INTRODUCTION

M/s Areacode Granites Pvt. Ltd is a quarry situated at Survey Nos. 213 pt,

214 pt & 215 pt at Kavanoor Village & Panchayat, Ernad Taluk, Malappuram District,

Kerala.

The quarry project was accorded with environment clearance by State

Environmental Impact Assessment Authority vide Order no.

107/SEIAA/KL/1805/2013 on 24-05-2014. The half yearly compliance report

needs to be submitted as part of general condit ion No.37 of

Environmental Clearance order by the project proponent. The

compliance report of Second half to the specif ic conditions and general

conditions of the Environmental Clearance for the period of

October 2018 - March 2019 is being submitted.

SPECIFIC CONDITIONS

01 New haulage roads should be taken and top to bottom

approach to be followed for further mining.

Complied

Compliance:

The quarrying is carrying out as per mining plan. New haulage roads for

quarrying operations are constructed at the site. Top to bottom approach has been

adopted for the exploration granites to enhance safety and for environmental

sustainability. The photo of haulage road is attached in Plate No.1.

02 100 m. should be left from Chaliyar river edge without

conducting quarrying activities.

Complied

Compliance:

100 meters has left from the bank of Chaliyar River as No Quarrying Zone

and no mining will be carried out within this zone as part of an assurance for an un

interrupted flow of Chaliyar river. The photo of No Quarrying Zone is attached at

Plate No.2.

03 The existing level of the quarry should not be deepened

further.

Compliance:

At present the project extracts the minor mineral as per the approved mining

plan. No further deepening will be done in the quarry. The existing level of the quarry

will be maintained as the bottom point for quarrying activities. The photo of quarrying

activities is provided in plate No.3.

04 The workers should be provided with reasonable dwelling

units and proper sanitation facilities including supply of safe

drinking water.

Compliance:

The project has built new labour quarters as per the direction of State

Environment Impact Assessment Authority, Kerala. The facilities provided in the

labour quarters for the workers engaged in quarrying activities are follows:-

provided for the workers is attached at Plate No. 4.

05 The crusher unit should be installed with all the conditions

stipulated by KSPCB.

Complied

Compliance:

The project installed all adequate measures in and around the crusher unit for

hassle free working of the industry. This helps to reduce the level of pollution and

improve the efficiency & standard of the crusher unit. The Kerala State Pollution

Control Board is regularly inspects the unit. The crusher is housed with solid bricks

and Aluminum Sheets, the photograph of the Crusher unit is provided in Plate No. 5

PART – B – GENERAL CONDITIONS

01 Rain water harvesting facility should be installed as per the

prevailing provisions of KMBR / KPBR unless otherwise

specified elsewhere.

Compliance:

To collect rain water from the entire project land, the proponent has

developed one rain water harvesting pond in the quarrying area. The pond is

developed from mined quarry pit. The stored rain water is using for gardening &

agriculture, wetting of roads, and other domestic purposes. The water from pond is

mainly used for crusher work, watering of plants, wetting of roads and sprinkler

system for contain dust emission. The photograph showing the rain water collection

pond in the project area is attached in Plate No.6.

02 Environment monitoring cell as agreed under the affidavit filed

by the proponent should be formed and made functional.

Compliance:

The Environmental Monitoring Cell (EMC) will be formed with Mr. Nyas V.K as

head of the monitoring cell. The EMC meeting convene regularly to evaluate and

monitor quarrying work in connection with the specific and general conditions

stipulated in the Environmental Clearance (EC) order. The details of the monitoring

cell are given below:

03 Suitable avenue trees should be planted along either side of

the tarred road and open parking areas, if any, inclusive of

approach road and internal roads.

Compliance:

To enrich vegetation and prevent air pollution, the project proponent has

planted avenue trees along either side of the roads, parking area and other areas in

the project land. There are natural vegetations including trees, shrubs, herbs and

climbers also present. The copy of bill purchased against plants is provided as

Annexure No.1 The photographs of avenue trees planted in the road side are given

in Plate No. 7. The details of vegetation along the road side are given below in

Table No.2.

04 The project shall incorporate devices for solar energy

generation and utilization wherever possible.

