Our front entrance has undergone much needed improvements and now the fence needs to be fixed and repainted. Have you ever wanted to be Tom Sawyer? This is your chance. You are all invited to help reenact a Mark Twain story by coming out and painting the Woodlake wooden fence. February 21-22 for the repair and February 28-March 1 for the painting. Our front entrance has undergone much needed improvements and now the fence needs to be fixed and repainted. Homeowners last painted the fence thirteen years ago and now with funds from the Richland County Neighborhood Improvement grant we can do this again.

This will be an opportunity to meet your neighbors and to bring the kids for a fun and easy project that will beautify the subdivision. tes Woodlake Homeowners Board Meeting

Minutes of the Woodlake Homeowners Board meeting held on Monday, June 8th, 2015.

In Attendance: Debbie Morris, Kent Haggerty, Rick Hickok, Fred Mansperger, Nick Nickel, Howard van Dijk, Diann Williams and SCS representative Brooks Owings.

Also present prior to the meeting was Liz Jameson and Katie Hilton representing “Woodlake Families”, a recently formed group to bring young families together within Woodlake. They had expressed an interest in using the pavilion as a meeting place for their regular get-togethers. Following their presentation, the board decided that as this group was restricted to just Woodlake families, they would be able to reserve and use the pavilion without payment of the normal $50 fee.

Minutes:The board approved minutes of the May 13th board meeting as amended.

Financials:Brooks reviewed financials as of 5/31/15. Several residents whose delinquent regime fees exceed the $800 threshold have made no attempt to call SCS to set up payment plans. These two have been placed in Association foreclosure. All other formerly delinquent accounts have either paid off their account or have set up payment plans. As a result, the WHOA percentage of collection is high.

Newsletter: • Due to the announced closing of SOHO who has printed our newsletter in the past, the

board discussed possible ways the newsletter is printed and distributed moving forward. The board decided that future issues will be emailed to all residents who have provided email addresses. A quantity of fifty newsletters will initially be printed and will be available at the pavilion for pick-up by those residents whose email addresses we do not have. Brooks to send letter to all residents requesting email addresses if they have not previously provided them. Brooks also to check to see if advertisements can still be used to offset printing costs.

Neighborhood Improvement:• Green Earth has recently undergone some personnel changes including the removal of our

primary contact there. Since Green Earth provides Woodlake with all of our landscaping needs, Brooks will speak with David at Green Earth about recent changes at their firm and how those changes may affect the services they provide for us.

• Green Earth needs to add additional Algerian Ivy at the front entrance.• Per Nick, core soil samples of the dam to be scheduled to be taken in the near future to

determine the composition of the dam. Also, it is estimated that the water level will be lowered approximately ten feet to accommodate placement of the new riser system. At completion, the current riser system will be filled with concrete. A target date for the work is November of this year.

Covenant Violations:• A homeowner utilizing empty lot across street, also curved lane for parking for private

parties, causing hazardous driving situation. Letter to go out to homeowner.• Two homes in disrepair. A letter has gone out to one and a letter will be going out to the

other

Security/Safety:• RAIDS report for 5/11 thru 6/7 showed no criminal activity in Woodlake.• Neighborhood email tree is increasing, up to 146 families now. We have a total of 13 who

have volunteered to be block captains, still need more. • Upon Debbie’s inquiry, DOT explained that construction was to begin at the front

entrance for new sidewalks to be installed extending from the middle school driveway on Rhame Road to the Hillridge subdivision.

• Richland County had stated that a grant was in place to provide striping of Bridgecreek Drive however it was unclear as to whether that funding was for fiscal year 2016 or 2017. Debbie to call for clarification.

• Mike Poole, upon Debbie’s request, visited two homes and reported back his findings in each case. One involved a vehicle driving erratically in the neighborhood, another regarding aggressive unleashed dogs and a vehicle which may not have current registration sticker.

• Three dead trees remain at the AT&T equipment near the tennis courts. Fred to contact AT&T to request removal.

Miscellaneous:• The back gate to the pool needs repair. The board approved up to $1,000 for the necessary

welding and brickwork.• Bathrooms locking too early. Need to be reprogrammed to lock from 12 am to 6 am.

Meeting was adjourned at 8:38 pm. Upcoming meeting Monday, August 10th at 6:30pm at the Pavilion.

Woodlake Pool is Open! Things You Need to Know...

Please take this opportunity to review the pool and pavilion rules with your family. They can be found in the back of the Woodlake Directory. These rules were instituted to benefit the entire Woodlake community. The most all encompassing is:

1. No monopolizing the pool, either with floats, toys or group activities.

2. Keep all music/electronic devices’ volume low. 3. Adhere to the maximum number of guest per household: Six.4. Understand that if you have reserved the pavilion for a party,

A pool “fob” is necessary in order to access the gated pool and the pavilion bathrooms. If you have lost/misplaced your pool fob, call Southern Community Services to order a new one. You’ll need to pick up the replacement at the SCS office at 101 Rice Bent Way, Suite 11 (the road just before the Publix on Hard Scrabble Road). There is a nominal charge for a replacement fob.

What is a Storm Drainage System?

