I. GENERAL CONDITIONS

The event will be held in accordance with:● FEI General Regulation 2018, 23rd edition 1 January 2009, updates effective 1 January 2018● FEI Dressage Rules 2018, 25th edition, effective 1 January 2014 updates effective 1 January 2018 ● FEI Jumping Rules 2018, 26th edition, effective 1 January 2018● FEI Eventing Rules, 25th edition, updates effectives 1 January 2018.● FEI Veterinary Regulation 13th edition, effective 1st January 2016

II. GENERAL RULES AND REGULATIONS

RULES OF COMPETITION The competition will run under the Fédération Equestre Internationale (FEI). In any circumstance where FEI are not available the Organizing Commitee will have the authority to make decision. Pertandingan ini akan mengacu pada peraturan FEI. Dalam hal peraturan tidak tersedia pada peraturan FEI maka Panitia berhak menentukannya.

ENTRY FEES Entry fees for each class are shown in the competition schedule. It will be free of charges for horses who’s entering in the Asian Games Qualifier’s classes,Biaya pendaftaran tiap - tiap kelas sebagaimana tertera pada jadwal pertandingan.Kuda – kuda yang mengikuti kelas - kelas kualifikasi Asian Games, tidak dikenakan biaya pendaftaran.

ENTRY CLOSING DATE

All entries must be made using the prescribed forms attached . Entries must reach the Organiser’s Address no later than Tuesday, 24 April 2018 for Eventing, late entries will be on Thursday, 19 April 2018. Entries received after 24 April 2018 will be considered as Late Entries. A late entries fee is 50% the normal entry fees. Entries may be made in person, or via email to secretariat together with waiver and liability form which have been filled completely and correctly. Participants will not allow entering the arena before entry fee have been paid. Pendaftaran harus menggunakan formulir terlampir. Pendaftaran harus sudah diterima oleh panita paling lambat hari Selasa, 24 April 2018. Untuk eventing, pendaftaran dilakukan paling lambat hari Kamis, 19 April 2018. Pendaftaran yang diterima setelah tanggal tersebut akan dikenakan biaya keterlambatan sebesar 50% dari biaya pendaftaran. Pendaftaran dapat dikirim langsung ke panitia atau melalui email bersamaan dengan penyerahan formulir Waiver dan Liability yang telah diisi dengan lengkap dan benar.Para peserta tidak diperbolehkan memasuki arena pertandingan sebelum biaya pendaftaran dibayar.

REFUNDS will be provided upon request, in case when horse or rider had a medical condition and were unable to compete. Requests must be accompanied by veterinary certificate for the horse and doctor certificate or parent letter for the rider. WAIVER FORM Waiver form must be signed by each rider participating in the event. Riders under the age of 18 must have guardian consent. GENERAL CONDITIONYou are provided with plastic trash bag for the deposition of dung and other refuse. The dung must be removed from the sawdust daily and disposed of in a proper manner. At the

Kandang dan wilayah sekitarnya harus selalu dalam keadaan rapih dan bersih. Membawa serbuk dari luar tidak diijinkan karena kami telah menyediakannya. Memasak di dalam kandang tidak diijinkan untuk menghindari hal – hal yang tidak diinginkan.

STABLING FEES / SEWA KANDANGStabling fee are : Temporary Stable : Rp. 250.000, per horse per day. . Tack Room : Rp. 150.000,- per room (available for sharing maximum 3 club)To be paid to the Ass. Treasurer & Administration of the Event. Horse will not be allowed to leave the permises until the stabling fees have been paid.

Stabling and tack room can be ordered by completing the stabling form and submitting the form to the organizing committee. If by competition day, no cancelation of stabling or tack room order is declared by the ordering party, fees will be charged to the ordering party. Late check-out of stabling and tack room must in advance be notified to the organizing committee.

Pemesanan kandang dapat dilakukan dengan mengisi form yang telah di sediakan dan mengirim-kan kepada pihak panitia, tidak terkecuali untuk pemesanan tack room, apabila sampai dengan hari pelaksanaan pertandingan tidak ada pembatalan dari pihak pemesan maka segala biaya pemesanan akan tetap di tagihkan kepada pihak pemesan. Dan apabila ada keterlambatan kepulangan kuda maka pihak pemilik harus memberikan informasi kepada pihak panitia penye-lenggara.

