6. REPORTS

6.1 Chairperson Report (refer Attachment 2) MO spoke to her report.

6.2 Treasurer Report (refer Attachment)

TO provided a Budget forecast and tabled report of bank account balances.

• detailed budget submitted to Management Committee, was accepted.

• WA Cricket Grant: indicative forecast is 7.5% less than previous amount. Anticipating to receive ~$64,750 and will distribute as follows:

o $55,500 to be distributed to Associations, all Association Treasurers already informed

o $10,000 (remainder) retained for CJCC operating costs

• Strategic Reserve: allocated some of the retained funds as a ‘Strategic Reserve’, intended for future expenditure on strategic projects for Associations etc, rather than for disposable items like bats, balls.

6.3 Statewide Representative

SL gave a summary of recent meeting and will follow up with an email to Delegates with more detail:

• Tuck Waldron presented on WACA Ground Improvement Project. Looks very exciting, includes a pool and was well received, most felt will be of benefit to all.

• Critical Incident Support Framework: being developed for Association use (eg fatalities, child safety issues) to provide a standardized process to follow for support and assistance. This will include information on Sports Chaplaincy Australia, who are now partnering with WA Cricket.

• Umpire recruitment and development: being considered, across all levels of cricket. SL outlined who’s on this Committee, all members are representatives from the affiliates of WA Cricket: WA Country Cricket Board, CJCC, WA Female Cricket Council, WA District Council, WA Education Advisory Committee, Indoor Sports, WA Aboriginal Advisory Council and Senior Community Cricket. ACTION: SL to email detailed meeting information to all Delegates.

6.4 WACA Community Cricket Report AS gave an update:

• WACA Rebranding: to distinguish between the iconic WACA Ground and cricket staff, WA Cricket is now new name for the organization that cricket staff work for. AS outlined why and the changes that will be now be seen.

• Staffing: Participation Officer roles in Peel and Northwest now appointed, both are teachers.

• Staff Leave: Jo Davies (GM Community Cricket) is currently on personal leave, AS acting in her role.

• Registration Data: AS shared presentation with data grouped under WA Cricket census categories and compared to previous years. AS advised this can be re-categorised for CJCC groupings. Trends are very positive, particularly junior boys and girls numbers. Cricket Blast slightly down as promotions haven’t started yet. There are still some glitches with MyCricket and PlayHQ (eg incorrect postcodes) which affects this data’s accuracy, but still useful indicator.

SM added that retention efforts (returning players) are easy, but recruitment of new players is more difficult on MyCricket platforms because of the ‘postcode’ error, citing example if search on postcode, it can’t find the corresponding local club. AS advised that this has been raised and is due to be fixed this week.

• Coaching and Umpiring Courses now available (refer Attachment 4): staggered dates and approach to running these so they’re not all on the same weekend, to offer greater choice. Good response to ‘Female Only’ (female attendees only) courses so far, including young girls – some clubs are sending their entire U15 teams, example. Registrations can be made via the following link: https://www.community.cricket.com.au/coach/courses

AS advised he had spoken with Tom Scollay and Charlie after the last meeting, and they can offer their (pre-booked) course for 15/11/20. Has been booked here at WACA, just not advertised yet. AS will add PJCA’s date into this slide, then send to JW. ACTION: AS to update Courses slide with PJCA information then email to JW. MO asked for the Courses information to be added to the WA Cricket website. ACTION: AS to arrange for Course information to be added to WA Cricket website. SL suggested WA Cricket staff attend the CJCC course so they can learn it and then potentially conduct the course. CW queried if this includes Premier Cricket workshops. AS advised this is a separate calendar of events, so will need to check this. SM suggested that Premier Cricket develop/provide clubs with a ‘Facebook Tile’ that could then easily put onto his club’s page to advertise their events/courses. AS to feed this back to Premier Cricket. ACTION: AS to give feedback to Premier Cricket re: promotion opportunities via clubs social media platforms.

• Competition Administration: Tristan Emrich has now commenced in this role, is attending meetings and implementing new processes to assist clubs to manage this.

