For each student identifi ed as taking CELLA, three preidentifi cation (Pre-ID) labels will be provided. Do not use the Pre-ID label if any of the student’s demographic information on the Pre-ID label is incorrect. All personal and demographic information for students without Pre-ID labels must be provided on the students’ answer documents. In addition, for students taking the Level A Reading and Writing test without Pre-ID labels, linking labels are provided and should be applied to the test booklet and corresponding an-swer sheet. The purpose of using the linking labels is to enable an accurate match of two documents. For every package of Level A Reading and Writing test books, you will receive three sheets of fi ve sets (three matching labels per set). This allows enough labels for fi fteen students to have three matching labels each. The third label per pupil is provided as a spare label.

For Level A, the students’ personal and demographic information will be collected on the back pages of the Level A test book. The Test Administrator should complete this information. For Levels B, C, and D, this information will be collected on the fi rst two pages of the answer sheet. The requested information is divided into two sections: one section is to be completed by school personnel, and the other section is to be completed by the student. Some students, however, may require assistance in completing the requested information. The instructions and script to use in guiding the students through this process are contained in the Directions for Administration.

Important Note on Student Identifi cation Numbers (Florida Student IDs):The student ID number should be bubbled in starting at the left so that the 9 digits start at the left and the 10th digit is blank. Students that have Florida ID numbers that end with an “X” are to be instructed to print the ID number above the column of bubbles and bubble the numbers starting at the left, and in the 10th space the student is to print the “X”

The following personal and demographic information must be completed for all students that do not have a Pre-ID:

Name (last name and fi rst name); Date of Birth; Student ID No.; Grade; Gender; Primary Racial/Ethnic; Home Language (the native language of the student); Test Date and the Level and Form of the each test. In Florida the only test form that will be administered is Form 2. BOX NUMBER 11, Length of Time in the United States, on page two of the answer document is to be LEFT BLANK.

The section marked FOR TEACHER USE ONLY on page 8 of the answer document should be completed by the Test Administrator. The following boxes are to be LEFT BLANK:

Box 16, Program Participation; Box 17, Title III; Box 19, Length of Time Enrolled in ESL/Bilingual Program. For students with Pre-ID labels, ETS will calculate the length of time in the program once the answer document is received for scoring based on the Date of Entry from the ELL/LEP Reporting Format. For students with no Pre-ID that were bubbled at the time of testing, the FDOE will match the student’s Date of Entry from the ELL/LEP Reporting Format once ETS completes the scoring and submits all of the data to FDOE. The other fi elds that you were instructed to leave blank will not be reported in Florida for the August 2006 administration of CELLA.

It is the School Coordinator’s responsibility to ensure that all required information has been completed prior to the return of material. This information is critical to the various analyses that will be performed using these data.

District Coordinator Roles and Responsibilities

Prior to Test AdministrationPrepare School Coordinators – District Coordinators must ensure that all School Coordinators involved with the administration of CELLA complete all necessary requirements for the Comprehensive English Language Learning Assessment including, most importantly, test security.

Receipt of MaterialsETS will be processing material orders for CELLA based on information provided by the FDOE. Districts will receive sealed boxes of secure CELLA testing material. Each box packed for a district will display the District Name, District Coordinator’s Name, Routing Number (if applicable), and District Address. Each box packed for a school will display the District Name, School Name, Routing Number (if applicable), and District Address.

Orders are boxed by school and sent to the district. It is the responsibility of the District Coordinator to verify that all boxes are received and that they are appropriately distributed to each school.

Upon receipt of the test materials, the District Coordinator should remove the packing list and verify that all boxes have been delivered. If there is a discrepancy between the packing list and the actual number of boxes of materials, the District Coordinator should notify ETS immediately by calling in the discrepancy at 1-866-881-2802.

Contained in each school shipment are white boxes pre-addressed with a return shipping label to ETS. Please keep these white boxes for returning your completed answer documents (answer sheets and Level A test books) for scoring.

Contained in each brown box of materials is a pre-addressed return label. When returning materials to ETS, you will need to affi x one pre-addressed return label per box. Additional directions for packing test materials for return are provided in the Returning Materials section of this manual.

