In reflecting on my year as President I have come to two conclusions: firstly it wasn’t what I expected; and secondly I wish I had my time over again! Perhaps this is a reflection on life in general.

I entered into the job with little knowledge of what would be expected of me (shaking hands and kissing babies is what I imagined) and found

myself with significant responsibilities. Now after a life spent avoiding responsibilities this was a daunting task. In a year of significant changes in the key roles in the WBU, I must thank the MC for their support and help in solving numerous problems and keeping the union together. I must also thank the members of the WBU itself and my friends in the NWBA for their support over this year. It has also been great to see people at tournaments and watch our players on BBO taking part in the Camrose and Lady Milne and when I have been able to play in events I have always been made to feel welcome and given no tops at the table.

In departing to a stress-free life I would like to make a few observations. There is a misconception that bridge is a dying game; this is not true and access to bridge is incredibly easy now. We need to adapt to the changing face of bridge and to access the growing numbers of internet bridge players and persuade them that the ‘live’ bridge game is better. I was disappointed we were not represented in the Junior Camrose and Peggy Bayer competitions this year - we were missed by the players from the other unions. I hope to address this with the help of Mark Roderick, Laura Woodruff and hopefully many volunteers. Please don’t expect an overnight success: this will be hard work and a long-term strategy is needed.

I have tried to really enjoy playing bridge this year and have largely succeeded. I feel I have played better because of this. We all have bad days at the table and controlling our emotions is sometimes very difficult but we must strive to do so. Let’s start enjoying playing bridge again.

I wish the new President good luck in the coming year and hope to see you all at the table

INTERNATIONAL

Camrose Trophy 2013 The home internationals for open teams. First held in 1936, the Camrose is the most-played international bridge series in the world.

In 2012-13, the Welsh team in both weekends was Filip Kurbalija & Patrick Shields, Peter Goodman & Mike Pownall, Gary Jones & Tim Rees, with Alan Stephenson as NPC. After the first weekend in Belfast, we lay fourth.

The second weekend was held Gormanstown, Republic of Ireland on 1st - 3rd March 2013. England held onto their lead to take the trophy; Wales retained 4th place.

Lady Milne Trophy 2013

The 2013 Lady Milne was held in Edinburgh on 12th – 14th April. Wales was represented by Aida Aris & Linda Greenland, Sue Ingham & Laura Woodruff, Diane Kurbalija & Liz Commins (almost unchanged from last year, with Liz Commins replacing Jill Casey), NPC Paul Denning. Wales was unable to repeat its performance of last year, finishing 5th. The trophy was won by England with a comfortable 10-point lead over Scotland.

Senior Camrose Wales hosted the Teltscher Trophy (home internationals for over-60s) at the Village Hotel & Leisure Club, Coryton, Cardiff on 17th – 19th May 2013. The home nation was represented by Liz Atkinson & Chris Rochelle; Patrick Jourdain & Gary Jones; and Geoff Evans & Phil Felman, NPC John Salisbury. Wales remained in contention for most of the weekend in a close-fought tournament, but a series of losses on Sunday saw us finish in last place. Scotland won the trophy, overtaking England and Northern Ireland in a dramatic final session,

Junior Camrose (under 25s) and Peggy Bayer (Under 20s)

Wales did not field teams in these events in 2012 or 2013.

The events took place in Manchester on 16th and 17th February. England won both events by large margins.

European Championships Not held in 2013 (held in alternate years).

World Team Olympiad Not held in 2013 (held every four years).

Selection Trials are held for the Camrose, Lady Milne and Senior Camrose. Teams for other international events are selected by the Selection Committee chaired by Paul Denning.

WBU Masterpoints Information The Masterpoint list shown is as at 28th February 2013 and includes only members who register their points with the WBU and have paid the subscription for 2012-13. The closing date for inclusion of Masterpoints in future Yearbooks will be 31st December. The WBU is moving towards Direct Upload of all Masterpoint Awards by the end of 2013. The vast majority of clubs are already participating and all Area, National and Simultaneous Events are directly uploaded. All clubs must be directly uploading by 1st January 2014. Paper certificates (printed or green) with an issue date later than 31st December 2013 will not be accepted. All paper certificates must be sent for registration by 31st December 2014 and none will be accepted after this date, regardless of their date of issue or printed validity date. Masterpoint Registration Cards are being withdrawn and will not be issued to new members. Existing members’ cards sent in with paper points for registration will continue to be updated. A stamped addressed envelope is always appreciated. Current members may view their Masterpoint records on the web at: http://mpmlive.welshbridgeunion.info (a quick telephone call to the Masterpoint Secretary can usually resolve login issues). Members with no access to a computer may either request information via their clubs or telephone the Masterpoint Secretary.

