Dear Citizens of Worthington,

In 1966, as Worthington was growing into a premier central Ohio suburb, we started sending each household a calendar that also included the City’s Annual Report. This was done, as it is today, to fulfill the City Manager’s obligation under the City Charter to provide an Annual Report to the public and to make our citizens aware of the many scheduled activities of City government and in the Worthington community. This Annual Report gives us the opportunity to share the accomplishments of the Worthington City government in 2013 and report on the many efforts being undertaken to improve Worthington. We hope you use the calendar and take the time to read the Annual Report and learn more about the great work of our staff, City Council and the many volunteers who serve this City. As we embark on the many significant projects that will shape the future of our community, we are grateful for those leaders who laid the groundwork for our continued success. This year, in particular, we want to express our thanks to Dr. Lou Goorey, who retired as City Council President after 40 years of service to the Worthington community, and Mayor Harvey Minton, who retired after 14 years as Mayor. We extend our thanks to all our residents, businesses and community organizations for your continued partnership and selfless efforts to make Worthington a special place. Sincerely,

Administration

2013 Highlights

π Provided support to the implementation of many of the goals and objectives of the City Council, Departments and Divisions.

π Reorganized the Fire Division, Department of Service & Engineering, and Department of Planning & Building.

π Established communication channels with residents and businesses about the construction on US-23 and I-270.

π Hosted Mayoral Delegation from sister-city Sayama, Japan.

2014 Projects

π Coordinate participation in traffic study of SR-161 with Perry Township, City of Columbus and the Mid-Ohio Regional Planning Commission (MORPC).

π Continue to facilitate active communication with residents and businesses about the work occurring at US-23 and I-270.

π Install wireless capability in the City’s meeting and training rooms.

π Carry out the 2014 priorities established by the City Council.

Economic Development

2013 Highlights

π Construction began on the I-270 & US-23 (High Street) interchange improvements.

π Launched a new economic development website, businessworthington.org.

π Negotiated a Joint Economic Development Zone with adjacent Perry Township.

π City Council approved tax increment financing (TIF) in the redevelopment of a former Volvo dealership at the intersection at Linworth Road and Route 161.

π Columbus Business First recognized Economic Development Manager Jeffry Harris as one of the Top 20 Economic Development people to know.

2014 Projects

π A building improvement grant/loan program targeting the area along Huntley and Proprietors Roads.

π Design of streetscape enhancements along the Wilson Bridge Road corridor, along with wayfinding signage for the corridor and downtown Worthington.

π Visit a larger number of existing Worthington businesses.

π Evaluate the need for business incubator, co-working or makerspace in Worthington.

Planning & Building

2013 Division of Planning Highlights

Reviewed: π Redevelopment of the former BP station site at New England Avenue and

High Street into Dewey’s Pizza and public plaza.

π Continued improvements to The Shops at Worthington Place.

π Expansion of Saint Michael Catholic Church at 5750 North High Street.

π Worthington Place Apartments, creating 202 apartments with approximately 23,000 sq. ft. of Class A office space on West Wilson Bridge Road.

π Annexed 2.8 acres in Perry Township at the intersection of Linworth Road and Dublin-Granville Road (SR-161).

π Planned expansion and redevelopment of the United Dairy Farmers store at Linworth Road and Dublin-Granville Road (SR-161).

Initiated: π Creation of a Planned Unit Development (PUD) regulation.

π Visioning UMCH – An update to the Comprehensive Plan for the United Methodist Children’s Home site.

2013 Division of Building Highlights

π Implemented the new Residential Building Code.

π Issued a total of 1,451 permits, with total construction valued at $38,944,352.

π Conducted 2,839 inspections.

π Investigated 215 building code, property maintenance, and zoning complaints requiring 1,014 contacts, while closing 227 complaints.

π Don Phillips, Chief Building Inspector, was elected vice president of the Central Ohio Code Officials Association.

π The Central Ohio Code Officials Association also recognized Don Phillips with the 2013 President’s Award.

