Managing Director’s Message

QESS Energy Support Services Sdn Bhd was formed in 2003 to provide top quality

products and services to the thriving 21st century oil and gas sector. A vision of a

sustainable local bred company employing local workforce contributing mainly to the

local economy was realized.

In 2005, QESS was awarded the specialist coating contract in Brunei LNG to provide

the latest coating technology available to withstand the highly erosive and corrosive

environment in the plant. It was a start to making QESS a well respected name in the

oil and gas community. The same year also saw QESS agreeing to work closely with a

multi-billion dollar international company Halliburton to provide Brunei Shell

Petroleum (BSP) with the latest and most effective drilling and completions solutions.

With this QESS started building a hi-tech well and completion services facility in

Anduki Industrial estate which was completed a year later. The following year

negotiations commenced between BSP and QESS to explore new business initiatives

namely the sand-screen industry. This resulted in QESS being awarded a 3-year

contract to supply Premium sand-screens to BSP and the building of the most modern

sand-screen assembling facility in Borneo started soon after. With all orders and

deliveries executed in a safe and timely manner, the contract was further extended to

2014. To date, QESS has successfully supplied more than 90% of BSP sand-screen

requirements in Brunei.

Since conception, QESS has been a champion for local sustainable development and is

fully committed to employing local semi-skilled, skilled and professionals. Currently,

QESS enjoys 90% local content and continues to provide training in-house and

externally to its employees for them to progress together with the company. This is

very much in line with the local government initiative for local development which is

the basis of realizing the dream of Brunei becoming a fully self sustaining developed

nation.

However, we won’t stop here. The opportunities to develop further are still mass and

QESS plans to delve further into the fray to increase its capabilities in this most

challenging market. Negotiations are underway to provide more products and services

to the local oil and gas market. In the coming years, QESS plans to increase its

capabilities immensely and take up more challenges to become a very much respected

household name in the oil and gas industry. We are here to stay and grow with the

nation.

OVERVIEW

The QESS Group of Companies, which encompasses a spectrum of activities

and is one of the largest companies in Brunei Darussalam

Warner & Company Sdn Bhd is an active oil and gas company providing both

product supplies as well as commissioning and consultancy services. The

company’s forte is the supply, installation and commissioning of oilfield

production measurement tolls, although in the recent past this dealt mainly with

liquids measurement, the suite of products has now recently increased to

include gas measurement.

The company is jointly owned by QESS (50%) and Warner & Co. Sdn Bhd

(50%). Both companies are 100% Bumiputra shareholder.

In 2005 QESS Sdn Bhd joined with ESG Sdn Bhd, Brunei subsidiary of

Halliburton Group in providing primarily services for upstream, down-hole

services, mainly to BSP. QESS Sdn Bhd and ESG Sdn Bhd maintain strong

relationship through trust and long term commitment and have achieved a

respectable reputation within a short span. Now, QESS owns 30% of ESG Sdn

Bhd shares.

LOCAL BUSINESS DEVELOPMENT

QESS is undergoing a 3 stage process in developing from mixed group of foreign talent to a 100% Bruneians

establishment. Currently, 80% of QESS workforce are Bruneian. In line with Bruneisation policy, QESS will

continue promote the utilization of Bruneian personnel and develop skillful personnel for the great of the

country.

ORGANIZATION

QESS is staffed by dynamic management team who have significant experience in both the oil

industry as well as the corporate world. It employs local workforce which totals to more than

90% of its staff in line with the Bruneianisation initiative.

HSE & COMMUNITY AFFAIRS

At QESS, we recognize our responsibilities in the areas of health, safety, environment,

security and community affairs as this forms an important aspect of our operations. We are

therefore diligent at all levels within the company towards achieving the best of standards

with respect to communities, safety, health, the environment and security. To this end, we

actively continue to restructure, maintain and apply our policies and procedures at all times

ensuring that new areas of safety issues are covered. This have resulted in our recording a

near zero level injury rate and environmental accidents.

The health and safety of our employees and all who might be affected by our operations is

solutions through innovations and modern safety techniques.