Distribution of Test Materials to School CoordinatorsArrange for delivery of the test materials to the School Coordinators. Each box will be identifi ed with a school-identifying label that will consist of the school name.

Supplemental OrdersThe shipment of CELLA testing materials is based on information on the Pre-Identifi cation File provided by FDOE and is an estimate of the amount of testing materials that each district will need to administer CELLA.

School Coordinators are to notify the District Coordinator regarding the amount of additional material that is needed. It is the responsibility of the District Coordinator to place an additional order with ETS.

When placing orders for additional material call ETS at 1-866-881-2802 or fax the order form provided in Appendix B of this manual to 1-866-387-2598.

During Test AdministrationOnce testing has commenced, the District Coordinator’s responsibilities include the following:

• Being available during test administration to answer questions from school coordinators. • Monitoring the test administration at each school to ensure that test administration and test secu-

rity procedures are followed.

• Serving as the liaison between the school coordinator and ETS to resolve any issues of test secu-rity at the testing sites.

• Distributing the extra materials as requested by the School Coordinators.

After Test AdministrationThe District Coordinator is responsible for verifying that all material is returned from the schools that tested CELLA. The School Coordinator will have numbered all of the boxes, and the District Coordinator is responsible for verifying that all boxes sent from a school are received at the district. The District Coordinator is responsible for fi nding any lost boxes between the school and district.

Return of MaterialsAll CELLA materials sent to each district for testing are required to be sent back to ETS.

Verifying School Return Materials- School Materials Control FormThe District Coordinator is responsible for verifying that all materials are returned from the schools. The School Coordinator will have numbered all of the boxes, and the District Coordinator is responsible for verifying that all boxes sent from each school are received at the district. The District Coordinator is responsible for fi nding any boxes lost between the school and district.

Each school will send their white and brown boxes to the district. Contained in box one (white box) from each school is their Materials Control Form. The District Coordinator will need to open box one for each school and remove this form. Verify the count of white boxes on the form against the number of white boxes received and enter your initials in the box next to the total number of white boxes if the count matches. If the count does not match, the District Coordinator will need to contact the School Coordinator and reconcile the count before sending all of the materials to ETS for scoring. Repeat this process for the brown boxes. There is no need to renumber each set of school boxes. Replace each school’s Materials Control Form back into box number one after verifying each school’s shipment.

Timelines for Returning Test MaterialsIf the schools have completed CELLA testing by September 8, 2006; all testing materials must be returned to the District Coordinator no later than Tuesday, September 12, 2006. The District Coordinator is responsible for returning all test materials to ETS no later than Friday, September 15, 2006.

If the schools have completed CELLA testing by September 22, 2006; all testing materials must be returned to the District Coordinator no later than Tuesday, September 26, 2006. The District Coordinator is responsible for returning all test materials to ETS no later than Friday, September 29, 2006.

If the schools have completed CELLA testing by September 29, 2006; all testing materials must be returned to the District Coordinator no later than Tuesday, October 3, 2006. The District Coordinator is responsible for returning all test materials to ETS no later than Friday, October 6, 2006.

Special Procedures for Returning Materials for Large Districts in Florida:

For the August 2006 administration of CELLA special procedures for returning test materials have been established ONLY for the following large districts:

Broward, Dade, Duval, Hillsborough, Orange, Osceola, and Palm Beach

The School Coordinators are authorized to return the test materials directly to ETS. The above timelines should be followed in returning the timelines and the instructions for returning materials described in this section. The School Coordinators in these large districts are to make a copy of the Materials Control Form which accounts for the materials being returned to ETS and send the copy of this form to the District Coordinator. The district coordinators in these districts will still be held responsible for locating lost test booklets or answer documents. Should documents be missing or their be a discrepancy between what was originally shipped to the district and what is returned at the end of the test administration, ETS will con-tact the District Coordinator to resolve any issues regarding missing testing materials.

Unused Material Header Sheet & Packing InstructionsFollow these instructions if you have extra test materials at your district that need to be returned.