Service & Engineering

2014 Citywide Leaf Collection - October 13 - December 5. Rake leaves to the curb by Monday morning of each collection week.

2013 Highlights

π Completed the annual requirements of the City’s storm water management permit.

π Continued planning for improvements to the sanitary sewer system.

π Managed the City’s solid waste collection contract.

π Completed the McCoy Avenue culvert bridge replacement.

π Completed repairs to the City’s sanitary sewer system including the KenyonBrook Siphon removal and the Olentangy Chamber Replacement.

π Completed the 2013 Street Improvements Program and High Street Resurfacing.

π Planned building improvements to the Police Station, Fire Station and City Hall.

π Finished the annual curbside Leaf Collection Program.

π Effectively managed a very challenging winter with record cold, ice and snowfall.

2014 Goals & Objectives

π Administer the Building Management System to assist in the evaluation and maintenance for all City buildings.

π Continue implementation of the requirements for sanitary sewer system improvement.

π Plan for the new requirements affecting the City’s Storm Water Management Program.

π Manage construction of the West Wilson Bridge Road Multi-Use Trail connecting the Olentangy Parklands to the corner of Wilson Bridge Road and High Street.

Mayor Scott Holmes

Vice Mayor James Lorimer

In January 2014, Worthington City Council appointed Scott Holmes to serve as Mayor of the City of Worthington. Mayor Holmes grew up in Worthington, graduating from Worthington High School in 1972. He is an attorney who has been in private practice for over 33 years and has maintained his law office in Worthington since 1999. The position of Mayor was previously held by Harvey S. Minton, who was appointed in 1999 and retired in 2013 after 14 years of dedicated service to the Worthington community.

The duties of Vice Mayor are fulfilled by James J. Lorimer. He has served the Worthington community for 47 years, first as Mayor for 13 years, member of City Council for 6 years, and Vice Mayor for 33 years. A former Vice President of Nationwide Insurance, he now annually promotes the Arnold Sports Festival in Columbus.

Mayor’s Court & Law

Mayor’s Court - 2013 Highlights π Docketed and processed a 56% increase in case volume. π Implemented the use of a Magistrate upon the unavailability of the mayor

and vice mayor. π Distributed fines and court costs of $288,483 to the City’s General Fund.

Case Volume Processed in 2013 π Traffic cases: 3,632 π Non-traffic cases: 87 π Parking cases: 129 π Total number of cases: 3,848

Mayor’s Court - 2014 Goals & Objectives π Explore methods used by other Traffic Violations Bureaus. π Continue updating procedure manual for court clerk and deputy clerks. π Continue a review of the Schedule of Fines and Bond as well as Court Cost

Schedule for possible fine and cost increases.

The Law Department works primarily in support of City Council, Boards and Commissions and the City Manager and his staff. In 2013, the Law Department continued to work with City Staff and community organizations to achieve its goals and objectives, including:

Law Department - 2013 Highlights

π Supported the various departments in the drafting and execution of multiple contracts for the implementation of their operations and programming.

π Provided counsel to the Community Improvement Corporation in its evaluation of the economic development projects for the City.

π Drafted documentation for capital improvement projects of the City and new private development initiatives, including easements and utility agreements with property owners.

Law Department - 2014 Goals & Objectives

π Evaluate amendments to the City Code and recommend cost-saving policies and procedures when appropriate.

π Assist with the implementation of a document management system for record retention and retrieval.

π Provide counsel to the Planning and Building Department in its efforts to complete amendments to the City’s Comprehensive Plan, monitor property maintenance activities, and update the Wilson Bridge Road Corridor Plan.

π Continue to support the economic development efforts of the City.

Parks & Recreation

2013 Highlights

π Replaced the All Children’s Playground outside of the Community Center in partnership with the Dublin-Worthington Rotary Club.

π Worked to create river access for kayaks and canoes at the Olentangy Parklands.

