ParraMac Festival 2010
ParraMac 2010 celebrates the 200th anniversary of Lachlan Macquarie’s visionary term as Governor of NSW and features a range of exciting and interactive activities.
Luminary started the festival with a colourful five night theatrical light display on Parramatta’s landmark buildings, celebrating Governor Macquarie’s magnificent vision for Parramatta.
The street parade included historic vehicles, live music, the illuminati of Circus Solarus, floats, and local celebrities and personalities, and ended with a dazzling fireworks display at Old Government House in Parramatta Park.
Other ParraMac 2010 festivities include the award winning play Macquarie by Alex Buzo and directed by Wayne Harrison; DigiMacq, a brand new interactive digital walking tour of Parramatta’s heritage sites; several exciting forums, art exhibitions and tours; and an 1800s style Governor’s dinner where celebrity chef Tony Bilson will pay tribute to dining from Regency England and Napoleonic France.

Lord Mayor’s MessageParraMac celebrations kicked-off in July with a spectacular luminary parade and with plenty more events planned over the coming months residents can look forward to loads of entertainment.
ParraMac marks the bicentenary of Lachlan Macquarie’s term as Governor of NSW and recognises his work in establishing Parramatta as a city of firsts, helping set-up Australia’s first bank, courthouses and churches.
Governor Lachlan Macquarie was one of the founders of modern Australia and was big on local events and encouraging closer community ties. So it is only fitting that Council and the community really get behind the spirit of ParraMac and celebrate the legacy of one of our true pioneers.
In many ways, the foresight and energy of Governor Macquarie helped establish Parramatta as one of Australia’s leading cities and a place which celebrates innovation, supports business and promotes arts and culture.
These very values lie at the heart of today’s Parramatta and ParraMac is an opportune time to not only reflect on our great history, but to also embrace what promises to be an exciting future.

The Parramatta City Junior Pro Am Golf Tournament is a major event on the Sydney Metropolitan Golf calendar, and attracts many young golfers from a range of golfing clubs.

This year’s event will feature 60 professional golfers from around NSW, including PGA award winners, who will

Industry experts have their sayIndustry experts and political leaders from across the state converged in Parramatta in July to develop transport and infrastructure solutions that support the future growth of Western Sydney.
The Transport Forum, an initiative of Parramatta City Council, provided community, business and political leaders with the opportunity to feed into the development of a long-term transport plan for Parramatta, the gateway to Western Sydney.
“This forum presented a who’s who of planning and transport and the aim is to provide a list of our ideas to the State Government, clearly outlining why enhanced infrastructure is needed to support the commercial and residential growth of our region,” Parramatta City Council Lord Mayor Cr Paul Garrard said.
Local, State and Federal MPs attended the forum, including Transport Minister John Robertson and Shadow Minister Gladys Berejiklian (pictured above), along with the mayors of neighbouring Western Sydney councils and representatives from the Sydney Olympic Park Authority, Department of Housing and Tourism NSW.
Guest speakers discussed both short and long-term transport measures, including the vital Parramatta to Epping rail-link, which was scrapped as part of the NSW Metropolitan Transport Plan.