The District Coordinator is responsible for completing a district header sheet that identifi es all answer documents (answer sheets and Level A test booklets) that were not used for testing. Note: Florida will not be using the “County” code indicator located in Box 1, CDC Code on the CELLA Header Sheet. This is to be LEFT BLANK. Only the district two-digit code and school code (number) are to be entered (right justifi ed with leading zeros). The number of unused materials does not need to be counted. Only one of these headers is needed and it should be placed in box number one of the unused answer documents being returned by the district. Use the same brown boxes in which the materials arrived.

All other material should be repacked in the brown boxes. You will need to place one pre-addressed return-shipping label on the outside of each brown box that will be sent back. Seal each box and number. On the outside of each box near the label, list the box number and the total number of boxes; for example, 1 of 10, 2 of 10, through 10 of 10. Any unused return labels should be destroyed; it is not necessary to return these labels to ETS.

District Materials Control FormEach District Coordinator is responsible for completing and sending to ETS a district level Materials Control Form. Provide the number of brown boxes that are being returned.

School Coordinator Roles and Responsibilities

It is the School Coordinator’s responsibility to complete the following tasks:

• Maintain test security. • Verify receipt of materials by checking boxes against the shipping notice. • Ensure that all Test Administrators at the school site are prepared to administer the test. It is

particularly important that all Test Administrators have studied the Directions for Administration and the Scoring Guide for Speaking Manual, and have listened to the training CD for the Speak-ing section.

• Distribute and collect test materials from Test Administrators. • Ensure the Pre-ID labels have been applied to the students’ answer documents in the box identi-

fi ed on the front page.• Ensure the personal and demographic information on the answer document has been completed

if linking labels have been applied. • Ensure the Materials Control Form has been completed after the administration. • Complete a grade header for each grade tested within your school and a school header sheet. • Adhere to the test materials return schedule. • Organize and package materials for return to ETS.

Prior to Test AdministrationPrepare Test Administrators – School Coordinators should work with District Coordinators to ensure that all Test Administrators involved with the administration of CELLA complete all necessary requirements for the Comprehensive English Language Learning Assessment, including training and test security.

Receipt of Materials The checklist below provides step-by-step instructions for verifying receipt of the test materials for each school. It is the responsibility of the School Coordinator to verify that all boxes are received for their school. The School Coordinator should make any requests for additional materials from the District Coordinator as soon as possible in order to receive the materials in time for administration. Keep ALL boxes in which the test materials are shipped. You will need them after testing for return of the answer sheets and test materials.

When the School Coordinator receives the materials from the District Coordinator: � Remove the shipping notice from Box 1. Box 1 will also contain the header sheets and the

Florida 2006 Test Administration Manual, which includes the Materials Control Form. � Verify that the quantity listed for each item on the shipping notice was received (e.g., if

you are to receive 50 test books and 50 answer sheets for a given level, you should receive 5 packets of ten copies each).

� Check that the quantities of materials are suffi cient for the number of Test Administrators and students participating in this administration of CELLA.

� Test Administrators will need to access the Scoring Guide for Speaking and Scoring Guidefor the One-on-One Section manuals and the training CD prior to testing so that they have the opportunity to review the scoring procedures for the Speaking section. The School Coordinator should ensure that an internal tracking system is developed to facilitate the tracking of borrowed materials prior to testing and accounting for their return. These materials should be considered secure—Test Administrators should either be using the materials or they should be returned to the secure location where the other test materials are located.

� Store ALL test materials in a secure, locked location before, during, and after testing until they are needed.

Preparing Test AdministratorsIt is the School Coordinator’s responsibility to ensure that Test Administrators are aware of the following important issues prior to the administration of the test:

• Level A responses must be recorded in the Level A test book; students taking Levels B, C, and D must record their responses on the answer sheet.

• If a student is taking Listening and Speaking at Levels B or C and taking Reading and Writing at Level A, the student will record answers to Listening and Speaking on an answer sheet and record answers to the Reading and Writing in the Level A Reading and Writing test book. In this situation, both documents must have either a Pre-ID label or a linking label to ensure both docu-ments are matched.

