al ready registered to help clean up the Bywong roads ides next Sunday - the national Clean Up Australia Day. However, largelengths of me two main thoroughfares - Bungendore Road and Macs Reef Road - had not been claimed andBywongComm unity is still looking for vctunteers- preferably local residents - to fill the gaps and help clear all rubbish from our ruralroadsides . Anyone ab le 10 help for an hour or two o n Sunday 5 March shoul d ring Morag Cameron on 62303523 to claim theirpiece of road and to ensure that they rece ive co llection bags andknow where to leave them for pick up.

Mammoth Car Bool Sale: Fo r those who haven't attended in previous years. the eve nt is a giant garage sale in thecomm unity paddock off Macs Reef Road. where more than sixty sellers set up stalls around their cars or trucks and sellhouseho ld items, rural equipment, toys, books. p lants . crafts andother items to a passing parade of local s and visitors fromCanberra and Queanbeyan. There are sausage sizzl es, drinks andmorning teas, and live entertainment This year' s entertainersarc the popular local singing combination Threef old. a troupe of visiting belly dancers and a snake handler (not together !).

Bobcat r affl e pnze . A traditional adjunct of me Sale is the '<Monster" raffle (therel The Sale itself will have to settlefor 'Mammoth') - for which there are more than sixty prizes. Most ofthesc are donated by local s, and the Community isdeeply g rateful to al l those busin esses - especial ly those from Bunge ndore - whose nam es come up year by year in me list ofdonors . T ickets are already on sal e fro m members of the committee and from the Gib Cafe, Heritage Pizza and BungendoreNewsage ncy. A highl ight of the raffle in recent years has been the prize donated by an American be nefactor acc ide nta llydragged into our community by a mistaken email address. This year he has surpassed himself by airfreighting his raffl e prize ­a radio-con trolled a ll-sing ing a ll -dancing large-size workin g model of a bobcat to gladden the heart of any boy betwee n meages of three and 100.

Sellers can book spots now with Libby (6238 1024), Diana (62369 187) or Morag(62303 523). Th e R31I1e pri ze list isstill open and any person or busin ess wishing to donate a prize, large or small, and have their name glorified on the SES PAsystem and in the Bungendore Bulletin should also contact one of the organi sers.

Notice Boards, Th e roads ide notice boards which the Community bas erected at entrances to the locality have Shireapproval and are intended for community notices. Th e Community is happy for Jocal residents to use the boards for non ­commercial classified type announcements such as ' lost' notices, but these may be erased from time to time to make wa y forcommunity material.

Local wineries t ou r. The Commumryhas organi sed a haIf-day tasting tour of local win eries on April 29. It will visitcu rrent producers Gidgee. Millirnan i (at picking time). Madew ' s and Afileck, where the tour will end with a light meal . Thecost for the bus. tastings at the fou r vineyards and me meal will be about $45 per person, but this fee will entitle tasters to a $5discount from each of the wineries off the price of any bottle purchase. Last week 's general meeting of the Community confirmed a proposal to set up a web site to carry localnews an d announcements and details of me activities of thc Co mmunity and poss ibly surrounding areas. It is intended forgeneral use by the community. an d also to serve as an easy vehicle for communicatio n between the Co mm unity and itsmembers, the Shire and other local public bodies . modification . the final draft plan prepared by Council's Planni ng Department. .Council was dete rmined t hat only the minimum of contro ls should be imposed on landowners bUI at tile sam e time the

TIICconsideration of controls on the keeping of ani mals caused us themost conce r n. all cue hand we did nol want 100 many restrictions or the need to ap ply for a counci l permit to keep a fewanimals. BUI on the other hand there was a n obvio us need to protect the land (and neigh bours) from overgraz ing which hasocc u rred on a few. but se rious. occasions in the Shire. Wc fi na lly all agreed on a clause which requires gro und cove r.parti cularly relating to feed pasture. to be maintained at 70% at a ll times. Th is takes into account avera ge climat ic conditionsso that the requirement docs not beco me impossible duri ng exceptiona l wea ther or other circumstances.

T his plan will be put o n public exhibiti on for comment. Local Community Associauons will also be invited 10 reviewthe plnu. I would be ha ppy to discu ss th is plan with anyone who ha s any conce rns.