Digital ParramattaMinister for Broadband, Communications and the Digital Economy, Senator Stephen Conroy, has praised Parramatta City Council’s progressive approach to new technology, at the launch of ParraConnect, an initiative which explores ways that digital technologies can improve our local community.
At the launch of ParraConnect on 10 June, Parramatta Lord Mayor Cr Paul Garrard welcomed Senator Conroy (pictured above right) who described the new ParraConnect initiative, as “extraordinarily exciting” and congratulated Parramatta City Council on its commitment to the future of connective technologies.
“From big business to small business, ParraConnect will work with all members of the community to build a better future,” Cr Garrard said.
Cr Garrard said that education and understanding of emerging digital technologies was key to the success of the launch. The launch featured a discussion panel with representation from community organisations and the announcement of several early components of the wider ParraConnect program which includes the wireless city CBD proposal and a digital small business education initiative.
International acts spice up Parramasala
Performers from South Asia, Europe, New Zealand and North America are set to converge on Parramatta in November for Parramasala, the inaugural Australian Festival of South Asian Arts.
The full program for Parramasala 2010 will be announced in August, and will feature many contemporary artists working across music, dance, theatre, film and visual arts. The festival is a joint initiative between Events NSW and Parramatta City Council, in partnership with the State Government.
Festival Director Philip Rolfe said the program, which will be held from 4-8 November 2010, will feature artists from many corners of the planet as well as Australia.
“The South Asian diaspora has enriched communities across the globe, including the culturally diverse city of Parramatta,” Mr Rolfe said. “It is important that our program reflects that diversity.”
The program will feature a mix of free and festival-exclusive ticketed events that will be marketed to people from all parts of Sydney and interstate.
New branding for the festival was recently revealed, commissioned by young New Delhi artist Archan Nair. The Festival logo, pictured above, reflects the vibrancy, diversity and fun that makes up Parramasala.

Report illegal rubbish dumping

Harris Park clean up campaignResidents are starting to get the clean-up message, with latest figures showing a reduction in the amount of rubbish being removed by Parramatta City Council.
Clean-up crusaderLaith Jammal, the 11-year-old who raised the issue of illegal rubbish dumping to Council late last year, rates Council’s efforts to date and areas that can be improved.
In my neighbourhood... “There has been less dumping but I still come across mattresses and bags, mainly in front of rental blocks and in public parks.”
On Council’s efforts... “If I had to do a report card on the progress of the campaign, I would rate it 8 out of 10. The reduction of waste being collected from 60 tonnes to 40 tonnes is very impressive… While it is still disappointing to see old mattresses around parks and charity bins, we should be proud of our overall achievements.”
What can still be done? The (promotional) posters are great… and the pictures speak in all languages. [Council] needs to meet with relevant ambassadors, student bodies, associations and the media to bring home the message – in different languages. I think we also need urgent publicity about the rewards and penalties. I’ve been impressed with… Council, for taking my ideas seriously. All this from one letter, from one kid... It’s inspiring to other children in the area. Making it even more special is that other councils have followed our lead and I’m proud that my local Council is a leader in this field.
Report illegal rubbish dumping

Late last year Council launched a range of initiatives aimed at improving the cleanliness of the city’s streets and community awareness, and results so far reveal some significant improvements.
One of the most pleasing developments has been the reduction in the amount of illegal waste that Council has been forced to remove, which has dropped by 20 tonnes in the past month.
“This is a good indication that residents are getting the message about the importance of responsible waste management,” Parramatta City Council Lord Mayor Cr Paul Garrard said.
“With the support of the community we’ve been able to improve the amenity of our streets, but we’ve still got plenty of work to do,” he added.
Since Council began its clean-up campaign, more than 2,000 letters have been sent to property managers advising them of Council’s clean-up clampdown. Between March and April Council has
investigated more than 200 cases of illegally disposed waste, with results showing that on average, about 45% of the time the rubbish was cleaned up by the property owner.
“This activity has resulted in financial savings of approximately $150,000,” Cr Garrard said.
Cr Garrard said the introduction of the hotline 1800 DUMPED had led to the number of service requests received by Council nearly doubling, with areas such as Harris Park, a well-known hot-spot for illegal dumping, having improved greatly over the past few months.

Parramatta City Council Lord Mayor, Cr Paul Garrard, said the three-person panel, comprising of two residents and one senior Council staff member, would provide additional recourse for those who wish to have their enforcement matters, including parking infringement notices, heard by an independent body.
“This panel has been set up to hear from people who have a legitimate grievance and will consider the particular circumstances of each case,” Cr Garrard said.
“You’re always going to get cases which aren’t totally clear-cut and this panel will ensure that Council is responsive to those grey areas,” he added.
“This is not about providing a ‘get-out clause’ for everyone who has been
fined, but understanding that each matter needs to be addressed on its own merits.”
People with objections to fines can also still have the matter heard by the State Debt Recovery Office.
The Adjudication Panel is part of Council’s recently adopted Parking Enforcement Policy, aimed at establishing fair, impartial and equitable guidelines, so that greater discretion can be used when dealing with unlawful activities.
“Council has undertaken a sweeping reform of its regulatory services and that includes improving the way our officers engage with their community and exercising due discretion when required,” Cr Garrard said.