COMPETITION INFORMATION Competitions And Events The Welsh Bridge Union runs, in addition to its Congresses, a wide range of national competitions. Most of these are suitable for players of all abilities, and are a great opportunity to enjoy the social side of the game as well as providing good bridge experience and sharpening technique. The trophies for these events are inscribed with the names of Wales’s most illustrious players past and present, but you will also find there the names of ordinary club players who found some unexpected inspiration (or luck) on a single weekend in their bridge careers. Without the support of our members, these competitions will become less and less meaningful. There is much less enjoyment in winning an event in which you were one of only a dozen pairs than if you have triumphed over a field of fifty. Some wonderful competitions have already had to be abandoned or suspended because of dwindling support. We include them below in the hope that a new-found enthusiasm among our “ordinary” players, who may never before have thought of entering a competition, will allow us to revive them. Club secretaries can help by encouraging their members to enter national competitions, the early stages of which usually involve no more than playing in your usual club duplicate, but with the extra buzz of competing for a place in a final. The full rules for all national events are on the WBU website, and should be referred to by organisers and directors.

PERRY SHIELD, SPICKETT BOWL and PRESIDENT’S CUP These are Wales’s premier events, the Inter-Area Teams Championships for Open, Women’s and Club teams respectively. They rotate around the areas.

Teams are selected by the Area Associations (the method of selection varies between Areas). You may play only for your area of primary allegiance (see Page 50), and for the President’s Cup you must be below the rank of Regional Master. There is no entry fee.

Spectators are welcome, especially on the Sunday when enthusiasts can combine kibitzing good bridge with attending the AGM in the morning.

WELSH CUP and CAMBRIA CUP These are knock-out teams competitions, for Open and Mixed teams respectively, and are a great introduction to teams bridge for players of all standards.

When we get a good entry we regionalise the draw for so that teams don’t have too far to travel. A big field also offers less experienced teams a good chance of a win, earning Green points without having to spend money on entry fees, hotels and travel. We try to arrange the Welsh Cup so that teams play at least two matches before being eliminated.

Like the FA Cup, the Welsh and Cambria have produced some notable giant-kills over the years. In 1993, for example, a novice team beat a team of experienced internationals in the first round of the Welsh Cup. There is no excitement like it in the bridge world (we are told that the winning team actually danced a jig outside Cardiff Bridge Club).

Anyone can enter, and teams may have up to six players to make it easier to arrange matches. In the Cambria Cup there must be at least one man and one woman playing throughout the match.

The early rounds are 32 boards matches (semi-final 48 boards; final 64 boards), played in sets of 8 so that you can score up at intervals and see how you are doing.

The Welsh Cup is scored by net IMPs, and the Cambria by aggregate score, the only event to use this type of scoring. Masterpoint awards for the later rounds depend on the total entry, but you will usually get at least one Green each for winning a match.

LADIES’ WELSH CUP

This is a venerable competition, dating back to at least 1938. Until the late 1990s it attracted upwards of 30 teams, but sadly the entries have fallen off over the years to the extent that we were unable to hold it in 2012. Women who have played in it report that it is a most enjoyable event, with a generally sociable atmosphere and no acrimony (we can’t think why this would be). There is no reason why we shouldn’t be able to revive it if our women members rope in their friends to form enough teams to make it viable. We will even act as a “dating-agency” for interested pairs without team-mates. The weekend of 28th – 29th September, when the Ladies’ Welsh Cup was traditionally held, happens to be free in the Calendar, so if you would like to help us revive this wonderful competition please contact Laura Woodruff at [email protected]. MEN’S TEAMS

This was a bolt-on to the Ladies’ Welsh Cup to give husbands something to do while their wives were playing bridge. It was last held in 2006-7.

WEBBER CUP (and Philip Angel Consolation Cup)

Wales’s national teams competition, the Webber Cup, has traditionally been played as qualifying heats and an all-play-all final held in Mid Wales. Again, the more entries, the more interesting the competition.

The fall in entries means that club qualifiers were no longer viable, which is a pity (playing teams needn’t disrupt your club night – you can team up with another pair and simply play as usual; the Director should be able to run the movement to make sure that you and your team-mates play the same boards against the same other team). The recent format of Area qualifiers has suffered the same fate, so the 2014 competition will be a direct entry event.

The Philip Angel Cup is awarded to the runners-up.

