transitional period in Philippine history from 1935 to 1945 in preparation for independence from the United States as provided for under

the Philippine Independence Act or more popularly known as the Tydings-McDuffie Law.

The committee on higher education made very strict recommendations on the withdrawal of recognition of private colleges and universities or

closing of state and colleges universities whose graduates fail in

government examination.

The committee on vocational education recommended a three -

year vocational curriculum for high schools after seven years of

elementary for a total of ten years.

The recommendation was never carried out. Most of the

recommendations, however, were implemented.