STOP THE PRESS!Just before going to print, Council learnt that the Department of Local Government (DLG) approved an increase in ordinary rates by 2% above the 2.6% capped rate.
This equates to an increase of about $13 a year for the average residential rate-payer - $33 when you include the capped amount – and will allow Council to maintain and build on existing service levels while managing its infrastructure to ensure it meets the growing needs of the community.
The DLG also approved the continuation of Council’s Economic Development Rate, which is mostly applicable to CBD businesses, for the next three years. These rates are used to support employment growth and to help promote Parramatta as an attractive destination for visitors, workers, businesses and tourists.

Nine ways to explore Parramatta
The Themed Trails brochures are a series of nine self-guided brochures that share the stories and experiences of Parramatta. The brochures encourage visitors and locals to explore Parramatta and engage with the city as they walk through it to discover what it has to offer.
Each Trail guide has its own theme and unique emotion and subject matter. Some of these themes include the city’s nationally significant Indigenous and colonial heritage, its great examples
of architecture and art, its culturally diverse food and famous dining strips and its scenic walking and cycling trails. The Themes Trails guides have been made possible by funding from the Federal Government.

With assistance from the Australian Government Department of Resources, Energy and Tourism, DigiMacq is a new downloadable iTunes application that takes users on an in-depth multi-media adventure through the streets of Parramatta in colonial times.
The DigiMacq experience takes users through the once remote penal colony through the eyes and voices of the soldiers, scoundrels, violent convicts, clergy and free settlers, and of course, the legend himself, Governor Lachlan Macquarie.
DigiMacq is part of ParraMac 2010, a festival celebrating the 200th anniversary of the appointment of Governor Lachlan Macquarie as 5th Governor of New South Wales.

This area was occupied by the
Burramatta clan of the indigenous
Darug people. They fished the
river and upper reaches of the
harbour for crayfish, mullet,
brim, turtles and eels, trapped
and hunted kangaroo, emu and
possum, and gathered insects,
fruits, yam and seeds.
2. Cultivation
In November 1788, Governor Phillip
put convicts to work clearing
and cultivating the land on a rise
just beyond the river where he
established the settlement called
Rose Hill (now Parramatta). A
fortification provided protection.
By the end of 1789 attempts at
agriculture at Sydney Cove had
failed. Efforts now focused on the
land at the head of the river.
Henry Dodd had supervised convict
farming gangs at Sydney Cove.
Walk 1. Survival
Sydney Cove had an excellent sheltered harbour and
a good supply of fresh water but its soil was poor.
The crops planted to feed the new arrivals withered and
died. Supplies were fast running out. Food needed to be
grown and quickly or the colonists would starve.
In late April 1788, an expedition landed at the head
of the Parramatta River. Here Phillip found fertile soils
that could sustain the colony’s crops.