• Students should have two No. 2 pencils. • The use of scratch paper and reference materials (e.g., thesauruses, dictionaries) is not permitted

during the examination. • Test Administrators must appropriately account for and protect the security of the test materials. • Test Administrators must review the Scoring Guide for Speaking and Scoring Guide for the One-

on-One Section manuals and training CD to review once again the scoring procedures BEFORE starting to administer the Speaking section.

• Test Administrators need to read the scripts for Listening and Speaking BEFORE the day of the test. (Note: If the Listening CD is being used, the Test Administrator would not need to read the script for the Listening section.)

• Test Administrators need to become familiar with the Directions for Administration prior to testing.

During the Test AdministrationOn the day of the test, distribute to the Test Administrator the following testing materials as needed within your school:

• Test books (packaged in 10’s) for the appropriate levels (see note on functional level testing below)

• Scoring Guide for Speaking and Scoring Guide for the One-on-One Section manuals and training CDs

• Directions for Administration for the levels to be administered • Answer sheets (for Levels B, C, and D only) • One-on-One Prompt Books • Listening CDs • Pre-ID and/or Linking Labels

Supervision of Test Administration and Test Security All school coordinators will be asked by the District Coordinator to sign the CELLA Administration and Security Agreement, provided in Appendix A of the 2006 Florida CELLA Test Administration Manual stating that you have read and agree to abide by all administration and test security policies and proce-dures outlined in this manual. If you fail to adhere to these policies and procedures, student documents could be invalidated.

School Coordinators are responsible for monitoring ALL examination procedures at their schools. They will:

• Ensure that the appropriate number of Test Administrators is available and that they know the test administration procedures.

• Visit each testing room during test administration to make sure that the administration scripts in the Directions for Administration are being read word-for-word.

• Ensure that Test Administrators count the number of test books that are distributed and that they are recounted at the conclusion of testing.

• Ensure that the Test Administrators complete the Florida CELLA Test Administration Security Log (See Appendix A in this manual).

• Testing materials are to be stored in a secure location before and at the conclusion of testing prior to return to the District Coordinator.

Test Administration Irregularities and Other Extraordinary CircumstancesInvalidating a test: Prior to making a fi nal decision regarding invalidation, the circumstances surrounding the irregularity or extraordinary situation should be investigated and discussed with the school coordina-tor, the site administrator, and the district coordinator. Examples which may require invalidation upon completion of a full investigation:

§ Student (or students) is caught cheating (Student(s) caught cheating should not be retested.)§ Student (or students) is very disruptive during the testing session. This circumstance may warrant

the re-testing of some of the students (that were not disruptive and were trying to complete the testing session).

§ Fire alarm or similar evacuation procedure occurs during the testing session (This circumstance may warrant the re-testing of students, based on the length of time and nature of disruption).

§ Student becomes ill and is unable to fi nish the testing session § Student is removed by a parent prior to the end of the allotted time for testing § Student is unable to fi nish the testing session because the Test Administrator instructs students

to stop working without allowing reasonable time for all students to complete the testing session (Reminder: CELLA is an untimed test.)

Each circumstance should be treated individually. The guidance contained in the manual is general and not intended to predict all possible circumstances. Each district coordinator should advise schools of the appropriate course of action if invalidation is being considered. It is important to note that the purpose of invalidation is to identify when the validity of the test results has been compromised. It is the responsibil-ity of the district coordinator to inform schools that they may either:

§ Invalidate only after discussions with the district coordinator, or § Invalidate at the school level (after discussion between the school coordinator and the site admin-

istrator).

Decisions regarding potential invalidations based on amount of time given to students to respond to test questions should be made based on whether or not the student(s) was provided with adequate time to respond completely to the test questions. If a determination is made that the student was provided enough time to respond completely, the answer document should be submitted for scoring. If a determination is made that the student(s) was not provided adequate time to complete the testing session, the test(s) should be invalidated and returned with the NOT TO BE SCORED materials. However, if the validity of the test has not been compromised, student(s) may be returned to the testing room during the same day to com-plete the session.