III. JUMPING RULES & AGE REGULATIONS Classes are judged under the FEI rules. For the in-house rules read below.1. OPEN : Classes are open for riders of all ages and horses of all grades Terbuka bagi atlit dan kuda di semua umur dan level2. INTERSCHOOL : Classes are open for riders are still attending school.(Grade 1-12) Terbuka bagi atlit yang masih bersekolah (SD, SMP & SMA)

3. YOUNG RIDER : The aged of athlete until the end of the year reach the age of 21. Untuk atlit/rider sampai dengan akhir tahun ini 21th.

4. JUNIOR : The aged of athlete until the end of the year reach the age of 18. Untuk atlit/rider sampai dengan akhir tahun ini 18 tahun.

5. SENIOR : The aged of athlete is above 18 year old Untuk atlit yang berumur diatas 18 tahun.

6. Riders will be eliminated if enter the class of wrong age category Atlit dianggap tersisih jika salah kelas saat melakukan pendaftaran.

7. In the NON-JUMPOFF classes BELOW 1m one horse can be ridden by maximum three riders Pada kelas non jump off dibawah 1m, satu kuda dapat dinaik maksimal 3 kali

8. In the classes BELOW 1m three (3) refusals are allowed. Penolakan sebanyak 3 kali diberlakukan untuk kelas dibawah 1m.

9. Art 238.2.1 (Competitions against The clock) :Athletes with equality of Penalties for any place are place in accordance with the time taken do complate The round. 11. Art 238.2.2 (Competitions against The clock) :This is a Competition against the clock, but in the event of equality of Penalties for first place, there will be one jump-off against the clock.Other Athletes are placed according to their Penalties and time the first round.For minor Competitions (see GRs) the jump-off may be run according to table C, if thus provided in the ScheduleIni adalah kompetisi melawan waktu, tetapi dalam hal kesamaan jumlah penalti untuk posisi pertama, akan diadakan satu jump-off melawan waktu. Atlet lainnya ditempatkan sesuai dengan penalti dan waktu mereka saat putaran pertama. Untuk kompetisi minor (lihat GRS) jump-off dapat berjalan sesuai dengan tabel C, jika disediakan dalam jadwal.

i) This competition takes place over six, eight or ten obstacles with an increasing difficulty. Combination obstacles are not allowed. The increasing difficulty is not solely due to height and spread of the obstacles, but also to the difficulty of the track.

Kompetisi ini berlangsung melewati enam, delapan atau sepuluh rintangan dengan kesulitan meningkat. Rintangan dengan kombinasi tidak diperbolehkan. Peningkatan Kesulitan tidak hanya dikarenakan ketinggian dan jarak rintangan tetapi juga dikesulitan lintasan..

ii) Bonus point are awarded as fellows : one point for obstacle number one not knocked down, two points for number two, three points for number three, etc. with a total of 21,36 or 55 points. No point is awarded for an obstacle knowked down. Faults other than knock-downs are penal-ized as for table A

iii) This competition may take place either with the first round against the clock with a jump-off, or against the clock or not against the clock with a jump-off in case of equality of points for first place following the initial round. In case of a jump-off there will be a minimum of six obstacles, which may be increased in height and/or spread. The obstacles in the jump-off must be jumped in the same order as in the first round and retain their respective points allotted in the first round.

Kompetisi ini dapat terjadi baik dengan putaran pertama melawan waktu tanpa jump-off, atau melawan waktu atau tidak melawan waktu dengan jump-off dalam hal kesamaan poin untuk tempat pertama setelah babak awal. iv) If the competition take place not against the clock with a jump-off, athletes not qualified for the jump-off are placed according to their points obtained in the first round, disregarding the time. If the competition takes place with the first round against the clock and a jump-off, athletes not qualified for the jump-off are placed according to Pinalties and time obtained in the first round.

