Kewaunee School District’s October 2010
Community Connection
William G. Prijic, District Administrator
Dear Community Member,
I am Bill Prijic, the new interim Superintendent of the
Kewaunee School District. I am honored to have the
opportunity to serve the youth, parents and community in
a school district of this caliber.
Prior to coming here, I served the past three years as
Superintendent of the Hortonville Area School District.
Prior to that, I was an administrator in the Shawano-
Gresham School District for 22 years, serving 15 as
Principal and seven years as Assistant Superintendent.
My wife Debbie and I are the proud parents of three
grown children, and the even more proud grandparents of
two grandchildren.
As interim Superintendent I will lead the school district
through June 30, 2011. With the resignation of your
former Superintendent so late in the summer, your Board of Education made the good decision to conduct a
comprehensive search for a permanent Superintendent. As time would not allow for this type of process this
summer, the Board judiciously decided to conduct their search in late fall/early winter, ensuring the deepest
talent pool of potential superintendent candidates.
As an experienced Superintendent, I will do everything possible to keep this excellent school district moving
forward. One of the exciting opportunities I will provide the Kewaunee School District is the development of
a “Strategic Plan.” This plan will provide a strong direction for district planning and innovation over the next
three to five years. I will lay the groundwork for the new Superintendent to hit the ground running next July.
The Strategic Plan will also serve as a lighthouse to guide the Board of Education as they make important fis-
cal, educational programming and student service decisions now and in future years. In future issues of this
newsletter I will provide you additional information, seek your input, and offer you the opportunity to become
involved in this strategic planning process.
Finally, a challenging part of my job here this year will be to get to know all the people in the school district
and community. Please help me out be contacting me at [email protected] or 388-3230 extension
102 if you wish to discuss any school district issues or concerns. I am here to serve our students, but also all
taxpayers and residents of our district.
GO KEWAUNEE STORM!!
Beacon for Excellence
in Education
My name is Ashley Paplham and I am thrilled to introduce myself
as the new Early Childhood Special Education teacher in the Kewaunee
School District! Currently, I live in the city of Kewaunee with my husband,
David. I attended the University of Wisconsin-Milwaukee and received my
Bachelors of Science in Early Childhood Education and I am attending the
University of Wisconsin-Oshkosh, working towards my Masters degree in
Early Childhood Special Education.
My first teaching position was as a Third Grade Teacher in Mil-
waukee Public Schools. Teaching in Milwaukee was a great experience;
however, we decided to move back to Kewaunee to be closer to family and
friends. The following school year, I taught Four-year-old Kindergarten at
the Southern Door Elementary School. Teaching 4K was an amazing ex-
perience. This past year, I moved into the Early Childhood Special Educa-
tion teaching position at Southern Door Elementary. It was a very reward-
ing and wonderful opportunity and I am ecstatic to continue in this position
at the Kewaunee Grade School. I look forward to new experiences I will
have with students, staff, families, and community members of the Kewaunee School District. I am thrilled to
teach in Kewaunee; as a graduate of the district, I look forward to giving back to the students and the commu-
nity.
I am Marc Vandenhouten and this will
be my first year teaching fourth grade at Kewau-
nee Intermediate School and I‟m very excited
about this opportunity! Although I‟m new to
the Kewaunee area, I‟m familiar with Door and
Kewaunee counties. This is because I grew up
in Door County on a dairy farm just north of
Brussels with my parents and younger brother.
I was a 2004 graduate of Southern Door
High School before continuing my education at
UW-Oshkosh. While at UW-Oshkosh, I served
for three seasons as the assistant Men‟s Basket-
ball coach. With this past experience, I will also
be coaching the freshmen boys‟ basketball team
here at Kewaunee this winter as well as serving
as the boys‟ varsity assistant coach.
MEET OUR NEW STAFF MEMBERS!
My name is Katie Kinjerski. I am the new first
grade teacher at Kewaunee Grade School. I graduated in
May 2009 from the University of Wisconsin-Whitewater.