O ne of the largest events In our organisation last month was the opening of the new e mergency man agem ent centre illOuean beyan It marked a significan t milestone for both Qucanbcyan and Yarrcwlumla shires . Th e new centre should provide amuch grea ter level of suppo rt for all e mergency services in our area. At the function I had the oppo rtunity to talk to the ACTfire control office r. Peter Lucas Smith. and d iscuss the concem I had about the fire dan ger sign at the comer of Sutto n Roadand the turn off to Mo tonglo Gorge. That particular sign was never moved from the low posiLion and I felt t hat it was see n by sollIany of our residents who hopefully took notice of it. It turn ed out that the parti cular sign is involved in an industriald ispute .. . To cui a long story short. it will now be changed by.. .yours truly or another mem ber ofour brigade.

I also attended a workshop conference for a sho rt time. It had La be a short time beca use it was held on a Frida y and otherco mmitments. such as work and family issues. were pressing . One topic of discussion was the de sign of our eq uipment. It wasclea r tltat this matter docs become very co mplica ted when occupati onal heallh and safety requirem ents need to be compliedwith. To reduce the risks 10 personnel on a f ireground. I therefore sugges ted that Yarrowtuuua Shire should provid e 24hel icopters 10 tackle any fire outbreaks. I'm not sure if Richard Donarski took it seriously enough to take my sugges tion to theCommiss ioner - but I won' t hold my breath !

TIle seco nd part of thc survey of a rea by the field officers of our brigade was undertaken recently. II is clear that a lot ofdevelo pment is occurr ing in and around Wamboin. Trave lling around the various tracks and roads in the smaller four whee ldri ve fire vehicles conti nues 10 provide some panoramic vistas at the same lime as revealing problems for residents if and whenthe next major fire outbreak occurs. It is imperative Ihat resid ents conside r the access to their properti es so that large trucks ca nge t in and out. should the situa tion require it . Fires do not follow civilised ruJcs and therefore we may have 10 be able tomanoe uvre equipment and get to water supplies quickly. Bush fires have a wide variety ofcauses. For instance. there are naturalcauses such as lightning strikesandaccidentalcauses such as sparks Crom farm machinery. incinerators. power lines. vehicl e crashes. escapes from burning of(and campfires. Unfortunately. a large nwn ber of Bush fires are also Slatted de liberately.

Mos t Bush fires occur during the Bush Fire Danger Peri od fro m October 1 to March 3 1 each year. As the dates indicate.some Bush fire seaso ns are worse than others.

• 1957 - Bush fires in LIte Blue Mo untains area driven by gale force winds destroyed 25 homes. shops. schools. churches anda hospita l.

• 1964 /6 5 · Majo r fires occurred in thc Snowy Mo unta ins. Southern Tablelands andoute r metropolitan area. TheCh..1lsbury/ Bungonia fire cove red 250.000ha and des troyed the vil lage of Wingello. Tfirce lives we re lost. In March theT umut Valley fire burnt SO.OOOha .

• 1968/69 - Wides pread dama ge occurred over much of thc eastern part of the State . Major fires at Wollongong burntrainforest. destroyed 33 homes and five other buildings. Fircs in L1tC lowcr Blu e Mo untains were fanncd by lOOkmlhweste rly winds and destroyed 123 buildings. Three lives were lost.

• 1969170 - The Rotc fire burnt somc 2S0 .000ha in a three-week period .• 1972173 • The southeasterncomer of the State suffe red the worst fires since 1968 with over 200 .000ha burnt. Th e

Burrinju ek fire bu rnt 16.\)00 ha and was reponed to have travelle d 19km in three hours. denuding a hill side in its path.• 1974175 - The severest seaso n for perhaps 30 years in the far west with 3.75S.000ha burn t. 50.000 stock los t and

• I977nR - In the Blue Mo unta ins area 49 buildings were destroyed and 54.000ha burnt. Sydney suburbs up 10 60km awaywere showered with the fallout or blackened leaves .

W hat causes psittacos is? Psiuacosis is caused by a bacterium called Chlamydia psittaci. Thi s organism can onlygrow inside the cells of the host. and depend on the host cell for energy to replicate.

