About the Community Grants ProgramAims of the Community Grants Program

Victoria has a long and successful history of migration and the resulting multicultural diversity is one of our fundamental strengths, contributing to our quality of life. The Victorian Government Community Grants Program aims to build upon our existing strengths by promoting unity and social cohesion through inclusive citizenship.

The Victorian Government aims to strengthen the capacity of culturally, linguistically and religiously diverse organisations to participate in and influence their local communities and to enjoy the benefits available to them as members of society. This program aims to support the needs of multicultural communities and promote Victoria’s multicultural and multifaith society.

Who can apply?

Multicultural community not-for-profit and non-political organisations that:

(a) Are incorporated under the Australian Corporations Act or as an Association under the Associations Incorporation Act and have an Australian Business Number (ABN) as not-for-profit; or

(b) Are ‘auspiced’ by an incorporated organisation to manage the grant funds. The incorporated organisation will act as the ‘auspice’ organisation for the application and that organisation’s details must be provided in the application form;

(c) Strengthen the capacity of culturally, linguistically and religiously diverse communities;

(d) Promote and celebrate culture and language in a way that is inclusive to the whole community; and

(e) Have satisfactorily acquitted all previous grants from the Office of Multicultural Affairs and Citizenship (OMAC) and the Victorian Multicultural Commission (VMC).

Organisations should refer to any additional guidelines or conditions specified for each grant category on the relevant application form.

Migrant resource centres, community health centres, neighbourhood houses, and community centres are eligible to apply under the Strengthening Multicultural Communities and Interfaith and Multifaith categories only.

Auspice Opportunities

Organisations wishing to apply for funding which are not registered as a formal organisation are able to apply in partnership with another organisation who will act as an auspice for their project.

Organisations may submit multiple applications, although priority will only be given to one application. If you are applying for more than one project please fill out a separate application form for each project.

What grant categories are available?

Applicants can apply for one or more of the following five categories:

Organisational Support

Grants of up to $5,000 are available to support multicultural organisations that are voluntary, charitable and not-for-profit. This grant aims to strengthen the capacity of culturally, linguistically and religiously diverse organisations through supporting cultural activities.

Strengthening Multicultural Communities

Grants of up to $20,000 are available for projects that address the unmet needs of Victoria’s culturally and linguistically diverse communities. Priority areas are projects that build capacity with newly arrived and refugee communities, multicultural youth programs, programs that empower women from culturally and linguistically diverse backgrounds and other issues as identified by the Multicultural Portfolio.

Buildings and Facilities Improvements

Grants of up to $20,000 are available for minor infrastructure upgrades or improvements to buildings and/or facilities owned by culturally and linguistically diverse organisations.

The program supports culturally and linguistically diverse organisations across Victoria to maintain and preserve their important community assets in order to promote greater use and access to these facilities by communities.

Community Language Schools

Provides funding support to out-of-hours community language schools within Victoria. The subcategories available are:

– Professional Development of Teachers – Grants of up to $10,000 are available to support groups of community languages schools to provide professional development programs for their teachers.

– Materials Development – Grants of up to $5,000 are available to support groups of community languages schools develop language specific teaching and learning materials.

– Support for new and existing community languages schools – Grants of up to $5,000 are available to community languages schools, NOT accredited and funded under the Department of Education and Early Childhood Development’s Community Languages Schools Program, to assist with establishment and operating costs.

– Student-in-country study tours – Grants of up to $2,500 are available to community languages schools to fund student airfares and accommodation overseas as part of an in-country study program for students.

Promoting Harmony: Multifaith Initiatives and Interfaith Networks

Grants of up to $10,000* are available for a range of projects that bring together different faith and community groups to promote social cohesion, understanding and acceptance among Victoria’s diverse faith communities and within the wider Victorian community.

Applicants are required to establish formal partnerships with at least one other organisation (e.g. different faith or community organisations) for the design, planning and/or delivery of a project. Written evidence of partnerships will be required.

*Grants of up to $20,000 (excluding GST) will be considered for projects which assist in the establishment of new interfaith networks or to build the capacity and sustainability of existing interfaith networks.