π Celebrated our one year anniversary at the Godown Dog Park. Worthington also received the Ohio Parks and Recreation Association Partnership Award along with Columbus for the project.

π Completed significant capital improvements at the Community Center: the installation of a UV system for the pools and replaced one third of the equipment on the fitness floor.

π Continued an emphasis on marketing and outreach at the Community Center seeing an increase in revenues for the third consecutive year.

π Enhanced the Concert on the Green program with new sound equipment, two Saturday concerts, and bringing in new performers.

π Implemented Healthway’s SilverSneakers and PRIME Fitness Programs at the Griswold and Community Centers.

π Hired Brandi Williams as the new Fitness Supervisor and Kevin Timmons as the new Aquatics Supervisor.

π The Community Center sold 2,686 memberships in 2013, equaling $757,547.

2014 Goals & Projects

π Complete the Bike and Pedestrian Planning process.

π Complete construction of the Wilson Bridge Multi-Use Trail extending from the Olentangy Parklands to the corner of Wilson Bridge Road and High Street.

π Perform needed improvements to the Griswold Center including carpet replacement, wall repairs and painting.

π Enhance our social networking with residents, members, and participants.

Division of Fire & EMS

2013 Highlights

π Promoted Guy Kantak to Assistant Chief; Chris Betts to Captain; Chris Craig, Peggy Dyas, Mark Lundy and Mark Zambito to Lieutenant.

π Expanded the Division’s training program utilizing Columbus State Community College instructors.

π Replaced the Division’s cardiac monitor defibrillator units.

π Successfully completed the installation of the Firefighters Community Park on the grounds of the Worthington Fire Station.

2014 Goals & Projects

π Replace the Division’s records management system.

π Update and remodel the Division’s Training Room to allow for the use of computer simulation training.

π Continue to expand the Division’s training opportunities addressing the national incident management system and responding to multiple casualty incidents.

π Work with the Ohio Department of Transportation to address the traffic and emergency response needs during the I-270 & US 23 project.

Division of Police

2013 Highlights

π Adopted and exceeded the Northwestern University Traffic Enforcement Index, a statistically proven formula that reduces the number of injury accidents based on the number of moving traffic violations issued.

π Injury crashes were down 23.6%.

π Total thefts were down 14%.

π Half of our communication technicians are now Emergency Medical Dispatch certified.

π Implemented emergency notification system through CodeRed.

π Training was increased by 9% over 2012 and bi-monthly firearm drills were instituted.

π Development of a Communication Center policy and procedural manual.

π Implemented emergency contact information for area businesses to be maintained in our computer aided dispatch system.

π Presented the Alert, Lockdown, Inform, Counter and Evacuate (A.L.I.C.E) program to area schools and congregations.

π Installation of a prescription drug drop off box paid for through a grant from the National Association of Drug Diversion Investigators in a partnership with Drug Safe Worthington. Information and resources are available at drugsafeworthington.org.

2014 Goals

π Enhance our partnership with the community and ensure transparency in our operations.

π Be proactive in marketing a positive image of our agency.

π The Division will explore the use of social media to aid in: preventing and solving crimes; strengthening community relations; enhancing services.

π Facilitate on-going training for our personnel in the areas of defensive tactics, use of less than lethal weapons, firearms proficiency and use of force techniques.

π Develop monthly firearm drills to increase the proficiency of all officers.

2013 Highlights π Standard & Poor’s upgraded the City of Worthington’s bond rating to ‘AAA’

with a stable outlook.

π General Fund revenues exceeded expenditures by $3,561,057 or 15.09%.

π General Fund revenues were above 2012 collections by $1,091,199 or 4.19%.

π General Fund expenditures levels tracked at 94.14% of appropriations for 2013.

π General Fund expenditures totaled $23,598,788. Expenditures for all funds totaled $33,946,091.

π Revenue for all funds totaled $36,454,231, which was 4.06% above 2012 total revenue.

π Revenue for all funds exceeded expenditures by $2,508,140.

