Project competition overview 2007

The European Commission has approved the new Lifelong Learning Porgamme for the period 2007–2013,

which replaced the Socrates, Leonardo da Vinci and eLearning programmes that were in eff ect until the

end of 200�. The Lifelong Learning Programme comprises four sectoral programmes, the “transversal”

programme and the Jean Monnet programme:

The total budget for the Lifelong Learning Programme is €6.97 billion for the period 2007–2013.

The aim of the Lifelong Learning programme is to contribute through lifelong learning to the development

of the European Community as an advanced knowledge society, with sustainable economic development,

increased employment, better job opportunities, and greater social cohesion, by ensuring good environ-

mental protection for future generations. Firstly, it aims to foster interaction, cooperation and mobility

between education and training systems within the European Community, so that it can become a world

quality reference.

The Education Exchange Support Foundation administers the Lifelong Learning Programme in Lithuania. The

aim of the Education Exchange Support Foundation is to help utilise international cooperation possibilities,

administer programmes, and disseminate results of their activities.

The Leonardo da Vinci programme is designed to support those involved in vocational training and further

vocational training activities while acquiring and applying knowledge, and obtaining skills and qualifi ca-

tions; to encourage professional improvement, and increase employment and participation possibilities

in the European labour market. The aim of the programme is to unite institutions from diff erent European

countries including vocational training institutions of all levels, local governing institutions, employers’

organisations and other public organisations, while developing a policy on future vocational preparation.

Mobility projects of the Leonardo da Vinci programmeMobility projects provide an opportunity to visit some of the 31 European countries participating in the

Lifelong Learning Programme in order to raise qualifications, improve professional knowledge and skills,

take part in work placements in enterprises, learn about vocational preparation innovations and new tech-

nologies, and establish new collaborative relations and exchange experiences with colleagues.

The total duration of mobility projects is from 6 to 24 months. In 2007, € 1,501,000 of funding from

the European Commission was granted for the support of the mobility projects of the leonardo da vinci

programme.

From 2007 three target groups have been set in the mobility projects of the leonardo da vinci

programme

1. Mobility of trainees in initial vocational training (the duration of the placement

is from 2 to 39 weeks).

2. Mobility of people on the labour market (the duration of the placement

is from 2 to 26 weeks).

3. Mobility of professionals in vocational education and training (the duration of the placement is

from 1 to 6 weeks).

While assessing mobility project applications of the leonardo da vinci programme in 2007, consider-

able attention was paid to the quality of mobility:

– integration of placements into the training process;

– the content and duration of the placement adapted to the study programme;

– evaluation of skills acquired as part of the training programme, or recognition of qualification

improvement including issue of the Europass mobility document;

– the quality of language training and cultural preparation.

In 2007, 93 applications were submitted under the bid for mobility projects of the leonardo da vinci

programme. The total amount of funding requested was € 1,995,124. Taking into consideration the assess-

ment results of the quality of the applications, € 1,289,586 was allocated.

Vocational training schools were the most active participants in the leonardo da vinci programme

project competition in 2007. 51 out of 66 submitted project applications were funded. As of 2007 universi-

ties and colleges can no longer submit mobility project applications for the leonardo da vinci programme;

higher education schools did not participate in the bid for mobility projects.

1008 participants were sent abroad for qualification improvement during the mobility projects funded

by the leonardo da vinci programme in 2007. 70 accompanying people travelled together with juveniles,

disabled people and people with learning difficulties.

The information provided in the project applications prove that institutions willingly cooperate with

social partners and enterprises. It is important to emphasize the growing number of organisations send-

ing participants, and the involvement of other organisations which are committed to organising the dis-

semination of results, evaluating knowledge acquired by participants and helping participants prepare

for the visit.

The following national priorities were set out for the bid for mobility project proposals 2007:

– Improvement of vocational trainers’ technological competence;

– Improvement of qualification of enterprise employees (especially internship supervisors);

– Improvement of the content of vocational training;

– Consolidation of vocation-specific foreign language training

National steering committee of the leonardo da vinci programme approved the following

priority thematic areas of mobility and transfer of innovation projects for 2007:

• Construction;

• Wood and furniture industry;

• Transport;

• Mechatronics, production of metal and plastic articles;

• Services and tourism sector (hotels and restaurants).