PRODUCTS AND SERVICES

QESS offers a comprehensive range of services :-

Fabrication

With a well equipped fabrication workshop, QESS operates a near 24 hours daily operation during peak load

periods. We have certified personnel who are on our call-up list. We maintain a database of personnel who

have worked for us and are placed on our waiting list at the end of their contracts. This helps us to readily

deploy required personnel to site within very short interval.

Our operations in this area service covers:

• All structural steel fabrications for both onshore and offshore installations

• Tank/ Vessel fabrications

• Process pipe fabrications

• Exotic metal fabrications and welding

• Manufacturing of customized modules

Maintenance

QESS engineering maintenance includes various scope such as mechanical works, electrical & instrumental

works, coating/ blasting works, civil maintenance, retail maintenance and additional services needed. In

other words, QESS provides everything from a comprehensive line of maintenance for conventional jobs in

replacement of part, check and repair, modification, alteration, fabrication to complex jobs of hydrocarbon

product, marine/ ship maintenance, electrical and instrumental maintenance, industrial and office building

maintenance and other challenging environments.

Engineering Projects

QESS engineering projects mainly involve planning, designing, installation and work-over for onshore and

offshore projects. Currently we are working on the Single Point Mooring Project for the BMC (Brunei

Methanol Company). We continually evolve our offerings in these categories, pioneering new technologies

which reduce non-productive time and also provides additional health and safety to personnel.

The creation and life of a well can be divided up into five segments:

Planning Drilling Completion Production Abandonment Sandscreens and Pre-drilled liners are required at the completion stage in which the well is enabled to produce oil or gas . Screens control the migration of formation sands into production tubulars and surface equipment, which can cause washouts and other problems, particularly from unconsolidated sand formations

The Production flow are divided into the processes below :

Perforation : This process requires a state of the art perforating machine

where holes are drilled onto the base pipe following pre-programmed

quantity and pattern.

De-burring & Fine De-burring : This labor intensive process makes

sure that the base pipes are free of burrs and other contaminants. For pre-

drilled liners, the process ends here and is ready for shipment.

Sleeving & Welding: Here the screen jackets are sleeved onto the base

pipe and welded using MIG welding technology.

Annealing : This process is to relief stress created by 2 different metals

being welded together to avoid crack formation on the welds and increase

its strength. This 6-hour cycle process is controlled by a pre-

programmed state-of-the-art heat treatment machine.

Marking and Packing : This final process makes sure the right screens

go to the right well safely. Markings are stamped on the base pipes and

the screens are protected with an impact resistant packing material ready

for delivery to designated wells.

QESS has a facility to manufacture premium sand screen for sand control application as part of completions equipment down hole. This focus includes heavy investment in people and in new technologies that reduce capital expenditures and non-operative time, optimizing operating efficiencies while increasing production and recovery rates. As a result, the QESS today can add even more value to client’s operations.

OUR PHILOSOPHY

While we are determined to deliver total cost effective solutions to our clients, we

are committed to ensuring that the quality of our services is never compromised. We

have therefore, implemented all necessary quality control procedures based on ISO

9001 international standard. This is a step towards achieving ISO certification for the

company. We are at the verge of calling in an external QC auditor to assess these

control procedures and its level of implementation within the organization.

We are strongly confident that quality services enhances growth hence our absolute

commitment to total and effective quality management system. We always are

committed to delivering quality solutions at all times.

At QESS, our future focus is to generate more business opportunities. In line with

this, we constantly seek to explore new ways to make our performance and

delivery more effective and productive to our clients. We therefore have designed

a FIVE year development plan to achieve this and have equally embarked on the

implementation of same. Some of the contents of this plan are discussed below:

• Funding – Due to the intended massive investment in the development of the

fabrication yard and the procurement of equipments, QESS is concluding plans on

sourcing external funds to supplement internally generated funds in the bid to

ensure prompt and timely delivery of all projected deliverables.

• Manpower Development – Since our projected development plan will bring us to

running much bigger projects, we have mapped out strategy to ensure effective

training for our key personnel and the recruitment of more credible hands in line

with our new projects. This is part of our strategy to building an excellent total

project management team tasked to deliver on very massive projects.

• Business Development – We have built a formidable business development team

saddled with the responsibility of sourcing more jobs for the firm. The team is

presently being enlarged and mode of operation being re-structured to ensure

wider coverage and greater achievements.
