Community fund
• Defined Money: the resources available to the community need to be known early on in the process.
• Outcomes: what must be achieved with the money must be clear to all from the start.
• Parameter: if there any restrictions to be placed on how the money can be used these need to be made known at the start.
• Holding: it should be clear how and where the money will be held, there are likely to be a range of options. Those allowing local control, quick and easy deployment are likely to work best.
• Probity: arrangements for auditing should be simple and proportionate
Group
• Most communities will have a network of established ‘groups’, formal and informal
• It will be necessary to identify one lead ‘formally constituted’ group to act as ‘banker’ budget holder
• The group should share a common purpose with the predefined outcomes
• The group should be from or created within the community
• The role of the group is to act as host and hub (employing facilitator, holding money) providing a central coordinating point for the Community Fund Holding process
Community Plan
• Agree a decision making process (people won’t always agree)
• Create vision of possibility, what does a perfect community look feel like?
• Think about the gifts, talents, resources available within and to the community
• Focus on the outcomes (not activity)
• Map a path (Today, 3 months, 6 months time)
• Include risks, opportunities barriers en route
• Be clear about who’s doing what
• How will people communicate ?
• How will people be sustained on the journey ?
Sign off
• Legitimate function of local commissioning body• Approval against pre-defined outcomes & constraints• Considering risks (threats to community wellbeing)• Contribution & innovation (established as a pre-requisite)• Timely and proportionate• Risk enablement strategy• Avoid perverse incentives (by withdrawing funding as
social capital is released)