Priority was given to projects addressing the above mentioned priorities and thematic areas.

Taking into consideration the experts' evaluation and proposals of the selection commission of the

leonardo da vinci programme, the Education Exchange Support Foundation approved 65 of the highest

quality projects with the best scores out of all the project applications submitted under the bid. 18 posi-

tively assessed projects which have a possibility to receive funding if the European Commission allocates

additional grants were included in the reserve list.

As in previous years, the majority of the leonardo da vinci programme mobility project applications (55)

referred to mobility visits of professionals in vocational education and training (VETPRO). 35 applications

referred to funding of placements of trainees in initial vocational training (IVT) and placements (3) of peo-

ple on the labour market (PLM).

As the proportion of the submitted and approved applications in 2007 shows, the total success percent

is quite high – 70 percent of the received applications were funded.

62 Lithuanian organisations from all the counties took part in the project competition. The highest

number of applications was received from the Vilnius, Kaunas and Šiauliai.

Project summary As the business environment rapidly changes

in Lithuania, the aim of the project is to help

trainees of vocational training institutions to

acquire deeper knowlegde about methods and

and restaurants of the social partners of the

Fethiye vocational school in Turkey. They will

become acquainted with the history, culture

and famous places of Turkey and will improve

their English and Russian language skills. In

the Czech Republic, trainees who are under-

going food preparation worker’s and cook’s

training will have practice in confectionary

workshops and bakeries, and learn the se-

crets of Czech cuisine. In Poland, they will

learn about peculiarities of the Polish cuisine

and the history and culture of Poland. They

will also consolidate their professional and

general skills, cooperate with Polish trainees

and perform project tasks.

will improve their German language skills,

Training programmes will be improved; 5. Recommendations and technical requirements for updating practical teaching aids and facilities will be prepared; �. Project summary The aim of this project is not only to become

will be transferred and adapted in the teach-

how to transfer them into the teaching proc-

Project summary The participants of this project will be hotel

employee speciality vocational trainers who

teach young disabled people. Hotels in Ger-

many employ disabled people, and the em-

ployers of these companies have considerable

experience in working with such people. In

order to become acquainted with particulari-

ties of this work, new work methods and their

application possibilities, vocational trainers

need to deepen their experience of working in

hotels so that they will know how to prepare

disabled people to be competitive both in the

Lithuanian and foreign labour markets. Voca-

tional trainers of the Lithuanian rehabilitation

Project summary The main aim of this project is to improve wood and metalwork specialists’ preparation level and their competitiveness in the EU labour market. Direct ob-jectives: acquire new knowledge for updating wood and furniture processing vocational training pro-grammes, and apply them to the revision of training programmes; obtain more knowledge and competen-cies about preparation of modern construction, wood and furniture processing specialities, which are in great demand in the labour market in EU countries. Initiate development of said training programmes in their own training institutions; carry out in depth analysis of EU countries’ construction, wood and fur-niture processing programmes; become familiar with preparation, revision, inter-relation and alignment of the vocational training programme with business enterprises; compare and align construction, wood and furniture processing field trainees’ competen-cies acquired in Lithuania and EU partner countries; create direct possibilities for vocational trainers to obtain new competencies and refresh their current professional competencies, knowledge and skills according to their specialities; create long-term value (recommendatory, methodological, information) end products and video materials about vocational training and training achievements in EU countries in construction, wood and furniture processing areas and present them at the Fair of Ideas.

Transfer of innovation projects of the Leonardo da Vinci programme

Transfer of innovation projects are multilateral projects with the aim to improve training systems and focus

on transfer of innovations in the vocational training area, including linguistic, cultural and legal adapta-

tion of innovative products and processes created under different conditions for national needs.

The aim of the transfer of innovation projects is to improve the quality and attractiveness of the European

vocational education and training system by adapting and integrating innovative content or results from

previous Leonardo da Vinci Projects, or from other innovative projects into public or private vocational

training systems and companies at the national, local, regional, or sectoral level.

In 2007, the Education Exchange Support Foundation received 11 applications under the bid for transfer of

innovation projects of the leonardo da vinci programme. All the received applications met the formal ap-

plication eligibility criteria and were assessed by independent external experts.