How is the disea se tra nsmitted? Psittacosis is transmitted th rough contact with infected birds or thei r environmentusua lly by inhalation of the infect ious agent. Except for a smal l number of epidemics overseas, perso n to person tran smissionis rare. TIICusual source of infec tion is from mO~1 psi ttacine bi rds and othe r spec ies of birds. dcrnesuc fow ls a nd turkeys.Birds may be ca rriers and appear norma l. Occas ionally the sputumof mall may be the source of infection. Wild bi rds stillremain an important source of human infection. but Chl a mydia psiltaci is also endemic in many breed ing farms. mult i-spec iesaviari es and pet shops. Chlamydia psitta ci is shed ill ocular and nasal discharge and faece s, and call surv ive in seed for 2months. on grass and stra w for 2-3 weeks. and in frozen turkey carcasses for ove r a year. Dried faecal ma terial. occ ular andnasal discharge. litter. straw/d ust. feathers and dander (smal l parti cles or scales of hair or feathers) are all sources o f infection .Inhalation of nasa l ex udate can be facilita ted by close facial proximity between pet and human (fo r example from kissingbudge riga rs). LANDCARE IN THE YLEP: Item of note: TIle draft Yarrow lumla local Environment Plan (YlEP) will bereleased for public comrrenr probab ly in April. It should contain a clause setting a benchmark of 70 percent ground coverwhere stock including horses. maintained by supplementary feeding, are kept on mariginal grass cover on Class 4 and 5 land .If the groundcovcr cannot be maintained at that fair ly basic level. the Shire could reasonably treat the situation as an intensivelivestock operation'. Similar standards for developmen t consent will apply to any other activity, such as trailbiking . thatdegrades the land below 70 per cent ground cover.

By including this clause, Shire sta ff have proposed a similar best practice ya rdstick to NSW Agriculture's. promotedthrough programs such as Prograzc. to keep the soil from being degraded on this type of land . Yarrow lumla would be taking amodel stance for local government. Some Councillors have taken a very nega tive stance and tried to keep the clause out of theYLEP altogether. Judge for yourself when the YLEP is our for public exh ibition and let Council know tha t you support goodfa ith efforts at landcare in our Shire.

The Wamboin Golf Story 6.At the end of each monthly competition. which are held on the first Sunday of every month. the centre of action shifts

to the hall. Scores are checked, social club members arrive. wamboln 19opens the fridge. nibblies are demolished and lies arctold. The tension builds until the highlight of the day when the awards are made. An overseas visitor was quite amazed at theoccasion. He remarked that "At my club about 140 play bUI only 30 stay for the evening. Here about 30 played bUl 45 havestayed!" Must say: it is a great social occasion.

Awards. The ' soc ia l" awards include 'Sp it-the-Dummy' and also 'TIle Googly Ball' . Both rely on the recall andimagination of playing partners. Who needs enemies when your partner can embarrass you? A statue of Ned Kelly isoccasionally awarded when anyone attracts the close attentio n of the handicapper. TIle NAGA. meaning 'Not A Golfer' sAward' or something like that. has also been around. Another award for 'the longest drive' may be given if anyone reallytravels a long distance to attend. The prizes for nearest-the-pin. longest drives plus division winners and runner up completethe formal side of the evening.

Visitors . M~ of our players take the opportunity to invite visitors for the day. The kangaroos normally hop aroundon cue to the enjoyment of overseas golfers. Talking about set-up. one visitor from England was really happy when he waspromised a game all the most exclusive Wamboin course. After a big build up he was away. II says a 101 for his sense ofhumour that he wrote back to say it was a day he would always remember. He said it took him 3 holes to realise wha t wasgoing on but although he had played at Royal Sydney etc. he still 'dines out' with his story of Wamboin where 30 play and 45Slay.

Cameo t. One very hot day we came across a group who had struggled to the top of Cardiac Arrest Hill and havingfound the cool area of the Wamboin 19 offshoot they had decided to call it a day. Thconly clock that drove them away waswhen the csky ran dry! Cameo 2. Having t he course laid out over several properties. and driving between the areas caught theattention of the NSW Golf Magazine. In their write-up they claimed the course was unique! Unfortunately. my throwawayline that ' the longest drive on our course was five and a half kilometres ' became their headline. Cameo 3. The local TVchannel produced a video of the action. To add interest they showed teeing up 0 11 horse manure and checking tees for snakes.I've never seen either but why spoil a good story? Cameo 4. The right side of the 16th hole which is called Shorten Sweet.although Dave Hubbard calls it Shcrt 'n Sh...y. has an electric fence. My wife hasn't forgiven me for the time she was zappedwhen climbing through after I assured her it was om

CONSERVAnON, THE YLEP AND MEIt was with a degree ofco nsternation. I read recent newspaper articles regarding the YLEP. After rumina ting on this

piece of proposed legislati on I have decided to put my point of view in the following articl e.Over eight years ago we pu rchased the 15 acre s of land upon which we subsequently built our home. Th ere were no

fences, no roads and nothing rea lly. save several hundred acre s of ' marg ina l grazing land ' (a term used by YarrowlumlaCouncil at the time).