It is not necessary to invalidate an answer document if the document has been packaged properly for return with NOT TO BE SCORED materials under the following circumstances:

Ø The preidentifi ed test booklet/answer document belongs to a student who has withdrawn before testing began.

Ø The preidentifi ed test booklet/answer document belongs to a student who has been absent during the entire local testing schedule.

Ø The test booklet/answer document is found to be defective and is UNUSED.Ø The preidentifi cation information is incorrect and the test booklet/answer document is UNUSED.

(Note: The answer document is part of the test booklet for Level A.)

From time to time, questions or emergencies may occur that are not adequately dealt with in this publica-tion. CELLA relies on you, as the person responsible for all aspects of the administration, to handle any emergency or exceptional situations at your test center. The following guidelines provide a general frame-work to facilitate handling non-routine or emergency situations.

Reporting Irregularities to ETSIt is extremely important that you use the Supervisor’s Irregularity Report Form to record and report information to ETS concerning possible security incidents, misconduct, and other incidents at the test center. Once the Supervisor’s Irregularity Report Form is completed it should be submitted to the District Coordinator. Facts that may seem of little consequence at the time may later assume considerable signifi -cance. Please make sure that all reports are complete and explicit. Describe the incidents and the individu-als involved, including the names and telephone numbers of all test center personnel who might provide relevant information concerning the test or test section that might be affected, the length of time each incident was observed, and so on. Circumstances that are in any way irregular should be reported, includ-ing details regarding what happened, when it happened, who was involved, and what action was taken.

Place all completed Supervisor’s Irregularity Reports in the top of the fi rst white box under the Materials Control Form. All Supervisor’s Irregularity Reports submitted to ETS are thoroughly reviewed and appro-priate action is taken. In certain cases, because of confi dentiality or privacy factors, it may not be possible for ETS to report back to test center supervisors regarding the action taken.

Return of Materials

Grade Level Header SheetsThe School Coordinator is responsible for completing a header sheet for each grade tested within their school. One grade header will need to be fi lled out for each grade that will be submitted from the school. Each grade header must be placed with the bundle of documents from the matching grade. This header acts as a separator sheet that identifi es what documents belong with each grade. For example, you will have a Kindergarten header with the Kindergarten documents, followed by the Grade 1 header with the Grade 1 documents, and so forth. To complete the grade header sheet, follow the directions on the reverse side of the header sheet.

Note: You do not need to create a grade header sheet if there were no students in a particular grade.

Remember to complete grade level header sheets when returning Special Accommodations material for scoring (see above for instructions).

School Level Header SheetThe School Coordinator is responsible for completing a school header sheet that is to be placed in the number one white box of the completed answer documents (answer sheets and Level A test books) being returned for scoring. Only one school header sheet is needed. The School Coordinator will need to take the totals from each grade header and add them up for the total number and write it on the school header sheet.

School Level Unused Material Header SheetThe School Coordinator is responsible for completing a school header sheet that identifi es all answer documents (answer sheets and Level A test books) that were not used for testing. The number of unused materials will not need to be counted. Only one of these headers is needed and it should be placed in the fi rst brown box of the unused answer documents being returned by your school.

School Level Special Accommodations Material Header SheetThe School Test Coordinator is responsible for returning all of the Large-Print and Braille testing materials. When returning Large-Print and Braille materials to ETS, please use the oversize brown boxes in which the materials were originally sent to you and apply the pre-addressed shipping labels that have been provided. When packing the box, place the unused material on the bottom and any used material on the top. Any unused return labels should be destroyed; it is not necessary to return these labels to ETS. Note: Florida will not be using the “County” code indicator located in Box 1, CDC Code on the CELLA Header Sheet. This is to be LEFT BLANK. Only the district two-digit code and school code are to be entered (right justifi ed with leading zeros).

