Community Speed Watch: Can Roadside Volunteers Really Impact Driver Behaviour? The National Road Safety Conference November 2015 Dr Guy ROLLINSON Speed Watch Support Kent Police Community Speed Watch practitioners: Operate in small groups at the roadside. Measure the speed of passing vehicles using a portable, board- type of speed indication device. Trained Speed Watch Practitioners Between January 2012 and October 2015 inclusive, 1,340 volunteers in Kent received the Speed Watch Safety Awareness training course. Risk-Assessed Speed Watch Sites Between January 2012 and October 2015 inclusive, 1,286 Speed Watch sites were risk-assessed in 117 different schemes around Kent. Year Number of Schemes Reporting Data 2011~ Year Performance Summary Community Speed Watch practitioners record: the speed, the registration number, the make, model and colour, the time of vehicles passing at: 25 and over* in a 35 and over* in a 46 and over* in a Advice Letter Criteria The second and all subsequent detections by any scheme anywhere in Kent in the previous 12 months for speeds 25 to 30-mph in a 20-limit 35 to 44-mph in a 30-limit 46 to 59-mph in a 40-limit. All high-end (50%+) speeds 31+ in a 20-limit 45+ in a 30-limit 60+ in a 40-limit. The fourth & all subsequent letters are hand-delivered. Data from 2014 shows proportion of all multi-detection letters generated from more than ONE scheme location is 17% More than 4 in every 5 drivers detected speeding two or more times are regulars or locals. Observations Conclusion Speed Watch delivers a positive behavioural change in a large majority of drivers.