TEAMS OF EIGHT CHAMPIONSHIP

This one-day event (with Area qualifying heats) pits club teams against other clubs across Wales. Since even Cardiff can’t usually field eight internationals, it tends to be quite open and has been won by some minnows as well as some sharks. If your club is too small to field a team, it can combine with another club provided the combined registered membership is less than 50. Clubs may enter as many teams as they want, but may not have more than two teams in the Final. Heats are organised by Area Associations.

The final is Green-pointed.

NATIONAL PAIRS CHAMPIONSHIPS

The National Open and Mixed Pairs championships have been running for 62 and 42 years respectively, and are still regarded as the ones to win for keen players of match-pointed pairs (like a normal club duplicate).

In the past there were hundreds of entries, with most clubs holding a qualifying heat for an area final, which in turn fed pairs into a national final. Recently the dearth of club heats has led to all areas’ holding a 1-day area qualifier at the weekend, played as Simultaneous Pairs. The top 28* pairs from the merged results qualify for the Final. Any pair that plays in the area qualifier but does not wish to go forward to the Final must inform the ATO or NTO accordingly, so that their score can be excluded from the national ranking for qualifying purposes. (*May be adjusted by NTO according to initial entries.)

The National Finals are Green-pointed.

These events, like their equivale nt Teams championships, have fallen victim to dwindling numbers and have not been held since 2009. Since we still have plenty of both men and women playing bridge in Wales, it is hard to know why members have lost their enthusiasm. If there was a specific factor that led you to stop playing, please let us know so that we can address it for the future.

If competition numbers in general show an improvement, we will look to reinstate these competitions.

PORTLAND PAIRS A hugely prestigious trophy for mixed pairs, the Portland is played as a one-day simultaneous event with hundreds of pairs competing at venues throughout England and Wales. Previous winners include Sally Horton (now Brock) and Tony Forrester, as well as our own Gilly Clench and Adrian Thomas. The event has plenty to offer players of all standards – even if you don’t win the national trophy, there are prizes and plenty of masterpoints available for winners at each venue. GRADED MASTERS

This wonderful event, divided into sections by ranking, used to be a great opportunity for novice and intermediate players to take part in national competition without fear of encountering frightening hot-shot internationals.

In its heyday, the Graded Masters had eight sections of 14 pairs each. You didn’t have to play with someone of your own rank, but would be allocated to a section according to your combined masterpoint holding. The top three sections were restricted to players above certain ranks. There was also a trophy, the Thomas James Cup donated by Robert Upton, for the highest non-expert climbers in the final session.

An unfortunate decision in 2006 to move the event from its traditional venue in Llanelli resulted in a collapse in entries from West Wales, and sounded the death knell for a very interesting competition. Attempts at revival are at an early stage.

WBU INVITATION PAIRS

The Invitation Pairs came into being in 2002, replacing the International Masters. Patrick Jourdain devised an exciting format with good prize money, all paid for by entry fees.

The event has featured Bermuda Bowl winners and European champions, as well as most of our own international players. The first winners were Tony Forrester and David Mossop of England; the most frequent winners (three times) are Rex Anderson and David Greenwood of Northern Ireland.

Invitations are issued by a committee of three. 50% of the field is from Wales, 50% from “abroad”, which may include other home nations.

Spectators are always welcome and will be able to witness top-class bridge in comfort.

Date: 7th – 8th September 2013 Start time: 12.00 Saturday, Sunday start to be arranged, to finish no later than 6pm. Venue: St Mellons Golf Club. Closing date: No later than 31st July. Holders: David Burn, Nick Sandqvist (England)

AUTUMN and ST DAVID’S DAY SIMULTANEOUS PAIRS

These very enjoyable pairs events, played simultaneously across Wales using the same hands at every venue, run from Monday to Friday of the same week (different hands on each night) and are open to all members.

Commentary booklets are given out at the end of each night so that you can compare your own results with the experts’ analysis.

The top 10% of the field wins Green points, and in the St. David’s Day Pairs there are special prizes for pairs ranked District Master and below.

Competition Rules

Conventions

The WBU follows the English Bridge Union in respect of permitted conventions. Please refer to www.ebu.co.uk/laws-and-ethics where you will find the Orange Book, shortly to be replaced by the Blue Book. Only the conventions permitted by these publications may be played in WBU events (although we do also permit the Newport Club). All WBU competitions and events are Level 4, with the exception of novice events that may be held from time to time as Level 2 events; and the WBU Swiss Teams (Llangollen) which is Level 5.