Damaged Answer DocumentsOn occasion the CELLA answer documents might become damaged either from the initial packaging of the documents or through handling during test administration. If the answer document becomes torn, folded, marked by a pen, or becomes damaged to the point that it cannot be scanned, it is up to the School Coordinator to transcribe all the information from the damaged answer document onto a new document. The damaged answer document must be returned to ETS marked with a large “X” and returned in the brown boxes with the used materials. The new transcribed answer document should be bundled with the other documents being returned for that grade.

Should an answer document become damaged or unable to be scanned due to a student’s illness during the test, the School Coordinator should attempt to transcribe the student’s responses onto a new answer document. The original document can be destroyed once it is transcribed. However, please call ETS at 1-866-881-2802 before destroying the document. You will need to provide ETS with the document’s serial number. If the student became ill prior to the exam, a make-up date within the testing window should be arranged.

Materials Control FormProvided at the end of this manual is a Materials Control Form that each School Coordinator is responsible for completing. Directions can be found on the reverse side of the form. You can either tear the form out of this manual or photocopy.

When this form has been completed, make a copy for your records and place the original in the number one white box before returning to the district.

Packing & Returning the White & Brown Boxes to District CoordinatorContained in each school shipment are white boxes pre-addressed with a return-shipping label to ETS. The white boxes are to be used to return all of the completed answer documents (answer sheets and Level A test books). After completing each grade header sheet, use it to group the answer documents by grade, and then place the school header sheet in box one. Seal each box.

All additional CELLA materials will need to be packaged and shipped back to ETS as well. Gather all of your unused scannable documents, place them in the fi rst brown box, and place the school headersheet for unused materials in the same brown box. All other materials should be repacked in the remainingbrown boxes that you should have saved from the boxes of test materials that were shipped to you. TheSchool Coordinator will need to place one pre-addressed return-shipping label on the outside of eachbrown box that will be sent back.

The School Coordinator will need to record the total number of boxes. Begin with the white boxes and include all the brown boxes. On the outside of each box near the label, list the box number and the total number of boxes; for example, 1 of 10, 2 of 10, through 10 of 10.

Return all boxes to the District Coordinator. Any unused return labels should be destroyed; it is not necessary to return these labels to ETS.

Timelines for Returning Test MaterialsIf the schools have completed CELLA testing by September 8, 2006; all testing materials must be returned to the District Coordinator no later than Tuesday, September 12, 2006.

If the schools have completed CELLA testing by September 22, 2006; all testing materials must be returned to the District Coordinator no later than Tuesday, September 26, 2006.

If the schools have completed CELLA testing by September 29, 2006; all testing materials must be returned to the District Coordinator no later than Tuesday, October 3, 2006.

Test Administrator ResponsibilitiesBefore Testing

TrainingEach Test Administrator is required to have been trained in the administration of CELLA. The School Coordinator is responsible for ensuring that each Test Administrator has been trained prior to test admin-istration. Test Administrators must have become familiar with the Scoring Guide for Speaking and the Scoring Guide for the One-on-One Section, and been trained using the training CDs and materials that were received by the school from ETS. Test administrators should also be familiar with the 2006 Florida CELLA Test Administration Manual and the Directions for Administration for each test they are respon-sible for administering.

Prepare the Room for Testing (Test Environment)The test should be administered in a room that has comfortable seating, good lighting, freedom from crowd-ing, and suffi cient workspace. Make sure that the room is adequately ventilated and free of distractions.

For One-on-One Testing and Individual Administration:Arrange the room so that the student will be facing the Test Administrator. There should be suffi cient space so that you may arrange Directions for Administration, scripts, scoring guides, etc. that you will need in order to administer the test and that these items are not in plain view for the student being assessed.

For Group Administration:Arrange the room so that each student will have enough workspace for the test materials. There must be suffi cient space (at least three feet) between students to prevent cheating. Make sure that students are not facing each other when seated at tables and are not in seating (stadium or staggered) that allows them to view another student’s answers.

Remove or cover all visual aids in the room, such as posters showing reading or language arts concepts. Students may not have access to any unauthorized writing aids, including word lists, spelling lists, lists of adjectives and adverbs, word defi nitions, punctuation charts, transitional devices, organizational patterns, etc. Discuss any potential concerns with your school coordinator.