Following the proposal of the selection commission of the leonardo da vinci programme, and the deci-

sion of the European Commission, and taking into consideration the independent experts’ evaluation, the

Education Exchange Support Foundation selected the five projects with the highest score to be funded. €

1,171,847 was allocated for funding these projects.

Nine Lithuanian organisations took part in the bid in 2007. One of them (Vytautas Magnus University) sub-

mitted three applications. All the organisations participating in the bid were from the Vilnius and Kaunas

counties. Representatives from other counties did not submit any applications for the bid in 2007.

The most active participants of the bid for transfer of innovation projects of the leonardo da vinci programme in

2007 were Lithuanian universities, which submitted five project applications. The total number of applications

received was 11. Three project applications were submitted by colleges. The Chambers of Commerce, Industry

and Crafts, the Research Centre and a non-profit organisation submitted one application each.

The most popular priority of the bid for proposals in 2007 among promoters of transfer of innovation projects

was development of up-to-date and innovative e-learning content. This priority was addressed by four project

applications. Three applications addressed the third priority. Two applications addressed the first priority

and two applications focussed on the second priority. In 2007, there were no project applications referring to

the fourth priority – transfer of credits in the vocational training system.

The project promoters selected organisations from various European countries as their partners. Besides

Lithuanian organisations, representatives from the United Kingdom, Finland, Estonia and Latvia were the

most popular.

Project summary Seeking to fulfil the needs of improving VET

teachers’ education in the three Baltic states

(Lithuania, Latvia and Estonia), this project

aims at improving and enriching the exist-

ing education programmes for VET teachers

by developing an introductory module for

assessment of non-formal and informal learn-

ing, as well as preparing the APL assessors.

The following objectives will be implemented

in order to reach the aim of the project:• Carrying out a study of APL in VET teachers

education systems in partner countries;• Developing methodology for assessment of

VET teachers prior learning, based on donor-partner (FI) experience;

• Developing the study module for assessors of VET teachers prior learning;

• Organising pilot training for groups of asses-sors in the three participating countries (LT, LV, EE);

• Developing the introductory module (to a VET teacher education programme) for as-sessment of VET teachers prior learning.

Project summary The aim of this project is to: • further develop and adapt the Hungarian

telecottage management training curriculum and e-learning course;

• supplement e-learning course with video materials;

• organise pilot training for trainers/tutors using the developed e-learning course;

• provide them with mentoring services dur-ing the course of the project;

• exchange good practices and share ideas on RIAPs management and administration;

• disseminate RIAPs ideas in the participat-ing countries and the entire European LLL community.

Project summary The overall objective of this Project: to pro-

vide possibilities for T&T to transfer the meth-

odology used in EVETE 1 into the areas of their

practice and different sectors that they are

working for, and develop a new Curriculum

on the basis of a competence framework and

EVETE tools created for the individualised

learning of end-users in new sectors.

Outcomes: Survey on professional compe-

tence standards; learning objectives for new

Curriculum Learning Units; teachers and train-

ers will be trained and ready to develop a new

Curriculum with EVETE tools for new specific

sectors in each participating country; CATs

will be filled in with questions covering new

professional competence frameworks (R2);

reference will be made to the new Curriculum

for the new sectors; Internal and external

project quality will be assured.

Project summary This project addresses the problem of valida-tion of non-formal and informal education, which responds to the needs of employees and job-seekers to acquire recognition for their competencies gained during their working period. The aim of the project is to evaluate the existing tools and practices for validating non-formal education, and to offer the most practical and relevant ones based on the experience of the five EU countries. The project objective is to facilitate the process of validating non-formal education, with a focus on the needs of the pilot tourism sector. The project tasks and expected results• Analysis of the most practical tools, instru-

ments and procedures used in the five EU countries for validation of non-formal education.

• Methodological practical recommendations including a set of the most practical tools for validating non-formal education in the tour-ism sector

• Modular programmes in the tourism (hotels) sector: VET level and college level

• Electronic competence testing programme for the tourism sector

• Trained assessors in VET schools, compa-nies and colleges

• Company employees and other individuals to pass competence tests
