Ongoing response to COVID-19 At ENGIE Hazelwood, the health, safety and wellbeing of our workforce, their families, and the local community is our priority. Like other workplaces around Australia, we are responding to the COVID-19 pandemic by changing workplace practices and enhancing our hygiene measures, following the advice of government recommendations. A broad range of actions have been implemented across the whole project to ensure the welfare of ENGIE Hazelwood staff and all site contractors. Social distancing requirements are in place and those able to work from home are doing so. For operational staff who remain on site, work zones and groups have been reconfigured and work sequencing adjusted to ensure fewer individuals in any given place and time. We have increased our cleaning schedules and implemented new personal hygiene protocols which are continually emphasised to staff via internal communications and increased signage around site. Access has been limited to only those who have an operational need to attend the Hazelwood site. Additionally, any individuals who have been offsite for an extended period must complete a declaration form to indicate they are healthy to return to the site. Health and safety continues to be our priority focus and we will continue to monitor and apply the directions of the State and Federal Governments. Aside from the key objective of stopping the spread of COVID-19, ENGIE Hazelwood is committed to maintaining an active and engaged work force, contributing to the overall welfare of our employees and the flow on benefits to the local community. Health and Safety The health and safety of our workforce remains our number one priority. The Hazelwood Rehabilitation Project's health and safety philosophy is “Safety First” and we are fully committed to providing a safe and healthy workplace. Safety is integral to all that we do at Hazelwood and is proudly embedded in our workplace culture. Significantly last month, the Project’s Lost Time Accident (LTA) free period reached the four-year mark. What this equates to is four years of no injuries sustained to personnel onsite, which could have impacted their ability to complete normal duties. An important achievement that captures both the final year of operation of the mine and Power Station and entire lifespan of the Rehabilitation Project. Importantly though we don’t plan on stopping here as our focus on safety remains. Hazelwood Ash Pond 4 Rehabilitation approved by the Environment Protection Authority (EPA)

The pathway is now clear for the rehabilitation of the Hazelwood Ash Pond 4 (HAP4), following EPA approval of the final capping design last month.

The approved design is in accordance with the EPA Landfill Design Guidelines that consider the best environmental practices and outcomes for the closure and rehabilitation of landfills. A tender process for construction is now underway with works expected to commence in late 2020, subject to government directions in response to COVID-19.

Demolition works continue

Demolition at the ENGIE Hazelwood site commenced in June 2019 with the earlier appointment of Delta Group, a Victorian company, as the principal contractor to complete the demolition works.

These works include demolition of the former power station and mine site infrastructure, with the project moving ahead on removal and on-site containment of asbestos from the former turbine hall and boiler houses.

Major demolition works will include the controlled collapse of the eight chimneys, demolition of the four boiler houses and large mining equipment including three dredgers in the mine.

The project management team continues to place a strong focus on the ensuring the safety of our people and safe delivery of the overall demolition project. A feature of the demolition program has been the rate of local employment. The use of local labour on the project and local sub-contractor engagement remains a key priority. Importantly principal contractor, Delta Group, continues to engage Latrobe Valley and Gippsland sub-contractors wherever possible in what is a highly specialised work environment.

Concept Master Plan The closure and rehabilitation of the Hazelwood Power Station and Mine presents an unprecedented redevelopment opportunity that has the potential to reinvigorate the Latrobe Valley and the wider region. The Hazelwood Concept Master Plan was commissioned by ENGIE Hazelwood to identify the range of possible future uses for Hazelwood post rehabilitation and to build interest from the private and public sector in taking on the site into the future.

Rehabilitation and Closure Plan Submitted

The Rehabilitation and Closure Plan (RCP) for the Hazelwood Mine has been one of the main focuses of the Project Team over the life of the rehabilitation Project.

The RCP outlines how ENGIE Hazelwood intends to rehabilitate the site to a safe, stable, sustainable and non-polluting final landform. To achieve objectives of the RCP, which include the delivery of a full put lake, ENGIE Hazelwood has separated the rehabilitation of the mine and surrounds into three distinct stages. Each is proposed to be the subject of separate Work Plan Variations, other supporting approvals, and ongoing consultations.

In February 2020 the RCP and 2019 Work Plan Variation (WPV 2019) for Stage 1- Fill Commencement, were submitted to the government for approval. ENGIE Hazelwood will respond to any comments received from government in the coming months with a view to commencing mine fill in January 2021.

Mine Rehabilitation

The 2019/2020 earthworks season within the Hazelwood mine and its surrounds has been our largest to date. More than 100 local personnel are working on mine rehabilitation projects to maintain batter stability and cover exposed coal with clay fill material. These earthworks are important not only to meeting our rehabilitation targets but also to reducing fire risks within the mine.

The Hazelwood mine is also now well into its rehabilitation stage with major infrastructure being decommissioned and demolished within the mine void. Planning is progressing for demolition of three pieces of large mining equipment (dredgers) within the mine. This work will be undertaken by principal demolition contractor Delta Group and is an important step in the Hazelwood Mine Rehabilitation Project. The timeframe for the demolition of the dredgers will be announced when it is confirmed.

The Concept Master Plan is an options paper that responds to detailed site constraints, potential economic opportunities and builds in flexibility to respond to the aspirations and goals of potential developers, investors and/ or government. We consider the document as a starting point for future conversations with key partners and stakeholders, who will be critical players in the further development of Hazelwood.