Jika Kompetisi berlangsung tidak melawan waktu dengan jump-off, Atlet yang tidak lolos kualifikasi untuk jump-off akan ditempatkan sesuai dengan poin yang diperoleh di putaran pertama, mengabaikan waktu. Jika Kompetisi berlangsung dengan putaran pertama melawan waktu dan jump-off, Atlet tidak lolos kualifikasi untuk jump-off akan ditempatkan sesuai dengan Penalti dan waktu yang diperoleh di putaran pertama.

v) For The last obstacle of the course, an alternaive obstacle may be provided, of which one element may be designated The Joker. The Joker must be More difficult than The alternatif obstacle and carry double points. If The joker is knocked down, these points must be deducted krom The total point obtained so far by The athlete

Untuk rintangan terakhir dalam sebuah putaran, rintangan alternatif dapat diberikan, dimana satu elemen dapat ditunjuk sebagai The Joker. vi) As na option, The joker may be place after the finish line, in which case it is not part of the main course and the following formula must be used : after the athlete has crossed the finish line his time is recorded and he has 20 seconds in which to attempt the joker once should he so choose. If the joker correctly jumped, the athlete earns double points of the last obstacle of the main course if the joker is knowked down (JRs Art 217.1) , these double points must be deducted from the total point obtained so far by the athlete.

13. Art. 274 Power & Speed

b. This Competition comprises two phases run without interruption, each at anidentical or different speed, the finishing line for the first phase being identical with the starting line for the second phase.

c. The first phase is a course of seven to nine obstacles with or without combinations.The second phase takes place over four to six obstacles, which may include one combination.

d. Athletes penalised in the first phase are halted by ringing the bell after theyhave jumped the last obstacle or when the time allowed for the first phase has been exceeded, after crossing the finish-ing line of the first phase.They must stop after crossing the first finishing line.

14. NOVICE Rider Classes Open to less experienced riders. Horse-rider combinations should not have been placed on classed two levels higher than the entering class, NOT open to professional riders.

IV. DRESSAGE RULES & REGULATIONS Classes are judged under the FEI rules. For the in-house rules read below.

1. No horse may take part with more than one rider in the same class/day/competition (except for Walk-Trot class and rider under 18 years old)

Kuda tidak boleh dinaik oleh lebih dari 1 orang pada kelas/hari/ pertandingan yang sama, kecuali kelas Walk Trot dan kelas anak2 dibawah 18 tahun.

2. In Walk-Trot class one horse can be ridden by up to 3 riders

Kuda boleh dinaik 3 kali pada kelas Walk Trot.

Dress Code1. Headgear. Top hat is allowed in Medium and above classes. In other classes Hard Hat (Helmet) is compulsory for anyone riding at the event.

Pelindung kepala. Pemakaian Top hat diperbolehkan dalam kelas Medium ke atas. Pada kelas yang lain helmet wajib bagi semua atlit.

2. Spurs. Spurs capable of wounding a horse are forbidden. Spurs must be of smooth metal. There must be a shank pointing only towards the rear, which must be no more than 3.5 cm long. The end must be blunt in order to prevent wounding a horse. If the shank is curved, the spurs must be worn only with the shank directed downwards.

Spurs. Tidak diperbolehkan memakai spurs yang dapat melukai kuda. Spurs harus terbuat dari logam halus dan harus menghadap ke belakan betis, panjang tidak boleh lebih dari 3,5cm. Harus tumpul untuk agar tidak melukai kuda.

3. Whips. Whips up to 120cm length are permitted to use during the tests. Children/pony is 100cm

Cambuk. Cambuk sampai dengan 120cm diperbolehkan saat bertanding. Untuk anak anak dan kuda pony 100cm.

4. Boots. In all Tests, boots (other than as part of regulation service dress) must be black. They must either be long boots in one piece or a full grain smooth leather leg piece and leather boot. Sepatu Boots. Untuk semua test boot harus berwarna hitam, baik sepatu boot panjang gabungan antara chaps kulit yang halus dengan sepatu kulit.

5. Bridle. Snaffle bridle compulsory for all dressage tests up to and including Elementary level. In Medium and Advanced level double bridle optional, Prix St. Georges compulsory. If using double bridle, spurs must be worn.