Post a sign outside each door to the testing room that announces TESTING-Please Do Not Disturb. You may use the sign provided in Directions for Administration.

Assemble Materials

2006 Florida CELLA Test Administration ManualYou will need a copy of the 2006 Florida CELLA Test Administration Manual and the Directions for Administration for each test you are administering to read the scripts for administering each test and for completing or verifying the student grid sheet. You are responsible for reading the General Information section, the Test Administrator Responsibilities sections, the appropriate appendices, and the appropriate scripts BEFORE the day of testing.

You will be asked by your school coordinator to sign the CELLA Administration and Security Agreement, provided in Appendix A of the 2006 Florida CELLA Test Administration Manual stating that you have read and agree to abide by all administration and test security policies and procedures outlined in this manual. If you fail to adhere to these policies and procedures, student documents could be invalidated.

Important Test Administration Details for Test Administrators• Do NOT allow students to use any extra paper for scratch paper or to answer the constructed-

response questions. Only answers written in the space provided in the Level A test book and the separate answer sheets for Levels B, C, and D will be scored.

• All responses, including the constructed-response answers, must be recorded with a No. 2 pencil in the Level A test book and on the separate answer sheets for Levels B, C, and D. Do NOT al-low students to use pens, crayons, markers, or color pencils to respond to either the mul-tiple-choice or constructed-response questions.

• Students should not use correction fl uid. If a student makes an error in answering an essay ques-tion, the student should erase as completely as possible and then write in the correction.

• Thesauruses, dictionaries, and/or other similar tools are not permitted.

PencilsStudents must use a No. 2 pencil to complete information on the student grid sheet and to complete their responses on tests. Mechanical pencils do not make dark enough marks and must NOT be used. You are responsible for ensuring that students use appropriate pencils. Students should be told to bring No. 2 pen-cils on the day of the test, but a supply of sharpened No. 2 pencils should also be available.

Chalkboard/Overhead ProjectorDisplay information for the students to use when completing the student grid sheet. Starting and stopping times for the testing session (as applicable) should also be displayed as soon as testing begins. (Note: CELLA is an untimed test.)

Do Not Disturb SignIf necessary, make copies of the DO NOT DISTURB sign, after removing from the Directions for Admin-istration, for additional entrances to the testing room. Post the sign(s) prior to the beginning of testing.

Record of InvalidationsRemove and complete the Florida CELLA Irregularity Report for any answer documents or test booklets that are invalidated.

Record of AttendanceMaintain a list of students assigned to your testing room AND keep a daily attendance record of those students who actually participate during each session. The list may be created by the school coordinator or by you and should show who (test administrator) is responsible for administering each of the tests in the testing room.

Test Administration Security LogRemove the Florida CELLA Test Administration Security Log from Appendix A and use it as required. Copy as needed.

Receive MaterialsThe school coordinator will provide you with the materials needed to administer each session; however, review the 2006 Florida CELLA Test Administration Manual and the Directions for Administration to de-termine which materials are needed on each day of testing. Secure materials should be delivered or picked up just prior to the beginning of each session. Ensure that all necessary materials are available for the test administration.

FLORIDA CELLA ADMINISTRATION AND SECURITY AGREEMENT

Florida Department of Education

Florida State Board of Education Rule 6A-10.042, FAC, was developed to meet the requirements of the test security statute, Section 1008.24, F.S., and applies to anyone involved in the administration of a statewide assessment test. The rule prohibits activities that may threaten the integrity of the test. See Appendix A, page 2 of this manual for the Florida Test Security Statute and the Rule. Examples of prohibited activities are listed below:

Revealing the passages, test items, or performance tasksCopying the passages, test items, or performance tasksInterpreting or reading test items or passages for studentsChanging or otherwise interfering with student responses to test itemsCopying or reading student responsesTranslating the reading passages into the student’s native languageTranslating test items orally or in writing into the student’s native languageProviding dictionaries or translation devices for students to use during test administration

Test Administrators are permitted to provide allowable test accommodations to students with disabilities with current IEPs as described in Test Accommodations section of this manual (See page 6), or in the Special Accommodations Directions for Administration.