Compliance:

To reduce the consumption of electricity from the conventional sources, the

project has installed solar street lights in the project site to use maximum renewable

energy to reduce electrical consumption from KSEB. As part of this, the project

proponent could reduce the use of energy from conventional sources. The

photograph showing the solar street light installed within the project site is attached

at Plate No. 8. The copy of the invoice to procured solar power operated street light

is attached at Annexure No.2.

05 Sprinklers shall be installed and used in the project site to

contain dust emissions.

Compliance:

The project splashes the haulage road and critical areas with the help of

vehicles in regular intervals to arrest dust emissions from the road while

transportation of materials. The sprinklers installed in and around the crusher unit.

The photographs showing the effective utilization of sprinklers in the project area is

provided in Plate No. 9.

06 Eco-restoration including the mine closure plan shall be done

at own cost of the project proponent.

Complied

Compliance:

Eco restoration is in an integral part of mining activity. The eco restoration and

the mine closure plan will be done at the own cost of the project proponent as per

the approved mining plan. The planted and proposed sapling to be planted in the

project site is given below in the Table No. 3. The bill of plants purchased is given in

Annexure No.1

07 At least 10% of the total excavated pit area should be retained

as water storage areas and the remaining area should be

reclaimed with stacked dumping and overburden and planted

with indigenous plant species that are eco-friendly.

Compliance: -

To save rain water, ten percent of the excavated pit area will be retained as

water storage area. This will help to improve the ground water table. The remaining

area will be reclaimed with stacked dumping of overburden and top soil. As part of its

eco – restoration plan, the project will plant indigenous plant species that are eco –

friendly on the reclaimed area.

08 Corporate Social Responsibility (CSR) agreed upon by the

proponent should be implemented in a tune with the

conditions specified in the Companies Act, 2013.

Compliance:

The project proponent has carrying out many activities for social integration

nd community development. The activities under Corporate Social Responsibility

(CSR) activities are executed in the sector of Health, Housing. The project proponent

is intending to carry out more activities under CSR for inclusive growth in the

community. The details are given below in the Table No 4. The receipts and bills

area attached as Annexure No. 15.

09 Barbed metal wire fencing around the mining area shall be

provided with a height of not less than 5 ft. so that falling of

animals/ human / belonging /dumping of garbage etc. do not

happen.

Compliance:

To demarcate the lease area, the project proponent has installed fencing

around major part of the project site where Environmental Clearance and lease

obtained. This will help to prevent falling of animals/human being/dumping of

garbage etc. The purchase bill of materials is given in Annexure No.3. The

photograph of barbed metal wire fencing is provided in Plate No.10.

10 Warning alarms indicating the time of blasting has (to be done

at specific timings) has to be arranged as per stipulation of

Explosive Department.

Compliance:

To give warning to the labours and community people prior to the blasting in

quarry, the project installed warning alarms as per the stipulation of Explosive

department in the quarry site. The photograph of Siren is provided in Plate No.16.

11 Control measures on noise and vibration prescribed by

KSPCB should be implemented.

Complied

Compliance:

To reduce noise level in the project site, the project proponent has implemented

mitigate masseurs. The major noise generating sources from the mining activity is

working machineries, drilling, blasting and plying of vehicles. The following control

measures are undertaken to bringing down the noise levels:-

Proper maintenance of machinery and equipments

The machineries like breaker and excavator has well sound proof cabin so

that the machine operators can work without stress due to the sound.

Personal protective devices i.e., earmuffs, ear plugs etc. are provided to

workers working in high noise areas.

The mining activity held in day time only.

Blast vibrations and control measures

Controlled blasting technique is adopted in this project in order to reduce blast

vibrations.

The maximum charge per delay is not more than 10kg to limit the PPV values

to 10mm/sec.

Optimum delay sequence and stem to column ratio is maintaining to minimize

the ground vibration intensity.

The project proponent has appointed qualified persons to monitor the mining

operations

12 Quarrying activities should be limited to day time as per

KSPCB guidelines.

Complied

Compliance:

To reduce the adverse effect of Quarrying activities in the community, the

mining activity will limit to day time as per KSPCB guidelines. The quarry working

time is 7 am to 6.00 pm. This will help to limit the sound pollution.

13 Blasting should be done in a controlled manner as specified

by the regulations of the Explosives Department or any other

concerned agency.

Compliance:

The blasting is carrying out in controlled manner by using ordinary delayed

detonators. All blasting activities are carrying out with the stipulated guidelines of

explosive department and other concerned agency.