NA also gave an update:

• Cricket Blast Coordinator training: 22/9/2, at the WACA, 6-7.30pm at the WACA, free, for new and returning volunteers. Acknowledged it’s before the school holidays and some clubs won’t have a coordinator appointed yet. There will some additional online offerings closer to season start. Most Blast Centres start late October.

• Perth Scorchers Fan Day: 10/10/21, last day of school holidays, BBL players in attendance.

• Infrastructure Fund: opens 4/10/21 (refer Attachment 3). SL suggested inviting Brodie Green (WA Cricket Infrastructure Specialist) to come to next meeting to discuss this further. All agreed.

ACTION: JW to ask Brodie Green to attend next CJCC meeting.

TO asked for feedback about Flicx Pitches: AS summarised - 2 x 45kg trolleys, ~$4,000 each. When set up well, they work well. Requires a flat hard surface to work best (found long grass difficult, as ball doesn’t bounce well). SM added that it works well for U10, U11. Unlikely to be suitable for Blasters. AS added that it’s useful to include this in Association and Club deliberations about the future of the game, and their strategic discussions given some challenges to access grounds with pitches. Having this allows a different space to be used. AS will work with NA, JH (in lieu of Jo Davies) to progress discussion Kim Betley raised that they’ve local schools with excellent facilities (pitches, nets) who won’t provide clubs access on weekends. Most thought this was unusual. DS suggested contacting the Shire Council, as it’s their asset so it should be shared. AS mentioned the Parliamentary Friends of Cricket may be able to assist the discussion on this. AS also advised WA Cricket are meeting with City of Rockingham’s new Club Development Officer, to tour a new school together. AS agreed to pick this up locally, and get a cricket manager involved. ACTION: AS to liaise with PJCA after meeting with City of Rockingham.

6.4 Action Items Table was referred to for discussion and updates noted. 6.4.1 CJCC Scorebooks JH shared slides of prepared pages which MO spoke to: - QR Codes now included to link directly to rules. The book contains enough pages for one season, as expect it to change next season given likely rule amendments etc. - Removable feedback page at the end, for comments/suggested improvements for next season, etc. Intent is for parents/coaches to write their suggestions here as the season progresses, with it to be removed and forwarded to the CJCC at season end for review. Everyone agreed that the new layout, formatting and content looked good. MO thanked Gavin Tennant for his ongoing work on this. MO advised these will be ready to go to print next week, print will take ~2 weeks. Association orders are now due so printing requirements and costs can be finalised. Anticipate cost per book to be 50% cheaper than 2020 price of Cricket Australia scorebooks.

ACTION: Associations to provide order for all scorebooks in their region to Margie Oldfield via email. 6.4.2 Live-streaming Services JH advised that this is now incorporated in Cricket Australia’s child safeguarding guides, which contain advice about the service. Associations can encourage/discourage clubs but all parties need to be very aware of the risks and pitfalls if do proceed to use live streaming services. Cricket Australia held on online webinar recently and will make the recording available shortly. CS advised that their senior club is doing Frogbox, but not the junior club. 6.4.3 Rule Changes SL advised final draft review completed by legal peer, just updating those amendments and expect them to be available very soon. 6.4.4 Working With Children (WCC) Requirements JH received an update from WA Cricket regarding insurance: - all umpires require a volunteer police check; - Umpires aged less than 18 years do not need a WWC Check when volunteering; - If an umpire is paid as an “employee” of the club, then they will need a WWC Check. General discussion was held about requirements for roles other than umpires and its link to child safeguarding, noting that this has not been done well and only been addressed in recent years. TO gave example of recently registering as a junior coach yet was not required to obtain a WCC. Yet it’s a requirement to get a WWC Check if you’re not a parent (or to advise why you may be exempt). It was agreed that registration process is not a screening tool. It was agreed that responsibility for this sits with a Club, not an Association. AS added that an Association’s role is to advocate and share best practice. Child safeguarding should be kept on the Association’s agenda each meeting. AS offered to check if this could be incorporated into the new PlayHQ platform. ACTION: All to ask your Association to add child safeguarding onto regular agendas. ACTION: AS to check with Mark Sanders if WCC advice/check could be included in new PlayHQ platform. AS has a template for use by Clubs to record role requirements, such as WCC. Will add as an attachment to the Minutes for distribution. And that Clubs can provide an induction manual to newly appointed roles. ACTION: AS to provide copy of template to JW for distribution via Minutes. JH spoke about new child safeguarding guidelines from Cricket Australia that now has a 5- step process to become a child-safe club (refer Attachment 5). WA Cricket will not include clubs in their CRM database if this is not done. This is also being linked to funding, where Cricket Australia will only consider child-safe clubs eligible to be considered for funding. MO wants to support Associations to support clubs with this, as it affects all volunteer