Th e photographs I took eight years ago . show rock and shale strewn h.ill s with vel)' little grass. There were plenty ofthistles and Patt erson 's curse, along with the odd bit of serrated tussock . Onou r parti cular piece of God 's own good land.there were many brittle gums. paths made by sheep and really very little else. exce pt a very pretty view. We bought the landand spent three months deci ding where to put the house. After much agonising the decision was made. Only two trees neededto be removed a nd we though t this was a good outcome given the proliferation of trees on the block. We summoned Richa rdDonarski at tile Counc il. to co nfirm that our choice of house site was suitable when taking into co nsideration bush fire risks .and to give us further advice . His input was invaluable and has been put to use assiduously over the years.

Th e house was built and we set abou t putting up fences . killing tbe weeds and buil ding infrastru cture.A large dam was built. which now attracts man y species o f wildl ife. Ka ngaroos. snakes . lizard s, wi ld du cks , frogs by thehundred and many others whose tracks I have noted. but cannot yet identi fy. use t his watering hole on a regular basis. Inadd itio n to this, there are a ll manner of wild flowers includin g the purple bea rded orchid. other native orchids. wild climbers,insect eating plants and man y others too numerous to menti on.

We put in an environme ntally friendl y septic system. which we have professional ly maintained .Over 150 new trees have been planted. toge ther with a large number of ' understorey ' plants, afte r consulting Tell)' Pa rker ofthe Yarro wlumla Council, tile Yarral umla Nursery a nd tile Queanbeyan Council Nursery. Some of these species areendangered and difficult to grow. however. I am persevering and intend to plant more. In all we have over 500 new trees.many of which ha ve self seeded.

We have constructed a rookery. which attracts lizard s in grea t num bers an d we are justly proud of our resident bluetongues. On the rockery we have planted grevilleas which a ttract WattJe Birds and Rose llas ' . Bird baths dotted aro und.attracr all mann er of smal l finches and wre ns, as do the wattle an d bottlebrush trees. Our resident Currawong and I have aninterestin g dai ly routi ne. which includ es leaving him a couple of ripe Tiny Tom tomatoes afte r I have finished picking from thevegetable garden. Another blue tongu e lizard lives in the newer bed: a very happy fellow. he loves the hose! We feed theEastern Roseuas. Galahs and cockatoos . not that the cockles give us much choice in the matter! We have see n our first coupleof black cockatoos a nd are hopeful they might breed here . Kookaburras also enjoy whateve r is on offer, especial ly wormswhen I dig the compost heap. In the past two years or so we have heard the songs of man y other birds, yet to be identified.We have frie nds who have many pine trees . but they also ha ve a wonderful population of Superb Blue Fairy Wrens, perhapswe will be lucky enoug h to get some soon.

We have left a large portion of our land as a ' wildlife reserve ' and intend to keep it an d it 's attendant flora. the way itis, in perpetuity.

We a lso have a horse. which we keep in the front paddock near the house. so that we can hear and see if he is introuble of any kind. For the pas t 2 months he has been living elsewhere whilst we rest the paddock and he undergoes furthe rtraining in dressage. Th e owner of the horse is our 13 year old. who. one day. hopes to represent Australia at the Olympics.The fro nt paddock is sometimes very Iow a n grass. and it has always bee n that way since before our arrival Th e path the horseuses is the same one sheep used befo re we-carne. We buy feed for the horse at great expense; we also main tain a clean padd ock and pick up droppi ngs da ily. We pla n10 plant either exotic decidu ous trees or exotic evergreens (not pine) around his paddock 10help stabilise the ground., provideshade and a microc limat e which will conse rve any grasses we plant. Currently. wind and rain wash everything down the hillinto the gu lly which runs along the roadside. We ha ve planted some exotic trees on our block , but the vast majority arenati ves . The exotic trees arc not invasive but are pleasing to the eye a nd birds love them.