This will be my first school year teaching. During the
summers I work at a YMCA day camp in Brussels, WI,
where we work with kids to further their knowledge
about environmental education, leadership skills, and
how to work well with their peers.
I am originally from Luxemburg, WI and am very
excited to begin my teaching career in the Kewaunee
School District. I am looking forward to working with
the students, as well as getting to know the parents and
staff!
I am Kristin Cain and I am the long-term substi-
tute Art Teacher filling in for Cheryl Hackett. I currently
live in Sturgeon Bay, but grew up in Sussex, Wisconsin.
I am the middle child of four, having two sisters and one
brother. I graduated from UW Oshkosh with a BFA in
Painting and Drawing in 1995 and then graduated from
Carroll College in 2002 for Art Education.
I have a two-year old daughter, Charlette Anne
and two stepchildren who are 16 and 14 years old. Pho-
tography, reading and scrapbooking are my hobbies. I
look forward to one day having my own classroom where
I can teach my passions-drawing, painting, and art his-
tory.
My name is Bridget Kramer and I am the new
speech therapist at the Kewaunee Grade School. I grew up
in the city of Appleton all my life. I went to Kimberly High
School and was involved in a lot of extracurricular activi-
ties, which included sports and volunteer work. I went to
UW-Madison where I received my Bachelor‟s degree in
Communicative Disorders. I was also able to attend quite a
few badger football games. After Madison, I went to UW-
Stevens Point where I received my Master‟s degree in
Speech-Language Pathology. My goal was to work with
children and this career seemed like the best opportunity to
accomplish that goal. Besides the new job, I am also plan-
ning for a wedding in May. I am very excited, not only for
the wedding, but for this great opportunity to work here in
the Kewaunee School District.
Rural Wisconsin High School Students Get Hands-on Learning Experience with Stem Cells From Top UW-Madison Researchers
Incoming high school seniors and their teachers learn to coax stem cells into heart and nerve cells at summer science camp
MADISON – Rural Wisconsin high school students eager to excel in science gained the opportunity to hone their laboratory skills while working alongside top re-
searchers and faculty from the University of Wisconsin–Madison at a science camp focused on stem cells. Hosted by the Morgridge Institute for Research, a nonprofit biomedical research institute affiliated with UW–Madison, the four-day summer science camp covered a variety of hands-on activities. Among them: maintaining and nourishing colonies of stem cells; practicing techniques for cryopreservation; and introducing genetic factors that direct the cells to grow into heart, nerve and other specialized cells. The students worked with both human embryonic stem cells and induced pluripotent stem cells. Human embryonic stem cells are blank-slate, or pluripotent, cells that have the capacity to differentiate into any of the more than 220 cell types in the human body. The human embryonic stem cell lines or colonies used by the students were established ap-proximately 10 years ago and continue to play a vital role in international research because of their flexibility and well-documented performance characteristics. Induced pluripotent stem cells derived from reprogrammed skin cells show some differences in performance from human embryonic stem cells and are also the focus of much promising research for human health and pharmaceutical development. Students participating in this year’s summer science camp are from: Kewaunee High School; Ladysmith High School; Blackhawk High School; Oshkosh North High School; and Mayville High School. The four-day program, developed in partnership with the Wisconsin Department of Public Instruction, aims to provide an enrichment experience in an ad-vanced scientific discipline while establishing long-term relationships with high school science teachers. “We want to help rural students and their teachers gain a better understanding of the career possibilities that exist for all Wisconsin students and also make sure they feel welcome on the UW-Madison campus.” said Rupa Shevde, a senior scientist and director of outreach experiences for the Morgridge Institute for Research. “Human embryonic and in-duced pluripotent stem cells are useful scientific tools for students because they can be used to teach concepts of com-mon ancestry, the genetic aspects of human diseases and important ethical considerations.” Human embryonic stem cells were first isolated on the UW-Madison campus by Dr. James Thomson, who also was among the first to create induced pluripotent stem cells. Today, Wisconsin researchers are considered leaders in devel-oping an understanding of the early development of these cells and the search for stem cell treatments and cures for diseases such as diabetes, Parkinson’s and heart disease. Made possible with a $50 million gift from Tashia and John Morgridge, as well as support from the Wisconsin Alumni Research Foundation and the state of Wisconsin, the interdisciplinary Morgridge Institute for Research aims to speed the process through which discoveries in the laboratory are delivered to the public to advance human health and well-being. For more information, visit: http://discovery.wisc.edu/home/morgridge/outreach/outreach-home.cmsx Jonel Fritsch, science teacher at Kewau-nee High attended the program with students Alexandria Kohnle, Mikayla Gallenberger, Nicholas Ritz, and Brandon Wiley. Nick Ritz earned 1st place and a cash award at the Science camp for his essay on the future of stem cells. Pic-tured right are the students with Ms. Fritsch and instructors from the camp.