All personnel are prohibited from copying the test items and/or the contents of student test books and answer documents. The security of all test materials must be maintained before, during, and after the test administration. The use of untrained test administrators increases the risk of test invalidation due to test irregularities or breaches in security.

FLORIDA STATE BOARD OF EDUCATIONTEST SECURITY RULE

6A-10.042 Maintenance of Test Security(1) Tests implemented in accordance with the requirements of ss.1001.02(2)(d), 1008.22, 1012.56, 1004.93(7), 1008.29(8), and 1008.30, Florida Statutes, shall be maintained and administered in a secure manner such that the integrity of the tests shall be preserved.

(a) Test questions shall be preserved in a secure manner by individuals who are developing and validating the tests. Such individuals shall not reveal in any manner, verbally or in writing, the test questions under development.

(b) Tests or individual test questions shall not be revealed, copied, or otherwise reproduced by persons who are involved in the administration, proctoring, or scoring of any test.

(c) Examinees shall not be assisted in answering test questions by any means by persons administering or proctoring the administration of any test.

(d) Examinees’ answers to questions shall not be interfered with in any way by persons administering, proctoring, or scoring the examinations.

(e) Examinees shall not be given answer keys by any person.

(f) Persons who are involved in administering or proctoring the tests or persons who teach or otherwise prepare examinees for the tests shall not participate, direct, aid, counsel in, or encourage any activity which could result in the inaccurate measurement or reporting of the examinees’ achievement.

(g) Each person who has access to tests or test questions during the development, printing, administration, or scoring of the tests shall be informed of specifi cations for maintaining test security, the provisions in statute and rule governing test security, and a description of the penalties for breaches of test security.

(h) During each test administration, school district and institutional test administration coordinators and contractors employing test administrators and proctors shall ensure that required test procedures are being followed at all test administration sites. Offi cials from the Department are authorized to conduct unannounced observations of test administration procedures at any test administration site to ensure the testing procedures are being correctly followed.

(2) Test materials, including all test booklets and other materials containing secure test questions, answer keys and student responses, shall be kept secure and precisely accounted for in accordance with the procedures specifi ed in the examination program administration manuals and other communications provided by the Department.

Such procedures shall include but not be limited to the following:

(a) All test materials shall be kept in secure, locked storage prior to and after administration of any test.

(b) All test materials shall be precisely accounted for and written documentation kept by test administrators and proctors for each point at which test materials are distributed and returned.

(c) Any discrepancies noted in the number or serial numbers of test materials received from contractors shall be reported to the Department by designated institutional or school district personnel prior to the administration of the test.

FLORIDA TEST SECURITY STATUTE

1008.24 Test Security(1) It is unlawful for anyone knowingly and willfully to violate test security rules adopted by the State Board of Education for mandatory tests administered by or through the State Board of Education to students, educators, or applicants for certifi cation or administered by school districts pursuant to s.1008.22, or the Commissioner of Education, or, with respect to any such tests, knowingly and willfully to:

(a) Give examinees access to test questions prior to testing;

(b) Copy, reproduce, or use in any manner inconsistent with test security rules all or any portion of any secure test book;

(c) Coach examinees during testing or alter or interfere with examinees’ responses in any way;

(d) Make answer keys available to examinees;

(e) Fail to follow security rules for distribution and return of secure test materials as directed, or fail to account for all secure test materials before, during, and after testing;

(f) Fail to follow test administration directions specifi ed in the test administration manuals; or

(g) Participate in, direct, aid, counsel, assist in, or encourage any of the acts prohibited in this section.

(2) Any person who violates this section is guilty of a misdemeanor of the fi rst degree, punishable as provided in s.775.082 or s.775.083.

(3) A district school superintendent, a president of a postsecondary educational institution, or a president of a non-public postsecondary educational institution shall cooperate with the Commissioner of Education in any investigation concerning the administration of a test administered pursuant to state statute or rule.