Competition Rules: General This is the only set of competition rules for WBU events. It should be read in conjunction with rules laid down for events shown under individual headings. Where no rule is stated the EBU Tournament Director’s Guide (“White Book”) applies. This may also be found at www.ebu.co.uk/laws-and-ethics. Please note that the WBU reserves the right to make emergency amendments to the rules.

General Rules

1. You must have paid the current year’s WBU subscription to be allowed to play in competitions or trials. If you want to play in inter-area events you must meet the eligibility criteria laid down in the Constitution of the WBU. This means that you must be of Welsh birth or Welsh parentage or domiciled in Wales. For international events you must meet the eligibility rules of the organisers.

2. For the Perry Shield, Spickett Bowl and President’s Cup, you may play only for the Area through which you pay your WBU subscription, as shown in the current Yearbook.

3. You may not play in more than one team or pair in any given competition, and you may not try to qualify for the same event from more than one club or area. If you are a member of more than one Area, you may enter Area championships in each Area but will only get Green points for the first equivalent event you play in (e.g. if you play in the Louis Lermon teams in the East and win Greens, you will not then get Greens for the Laidlaw Murray teams in the West even if you win it).

You will be deemed to have played in an Area Final of a teams event if your team plays in it, even if you only played in a qualifier and not in the final.

4. Substitutes A substitute must not have played in the event in a different pair or team, even if that pair or team has already been eliminated from the event, and must not subsequently play in the event in another team or pair Pairs and Individual Events: No substitutes are allowed in Area and National Finals except in an on-the-spot emergency when the director will use his discretion. In Club qualifying heats and Club championships, substitutes are not allowed for one- and two-round heats but are permitted for three-round heats for one round only (the other player must play throughout).

Teams: You may add an extra team-member at any time, up to the maximum number for the competition.

5. In open teams events, teams may consist of 4, 5 or 6 players unless the rules of a specific event allow larger teams, this limit applying for the duration of the competition. An entry will not be accepted unless at least 4 players are nominated. Additional members must be nominated to the NTO before they play. In an emergency additional members may be declared to an ATO and the entry fee paid.

6. Area Events i) Qualification criteria for Area events are subject to the jurisdiction of Areas ii) Where an Area event doubles as a qualifying heat of a National competition,

the rules for the National competition apply only to pairs entered for the National competition.

7. The minimum number of pairs or teams in a preliminary round of an event is 4. If your club cannot muster enough for a heat of a national event, you may play in any other club as long as you give at least 7 days’ notice and there is enough room at the venue (unless you have been barred for disciplinary reasons).

(Clubs and Areas should ensure that the venue is big enough to accommodate the number of pairs or teams that could reasonably be expected. This requirement does not apply to a club's normal venue.)

8. The total entry from a club or Area qualifying heat is the number of pairs or teams who have competed in at least 50% of qualifying sessions and paid the entry fee for the competition.

9. Entries: You must send your entry fee with your entry (cheques payable to the Welsh Bridge Union). We will not send an acknowledgement unless you enclose a stamped addressed envelope.

Entry fees and table money per player are shown with the details of the event on pages 46–49. Area Associations may also make reasonable charges for Area finals. Members are reminded that if competition entry fees are to be refunded, they will be refunded net of any irrecoverable expenses.

We publish closing dates for guidance but may accept late entries if they do not disrupt arrangements. Entries may close before the stated date if the available space has been filled.

10. Unless specified in the rules of a specific event, allocation to the National Final will be made using the formula: (TOTAL AREA ENTRY * NUMBER OF PAIRS IN FINAL) TOTAL ORIGINAL ENTRY

Where allocation is on this basis, areas will find reserves from within their own area qualifying event. If an area is unable to fill its allocation, places will be offered to other areas. Priority will be given in allocating spare places to the area(s) with the lowest percentage of qualifiers compared with their un-rounded allocation.

11. Unless specified in the rules relating to a particular competition, ties will be decided in accordance with the rules laid down the EBU White Book.

12. Masterpoint awards are as listed in the WBU Masterpoint Handbook. Where awards are shown as Local points, the events are not classed as of "National Standing". In team events, each member of a team must play at least one-third of the boards, or ten boards, whichever is the greater, to qualify for Masterpoint awards.

13. The Management Committee may take disciplinary action against any player, pair or team who withdraw(s) either before or during a WBU event without due notification to the NTO and/or adequate reason. Appeals in such cases may be made to the Executive Council.

Special rules for knock-out events 14. Captains must designate a town in Wales as the home base at the time of entry.