club roles. To ensure there is clear understanding of requirements communicated to clubs, MO asked JH to develop a communication note to give to all clubs as this doesn’t just refer to umpire roles. ACTION: JH to develop communication piece for all Clubs, clearly outlining WWC requirements. 6.4.5 COVID-19 Restrictions JH tabled a one-page outline of WA community cricket’s COVID guide and suggested Associations be prepared and ready to respond to any imposed change. JH also advised that Premier Cricket has proposed having no restrictions, but a decision is yet to be made. MO asked all to consider how do we communicate this to clubs? And how do the CJCC communicate any directive to all, quickly, should situation change. ACTION: Delegates to provide suggestions for sharing COVID advice and directives to clubs, at next meeting. 6.4.6 Presidents Breakfast Refer to item 7.1 below 6.4.7 T20 Budget Direct Cup JH gave an update on sponsorship specifics for the T20 Cup:

• Branded kit bags: Each U15, U17 team will receive a branded kit bag

• New logo: JH shared onscreen image for the competition’s logo. Liked by all. 6.4.8 Child safeguarding JH will be attending all Associations to present Cricket Australia’s new policy guidelines and best practice. It incorporates a 5-step process, with a simple 5-point checklist (refer Attachment 5). There is an ongoing WACA social media campaign, published and then released to the associations. SM gave some feedback. JH clarified that WWC check requirement by CA does not override WA legislation. 6.4.9 U18 Girls in A-Grade Discussed a recent enquiry, whether CJCC should restrict girls playing U18 community cricket if they’re also a senior/premier A-Grade player. It was agreed to obtain additional data and information and discuss further with Caitlin Spencer (WA Cricket – Female Engagement and Volunteer Specialist) prior to making a decision. ACTION: MO to contact Caitlin Spencer for additional information and discussion.

6.5 Delegate Reports The distributed Report was taken as read. Updates were provided: 6.5.1 PJCA: Rebecca McLennan

• Umpires: 19 new umpires, 12 retained thanks to newly appointed social media coordinator who ran a successful Facebook campaign. Due to numbers will now

offer umpires for U13 Girls. Looking at ongoing umpire training and development for them.

• Girls: disappointed some clubs have not opened for registrations at all. WACA staff working with these clubs to address.

• Treasurer: using Xero for the association, $50/month subscription, found the program easy to use and recommends it.

• Affiliate Agreement: sent correspondence, one change request as per last season.

6.5.2 SEMJCC: Simon Mead Association met last Wednesday:

• Ground access: experiencing restrictions from City of Canning

• Umpires: concerns with significant lack of returning umpires.

• Registrations: are up. Girls comps yet to be actively promoted.

• New appointments: New President - Jesse Liddle, and new Competition Administrator – Tristan Emrich.

• Affiliate Agreement: track changes sent to WACA and CJCC. Obligations suggested to be on the CJCC to balance what was proposed. MO advised that Jo Davies is currently away so review has not been able to progress.

6.5.3 CJCA: Chris Williams Next meeting: this Thursday.

• Affiliation Agreement: review in progress by CJCA Executive. Likely to be signed, subject to a couple of things.

6.5.4 SWMJCC: Cameron Schuster

• Mediation with WACA and CJCC: concluded amicably with some rules for both parties to comply with. The National Sports Tribunal process was good.

6.5.5 MGJCA: Dave Sullivan

• Registrations: are down, but not concerned at this stage.

• Affiliation Agreement: apologised for the delayed response, will raise at next meeting in a fortnight.

TO reminded all that it is difficult to progress agenda items, like the Affiliation Agreement, if deadlines are not adhered to. 7 AGENDA ITEMS

7.1 Presidents Breakfast- update

Great response with attendances from more than 50 clubs. Delegates were asked to arrive early to assist with setup preparations.