Peggy R. McConnell Arts CenterThe Peggy R. McConnell Arts Center of Worthington is a central Ohio art and community gathering space, changing lives and making memories through creative arts experiences. The Arts Center brings people together in Worthington through experiences that spark learning and creative conversations. The McConnell Arts Center presents, promotes and produces art exhibitions, live stage performances, film and literary opportunities alongside ongoing art and dance classes, serving more than 40,000 people

Healthy Worthington Resource Center & Food PantryThe Healthy Worthington Resource Center & Food Pantry provides nutritional, resource and educational services to individuals and families in the Worthington area. We strive to promote the physical, intellectual, emotional and spiritual health and well-being of all who live, work and play in the community. We provide a warm, friendly and accessible place where individuals and families receive needed temporary assistance with food, personal items and referrals for basic needs. We offer educational programs in collaboration with other community groups to promote lifestyles and personal growth that supports healthy behaviors and illness prevention. The choice food pantry encourages good nutrition and is open to those living in the Worthington School District zip codes. Our caring volunteers are dedicated to making Worthington an abundant community. Worthington Community TheatreWorthington Community Theatre is a not-for-profit organization dedicated to the production of live theatre in the City of Worthington. They currently produce two annual shows, a winter play and a summer musical. Volunteer staff and cast members from throughout the City of Worthington and surrounding communities produce the shows and a volunteer Board of Directors oversees the overall operation of the group. Worthington International Friendship AssociationThe Worthington International Friendship Association (WIFA) fosters intercultural friendships through special events, delegation exchanges, and educational programming. In 2014, the Cities of Worthington and Sayama, Japan are celebrating their 15th anniversary as sister-cities. Since first establishing their friendship in 1993, hundreds of citizens, youth sports teams, artists and city officials have visited each other’s countries to develop a mutual understanding. WIFA also coordinates cultural dinners, lectures and other international events. WIFA believes that understanding different cultures and customs is essential for living in the global community of the 21st century. North Community Counseling Centers, Inc. North Community Counseling Centers, Inc. operates in collaboration with the Worthington Schools and Mayor’s Court to intervene early in the lives of at risk youth with specialized programs aimed at keeping them in school and more aware of the risks of abusing alcohol and drugs. Leadership WorthingtonLeadership Worthington looks forward to almost a quarter of a century of challenging and helping new leaders to emerge and succeed. The programs include leadership development for middle and high school students, as well as adults who live, work

Worthington ChorusThe Worthington Chorus, founded in 1976, is a 40+ member mixed voice, multi-generational

chorus. The Chorus performs two major shows each year: a traditional fall concert and a revue-style musical theater production in the spring. Lifecare AllianceFormed in 1898, LifeCare Alliance is central Ohio’s first in-home health care agency, Ohio’s first agency to provide visiting nurses, and the nation’s second agency to deliver Meals-on-Wheels. LifeCare Alliance is a not-for-profit organization that provides a comprehensive array of health and nutrition services to older adults and medically challenged or homebound residents of central Ohio through its signature programs: Meals-on-Wheels, Senior Dining Centers, Wellness Centers, Help-at-Home, Visiting Nurses, The Columbus Cancer Clinic, Project OpenHand-Columbus, Groceries-to-Go, IMPACT Safety and Senior Pet Care. Worthington Historical Society The Worthington Historical Society is a nonprofit organization dedicated to preserving Worthington’s history and educating the community to help maintain that legacy for future generations. Syntero/Northwest Counseling ServicesThe Older Adults Program of Syntero/Northwest Counseling Services offers a variety of in-home supportive services for older adults and their families. Included: home-based assessment and counseling for personal or mental health problems; linking older adults with needed health or social services; providing transportation for shopping and medical appointments; accompanying our clients into doctor appointments to understand health care instructions; housing options counseling; and helping older adults to plan for future needs. In addition, our program also offers a Low Vision Support Group and a Widowhood Support Group at the Griswold Center and a Caregiver Consultation Program, providing resource information and decision-making assistance for families of the elderly.