REGULAR SCHOOL BOARD MEETING
KEWAUNEE SCHOOL DISTRICT
HILLCREST BOARD ROOM
JULY 26, 2010
7:00 P.M. Closed Session
7:30 P.M. Regular Session
PRESENT:
BOARD MEMBERS ADMINISTRATION VISITORS
Mr. Dan Kassner Jean Broadwater, Supt. List available
Mr. Paul Kultgen Kim Dax, Fin. Mgr. in the School
Mr. John Pagel Mike Holtz, Prin. District Office
Mrs. Sarah Schiller Marge Weichelt, Prin.
Mr. Tom Stangel Tracy Ledvina, Prin.
Mr. Brian Vogeltanz Karen Treml, Sp. Ed. Dir.
Willard Brimmer, Tech. Dir.
President Brian Vogeltanz called the Regular School Board meeting to order at 7:00 p.m. Meeting notices were posted
according to WI State Statutes 19.84(1)(b). A Quorum was verified as all Board members were in attendance with the
exception of Jeff Kohnle, who was absent and excused.
Tom Stangel made a motion, seconded by Sarah Schiller, to adjourn to Closed Session per WI State Statute 19.85(1)(e)
negotiations and WI State Statute 19.85(1)(c) personnel issues. Motion carried 6-0 on a roll call vote.
At 7:30 p.m., John Pagel motioned and Dan Kassner seconded to return to Open Session and this passed unanimously.
The Pledge of Allegiance was recited.
Tom Stangel motioned and Sarah Schiller seconded to approve the agenda as organized and this passed unanimously.
President Vogeltanz shared concerns he received regarding the complaint filed surrounding the school district mascot by
a former teacher. Another concern he had was why the high school band did not perform in the Trout Festival parade.
Principal Mike Holtz addressed the band concern. The band teacher told him she usually receives an invitation from the
Chamber, but did not see one this year. He informed the Board he discussed this issue with the band teacher and they
had a discussion on how to get students involved in summer activities. In the past, student participation in the parade
was mandatory, but not any longer.
The School Board agreed to change the order of the agenda to allow Michel Clark, a representative from Baird Co. to
speak to the Board regarding refinancing two general obligation bonds‟ debt, one in the amount of $1,175,000 and the
other in the amount of $950,000. He presented a financial summary to the School Board and also explained the district‟s
rating has increased to AA- with Standard and Poor, compared to an A1 rating with Moody‟s. Overall, by refinancing
our two general obligation refunding bond debts, the district will see gross savings of approximately $198,000.
After his presentation, Mr. Clark left the meeting and the Board returned to the regular order of the agenda. Major topics
were discussed next.
Superintendent Jean Broadwater presented her resignation effective August 1, 2010 to the Board. She has accepted a
position as Superintendent with the Houston MN School District.
Sarah Schiller motioned to accept her resignation and John Pagel seconded. The motion passed unanimously.
Board members discussed the process for replacing the superintendent.
Tom Stangel made a motion to advertise for an interim superintendent on a 50-100% contract. Paul Kultgen seconded
the motion and it passed unanimously.