What Type of Projects Might Be Funded?Examples of projects/activities that will be considered for funding include:

Organisational Support

– Running costs for multicultural clubs including rental, utilities, stationery, postage and public liability insurance, newsletters and websites;

– Cultural activities such as traditional cooking and dancing, national costumes, art and culture, and languages other than English;

– Costs associated with the running of club specific activities that target members such as transport assistance, outings and regular luncheons.

Strengthening Multicultural Communities

– Activities that increase capacity within emerging communities and multicultural networks to self-manage and engage in community life;

– Provision of assistance to migrant and refugee women and/or young people; – Heritage projects documenting the contribution of migrants and refugees in Victoria; – Activities addressing disadvantages with refugee and emerging communities and/or provide information and service.

Building and Facilities Improvement

– Projects that improve disability access to buildings and to facilities within buildings; – Infrastructure projects that address health, safety or risk management issues within buildings, such as urgent work required to kitchens, bathrooms, flooring, walls, roofing and heating/cooling systems;

– Infrastructure projects that clearly demonstrate community benefit, improved usability of facilities and/or provide greater access to facilities for community members;

– Projects that increase the use of the building by more than one community group.

Community Language School Programs

Support for new or existing community languages schools:

– Payment of teacher salaries; – Hire or purchase of languages teaching and learning materials (books, computers, computer software, audiotapes and videotapes and reprographic equipment) to support their languages program;

– Costs associated with accommodation for classes (e.g.: heating, lighting, cleaning and rent).

Professional development of teachers:

– Training for teachers to develop their language, curriculum development and teaching skills.

Materials Development

– Payment of teachers and other personnel involved in curriculum design and development; – Purchase of stationery, computer supplies and resources to support materials development; – Costs associated with graphic design and reproduction.

Student-in-country study tours

– Subsidies for airfares and accommodation overseas for students studying a language.

Multifaith Initiatives and Interfaith Networks

– Interfaith Network activities: interfaith conferences, developing resources and educational programs, providing leadership training to faith leaders and hosting cultural events which engage the wider community.

– Seminars/conferences: seminars with faith leaders that promote interfaith dialogue and awareness of faiths; and to the wider Victorian community.

– Visiting places of worship: tours open to faith leaders, students and members of the wider community which visit various places of worship such as a Temple, Mosque, Synagogue, Church and other places of spiritual significance.

– Educational programs: activities that facilitate interfaith dialogue in schools to encourage trust and understanding between students and teachers of different faiths and cultures

– Leadership training: the delivery of development courses, training or structured learning opportunities for faith leaders and members of diverse faith and cultural communities, which also facilitates ongoing linkages between Victoria’s faith groups into the future.

– Multifaith/interfaith events/festivals: including multifaith festivals, workshops, religious displays, presentations by faith leaders of prayer and religious rituals.

What Will Not Be Funded?The Community Grants Program will not fund the following:

– applications submitted by individuals or commercial entities;

– organisations that profit from commercial gain, including profit from commercial gambling activities;

– projects or programs that have already started or have been completed before June 2013;

– political or fund raising activities; – events or programs outside of Victoria including funding for transport to interstate conferences or events;

– the purchase of a building or land; – infrastructure projects that are for the enhancement of a place of worship; or

– have failed to abide by the terms and conditions of grants previously provided by OMAC or the VMC including acquittal of previous grants.

How to ApplyApplications close 15 December 2012 for programs and projects held between July 2013 and June 2014. Applicants are encouraged to apply online at: www.multicultural.vic.gov.au/grants/application-forms

Important: all online applicants need to ensure that each application is successfully submitted through the ‘submit’ button. Applicants will receive an email copy of their application to their nominated email address once the application is successfully submitted.

Extension PolicyWhere organisations are able to demonstrate extenuating circumstances, requests for extensions can be considered. All requests for extension can be made to the manager of the Community Strengthening Team at [email protected].

How Will Applications Be Assessed?All applications received before the closing deadline will be reviewed for primary eligibility to ensure applicants are compliant with the criteria set out in these guidelines.

All eligible applications will then be reviewed by an Assessment Panel comprising of members of the Victorian Multicultural Commission and representatives from relevant areas.