6. Walk Trot Tests. Simple side reins and whips up to 100cm length are permitted. Spurs are not allowed. Children/pony is 100cm

Walk Trot Test. Side reins sederhana dan cambuk sampai dengan 100cm diperbolehkan. Spurs tidak diijinkan.

IV.DRESSAGE GENERAL RULES (additional)

STARTING POSSIBILITIES:Rider/horse combination:A rider/horse combination is allowed to start in two different classes but with no more than one level difference, i.e.: Preliminary-Elementary, Elementary-Medium, Medium-Advanced or Advanced-PSG, etc.

Kombinasi atlit dan kuda dalam kelas dressage yang diperbolehkan tidak lebih dari 1 level tes yang berbeda.

DRESS & SADDLERY

Dress: A black or dark blue tail coat, with top hat, white or off white breeches, stock or tie, gloves, black riding boots and spurs must be worn for Prix St-Georges. For Advanced class tail coat is optional. For classes below Prix St-Georges, a black or dark blue jacket with a bowler hat or hunting cap is also permitted. However, in extreme heat, judges may give the option not to wear a jacket. A white shirt is compulsory.Black half leather chaps will be allowed.Riders under 16 years: Dark riding jacket. White or off-white breeches or jodhpurs, white shirt with tie or hunting stock, helmet. Gloves must be worn. Riding boots. Top hat is not allowed. Whip of maximum length 1.00 m is allowed. Spurs are optional. No spurs allowed in the Walk-Trot tests.When mounted protective headgear secured by a three point retention harness is compulsory.

Saddlery: For Prix St-Georges level, a double bridle is compulsory. For Advanced and Medium Level the double bridle is allowed. For Elementary and Preliminary levels, an ordinary snaffle must be used. This applies in the practice and competition arenas. Whips are allowed in all levels. For adults the whip should not be more than 1.20 m, for children not longer than 1.00 m.

HORSE SCHOOLING for EVENTING

Eventing Rules:535.2 Restriction on Schooling Horses

535.2.1 Period of RestrictionDuring the three days before the start of the first Horse Inspection of the Dressage Test, as applica-ble, and for the entire duration of the competition it is forbidden, under penalty of elimination, for anuone to school a Horse other than the athlete who will be ride the Horse in the Competition

535.2.2 Hacking and ExercisingA groom, While mounted, is not permitted to school the Horse but only to to hack it, or ride it on long reins. A groom may also work the Horse on the lunge.

535.2.3 Forbidden AreasUnder penalty of elimination, riding close tp cross country onstacle, or riding in the dressage or jumoing arenas prior to the actual Competition in forbidden, unless specifically authorised by the Ground Jury or The Technical Delegate.

535.2.4 Excercise AreasAppropriate areas suitable for the general excercise of Jorses must be made available by the Organising Committee must be open throughout the hours of daylight.The Organising Committee must inform Athletes pf the areas that are available for this purpose. Horse may be excercised only in such designeted areas and/or in the practice and warm areas up for dressage, Cross Country and Jumping.

HORSE & TRAILER-TRUCK / KUDA & ALAT PENGANGKUTPlease disinfect your horse trailer and truck before and after moving the horse. Before entering the venue our staff will spray your trailer or truck with disinfectant. Temperature checking of the horse will be done before entering the competition stable by our vet. Horse that is not well will be prohibited from the entering competition stable.

Mohon dilakukan pembersihan dengan disinfektan terhadap trailer atau kuda sebelum atau sesudah digunakan untuk mengangkut kuda ke tempat pertandingan, sesampainya di lokasi pertandingan, akan di lakukan penyemprotan disinfektan oleh staff kami. Sebelum memasuki kandang pertandingan akan dilakukan pengecekan suhu badan kuda oleh dokter hewan kami. Apabila menurut hasil pemeriksaan ada kuda yang kondisi kesehatannya tidak baik maka kuda tersebut tidak di ijinkan untuk masuk ke kandang pertandingan. RULES OF COMPETITION/ PERATURAN PERTANDINGANThe competition will run under the Fédération Equestre Internationale (FEI), as stated above. In any circumstance where FEI are not available the Organizing Commitee will have the authority to make decision.