Sarah Schiller summarized the KESP contract. The support staff will move to the same higher deductible insurance plan
as the teachers with their current provider, WEA. A health reimbursement account will be established for each sub-
scriber as well. Support staff will receive an overall 3% salary increase and part-time special education aides‟ pay will
be increased to match the hourly rate of the full-time special education aides. The contract will be for two years, 2009-
2011, and a personal time off committee will be formed.
A motion was made by Sarah Schiller to approve the KESP contract as presented and Paul Kultgen seconded the motion.
The motion carried 5-1, with Mr. Kassner voting against. He explained he voted no because a higher percentage in-
crease in salary was given to the KESP than to any other bargaining and non-bargaining units.
The bids for the parking lot repair and seal coating projects for the high school lots were discussed.
A motion to award the parking lot repair project to Valley Seal Coat for a cost of $13,066 and the parking lot seal-
coating project to American Pavement for a cost of $24,300 as recommended was made by John Pagel and seconded by
Dan Kassner. Motion carried on a 6-0 roll call vote.
Mr. Vogeltanz reviewed the board goals from the 2009 annual meeting and the suggested goals for the 2010 annual
meeting. The Board discussed the proposed goals and approved them for the upcoming annual meeting.
The Board discussed publishing the Community Connection online only and discontinuing printing and sending to the
residents and school families, due to the rising costs of paper and postage. After lengthy discussion, the Board felt we
should discontinue business advertising and publish six issues per year instead of 12.
John Pagel made a motion to discontinue business advertising in the Community Connection in order to return to the non
-profit postage status and publish an issue every other month beginning in August. Dan Kassner seconded the motion
and it passed unanimously.
President Vogeltanz read the Consent Agenda items. A motion to approve the following Consent Agenda items was
made by Dan Kassner, seconded by Sarah Schiller, and passed 6-0 on a roll call vote:
1. Minutes of June 21, June 28, 2010 and July 19, 2010
2. Payment of the bills in the amount of $1,581,245.94
3. The resignation of Paul Goetsch, 7th Grade Girls Basketball Coach
4. New hires-Marc Vandenhouten as Freshman Boys Basketball Coach at a salary of $1564.49; Jane
Wautlet as part-time Reading Support Teacher for the 2010-11 school
5. Accept donations: Kewaunee Indians Sports Booster Club for renovating trophy cases valued at
$700; 6th Grade Football (KFCF) for improvements to Hillcrest practice field valued at $2,000; FFA
Alumni for trophy/display case donation valued at $2,250.
Superintendent Broadwater reported to the Board. She explained Carol Kacer was nominated for the Bert Grover Child
Advocacy Award. Although the committee did not select Carol, they did provide a certificate in honor of her nomina-
tion. Since the Board accepted her resignation earlier this evening, Ms. Broadwater reviewed some transition items with
the Board to make them aware of items needing attention in the coming year.
Kim Dax, Finance Manager, reviewed the Resolutions for the bond refinancing and explained we can save costs by refi-
nancing both at the same time. Based on preliminary budget numbers, we may lose about $150,000 in equalized aid,
which will have an effect our tax levy. She also noted the auditors are here this week. The bread and milk bids were
approved last year for a two year term with Pan-O-Gold and Morning Glory, and the costs will stay the same for the
coming year.
Paul Kultgen made a motion to approve the Resolution authorizing the issuance and awarding the sale of $1,175,000
taxable general obligation refunding bonds; providing the form of the bonds; and levying a tax in connection therewith.
Tom Stangel seconded the motion and it passed 6-0 on a roll call vote.
Dan Kassner made a motion to approve the Resolution authorizing the issuance and awarding the sale of approximately
$950,000 general obligation refunding bonds; providing the form of the bonds; and levying a tax in connection
therewith. John Pagel seconded the motion and it passed 6-0 on a roll call vote.
Sarah Schiller gave an update on policies to advance for a second reading.
Mrs. Schiller motioned, Paul Kultgen seconded, to approve the Bullying Policy and Comparability Policy for School
District of Kewaunee for a second reading. The motion carried unanimously.
Dan Kassner summarized a thank-you letter received by the Board over the past month.