What Are the Funding Conditions?The following conditions will apply to projects that receive a grant:

– the grant recipient must enter into a funding agreement that sets out the conditions and reporting requirements of the grant;

– any unspent funds must be returned to the funding body;

– funds not expended for the agreed purpose, as specified in the grant funding agreement, must be returned to the funding body;

– the Victorian Government must be appropriately acknowledged in any relevant publication, promotional material, or news releases, after having received written authority to do so by the funding body;

– funded organisations must have public liability insurance and any other insurance appropriate to the activities of the proposed project; and

– the grant must be acquitted through an Accountability Report, to be lodged upon the completion of the project in the time specified.

Payment of grants funds

Payment of the full grant amount is provided to successful applicants either via Electronic Funds Transfer (EFT) or in the form of a cheque after the funding agreement is returned. Further details regarding grant payment methods will be made available to successful applicants along with the Funding Agreement.

Applicants are expected to provide an Australian Business Number (ABN). Grants to organisations not registered for GST may be made on a GST exclusive basis. All project budgets should be submitted exclusive of GST.

Publicity guidelines

Government contributions must be acknowledged in any relevant publication, promotional material, or news releases.

Insurance requirements

Public liability insurance and any other insurance category appropriate to the activities of the proposed project are the responsibility of the applicant.

Accountability/Audit

Accountability and audit requirements include the grant recipient entering into a Funding Agreement which includes the purpose for which the grant is made, funding obligations and conditions and agreed reporting requirements.

If you apply for a grant you must ensure that the activity that is the focus of your application complies with relevant statutes, regulations, by-laws, mandatory codes and requirements of any Commonwealth, State, Territory or Local Authority.

It is your responsibility to be aware of laws and protocols that regulate the way you must conduct your work. These laws may include, for example, the Disability Discrimination Act, the Equal Opportunity Act, the Victorian Charter of Human Rights and Responsibilities, Indigenous Cultural and Intellectual Property, privacy issues, employment law, working with children laws and laws governing filming in public.

Privacy

The information requested in this application form is to be used for the purposes of determining whether or not an organisation is eligible for funding. The information is also used to distribute mail of interest such as: the Multicultural Victoria magazine, events and funding opportunities.

Information about your organisation may also be provided to government agencies for the purposes of publications promoting the work of the portfolio and/or compiling directories of multicultural organisations in Victoria. Members of Parliament may be supplied with details of successful applications to keep them informed of funding in their electorate. Organisations that do not wish to be on this mailing list should notify the Community Strengthening Team.

To apply under this category, applicants must own their community facility or lease the facility from a non-profit community organisation. A copy of the Certificate of Title or long-term lease agreement must be provided with this application. If you have previously provided this to OMAC or the VMC and still occupy the same facility, you do not need to provide this again.

Government departments, councils, mainstream service providers, migrant resource centres, hospitals, community health centres, neighbourhood houses, aged care residential centres, schools and child care centres are INELIGIBLE to apply under this category.

Organisations must submit two quotes from different suppliers with this application for the proposed work. A representative from the VMC may visit the building to determine if the proposed work is required.

The organisation must have full insurance for works and the property that is the subject of the application, and ensure that all Work Cover Occupational Health and Safety Standards, planning and building permit regulations are complied with during renovation works.

Funds cannot be used to support the following:

– the purchase of political or religious texts; – arts, crafts, and dance resources, including musical instruments, unless they are directly used to support the teaching and learning of the target language;

– capital or buildings works; – administrative costs not directly related to supporting the teaching and learning of the target language; or – classes that provide coaching for students in English.

Only not-for-profit community language schools can apply for funding.

This category is for projects that aim to:

– encourage faith groups to develop strong relationships and partnerships with diverse groups, faith communities and the broader Victorian community;

– support Victoria’s diverse communities to engage in multifaith activities; – support faith communities and organisations to better engage people, organisations and communities that are currently not involved in multifaith activity;

– promote engagement with a broad range of faith and community members, including new and emerging communities; – assist with the establishment of new interfaith networks or build the skill base and sustainability of existing interfaith networks;