Pertandingan akan diselenggarakan dengan menggunakan peraturan FEI, sebagaimana tersebut diatas. Dalam hal keadaan tidak diketemukannya peraturan pertandingan pada FEI rule maka akan ditentukan oleh Panitia Pertandingan.

PRIZE GIVING CEREMONY Placed riders that do not attend their prize Giving Ceremony will not received their prizes. Riders who’s win on the all of classes must enter to the arena with riding attire properly and mounted on the horse for prize giving ceremony.Hadiah tidak akan diberikan kepada Pemenang yang tidah hadir dalam upacara pembagian hadiah.

Peserta yang memenangkan kelas di semua pertandingan harus masuk kedalam arena dengan seragam pertandingan yang lengkap dengan mengendarai kuda untuk melakukan upacara pemberian hadiah.

THE OC RESERVE THE RIGHT • Alter advertised times if necessary • Cancel, divide or combine any class or event • Refuse any entry • Increase or decrease the height of the obstacles depending on the entries or other conditions

APPEALS Complaints and appeals must be in writing to the Ground Jury, signed by the authorized person from the club making the complaint and presented personally the appeal committee together with any supporting note evidence and names of witnesses and the deposit of Rp. 1,000.000,-. Complaints must be made not later then 30 minutes after the result are announced. If the complaint is accepted OC will refund the deposit conversely if the complaint is not accepted the deposit will remain with the OC. Refer to the FEI Art. 167 Of General Rules & regulations for more details.

Protes harus diajukan kepada Dewan Juri secara tertulis dan ditandatangani oleh orang yang bertanggung jawab dari masing – masing klub dilengkapi dengan bukti – bukti dan saksi – saksi dan disertai dengan biaya deposit Rp. 1,000,000,-. Protes harus diajukan paling lambat 30 menit setelah hasil pertandingan diumumkam. Jika protes disetujui makan uang deposit akan dikembalikan dan jika protes tidak diterima maka uang deposit menjadi hak dari Panitia.

HORSE NUMBERS/ NOMOR KUDA

Horse Numbers are not distributed by the organizing committee. Riders must provide horse number and they are responsible for displaying the correct number on their horses at all time. If a participant fails to correctly display the horse number, the participant will be disqualified.

Panitia tidak menyediakan nomor kuda. Atlit harus menyediakan sendiri nomor kuda dan bertanggung jawab atas pemasangan nomor kuda dan dipasang dengan benar pada saat pertandingan berlangsung. Panitia tidak akan membagikan nomor kuda. Dan kepada para peserta diwajibkan memasang nomor kuda dengan benar sesuai dengan Nomor yang telah di tentukan, apabila nomor kuda tidak sesuai dengan yang seharusnya maka peserta akan didiskualifikasi.

HORSE PASSPORT/ PASSPORT KUDAAll horse must have a horse passport, especially horses participated in qualifications. For eventing horses, must have a valid FEI passport.

Setiap kuda harus memiliki passport kuda, terutama kuda kuda yang mengikuti kualifikasi. Untuk kuda eventing, harus memiliki FEI passport yang aktif.

TECHNICAL MEETINGTechnical meeting is carried out to notify important information concerning the event. It is mandatory for all participant, horse owners and coaches to attend the technical meeting carried out by the event organizing committee.

Technical meeting di selenggarakan guna memberikan informasi-informasi penting terkait mengenai pertandingan yang di selenggarakan , oleh karena itu pihak panitia mewajibkan kepada seluruh peserta, pemilik kuda, pelatih untuk ikut menghadiri technical meeting yang telah di agendakan oleh pihak panitia penyelenggara.

INSURANCEAll owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents and their horses. They are therefore strongly advised to take out third party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep their policy up to date.

Para pemilik kuda dan atlit secara pribadi bertanggungjawab atas kerusakan / kerugian pada orang ketiga yang disebabkan oleh diri mereka sendiri, karyawan, agen atau kuda mereka. Oleh karenanya sangat disarankan agar untuk mengasuransikan dengan penuh (full coverage insurance) baik pada saat bertanding di dalam maupun di luar negeri. Dan pastikan agar polisnya selalu berlaku.