14 A licensed person should supervise/control blasting

operations.

Complied

Compliance:

The project proponent has appointed Mr. Meganathan as Mines Manager and

mining mates in the site to supervise/control exploitation of minor minerals including

blasting at the project site. The copy of his certificate from the concerned board is

attached at Annexure No.4.

15 Access roads to the quarry shall be tarred to contain dust

emissions that may arise during transportation of materials.

Compliance:

To reduce emission of dust through the vehicle movement, the access road

from the entrance of project site to quarry has concreted 900 meter and maintaining

in good manner. The photograph of Concreted road is provided in Plate No. 11. The

project splashes water on the road to arrest the dust production during summer

season.

16 Overburden materials should be managed within the site and

the old quarries, if any should be reclaimed and restored.

Compliance:

The overburden and topsoil need to extract during the time of mining, these

natural resources are being staked in the project site. There is no old quarry in the

site for restoration. The overburden materials are stored within the site at designated

place. This will be used for plantation, haulage roads and land filling in the mining

area. No overburden will let out from the project site. Photograph of the same

attached as Plate No.12.

17 Height of the bench should not exceed 5m and width not be

less than 5m.

Complied

Compliance:

The quarrying is carrying out as per mining plan. To enhance safety and

conserve environment, the project extracts the minerals by creating benches. The

benches are 5 meters of height and the width of the bench have minimum of 5

meters.

18 Mats to reduce fly rock blast to a maximum of 10 PPV should

be provided.

Complied

Compliance:

The project is using ordinary/electric delayed detonator. The blasting is under

the supervision of qualified person. The new technology of delayed blasting is

reducing the incident of fly rock. Blasting during unfavorable weather conditions is

avoided. During blasting it is maintaining optimum delay sequence and stem to

column ratio to minimize the fly rock distance. There is no accident due to fly rock

reported in this mine. However Blasting mat is in the site.

19 Mining depth should not exceed beyond 40 m., unless

otherwise specified or not below the level of nearest stream

bed, whichever is less.

Compliance:

The depth of mining won’t exceed beyond 10 meter or not below the level of

the nearest stream bed, whichever is less. The exploration will be done as per the

plan submitted before State Environment Impact Assessment Authority (SEIAA),

Kerala.

20 No mining operations should be carried out at places having a

slope greater than 45°.

Complied

Compliance:

No mining operation is carried out with a slope greater than 450. Even though

the slope is less than 450 in survey no. 75/2, the proponent avoided the exploration

of mineral.

21 Acoustic enclosures should be provided to reduce sound

amplifications in addition to the provisions of green belt and

hollow bricks envelop for crushers so that the noise level is

kept within prescribed standards given by CPCB/KSPCB.

Compliance:

To reduce sound amplification, the machines of crusher unit is housed with

solid bricks. A green belt is also developed around the unit to reduce noise and air

pollution. This helps the noise and sound level is kept within the prescribed

standards. The labours in the unit are wearing ear plugs to reduce the impact of

noise generating from the machines. The project proponent is maintained all

machineries in a good manner. The photograph of crusher is provided in

Plate No.05.

22 The workers on the site should be provided with the required

protective equipments such as ear muffs, helmet etc.

Compliance:

To ensure the safety of workers in working site, the project proponent

provided adequate Personnel Protective Equipments (PPE) such as helmets, ear

muffs, safety belts, glows, etc. to labours in the quarry site. The copy of bill

purchased for Personal Protective Equipments is attached as Annexure No 5.

23 Garland drains with clarifiers to be provided in the lower

slopes around the core area to channelize storm water.

Complied

Compliance:

The proponent is very conscious to prevent all quarry waste to enter in the

the public drainage or stream. The project has constructed storm water drains in the

lower slopes of the project area for effective management of storm water. This helps

to channelize the storm water to the rain water collection pond and the most of the

debris will be settled down in the bottom of the pond.

24 The transportation of minerals should be done in covered

trucks to contain dust emissions.

26 Disposal of spent oil from diesel engines should be as

27 Explosive should be stored in magazines in isolated place

As part of safety, Explosives are stored in magazine. The magazine situated

in an isolated place specified and approved by the explosives department. The area

28 Norms of Kerala State Pollution Control Board should be

adhered to regarding distance criteria of residences, roads,

rivers and worship places.