President Vogeltanz announced future meeting dates:
August 2, 6:30 p.m., Technology Committee meeting; 7:00 Policy Committee Meeting, 7:30 Finance Committee
meeting, Board Room at Hillcrest; August 4, 11:00 a.m., mascot hearing in Madison; August 9, Build the

Public forum: Mr. Mark Hinesh spoke to the Board regarding the television news channel 11 accusing the district of
being in violation of the open meetings law. He explained how the task force reviewed the information regarding the
mascot discrimination complaint and he felt Mr. Vogeltanz acted with the authority vested in him by the full School
Board. Mr. Hinesh continued to share the history of the American Indian tribes in our area and the proactive steps the
district has taken over the past several years, such as using only the „flying K‟ as a logo. He also said it was clear this
was something the district could not win, and they all felt the money would be better spent on education rather than try-
ing to fight it and spend thousands of dollars on legal fees.
Other community members in the audience said they also supported the actions of the School Board President and were
100% in agreement with the entire board on their decision to discontinue using the Indian logo and mascot.
Brian Vogeltanz read a statement regarding the mascot issue, summarizing the steps involved leading to the decision to
discontinue the current logo and mascot.
Major topics were discussed next.
Mrs. Schiller read the Resolution of the Kewaunee School Board discontinuing the use of the term “Indians” as a nick-
name and discontinuing the use of a logo depicting the head of a male person wearing a feather headdress.
Tom Stangel made a motion to approve the Resolution as read. Jeff Kohnle seconded the motion and it passed 7-0 on a
roll call vote.
Board members discussed the process for selecting a new mascot. The Board felt community input was critical and sug-
gested a committee be formed and also keep the students involved as it will be their mascot. They discussed a time
frame for the selection process. Some community members felt we should take time to select on new one, even if it
takes a year, while others felt we should act quickly and try to have a new logo in place within the next two months.
The Board established the following tentative guidelines:
1. Only residents of the district can make suggestions.
2. Suggestion must contain name and logo.
3. The colors will remain purple and gold, but black and white can be used as auxiliary colors.
4. Must be .jpeg electronic or on an 8.5 x 11 inch paper.
5. The logo/mascot will become property of the Kewaunee School District.
6. The winner will receive a prize of some sort
7. The School Board reserves the right to accept or reject any or all submissions.
8. Suggestions must be mailed, emailed or delivered to the Kewaunee School District Office.
Mr. Kohnle suggested adding a statement explaining why they chose the mascot they did, how it pertains to Kewaunee
or what it means to Kewaunee should be added. The committee could select the top 25 and the community could vote
for the top three or four, and let students participate in the final vote.
Discussion continued regarding timeframe, selecting people to form the committee, and how to solicit suggestions. A
tentative timeline and committee meeting date was established. Area businesses may match funds to promote the new
mascot when selected. Many items were donated to the district with the Indian logo and it was suggested they be given
back to the donors.
Jeff Kohnle motioned, Dan Kassner seconded to form the mascot/logo committee and move forward in the selection
process. The motion carried unanimously.
Brian Vogeltanz updated the Board on the status of superintendent search. The Board will meet on August 23, 6:00 p.m.
to review applications and select candidates for interviewing.
The September Board Committee meeting date was discussed due to it falling on Labor Day Holiday. Paul Kultgen mo-
tioned, Tom Stangel seconded, to move the date to Tuesday, Sept. 7. Motion carried unanimously.

participated in or directed over the summer months, including upcoming events related to the start of school and things
they plan to implement or continue over the next few months. Board members were invited to attend the upcoming open
house/registration/orientation dates.

state of the facilities and grounds. Mr. Brimmer reported his project upgrades are on track.
Mr. Vogeltanz informed the Board there is a problem with the legal description on the land near Hillcrest Building that is
holding up the closing, but should be resolved soon.
Finance Manager Kim Dax reported next. The audit is complete and went well. Final numbers will be reported to the
Board in September. The bonds that were refinanced closed today. She is working on the HRA agreements with WEA.
She received information indicating new money will be coming that may impact the budget.