The proposed rule to al low exotics only within 25 metres of homes will really send the Bush Fire Brigade andinsurance companies into a Slate of apo plexy. We might just as well do a Joan of Arc and stoke the (property) funeral pyrewith any other incendiary devices we ca n find!

As I drive along Norton Road . I can see that the changes wrought by the residents of Clare Valley have been quit eremarkable. We arc not a lone in the work we have done on our land. if you look . (Counci l please note) everyone in Wamboinand surrounding areas has improved their land from the ' margina l' sheep grazing paddocks of a decade ago. Many haveplanted native trees and have encouraged wildlife in every way possib le. Native g rasses proliferate .

Ou r land was vastly overpriced when we purchased it, but we bought the lifestyle that went with it and a veryimportant part of that lifestyle was the opti on to have a horse. Many property owners would not have bought in this shire hadthe y thought owning a horse was going to beco me problematical.

Local Rea l Estate agents often use the phrase. "have your own horse" as a sel ling point, when advertising theseblocks. i.ndeed televis ion advc rtis ing for Clare Va lley included two riders meanderin g through the paddocks; a scene of bucol icbliss at it' s best .

The Council has co nstructed Grec nways. in part to encourage horse riders.Please tell me someone, how, after eight yea rs. an enormous amount of work. vast amounts of money and construction of an

infrastructur e to support a horse. call you now tell us we may not be ab le to own one?[ for one wi ll sell up and leave. as will many others for whom riding is not just a leisure activ ity, but a desire to

rep resent their pony club. sta te or indeed country. Many assoc iated trades and professions, farriers, rural ce ntres. vets andinstructors will lose a large part of their income and will close. downsize or move on.

If this legislat ion is adopted, our property prices wi. 1I plumm et as re-sale will bediffi cult . Approximately 40% ofpeople living here own a horse. by the law of averages. th is legislation will mean there are 40% less people who are going tobuy in this shire. Develope rs and residents will find it hard to sell their blocks and investment in the shire wi ll drop.If the council is determined 10 put through this ' plan ' they will ha ve a fight on their hands. I firml y believe this is another caseof bureauc racy gone mad . This is not right , fair. just . decent nor responsible action by a council, whi ch was elected 10 supportus. not to over regulat e and lak e away our quali ty of life.

We have improved our land an d we support conse rvation when it is promoted in a sensible way. If this land had notbeen subdivided there would be nothin g marc here today than there was a decade ago.

We bought uie land in good fa ith. on the understanding there was no bar to us owning a horse and no prospect of thereever being OIlC. This land was never a ' na tural rese rve ' of an y kind . When I look a t the sony state of the grce nways and othercouncil maintained la nd. I am ama zed that they should even contemplate th is action. In my humble opinion. the council shouldclean up the tip. get rid of thc fire hazards and noxious weeds in the grcenways a nd leave us alone.I thought we lived in a democracy ! How is it that council can consider this proposed legislation in private meetings. Theind ividua ls supporting this should be proud enough of this initiative to Iet uiemsclves be known ! Is it perhaps that theythem selves a rc not resident in the Shire and therefore arc not affected?

This proposed (rctrospccuve) legislation consuun es ha rassment, and the denial ofour right to live on our land inpeace a nd withou t undue interferen ce.

Greenways NewsA Greenways bush walk was held on Sunday 27th February from Newington Road through to Norton Road. About

thirty residents took part with the added bonus of a side tour to the sugar gliders courtesy of Jean Favre (see Canberra Times26 lh February).

On a less positive note, a number of residents adjacent to the Greenways have reported a pair of trai l bike riders usingthe Greenways near Majors Close and a pair of riders was recently intercepted in the vicinity of Denley Drive. One the bikesappeared to be unregistered and the riders volunteered that they had entered the Greenways from Newington Road. So perhapsit is timely to resend the message, that motor vehicles of any sort are not permitted on the Greenways. The reasons are quitesi.mply, such activity is not consistent with the conservation values of the Greenways and the amenity of adjacent residents. Itis also against the law Trail bike riding on the Greenways is also a very risky business. If an unregistered/uninsured biker anda walker/equestrian or horse is injured, the bike rider will be personally liable and this could lead to a lifetime of debt or worse.The likelihood of getting caught is also-high, Local resi.dents are particularly vigilant on this matter and are not prepared totolerate this behavior. The Greenways Management Conunittee thanks those residents who reported the problem andencourages aUresidents to report any future incidents of this kind to the Committee.