Storm drainage systems carry water off the streets during rain storms and direct that water to nearby streams. These systems include storm drains, underground storm sewer pipes, ditches and swales. When drainage systems get blocked by debris, they back up causing flooded streets, dangerous road conditions and damage to homes and property. During a flood, clogged storm drains make water levels rise higher and damage is more widespread. Dumping anything into storm drains, ditches or streams is illegal.

Only rain down the storm drainStorm drains flow directly to streams, lakes and rivers,

carrying pollutants from streets, lawns and parking lots. Common stormwater pollutants include: oil, gasoline, sediment, pet waste, fertilizers, pesticides, litter and debris.

We’re not just taking trashLeaves, grass clippings, tree limbs and large debris can block storm drains and ditches.• Do not dump leaves or yard waste into ditches or streams.• Leaves and grass clippings can be composted, spread as

mulch or left on the lawn as natural fertilizer.• Yard waste set out for collection should be kept out of the

street or gutter, away from storm drains.• Do not blow leaves into the street with a leaf blower.

Call the Richland County Ombudsman’s Office - 803-929-6000 to report stormwater violations and issues including flooding, clogged storm drains, illegal dumping, sanitary sewer overflow or other signs of pollution.

Families in Woodlake Start New Group!Woodlake Families is a new neighborhood group aimed at

creating fun events for families in our neighborhood. In June, we had our

first event, an end of school ice cream social at the pavilion.

This fall, we are planning a back-to-school movie night, Trunk or Treat,

a Carolina vs Clemson pep rally and gingerbread house-making.

To ensure that our 25 mile per hour speed limit is adhered to, the Board has contacted Sheriff Lott’s office and instructed traffic patrols to ticket freely within Woodlake.

Once  again,  a  group  of  young  ladies  from  Woodlake  (5th  grade  to  12th  grade)  are  planning  to  hold  a  bake  sale  with  all  proceeds  to  go  to  the  Ronald  McDonald  

House  by  Palmetto  Richland  Hospital.    Thanks  to  the  generosity  of  our  Woodlake  neighbors,  the  girls  raised  over  $2000  over  the  past  five  years!    Please  consider  

supporting  the  Goodies  for  Good  Sale  this  year.

Ingredients:4 tablespoons olive oil5 cloves garlic, finely minced1 pint red grape tomatoes, halved lengthwise1 pint yellow grape tomatoes, halved lengthwise1 tablespoon balsamic vinegar16 whole fresh basil leaves, plus more as needed, chiffonadeSalt and freshly ground black pepper1 whole baguette or crusty loaf1 stick butter

Total Time: 1 hr 30 min Prep: 20 min 12 servings

Directions:In a small skillet, heat the oil over medium-high heat. Add the garlic and stir, lightly frying for about a minute, removing before the garlic gets too brown (it can be golden). Pour the garlic and oil into a mixing bowl and allow to cool slightly.

Add the red and yellow tomatoes, balsamic and basil to the bowl. Sprinkle with salt and pepper. Toss to combine, and then taste and add more basil if needed, and more salt if needed (don’t over salt, though!) Cover and refrigerate for an hour or two if you have the time.

Cut the baguette into diagonal slices to allow for the most surface area possible. Melt 4 tablespoons of the butter in a large skillet and grill half the bread on both sides, making sure they’re nice and buttery. Cook until golden brown on both sides. Repeat with the remaining 4 tablespoons butter and the other half of the bread.

To serve, give the tomato mixture a final stir, and then spoon generously over the slices of bread. Serve on a big platter as a first course or appetizer.

The Pavilion is for the use of all residents! Here’s some important information on using the Woodlake Pavilion

Kiddie Play Area:Reminder to ALL dog owners: Dogs are NOT allowed in the kiddie play area at any time. Pet excrement can

be hazardous to the health of young children and pregnant women. - Thank you

Fridays, Saturdays & HolidaysPlease respect you neighbors by keeping the music

and noise to a reasonable volume.

• Property owners of Woodlake may reserve the Pavilion through the Pavilion Committee, which has the right to approve or disapprove those events. Reservation of the facility will include only the roofed building and lawn patio and will NOT include the pool or pool areas.

• The Woodlake Homeowners Associations, Inc., meetings and organized neighborhood clubs (i.e. Woodlake Women/Woodlake Home and Garden) may use the Pavilion without a deposit. However, reservations will be required.

• After reservations are made a security deposit of two checks for ($50.00 each) made payable to the Woodlake Homeowners Association is required. One half of the deposit ($50.00) will be returned by mail within seven days after the function once

it has been determined that the facility was left in the same manner in which it was received. This shall include the proper disposal of all trash and debris, and the return of the key. One half of the deposit ($50.00) will be kept in the Pavilion Fund for maintenance and improvements.

• A Homeowner must be present for all functions.

• All Woodlake Homeowner Association members and their guests must abide by the South Carolina State Liquor Laws.

• The Homeowners should secure a reservation form when making a reservation, which must be displayed at the Pavilion during the function.

• Arrangements will be made to obtain the key to the Pavilion. After your event, please be sure to lock the kitchen door and return the key to the committee.

• Reserving the Pavilion only includes the roof area, the lower patio and the restrooms. It does NOT grant access to the pool. The pool is for the use of Homeowners only, not guests in the Pavilion.

• A land line telephone has been installed on the Pavilion wall closest to the pool. It is for emergency outgoing 911 calls only.

• Privileges will be revoked if rules are not adhered to.