yielded 200 bushels of wheat and

Initially farms were government

Dedicated volunteers sustain Meals on Wheels year-roundWednesday 25 August is National Meals on Wheels Day across Australia but for dedicated volunteers in Parramatta it is a year-round activity.
Faoud Nakhle, known to everyone as Fred, and Betty Brown have over 30 years experience between them when it comes to delivering meals to local people on behalf of Parramatta City Council.
Betty, 82 from Guildford, has been a volunteer with the Meals on Wheels service since 1988 and has seen many changes over the years. Nowadays she delivers meals to about 10-12 homes in the Granville area to eligible people who are either older than 65 or have some form of disability.
“I remember when I first started we used to have to hang on to the soup canisters as we drove around the city, but it’s much simpler now,” says Betty who also works as a volunteer at the
Family Court support group and a church English language group, proving the old saying that “if you want a job done ask a busy person!”
Fred, 73, who migrated from Lebanon over 40 years ago, is also a serial volunteer carrying out a variety of roles with the Seniors Leisure and Learning Centre, Home Support and Meals on Wheels. “I wanted to give something back to the country which had been so welcoming to me,” Fred says.
Volunteers like Betty and Fred are just two of the 160 volunteers that are vital to the four main services that Parramatta City Council runs.
As well as the Meals on Wheels service, Council operates the Seniors Leisure and Learning Centre, Neighbourhood Aid and the Peer Support program.
The time and effort that volunteers provide are crucial to these programs’ success and Council is always happy to hear from new volunteers that can offer time to help others in Parramatta.
Currently there is a shortage of specialist volunteers such as drivers for the Meals on Wheels service or those have spare evenings who could offer peer support. Secure Bicycle ParkingCyclists in Parramatta have something to cheer about, with the installation of two new secure bicycle parking facilities in Horwood Place and Erby car park centres.
As part of the Australian Government Jobs Fund-Local Jobs, Parramatta City Council has received funding to convert unused car spaces in two city centre car parks into secure bicycle parking with end of trip facilities.
With over 40 bike parking spaces available, your $20 monthly membership gives you 24 hr access to change rooms and lockers, secure bike storage under 24 hr surveillance with swipe card member-only access.

Scores on doors trial startsA six month trial of the Scores on Doors food service safety and hygiene rating system has commenced, with Parramatta one of 20 councils across the state taking part in the initiative.
The Scores on Doors trial is based on an easy to recognise ranking system of an A,B,C or P grading, allowing the public to see how restaurants and other food service businesses comply with food safety and hygiene requirements.
A is excellent, B is good, C is acceptable and P is pending and will be issued to businesses which require improvement. The system is voluntary but will act as a good advertisement for businesses that comply with food safety legislation.
The councils participating in the trial are: Goulburn, Holroyd, Tumbarumba, Forbes, Parkes, Taree, Warringah, Kograh, Blacktown, Sydney, Ashfield, Randwick, Parramatta, Upper Hunter, Newcastle, Mosman, Waverley, Wyong, Penrith and Cessnock.
The trial will run until 31 December 2010 and will be officially rolled out across all participating NSW food outlets on 1 July, 2011.
Local Government Week 2010Local Government Week kicks off in August and Parramatta City Council has organised events and activities aimed at celebrating the important role of local councils.
As part of this year’s theme, Building a Brighter Future, Council will host a school tour of its chambers, providing students with the opportunity to hear from Councillors and take part in a mock debate. Also incorporated into this year’s event is the Macquarie 2010 Bicentenary program and National Tree Day, which will see more than 4000 trees planted at Fred Spurway Reserve, Carlingford.

New dog off-leash areas
Council recognises the importance of exercise for dogs and their owners and has recently expanded the number of dog off-leash areas throughout the city.
Seven dog off-leash areas are now provided at:
Barnett Park - Barnetts Road, Winston Hills Burlington Memorial Park - Balfour Street, Northmead Cowells Lane Reserve – Cowells Lane, Ermington (Expanded to include entire park - except the children’s playground and BBQ facilities) Dan Mahoney Reserve - Gladstone Street, North Parramatta McCoy Park – Mimosa Avenue, Toongabbie (Basin Only) Scout Memorial Park – Glen Street, Granville (East of Water Canal) Robertson / Eve Street Reserve - Robertson & Eve Streets, Guildford
All of Council’s dog off-leash areas are signposted and provide appropriate waste facilities. Dog owners are reminded that dogs should be kept under effective control whilst off-leash at all times. Any dogs which have been declared restricted or dangerous under the Companion Animals Act 1998 are still required to be kept on-leash at all times in these areas.

Stay current with pet registrationLocal dog and cat owners are reminded that they must microchip and lifetime register their pets with Parramatta City Council, especially if they’ve recently changed address.
It is the animal owner’s responsibility to ensure all details, including the residential address of your animal, are current. Council staff regularly come across lost animals, which despite being micro-chipped, are not registered to their owner’s current
address, which makes returning the pet impossible.