7.6 T20 Cup: Review TO has not received any feedback about T20 format changes since last meeting. Advised that the existing T20 format for U15s works, so are keeping it for this season. But will consider an alternative for U17 graduating players. RM commented that graduating players would prefer to play T20 at the WACA, rather than receive a Chairman’s Medal. SM added that the SEMJCC are supportive of this. In general discussion, most thought all graduating players could then play at the WACA. AS proposed having a second match day at WACA specifically for ‘graduating players’ only. All agreed, would be ideal to offer the T20 traditional with this option for graduating players. ACTION: TO, JH, SL and AS to discuss further and send an email to all that clarifies the options/model being proposed.

8. GENERAL BUSINESS

8.1 Rotation Policy compliance MO received feedback from volunteers, are struggling to meet the current rotations policy. During our August meeting two possible resources to assist with this were discussed. In summary: a) NMJCA spreadsheet: complies with current rules, helps generate a random batting order each week. Considered very useful, a complex excel spreadsheet. All clubs able have a choice to use this. Thanks to NMJCA for sharing this tool. b) South Perth JCC spreadsheet: doesn’t comply with the rules, calculates team rotations for full season. Considered very useful, user friendly excel spreadsheet. Thanks to SPJCC for sharing this tool. MO advised that the CJCC Management Committee acknowledged the benefits of assisting volunteers to manage rotations, and whilst the South Perth JCC spreadsheet breaches the rules it does so in the spirit of cricket. The Management Committee therefore propose that the SPJCC tool be approved for use this season by all clubs for Stage 1 as a trial without penalty, and offered to SEMJCC Clubs only for Stage 2 use as a second trial without penalty. Both trials require the provision of feedback by users to CJCC at season end. If the trial results demonstrate that it works well for volunteers, then the CJCC will consider reviewing the rotation rule. SM provided a summary of the tool for the benefit of attending guests. Good discussion held, with all agreeing a trial would be worthwhile. The following proposals were discussed and voted on, to provide clarity for clubs interested in using the SPJCC tool: MOTION 1: “That a) the South Perth JCC Rotations Spreadsheet be approved by the CJCC for use by all in the 21-22 season as an optional trial for Stage 1 competitions, and b) those clubs who identify as utilising the tool won’t be penalised by their Competition Administrator for rule breaches that may occur from use of the spreadsheet tool during the season.”

above. Motion 1 passed unanimously. Clubs choosing to use the spreadsheet tool must advise their Association and the CJCC, and once use of the tool has commenced must continue to use it for the entire season. MOTION 2: “That a) the South Perth JCC Rotations Spreadsheet be approved by the CJCC for use in the 21-22 season as an optional, additional trial for the “Stage 2 Competitions across the SEMJCC Association”, and b) those clubs who identify as participating in this Trial won’t be penalised by their Competition Administrator for rule breaches that may occur from use of the spreadsheet tool, during the trial period.”

Vote was conducted by a show of hands, all agreed to the proposal and conditions mentioned above. Motion 2 passed unanimously. Clubs choosing to use the spreadsheet tool during the Stage 2 Trial must advise the SEMJCC Association and the CJCC, and once use of the tool has commenced must continue to use it for the entire season. All agreed that the trials proceed, with a report obtained at the end of the season and the trials conclusion. JW to liaise with SM and MS to determine how to implement this. ACTION: JW to liaise with SM and MS regarding Trial use of South Perth JCC Rotations Spreadsheet for Stage 2 competition across SEMJCC for this season. Document trial details and implementation process.

8.2 Finals

MO raised the intent of not wanting to exclude so many players from continuing to play on after the regular season fixtures conclude, and proposed to have no U13s Finals for this age group (given there are no finals for 10, 11 or 12s so this age group is the most natural choice to implement this). There was no appetite for removal of Finals this season, however it was suggested to proceed to schedule teams to continue to play through the finals weekends instead. MO asked all to have this discussion with your Association. ACTION: discuss concept of ‘No Finals’ for U13s with Association, with feedback at next meeting. ACTION: Include into fixtures the option for teams to continue to play through the Finals weekends.

