Introduction
TheRoyalInstitutionofCharteredSurveyors(RICS)establishedaworkinggroupthathasundertakentheRICSMeasurementInitiativeoverrecentyearswiththeaimofmodernisingtheexistingmeasurementstandards.Itsoughttoprovidealinkbetweenthemeasurementforcostplanningorearlyestimateswiththemeasurementforbillsofquantitiesandtointroduceacommonstandardforthecostplanningandprocurementofmaintenancework.
ThethreevolumesoftheNRMsuiteare:
NRM1RulesfororderofcostestimatingandelementalcostplanningNRM2RulesforworksprocurementNRM3Rulesformaintenanceandoperationcostplanningandprocurement
NRM1wasinitiallypublishedinMarch2009andhasbeenreasonablywellreceivedandadoptedbytheprofession.IthassincebeenamendedandthesecondeditionwaslaunchedbytheRICSin2012tocoincidewiththelaunchofNRM2.Thesecondeditionbecameoperativeon1January2013.
NRM2waspublishedinApril2012.Itbecameoperativeon1January2013andreplacedtheStandardMethodofMeasurement,seventhedition(SMM7)on1July2013.SMM7shouldnolongerbeadoptedafterJuly2013.NRM2hasbeendevelopedasasetofdetailedmeasurementrulesforthepreparationofeitherbillsofquantitiesorSchedulesofRatesforeithercapitalormaintenanceprojects.Itdoeshoweverdealwiththequantificationofnonmeasurableworkitems,contractordesignedworksandrisks.Guidanceisalsoprovidedonthecontent,structureandformatofbillsofquantities,aswellasthebenefitsandusesofbillsofquantities.
NRM3hasyettobepublished.
NRM2isacomprehensivedocumentavailableasafreedownloadtoRICSmembersorcanbepurchasedfromRICSBooksLtd.
ThepurposeofthisarticleisnottogivedetailedinstructiononhowtousetheNRM2,muchofthedocumentisveryselfexplanatoryhoweveritwasfeltappropriatetoidentifywheretherearedifferencesbetweenNRM2andtheSMM7documentcurrentlyusedastheUKindustrystandardmethodofmeasurement.

NRM2isdividedintothreepartswithsupportingappendices:
Part1:GeneralplacesthemeasurementforworksprocurementincontextwiththeRIBAPlanOfWorkandtheOGCGatewayProcessandexplainsthesymbols,abbreviationsanddefinitionsusedintherules.
Part2:Rulesfordetailedmeasurementofbuildingworksoutlinesthebenefitsofdetailedmeasurement,describesthepurposeandusesofNRM2explainsthefunctionofbillofquantities,providesworkbreakdownstructuresforbillofquantities,definestheinformationrequiredtoenablepreparationofbillofquantities,describesthekeyconstituentsofbillofquantities,explainshowtopreparebillofquantities.Considerablespaceisgivenovertothecodificationofbillsofquantitiesandtheuseofthebillsforcostmanagement.
Part3:TabulatedrulesofmeasurementforbuildingworkscomprisesthemajorityofNRM2beingthetabulatedrulesforthemeasurementanddescriptionofbuildingworksforthepurposeofworksprocurement.

AscanbeseenfromthisbrieflistofcontentsthereisconsiderablymoreinformationgivenrelatingtothepreparationoftheBillsofQuantities.Inthepasteachquantitysurveyingpracticeproducedtheirbillsfollowingtheirownpreferencesandhistoricaldevelopment.ThisisthefirsttimethattheRICShasgivenguidanceoncodingandworkbreakdownstructuresinanattempttoalignthebillswiththecostplansproducedusingNRM1.
Codingandworkbreakdownstructureswillnotbecoveredhere,referenceshouldbemadetothedetailcontainedinPart2ofNRM2.
ComparisonofSMM7withNRM2
ThefollowingtableshavebeenpreparedbyreviewingthesectionsinSMM7inorderandidentifyingwherethemeasurementrulesarelocatedandmayhavechangedinNRM2.Thisisnotadetailedcomparisononalinebylinebasisbuthaslookedatthegeneralmeasurementprinciples.
Theframingofdescriptionsisalsonotassimplefollowingthesenewrulesandcareshouldbetakentoensurethateachdescriptionadequatelyreflectstheworktobepriced.
Onemajorchangeisinthelayoutofthedocument.ThereisnownoreferencetoCoordinatedProjectInformationandtheletteringusedpreviouslyhasnowbeenreplacedwithanumberingsystem.ThecomparisonofthecontentsofeachdocumentappearsinTable1andacomparisonofthePart3rulesinTable2