This will be regarded as the venue of the team's home matches 15. On receipt of the draw, the home captain must contact the away captain,

preferably the same day and by telephone. If the away captain has not been contacted within a week of receiving the draw, he or she should attempt to contact the home captain (this does not absolve the home captain of the responsibility to telephone first). A selection of dates should be proposed by each Captain and one agreed as soon as possible.

If a date cannot be agreed and the match has to be awarded, then it will generally be awarded to the away captain, provided that a) he has not asked for a halfway venue; b) he has not broken a previously-arranged date; and c) he has offered three dates, one of which must be a Sunday, and no more than two of which fall within one 7-day period. As a last resort, if the National Tournament Organiser cannot make a decision, the match may be decided by the toss of a coin.

16. Venue: Teams will be zoned in the early rounds, but the away team captain may demand a halfway venue if the distance is greater than 75 miles. In this case it is the away captain’s responsibility to arrange the venue (expenses to be shared).

17. Team changes may be made whenever a group of boards is scored. Seating rights are to be decided by the toss of a coin, alternating after each group of boards.

18. Late matches disrupt the competition, so matches should be played by the dates given by the organiser. An extension (usually no more than 7 days) will only be given if both captains request it before the deadline.

19. Winning captains must telephone or email the organiser within 24 hours with names of those who played in the match in both teams and the number of boards played by each player.

20. If a team arrives more than thirty minutes late, the opponents have the right to shorten the match by four boards for every half-hour of lateness; they can decide whether or not to exercise this right after 16 boards of play (one-third of the scheduled boards in the Cambria Cup). The match may be claimed after one hour, or where the opponents have given warning of lateness, after two hours (subject to appeal to the WBU).

21. In return for not having to travel, the home team is expected to provide reasonable refreshments for both teams.

Laws & Ethics Committee regulations 22. We keep a record of psychic bids made in National competitions, and ask you to

report them to the Tournament Director or to the NTO, to discourage pairs from repeatedly using similar psychic bids.

23. You and your partner must each have a properly, and identically, completed convention card at all stages of National and Area events. If you don’t, you may be compelled to play simple systems. WBF convention cards are not acceptable for Welsh Bridge Union events (except for international trials).

24. A player or captain may appeal against a Director’s ruling, subject to a deposit of £20 for a pair and £30 for a team. The deposit will be returned if the Appeals Committee does not consider the appeal frivolous. There is a right of further appeal to the WBU Laws and Ethics Committee (the Committee will not revise value judgments unless they are grossly inappropriate). The outcome of an appeal to the Committee will not affect the result of a knock-out match unless the decision is made before the draw for the next round.

25. Matches played privately (see www.wbu.org.uk/Comps/PrivateMatches.pdf for full document)

If, in a match played privately, you think an irregularity has occurred which has damaged your side, you should raise the matter (by, say, reserving your rights) at the time, when play ends.

When a ruling is required, the Captains should, first of all, attempt to agree upon an outcome themselves. If they cannot do this, they should contact one of the Directors listed below. Such rulings may if necessary be appealed to one of the Referees named below. If it is impossible to obtain a ruling from a Tournament Director, the Captains may decide to let the matter be settled later by a Referee, in which case, the match result should be sent in, marked “Subject to ruling on board X”, and accompanied by the full details report as set out in a WBU Appeals Form, together with a cheque for £30 payable to the Welsh Bridge Union. Extra Boards

Teams should be aware, if they choose to appeal a ruling, that a decision based on Law 12C1C could result in a tied match. They should play additional boards at the time to cover this eventuality. The captain of the team appealing should assume responsibility for ensuring that this happens.

27. Mobile phones etc. must be kept switched off at all times in the playing area from the start each session until after the last player has finished playing (you may not keep them on "vibrate" or silent). If you are found (or heard) to have a switched-on mobile phone you will be fined 2 VPs or 12 IMPs or 40% of a top (according to the scoring for the event). If you need to keep your phone on for good reason such as family illness or medical alert, please ask the Director to hold it for you.

The Welsh Bridge Union is responsible for the control and promotion of bridge in Wales. We have one part-time paid member of staff (the Chief Executive) but the WBU is otherwise run by volunteers. It is funded mainly by annual subscriptions and competition entry fees, with small contributions from Bridge Great Britain and from licence fees.

The WBU is divided into four areas - East, Mid, North and West - with their own voluntary Associations, and has about 50 affiliated clubs. The Presidency rotates between the four areas. The WBU is the internationally-recognised body for bridge in Wales and is also a member of Bridge Great Britain, which organises Home Internationals and UK-wide competitions.