9.3 Proof of Age

TO reported no requirement to provide proof of player’s birth date when recently registering a grandchild for Cricket Blast, asked if this needs to be policed? Discussion found it’s not a common problem for others so no action required.

9.3 Playing Conditions and Match Details

SL advised is currently drafting a proposal document, will forward to the CJCC Management Committee when complete. Briefly referred to it, to illustrate potential changes to penalties if there were to be breaches in Stage 1. Will be sent to Delegates for approval once

9.4 Female Cricket - Representation

SL raised concern of lack of community involvement in decisions currently being made in female cricket, citing examples of no ‘female cricket’ representation at governing bodies, with implications for the decisions being made. Would like to start a process to change this. It was agreed that AS will meet with SL to discuss further.

ACTION: SL to meet with AS to discuss female cricket representation further. 9.5 U15 Boys – PJCA competition invitation

RM issued an invitation to all, to participate in the Peel U15s Boys competition, as PJCA currently don’t have sufficient numbers. Played on Sunday mornings, on turf (therefore spiked shoes required). U17s play on Sunday afternoon. Interested clubs to contact RM directly via email [email protected] ACTION: All to notify clubs of opportunity to play U15 Boys in Peel competition.

Chair Report – Margie Oldfield

We know this is a very busy time of the year and I thank and appreciate everyone’s continued commitment to the season. It has been very interesting for me to see the different strategies clubs use this season: - some clubs close registrations very early, in order to get organised; - some clubs keep registrations open, in order to recruit more players; Getting feedback from all clubs as to what works best for them will give us some insights into the challenges that clubs face at this time of the season. For all of us, the goal is more kids playing cricket so ideally we want to keep registrations open for as long as possible. This needs to be weighed up with the logistics of getting equipment, uniforms, coaches etc. I want to personally thank Gavin Tennent (President, Gosnells JCC) for his work on the CJCC Scorebooks. These are coming along really well and are nearly ready to go to print. Gavin has worked tirelessly to create a book that is specifically designed to make it easier for volunteers to use on game day. I also wish to thank Simon Lucas (CJCC Independent Member) for his continued work on updating the CJCC rules and behaviour policies. Documents are being proofread by volunteers within our junior cricket community, before being finalised and uploaded to the CJCC website. Our inaugural Presidents Breakfast event has been well received and will support us heading in a direction where we support volunteers rather than direct them. We have over 50 clubs represented at this event. Attendees are being asked for their input on the issues facing them as Presidents (club executive) and as clubs (organisations). This is a slightly challenging time for volunteers as we all get used to the WACA’s rebranding and the new WA Cricket contacts across all Associations. Thank you to all WA Cricket staff who continue to support our clubs and volunteers.

AUSTRALIAN CRICKET INFRASTRUCTURE FUND – 2021/22 FUNDING INFORMATION

Applications are opening for the Australian Cricket Infrastructure Fund (ACIF) for season 2021/22 on Monday 4th

October 2021.

All the information is contained in the attached Guidelines, with some key notes here:

• Up to 50% of the total project costs can be covered by the ACIF.

• Minor Grants are for $1,000 to $10,000. Type of projects include pitches and practice facility refurbishment.

• Major Grants are for $10,001 to $30,000. Types of projects include new practice facilities, significant oval upgrades and cricket lighting projects.

Projects must meet the funding conditions in the attached Guidelines, but the key conditions to note are:

• Adoption of Australian Cricket’s Child Safety Framework – this includes endorsing and adopting the following 3 documents:

o Australian Cricket’s Policy for Safeguarding Children and Young People o Australian Cricket’s Looking After our Kids code of behaviour for Affiliated Associations and Clubs o Australian Cricket’s Commitment to safeguarding Children and Young People

• Consent for the project from the local council or land manager

• Must be compliant with Cricket Australia’s Community Cricket Facility Guidelines

• Cricket lighting projects must align to the new Australian Standard for cricket lighting

• New/upgraded synthetic pitches (including centre pitches and training net pitches) must include junior cricket pitch markings

Clubs, Schools and Local Governments are able to apply for Grants. The link to the application form will be located on

Applications will close on Friday 19th November 2021.