Personal Accident and Health InsuranceIt is your responsibility as an Athlete/Owner/ Support Personnel to ensure that you have adequate personal accident insurance in place to cover your participation at This Events and in particular to insure against any personal injury or medical expenses arising from an accident, injury or illness which may occur at a This Event.Merupakan tanggungjawab pribadi (baik atlit/ pemilik kuda/ karyawan) untuk memastikan melind-ungi diri mereka dengan asuransi yang dapat melindungi diri mereka pada saat pertandingan ini dan khususnya jika terjadi cedera atau biaya – biaya pengobatan yang timbul aibat dari kecela-kaan, cedera atau penyakit lainnya yang mungkin terjadi pada Event kali ini.

Personal Property InsuranceYou should also ensure that you are insured against property loss, theft or damage which may occur at This Event. Anda juga harus memastikan bahwa anda diasuransikan terhadap kehilangan harta benda, baik pencurian maupun kerusakan yang mungkin terjadi pada Event ini.

III.THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSEThe Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.

1. At all stages during the preparation and training of competition horses, welfare must take prece-dence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.

2. Horses and Athletes must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aid.

3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.

4. Every effort must be made to ensure that horses receive proper attention after they have com-peted and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.

5. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

V. PROTECTION OF ATHLETES GRs. 140

1. While riding on the show grounds the use of a properly fastened Protective Headgear will be manda-tory. In the Competition arena venue and adjacent warm-up areas, as well as riding from one to the other and from the stables for the purposes of competing, the Protective Headgear requirements are governed by the applicable Sport Rules. Failure to wear such Protective Headgear where and when required (either as per the requirement(s) of these General Regulations or as per the requirement(s) of the relevant Sport Rules) after being notified to do so by an Official, shall result in a Yellow Warning Card, being issued to the Athlete unless exceptional circumstances apply. The use of cameras on Athletes or equipment (such as on Protective Headgear, head covering or carriage) shall not be permit-ted, unless otherwise specifically agreed by the FEI. An Athlete’s decision to wear a camera while competing shall always be voluntary and at the Athlete’s own risk.

2. The Ground Jury after consultation with the responsible medical officer may at any time exclude from further participation in a Competition or an entire Event any Athlete who is unfit to continue by reason of a serious or potentially serious injury, impairment, or health condition. A properly fastened protective headgear with a three point retention harness at all times when mounted. Failure to wear Protective Headgear where and when required after being notified to do so by an Official, shall result in a Yellow Warning Card, being issued to the Athlete. Exception: Senior Athletes (18 y/o and above), may be allowed (at their own risk) to remove their Headgear for ceremonial protocol in the Competition Arena only. (art. 256.1.4).

VI. PROTECTION OF HORSE GRs. 141

In cases of illness or injury during an Event, the Ground Jury will decide, after consultingthe Veterinary Delegate or Commission, whether the Horse may continue in that or subsequent Compe-titions.

VII. ABUSE of HORSE GRs. 142

1. No person may abuse a Horse during an Event or at any other time. “Abuse” means an action or omission which causes or is likely to cause pain or unnecessary discomfort to a Horse, includ-ing, but not limited to: (i) To whip or beat a Horse excessively;(ii) To subject a Horse to any kind of electric shock device;(iii) To use spurs excessively or persistently;(iv) To jab the Horse in the mouth with the bit or any other device;(v) To compete using an exhausted, lame or injured Horse;(vi) To "rap" a Horse.(vii) To abnormally sensitise or desensitise any part of a Horse;(viii) To leave a Horse without adequate food, drink or exercise;(ix) To use any device or equipment which causes excessive pain to the Horse upon knocking down an obstacle.2. Any person witnessing an Abuse must report it in the form of a Protest (Article 163) without delay. If an Abuse is witnessed during or in direct connection with an Event, it should be reported as a Protest (Article 163) to an Official. If the Abuse is witnessed at any other time it should be reported as a Protest (Article 163) to the Secretary General who, following a review of the Protest, shall take a Deci-sion as to whether or not to refer the matter to the FEI Tribunal.
